Here in this country, it would not be considered a prank. We would call it a felony, if not a federal crime.
This could also be considered a bomb threat, as the purpose was to make the police think there were explosives in the bag. Very bad idea in the U.S., and probably an even worse idea in Israel where the threat of bombs going off is a real everyday concern.
@SlimeyLimey We would also call it a felony if one could prove its intent (like this video). Forgetting your bag at a buss station is however not unlikely. Hehe, they made it a felony by filming it.
