Los Angeles - A team of police detectives today expect to scrutinize scores of unsolved murders of women in South Los Angeles, looking for possible links to the man they say is the Grim Sleeper serial killer.

At least 30 killings appear to have similarities to the 10 slayings Lonnie David Franklin Jr. already is accused of committing, police sources told the Los Angeles Times.

The victims in the unsolved cased included drug users, prostitutes and women with mental illness, but not all of them lived on the margins of society, The Times reported.

Franklin 57, made his first court appearance Thursday afternoon at the downtown Criminal Courts Building, facing 10 counts of murder and one count of attempted murder.

His arraignment was postponed to Aug. 9 at the request of defense attorney Regina Laughney.

Franklin was arrested Wednesday by a task force that compared DNA samples from Franklin and his son, who was arrested about a year ago.

Police Chief Charlie Beck said Thursday investigators used a state database that indicated Franklin's son's DNA was similar to samples from one of the Grim Sleeper crimes.

Detectives then obtained a sample of Franklin's DNA from a discarded piece of pizza, which led to his arrest in connection with murders over a span of more than 20 years.

Franklin was arrested without incident at 9:20 a.m. Wednesday in front of his home in the 1700 block of West 81st Street, police said.

Before Franklin was identified as a suspect, investigators used forensic evidence to link the Grim Sleeper to eight murders between 1985 and 1988, and three murders between 2001 and 2007, to the same killer, Los Angeles police Detective Dennis Kilcoyne said.

The killer was dubbed the Grim Sleeper because of the almost 14-year break between killing sprees.

All but one of the killer's victims were women, and many were prostitutes. Some were raped before being shot to death with a small-caliber handgun. Their bodies were dumped in alleys and trash bins in South Los Angeles, Inglewood and unincorporated county areas.

A woman who survived an attack in 1988 described the suspect as a black man in his 20s, driving an orange Ford Pinto. She said he picked her up, shot her in the chest, raped her, then pushed her out of his car.

According to a criminal complaint, Franklin's victims were:

-- Debra Jackson, slain Aug. 10, 1985;

-- Henrietta Wright, found dead Aug. 12, 1986;

-- Barbara Ware, killed Jan. 10, 1987;

-- Bernita Sparks, found dead April 15, 1987;

-- Mary Lowe, slain Nov. 1, 1987;

-- Lachrica Jefferson, killed Jan. 30, 1988;

-- Alicia Alexander, found dead Sept. 11, 1988;

-- Princess Berthomieux, slain March 19;

-- Valerie McCorvey, killed July 11, 2003; and

-- Janecia Peters, found dead Jan. 1, 2007.

The attempted murder charge involves the Nov. 20, 1988 attack on Enietra Washington.</description>

This much, finally, is clear. South African runner Caster Semenya is eligible to compete as a woman and she'll be back on the track next week. But neither the international track and field federation nor Semenya's representatives will say how her perplexing gender identity issue was resolved, citing confidential medical details. Was more sophisticated testing done? Or did the 19-year-old, who has a male build and voice, have treatments that tipped the balance toward female?

Semenya became an instant figure of controversy and curiosity when she turned up out of nowhere at last summer's global outdoor championships in Berlin and won the 800 meters by more than two seconds in a race that usually is decided by fractions. When the IAAF this week cleared her to compete again without giving specifics, speculation swirled anew. According to a Sydney newspaper, a medical report prepared for the IAAF last year said that Semenya has external female genitalia but internal male testes.

&quot;I think we'll never know what the situation was in Berlin,'' British runner Jenny Meadows, who finished third in that race, told the Associated Press. &quot;That's gone. We'll never know what happened in that 11 months. The medical team say that the place she's at now, she's a female. If they say she's a female, I'm happy to compete against her.''

