Is that some rules in your army for soldiers to say " Reloading " in firefights, is that some squad communications or something like that. Hope i cleared the smoke :)

Announcing reload during Bound and overwatch allows the bounding squads notification that it is not a good time to get up and move. The other action verb announced is cover me while I move and moving. All infantry tactics use similar commands worldwide while closing with the enemy. Its called movement to contact.
