      <description>Moscow, Russia (CNN) -- More than 1,000 Russians have drowned recently as they attempted to find relief from a stifling heat wave -- many of them after drinking alcohol, officials said.

Vadim Seryogin, a department head at Russia's Emergencies Ministry, told reporters Wednesday that 49 people, including two children, had drowned in the last day. More than 1,200 total have drowned, 223 of them between July 5 and July 12.

&quot;The majority of those drowned were drunk,&quot; Seryogin said. &quot;The children died because adults simply did not look after them.&quot;

A heat wave settled over Russia in mid-June, according to the state-run RIA-Novosti news agency. The region has experienced record-breaking heat, with temperatures of up to 40 degrees Celsius (104 degrees Fahrenheit).

The heat has caused an emergency situation in Russia, according to a column on RIA-Novosti.

Officials have urged citizens to take a siesta in the afternoon to avoid the hottest part of the day. Cases of heat stroke and sunburn have increased in children, and adults with heart problems and diabetes are suffering complications.

Asphalt softened in the heat has been blamed for traffic accidents. A state of emergency has been declared in 14 regions, and some areas are facing water shortages as wells dry up.

The heat has exacerbated a smog problem, as well, the RIA-Novosti column said, adding Russia has not experienced such heat in 130 years. Winter and spring crops are withering under the heat, the column said.</description>

      <description>JONESBORO, AR (KAIT) - Second Judicial District Prosecuting Attorney Mike Walden has released parts of an Arkansas State Police report, and dash cam video of a violent shootout in West Memphis, and says he doesn't anticipate pressing any charges against the officers involved.

The video being released is dash-cam video from West Memphis Police Officer's Bill Evans camera, as well as video from the Wal-Mart surveillance cameras.

In the video you can see Officer Paudert arrive on scene, and a short time later the officers placed Jerry Kane against the S-U-V. Paudert can be seen arguing with Kane, when Kane all of a sudden ran away from them.

That's when 16-year-old Joe Kane opens the passenger side door with an AK-47 and open fire on the officers. A short time later you can see the teenager return to the car and then his father follows throwing papers in the window.

As the Kane's left from the scene, Joe Kane can be seen shooting firing another 4 rounds at Officer Paudert who at that time lay dead in a ditch.

Other police officers arrived on scene after the shooting, and in a couple of the dash cam videos you can see Officer Evans' lying in the road.

The other piece of video released to the media is the Wal-Mart surveillance video. The Kane's are seen pulling into Wal-Mart, where at one point Joe Kane getting out of the van and going into Wal-Mart to purchase something. Prosecutor Walden wouldn't elaborate what the younger Kane purchased inside.

A short while later, The Kane's were trying to leave the parking lot, when Crittenden County Sheriff Dick Busby &amp; Chief Deputy W.A. Wren pulled in front of the van. Jerry Kane can be seen getting out of the van and opening fire at the deputies. Busby and Wren were both injured in the shootout.

The video also shows Arkansas Game and Fish Officer Michael Neal ramming the van on the driver's side, disabling the van. Neal and the Kane's exchanged gunfire at that point. From that point on you can see officers surround the van, opening fire after the younger Kane continued to fire.

Since both of the suspects were killed by police, Walden says one of the things his office is investigating is excessive force by police in the shootouts. Walden says there is no timeline when the investigation will come to an end, but says he doesn't anticipate filing any charges against the officers involved in the shooting.

Region 8's Keith Boles spoke with Walden and will have more details coming up tonight on Region 8 News at 5 &amp; 6.

A Republican state senator from Bakersfield came out of the closet in a radio interview Monday morning in the wake of a report that he had been at a gay club in Sacramento before he was arrested on drunk driving charges last week.

Sen. Roy Ashburn has been on personal leave since his arrest early Wednesday morning in his state car not far from the Capitol. The arrest touched off rampant speculation about his sexuality after a Sacramento television station reported he had been at a gay nightclub in Sacramento just before he was pulled over by California Highway Patrol officers. But Ashburn had declined to comment.

He broke his silence in an interview on Bakersfield radio station KERN (1180 AM) with talk-show host Inga Barks on Monday morning, saying the incident had led to &quot;restless nights&quot; and &quot;soul searching.&quot; Ashburn said he had &quot;brought this on myself.&quot; When he told Barks he owed his constituents an explanation, she responded, &quot;Do you want me to ask you ... the question, or do you want to just tell people?&quot;

&quot;I am gay,'' Ashburn answered, &quot;and so I ... those are the words that have been so difficult for me for so long. But I am gay. But it is something that is personal and .... I felt with my heart that being gay didn't affect -- wouldn't affect -- how I did my job.&quot; He did not express any resentment that his sexuality had come under scrutiny, saying, &quot;Through my own actions, I made my personal life public.&quot;

The episode, widely discussed on Internet blogs, in newspapers and on TV, spurred charges of hypocrisy against the senator from gay-rights activists who noted that Ashburn, a divorced father of four, had voted several times against legislation favoring gays and lesbians.

On Sept. 1, 2005, Ashburn voted against a bill that would have allowed same-sex marriages in California. The bill was later vetoed by the governor. Ashburn also was among the minority in voting against legislation last year that designated May 22 of each year as Harvey Milk Day.

&quot;It is unfortunate he helped spread the bigotry that forced him to stay in the closet,&quot; said Geoff Kors, executive director of Equality California, a group supporting gay marriage. &quot;We hope he now takes this opportunity to educate people in his district and throughout the state that his sexual orientation is irrelevant.''

Ashburn defended his votes against gay-rights legislation, saying he was reflecting how the voters in his district felt.

&quot;I believe firmly that my responsibility is to my constituents,&quot; Ashburn said.