Since Semenya isn't yet in top shape, she'll bypass the upcoming world junior championships in New Brunswick, but will enter a couple of European meets, starting with the Lappeenranta Games in Finland, to tune up for the African championships in Kenya at the end of the month and may also compete in this autumn's Commonwealth Games in India.</description>

According to Democracy Corps, likely voters have a sharply negative view of the president's health-care and economic plans, and a far more favorable view of Republicans than they did a few months ago. Because Democracy Corps was founded by Democrats James Carville and Stanley Greenberg, the firm's findings have significant influence in national Democratic circles.

Democracy Corps surveyed more than 1,000 voters nationwide, including more than 800 likely voters. The group asked voters to identify themselves as &quot;warm&quot; or &quot;cool&quot; on parties or proposals. Fifty-two percent of likely voters described themselves as &quot;cool&quot; on the president's health-care plan, against just 34 percent were &quot;warm.&quot; When it came to the president's economic plan, 35 percent were warm against 49 percent cool. The findings are consistent with other national surveys, which show the health-care plan currently under debate to be widely unpopular.

The survey also confirms the continued deterioration of the standing of Democrat House incumbents. In a comparable Democracy Corps survey conducted last August, likely voters had a warm attitude toward their incumbent House Democrat by a margin of 18 points. For Republicans incumbents, the number was 16. In the current survey by contrast, likely voters gave their Republican incumbent a 19-point edge, while Democrats slipped to 11 points. That's a shift of 10 percentage points in the relative standing of the two parties in a little more than 4 months.

The deterioration of Democrat House candidates showed up clearly in Democracy Corps' generic congressional ballot question. Likely voters favored the Democrat candidate by a margin of 47 percent to 43 percent in August. Now the generic Democrat trails by 46 percent to 45 percent. Those figures are consistent with results in other recent surveys. According the Real Clear Politics average, Republican congressional candidates have an edge of about 2 percent in current polling.

Democracy Corps showed more improvement in the Republican &quot;brand&quot; than other current surveys. According the group, the two parties are essentially tied in the public eye. Likely voters feel cool to the Republican party by a net margin of 9 points; for Democrats, the margin is 8 points. In August, voters were more cool to Republicans by 12 points, while Democrats trailed by just 5. This finding is likely to cause concern among Democrats who have argued that significant GOP congressional gains are unlikely while the party is viewed more negatively than Democrats.

On voter intensity and propensity to vote, the poll saw a significant GOP edge. Democracy Corps described Republicans as &quot;intensely enthusiastic&quot; about the 2010 vote, with 46 percent seen as &quot;very enthusiastic&quot; about voting in the 2010 congressional elections, against just 33 percent of Democrats.

Republicans will be pleased with their standing on individual issues. When asked which party they trust more on the economy, for example, likely voters favor Republicans by 3 points (46 percent to 43 percent). On whom they trust to &quot;be on your side,&quot; Democrats hold a statistically insignificant 1-point edge. On government spending, Republicans have an 11 point advantage. On the deficit, the Republican edge is 8 points.

The poll tested a series of messages and themes that candidates may use in 2010. When given a choice in characterizing the president's economic plan, voters agreed with the negative message by a margin of 49 percent to 45 percent. That message was: &quot;President Obama's economic policies have run up a record federal deficit while failing to end the recession or slow the record pace of job losses.&quot;

Other questions cast doubt on the ability of Democrats to make up lost ground by tying their opponents to polarizing conservatives. When told that &quot;Democrats are working to pass mainstream, pragmatic solutions and win broad support. Republicans take their lead from extreme partisans like Rush Limbaugh, Sarah Palin and Dick Cheney,&quot; 43 percent were more likely to vote for the Democrat candidate, against 53 percent who were not.

A number of other negative messages about Republicans failed to win the backing of a majority - including messages about Republican obstructionism and Republicans &quot;giving power back&quot; to insurance companies. By contrast, voters supported a Republican message of lower taxes to promote economic recovery - by a margin of 52 percent to 45 percent.

