By ABC News
  ABC News Blogs
ABC News' Jeff Zeleny reports:

A former Miss America winner who is now a GOP candidate for Congress was called a string of profane names today, including "street walker," "love child" and "Miss Queen. " Her attacker? A local Republican Party chairman in central Illinois.

Erika Harold, the 2003 winner of the Miss America contest, announced two weeks ago that she was running from Illinois' 13th District. Her decision to challenge Rep. Rodney Davis in the Republican primary has divided some local party members and prompted the name-calling. A full account of the episode first appeared in the St. Louis Post-Dispatch .

Harold, a 33-year-old graduate of Harvard Law School, is black. The criticism against her - from Jim Allen, chairman of the Montgomery County Republican Party - carried strong racist overtones.

He launched his criticism in a letter today to Republican News Watch, a local conservative news site. He derided her Miss America platform of advocating for abstinence and against school bullying.

"The little queen touts her abstinence, and she won the crown because she got bullied in school - boohoo, kids are cruel, life sucks and you move on," Allen wrote. "Now, Miss Queen is being used like a street walker, and her pimps are the DEMOCRAT PARTY and RINO REPUBLICANS."

He went on to call her "the love child of the DNC."

The editor of Republican News Watch, Doug Ibendahl, said the comments were "outrageous" and underscored "why we as Republicans fail to gain any respect from minority voters.

"If officials in my party fail to understand how destructive it is to attack an impressive person like Erika Harold merely because she dares to challenge the good old boys, the GOP will remain a losing party for decades," Ibendahl wrote. "This stay-in-the-back-of-the-bus mentality destroys any hope the Republican Party has for regaining momentum in future elections."

Allen did not immediately respond to a request for comment.

Davis, 43, was elected to Congress last fall by a slim margin. His district runs across central Illinois, from Champaign to the Illinois suburbs of St. Louis.

UPDATE 1-Time to stop arguing about climate change, World Bank says

* 97-98 scientific agreement on warming means it is real

* China , U.S. 'serious' about climate change

By Nina Chestney

LONDON, June 19 (Reuters) - The world should stop arguing about whether humans are causing climate change and start taking action to stop dangerous temperature rises, the president of the World Bank said on Wednesday.

Jim Yong Kim said there was 97 to 98 percent agreement among scientists that global warming was real and caused by human activity.

"If you disagree with the science of human-caused climate change you are not disagreeing that there is anthropogenic climate change. What you are disagreeing with is science itself," Kim told a Thomson Reuters Newsmaker event in London.

"It is time to stop arguing about whether (climate change) is real or not," he said.

A study last month found that 97 percent of around 4,000 scientific reports giving an opinion about the cause of climate change since the 1990s said it was mainly human. Skeptics said the survey wrongly omitted thousands of papers that did not give a view.

Governments across the world have agreed to limit global temperature rise to below 2 degrees Celsius (3.6 Fahrenheit).

Estimates differ over how high temperatures may rise and over what period of time.

The World Bank and others have estimated that the globe has already warmed by about 0.8 degrees C (1.4F) since the Industrial Revolution and 2 degrees C is widely viewed as a threshold to dangerous changes such as more floods, heatwaves and rising sea levels.

The World Bank wants more focus on the issue.

In a report on Wednesday, it cited Bangkok as an example, saying much of it could flood within the next two decades if global warming stays on its current trajectory.

Kim said that as extreme weather events continue, public opinion about climate change should start to change.

The lack of an international deal is a "lame excuse" to not tackling climate change, Kim said. In the meantime, any kind of agreements or action should be encouraged.

"The level of seriousness at the top in the United States couldn't be higher. As extreme weather events occur (such as) in the Midwest and Hurricane Sandy etc, other legislators will come around," Kim said.

He noted that China , the world's second-largest economy , is also taking climate change very seriously.

CO2

Even though China is the biggest CO2 emitter in the world and is still building coal plants, it is investing more in solar and wind power than any other country and ramping up efforts to build cleaner cities and more efficient buildings.

China's efforts to develop its own national carbon market - similar to Europe's, is also positive sign for a global agreement, Kim said.

China launched its first emissions trading plan this week in Shenzhen, marking a milestone in the country's climate policy.

