Read the Constitution. It says the VP is THE president of the senate, not just when there's a tie. It's only when there's a tie that the VP gets a vote, but anytime a VP cares to be a full time presiding officer of the senate, they have that authority. It's been done in the past. It's only convention, not law, and a recent one at that, that keeps a VP from doing so. The VP has an office AND a staff in the Senate.