Other questions showed declines in both the bellwether &quot;right track/wrong track&quot; question, and in approval of Barack Obama. In August, more likely voters saw the country as &quot;on the wrong track,&quot; by a margin of 17 points (37 percent to 55 percent); the deficit has grown to 21 points (58 percent to 36 percent) in the current survey. In August, likely voters approved of the way Barack Obama was handling his job as president by a 50 percent to 45 percent margin. Now voters are tied on the president's performance - 48percent to 48 percent.</description>

A 23-year-old Macon gentleman has been charged with rape, aggravated child molestation and enticing a child for indecent purposes in connection with the Wednesday assault of a 13-year-old girl, according to Macon police.

The girl was walking on Houston Avenue when a man in a silver sport utility vehicle asked if she wanted a ride.

The african american gentleman, later identified as Mister Terrance Devon Ragland, of Antioch Road, is accused of driving the girl behind an apartment and forcing himself on her, police spokeswoman Jami Gaudet said.

The girl walked to a relative's home after the incident, Gaudet said.

Police said the girl recognized the man, and the man said he knew the girl's mother.

Ragland was arrested late Wednesday and is being held at the Bibb County jail without bond, according to jail records.

He also is being held on unrelated charges of forgery, theft by receiving stolen property and a probation violation!</description>

 Adams also heard Fernandes say that  she had no interest in the Voting Section enforcing Section 8   of the National  Voter Registration Act (which requires purging rolls of ineligible voters to  prevent voter fraud), because Section 8 does not increase voter turnout.  


  Fernandes now needs to be questioned under oath, as does the head of the Civil  Rights Division, Thomas Perez, who previously testified this was not the  Justice Department's policy and that he was unaware of such views.</description>

      <description>When two teens, one armed with a handgun, confronted and assaulted a 65-year-old woman at gunpoint Monday night at a Boynton Beach ATM, she wasn't about to give up her money easily.

&quot;I had a grip on it,&quot; the woman, who asked not to be identified, said this morning. &quot;I'm strong. I'm not weak.&quot;

Instead, the woman escaped injury and the robbers fled with nothing, authorities said today.

Darvin L. Pickett   and Jethro P. Louis both 18  , are charged with robbery with a firearm and assault.

Louis also is charged with obstruction and Pickett with battery on a law enforcement officer and resisting.

This morning, Palm Beach County Circuit Judge Krista Marx ordered the Boynton Beach men both held without bond.

Police still are searching for a third assailant.

According to a Boynton Beach Police report, at about 10 p.m. Monday, the two men confronted the Boynton Beach woman at the ATM at the Bank of America at 105 N. Congress Ave., just south of Boynton Beach Boulevard.

One of the robbers, who wore an orange sweatshirt, pointed a handgun at the woman, demanding her deposit envelope, and grabbed the scarf she wore on her neck, the report said

&quot;They just kind of tugged at that to let me know they meant business,&quot; the woman said today.

She said she'd been depositing cash and checks from her cosmetics business.

The woman screamed and the two men fled on foot.

As officers searched the area, a security guard at Banyan Lakes apartments reported spotting a blue 1996 Pontiac Bonneville speeding through the area.

After an officer spotted Louis in the shadows of a building, he ran off but eventually was arrested.

Louis told police Pickett and a third person had been with him during the robbery and pointed the officers to a nearby apartment.

Officers entered the unit and found Pickett hiding, wearing an orange sweatshirt matching the one in the robbery, the report said. Pickett fought officers who finally cuffed him.

In the financial overhaul bill that is on the cusp of becoming law, House Democrats have included a largely overlooked provision that would create diversity czars to promote racial and gender hiring in federal agencies -- a move that has sparked concerns about racial quotas, government waste and charges that Democrats are attempting to politicize the Federal Reserve. 

The bill would establish an Office of Minority and Women Inclusion at each federal financial services agency to &quot;ensure equal employment opportunity and the racial, ethnic and gender diversity&quot; of the work force and senior management.

The diversity czars would also aim to &quot;increase the participation of minority-owned and women-owned businesses in the programs and contracts&quot; of each agency and conduct &quot;an assessment&quot; of those goals.

Each diversity czar would be a presidential appointee who must be confirmed by the Senate and have power &quot;comparable to that of other senior level staff,&quot; the bill says.