"If we get China, the U.S. and the EU to agree on a price for CO2 we will have a market mechanism to fight climate change. I hope a practical solution will happen before 2020," he added.

The European Union currently operates the world's largest carbon market, which has been in place since 2005.

The rate of warming since the turn of this century, meanwhile, has slowed more than many scientists had expected after strong rises in the 1980s and 1990s. Some have interpreted this as a sign climate change is less of an immediate threat than thought.

Attempts to agree a plan of action to combat climate change failed at a U.N. conference in Copenhagen in 2009, primarily because of concerns over the economic impact. (Additional reporting by Anna Yukhananov. Editing by Jeremy Gaunt.)

Message found in bottle after 97 years underwater goes on display

By Mike Krumboltz
A scuba diver looking for treasure in the St. Clair River near Detroit stumbled upon a different type of prize at the bottom of the river: a message in a bottle.

Dave Leander of the Great Lakes Dive Center told Detroit's WJBK that the note had been buried for 97 years until he found it in the silt.

"I happened to see a piece of paper in there, and I could actually read the writing underwater," Leander told WJBK.

This was last June. Now, the bottle is heading for a local museum on Harsens Island, Mich., where it (and the note inside) will be on display.

So, what was on the note? A simple message from two young women who were at the Tashmoo amusement park on Harsens. The message read, "Having a great time at Tashmoo," and was written by Stella Pramstaller and Tillie Esper.

Eric Schiebold, one of Esper's 32 grandchildren, spoke to WJBK about the note and his memories of his grandmother.

Via WJBK:

"Here's something that's 100 years old in the bottom of the river, and how can that be related to me?" Schiebold said. "I remember her from the time I was a kid, but what about her life before? This is a fascinating story."

While Leander's find makes for an amazing story, it's hardly the first time someone has discovered a message in a bottle. In 2010, for instance, a 10-year-old boy put a bottle with message in it into the Pacific Ocean off the coast of Oregon. A year later, a girl in Hawaii found it washed up on the beach.

In 2010, a Florida teen named Corey Swearingen tossed a message in a bottle into the Atlantic Ocean. Fast forward a year and a half, and the teen got a response from a boy and his father in Ireland, where his message had come ashore.

And then there's the story of Dorothy and John Henry Peckham . In 1979, the couple threw a message into the Pacific while on a cruise. That message was found six years later by a Vietnamese man, Hoa Van Nguyen, while he was on a refugee boat off Thailand. They began writing to each other (via regular mail, which is much more efficient) and a friendship blossomed. Eventually, the Peckhams helped to sponsor Nguyen and his family's immigration to the United States.

Chicago teachers union chief faults 'rich white people' for city's education mess

The Daily Caller
In a scathing speech on Wednesday, the president of the Chicago Teachers Union charged that racism and "rich white people" are to blame for the immense financial crisis facing the Chicago Public Schools.

In her remarks to an audience at the upscale City Club of Chicago, union boss Karen Lewis strongly criticized Chicago Mayor Rahm Emanuel. She also urged the city schools to follow the strategic blueprint of the Chicago Cubs baseball team.

"Members of the status quo - the people who are running the schools and advising the mayor on how to best run our district - know what good education looks like because they have secured it for their own children in well-resourced public and private institutions," the Dartmouth graduate charged.

"When will there be an honest conversation about the poverty, racism and inequality that hinders the delivery of a quality education product in our school system?" Lewis also asked in the speech. "When will we address the fact that rich, white people think they know what's in the best interest of children of African Americans and Latinos-no matter what the parent's income or education level."

The union leader then questioned the motives of "venture capitalists" who have expressed a desire to improve the quality of education for poor and minority students.

"There is something about these folks who love the kids but hate the parents," Lewis inveighed. "There's something about these folks who use little black and brown children as stage props at one press conference while announcing they want to fire, layoff or lock up their parents at another press conference."

Lewis called for "an end to corporate subsidies and loopholes." She demanded "progressive taxation" to close the $1 billion budget deficit currently facing the Second City and its public schools. (RELATED: It's official: Chicago Public Schools will close 49 elementary schools for good)

Higher income tax rates on wealthy residents would generate billions in necessary revenue, the union chief suggested. She also proposed new taxes for commuters and for financial transfers.