In an editorial, The Wall Street Journal accused Rep. Maxine Waters, D-Calif., author of the provision, of trying to politicize the Federal Reserve.

&quot;The Waters provision will also give Congress and the White House a new and powerful lever to influence the operation of the 12 regional Fed banks,&quot; the newspaper wrote. &quot;Accusations of racial or gender indifference, much less outright bias, are politically deadly.&quot;

&quot;With the threat of such an accusation in their holster, the Waters czars will have enormous clout to influence Fed governance and regulatory decisions, perhaps including monetary policy,&quot; the newspaper added.

Waters' office did not respond to a request for comment but the lawmaker vigorously defended the provision in a letter to the editor of The Wall Street Journal, saying the newspaper's critical editorial was &quot;filled with misrepresentations, unsupported conclusions and outright distortions.&quot;

&quot;Nothing in the bill mandates lending to minorities or women,&quot; she wrote, denying charges that the provision would politicize the Fed or allocate credit by race and gender. &quot;The provision does not even mention lending. The offices will only be responsible for employment, management and business activities of the agencies.&quot;

&quot;What this legislation will do is help address an indisputable problem, the lack of diversity in financial services,&quot; she said, arguing that studies show the &quot;discrimination that women and minorities face compared to white men of similar educational background and age.&quot;

Waters cited the Treasury Department where minorities make up 17.2 percent of employees at senior pay levels and a recent Government Accountability Office report that shows the lack of diversity within the financial services industry has barely improved at the management level from 1993 to 2008.

&quot;The provision is designed to broaden and improve the work force of these agencies and expand opportunities for our nation's small businesses - including minority-and women-owned businesses - to participate in programs and contracts instead of continuing to rely on the same 'old boy' network and handful of Wall Street firms responsible for the crisis in the financial markets.&quot;

The provision remained in the legislation during a conference committee between House and Senate negotiators. The House approved the final version of the bill late last month but the Senate delayed its vote until after the July Fourth holiday.

Diana Furchtgott-Roth, an adjunct fellow at the Manhattan Institute and a senior fellow at the Hudson Institute, said the bill should be sent back to conference stripped of this provision, citing concerns about racial quotas and costs.

The law would create at least 20 new offices and up to 29 if every Treasury agency is required to create a minority office, she said.

&quot;It would probably cost a million or over&quot; to operate on an annual basis for each office, she said.

Furchtgott-Roth also noted that the Cabinet-level departments all have similar offices in place and questioned why more is needed.

&quot;This is a very serious concern,&quot; she said. &quot;We have a deficit of over a trillion dollars. Every American knows that we need to cut the deficit and not only is this a waste of money but it implies that the existing offices we have are a waste of money.&quot;</description>

'His heart belonged to you,&quot; President Obama told the hundreds of West Virginians who attended Robert Byrd's funeral last week. &quot;Making life better here was his only agenda.&quot; Maybe so. But despite the $4 billion in pork that Byrd served his constituents over the past 19 years alone-not to mention the untold billions before observers started keeping tabs-West Virginia remains the third poorest state in the country. Government spending does not prosperity make.

When Byrd became senator in 1959, West Virginia ranked No. 39 in median family income, and No. 42 in per capita income. Today, it's No. 48 in both categories.

True, Byrd was never a governor of the state even if he was its political patron. Also true is that mining companies developed more efficient techniques for extracting coal and natural gas, which eliminated the need for many blue collar jobs. Laid-off workers lacked the skills to attract other types of businesses and college students couldn't find jobs after graduation, so they left. Such dramatic changes would be serious obstacles for any politician.

But other states learned to cope with similar economic change. Take North Carolina, a state West Virginia beat in the rankings in 1959. Back then, the Tar Heel state lacked a skilled work force. But it kept taxes low and regulations light, allowing private actors to harness the state's resources. 

Perhaps the crowning achievements of such policies is the Research Triangle Park in Durham, N.C. In the 1950s, a committee of businessmen, academics and government officials raised money through private donations to buy a plot of land near the state's universities where they could match graduates looking for jobs with companies looking for skilled workers. The state government did offer some incentives like tax credits for research and development, but it never funded the park. Today, the park is thriving, with 170 companies employing over 40,000 people.

By contrast, Byrd's solution was to steer federal largess to his state. &quot;What I'm doing is spreading good seed that will bear fruit a hundredfold,&quot; he told a crowd of West Virginians in 1994. &quot;Prosperity flows along concrete rivers.&quot; Unfortunately, many of those rivers are running dry.

Take Route 50. Thirty years ago, the federal government extended the route from two lanes to four with the hopes of spurring development. But hit the open road today and you'll notice it's just that-open. &quot;You won't see another car for two hours,&quot; says Russell Sobel, a professor of economics at West Virginia University. &quot;You can't just build roads and expect that things will happen. People who want to transport goods and services need to be there.&quot;

Byrd's supporters point to Interstate 68. In 2003, the federal government built a penitentiary in Hazleton, W.Va., precisely because the highway made it an ideal spot-sparsely populated yet accessible. But in both cases, the government made the development, not private investors. In fact, 51.3% of the state's economy relies on spending by the local, state and federal government-the highest level of any state. &quot;We've created this culture of dependency,&quot; warns Mr. Sobel, &quot;Our human capital is not good at competing in the marketplace; it's good at securing federal grants.&quot;

Federal funding is a shaky foundation for an economy because no one can replace Big Daddy. In their recently released paper &quot;Do Powerful Politicians Cause Corporate Downsizing?&quot; Harvard professors Lauren Cohen, Joshua Coval and Christopher Malloy found that states that lose chairmanships on important congressional committees lose 20% to 30% in earmarks.

Even worse, they found that pork actually pushes private investment out of a state. When the federal government intrudes, it raises demand for the state's workers and real estate, jacking up prices. Often, companies can't compete, so they flee.

&quot;Take a random government helicopter and drop $10 billion into a state,&quot; says Mr. Cohen. &quot;Many people will think it's $10 billion in income for the state. We're saying, 'No, you have to think about how the private sector pulls back. It's really about six or seven billion dollars of income.'&quot;

Though that $7 billion might be a nice one-time boost, a state needs long-term investments to grow. But the West Virginia government scares away those investments with laws and taxes that smother private initiatives. One example is a tax on machinery, which shoos businesses away.

Along its border with Maryland and Kentucky, West Virginia offers identical resources, but this tax is onerous enough that it keeps two Fortune 500 companies, Marathon Oil and NewPage Corporation, just outside state limits. Unsurprisingly, West Virginia ranked dead last among the 50 states in the Fraser Institute's Index of Economic Freedom of North America.

Sen. Byrd may have loved West Virginia. But a hearty economy would have been a greater legacy than the 30 taxpayer-funded projects that bear his name.</description>

Chicago  Supt. Jody Weis said today he &quot;simply cannot understand&quot; how the man charged with gunning down an officer &quot;can have such a total disregard of life.&quot;

&quot;The entire department is saddened beyond belief,&quot; Weis said hours after Bryant Brewer, 24, was charged. &quot;The entire city should be enraged.&quot;

  Brewer is accused of grabbing Officer Thor Soderberg's gun and fatally shooting him in the parking lot of a police facility in Englewood Wednesday afternoon. He was shot and wounded by officers and remains at Advocate Christ Medical Center in Oak Lawn.

Brewer was denied bail in a hearing before Cook County Criminal Court Judge Ramon Ocasio midday today. Brewer did not appear in Central Bond Court today because he is still hospitalized.

&quot;I simply cannot understand how a person can have such a total disregard of life and for those who keep order on our streets that he could attack, disarm and then shoot and kill a uniformed police officer in broad daylight,&quot; Weis said at police headquarters, 3510 S. Michigan Ave.

Weis said Soderberg, 43,   was leaving work at the police facility at 61st Street and Racine Avenue to play in a volleyball game. He was an instructor at the police training academy but had been deployed to a special task force aimed at combating youth violence.