In her closing remarks, Lewis, a self-professed Chicago White Sox fan, suggested that the Chicago Public Schools would be wise to emulate the Chicago Cubs baseball franchise.

"When the Cubs lose a game they don't call for Wrigley Field to close down. They don't want the entire team dismantled. Despite empty seats, the stadium isn't accused of being underutilized," she said.

Lewis, who obviously spends little time listening to Chicago's two main sports radio stations, also suggested that "no one questions" the salaries of Chicago baseball players.

Year after year - despite individual player performance, despite game losses and near wins - the fans show continue to show up. We keep cheering for our Cubbies. We know they are winners. We dream. We believe," Lewis said.

"Do the same for our children," she implored. "Cheer them on. Invest in them. Love them. Support their parents. Support their teachers. Support their schools. Let's work together. Let's win, Chicago. Let's win."

William Oliver Stone (born September 15, 1946) is an American
film director, screenwriter, and producer. Stone came to public
prominence between the mid-1980s and the early 1990s for writing and
directing a series of films about the Vietnam War ,
in which he had participated as an infantry soldier. Many of Stone's
films focus on contemporary and controversial American political and
cultural issues, such as JFK , Natural Born Killers , and Nixon .
Stone's films often combine different camera and film formats within a single scene as evidenced in JFK , Natural Born Killers , and Nixon . British newspaper The Guardian has described Stone as "one of the few committed men of the left working in mainstream American cinema." Stone has received three Academy Awards for his work on the films Midnight Express , Platoon , and Born on the Fourth of July . He was presented with the Extraordinary Contribution to Filmmaking Award at the 2007 Austin Film Festival .

A Rotorua man who kidnapped his girlfriend then dragged her behind a
car for almost 2km told police he put her in the car boot "to show her
that he loved her".

Sonny Te Aramoana Waiti, 26, appeared in the Rotorua District Court today, handcuffed and guarded by three officers.

Through his lawyer Harry Edward he pleaded guilty to a charge of kidnapping 37-year-old Rotorua mother Ana Eriepa on May 25.

According to the police summary of facts, Waiti and Ms Eriepa were in a
relationship and had been living together for about three weeks since
Waiti was released from prison.

On the night before the incident they traveled to Tauranga and bought a
new car. Waiti had been consuming alcohol and drugs on the trip and had
become "paranoid".
Around mid-morning on May 25 Waiti arrived at Ms Eriepa's Clinkard
Ave home, drunk and driving erratically. The couple argued and Waiti
ordered Ms Eriepa to drive him around Rotorua, then to his family's
rural property on State Highway 30 south of the city.

While at that property Waiti picked up Ms Eriepa and put her in the
boot, locking her inside. He then drove off, with Ms Eriepa yelling at
him from inside the boot.

About 1.30pm the car was seen by several witnesses driving erratically
on State Highway 1 between Tokoroa and Putaruru. They then saw the boot
open and Ms Eriepa fall out.

She later told police she felt the car swerving and was fearful of the
car crashing. She found a cable that allowed her to open the boot and
"sought the opportunity to escape".

The car was traveling between 90 and 100km/h when she climbed out.
However one of her ankles got caught between the tow ball and the
bumper, trapping her. She was dragged over the rough chip seal road for
at least 1.66km.

Other motorists tried to alert Waiti but he continued driving at speeds
in excess of 100km/h. Eventually another driver pulled up beside him but
Waiti gave him the finger and swerved towards him.

That swerving motion flung Ms Eriepa free and she came to rest 50m away in the middle of the road.

Waiti continued driving but was arrested a short time later where police
noted his behavior was confrontational and he appeared to be under the
influence of substances.

He initially denied wrongdoing but later told police he had been
released from prison three weeks earlier and had been smoking cannabis
and methamphetamine continuously since then.

"He thought the victim was 'cheating' on him in their relationship and
he put her in the car boot as he wanted to show her that he loved her,"
the summary stated.

Ms Eriepa was seriously injured and remains in hospital. Her left leg
has been amputated below the knee. Other injuries included a dislocated
wrist, deep scalp lacerations, a degloving injury to a foot, fractured
femur of her left leg, extensive skin loss around a buttock with the
glute muscle torn off and multiple abrasions over the majority of her
body.

Waiti was remanded in custody for sentencing in the Rotorua District Court on August 23.