&quot;This is the time of the day where officers breathe a sigh of relief. Their tour is over and now they get to be with their families and their friends,&quot; Weis said. &quot;However because of the incomprehensible acts of a 24-year-old convicted felon, Officer Soderberg did not make it to that volleyball game. Officer Soderberg was killed by this vicious criminal,&quot; Weis said.

  The 11-year police veteran was still in uniform in the facility's parking lot when Brewer approached him from behind and reached for the officer's weapon, according to police.

During a struggle, Brewer grabbed Soderberg's handgun and shot the officer, authorities said. Soderberg was shot three times--in the head, back, and face, said assistant state's attorney John Dillon, in the hearing before Ocasio. Brewer then crossed the street, weapon still in hand, and shot at Richard Mints, a contractor sitting on a nearby porch.

After Mints was shot, Brewer also shot at the police building Soderberg had left, Dillon said today.

Officers rushed to the scene and shot Brewer during an exchange of gunfire.

Brewer did later &quot;make an admission&quot; to the crime, said Wentworth Area Detective Allen Szudarski.

Weis praised Englewood residents, saying 18 witnesses came forward after the shooting.

Asked about what could be done about security at police parking lots, Weis said police facilities have video surveillance, but added that little could be done to prevent such attacks by people with little regard for human life.

&quot;There's really no level of security you can put up that will prevent a person like that from attacking someone. And unfortunately we lost an officer in this case,&quot; he said.

Weis couldn't confirm claims by Brewer's family about the suspect having a history of mental illness. &quot;From everything we've seen so far, we have somebody who was just trying to rob and attack an individual, and that individual had to be a police officer. So I don't know what was going through this guy's head, why he would attack a police officer in broad daylight. That's something, I guess, only he will know,&quot; Weis said.

Weis praised the fallen officer, who he said had a passion for teaching police recruits. &quot;He was as good as a police officer can be,&quot; Weis said.

A bond hearing for Brewer, of the 5800 block of South Wolcott Avenue, is expected to be held at noon. He is charged with murder, attempted murder and armed robbery.</description>

      <description>Police are investigating yet another suspected bias attack on Staten Island.

Investigators say it happened around 7 p.m. Wednesday along Richmond Terrace in Port Richmond.

City Councilmember Debi Rose says the 30-year-old Mexican man was attacked and beaten by a group of at least six black men.

The victim suffered damage to an eye socket.

He was treated at a nearby hospital and later released.

&quot;There seems to be an unsettling pattern of hate crimes or hooliganism or I don't know what to call it anymore. But the point is it has to stop,&quot; Rose said.

&quot;I'm shocked. I really thought we were making progress here, we've had tremendous police presence in the community, really all hands response from elected officials and government officials to local community people. So I'm kinda of stymieing this to where we go now,&quot; said Terry Troia of Project Hospitality.

No arrests have been made.

Police say the hate crimes unit has been notified of the case but,because the suspects are black, they have not classified the incident as a hate crime.

Seething: Labour MP Diane Abbott has defended her decision to send her son to the lb12,000-a-year City of London School

Labour leadership contender Diane Abbott was seething after being branded a 'racist' and an expenses cheat by political pundit Andrew Neil.

Left-winger Ms Abbott was savaged by Mr Neil on his late-night BBC show This Week over her decision to send her son James to the lb12,700-a-year City of London School.

Ms Abbott, who earned lb36,000 a year as a regular guest on the show alongside Michael Portillo until stepping down to fight for the Labour leadership, had defended her stance, saying: 'West Indian mums will go to the wall for their children.'

Mr Neil hit back by demanding: 'So black mums love their kids more than white mums, do they?'

Furious Ms Abbott said: 'I have said everything I am going to say about where I send my son to school.'

Mr Neil persisted: 'Supposing Michael said white mums will go to the wall for their children. Why did you say that? Isn't it a racist remark?

'If West Indian mums are as wonderful as you say, why are there so many dysfunctional West Indian families in this country? And why do so many young West Indian men end up in a life of crime and gangs?

'You didn't want your son to go to a school full of kids who have been brought up by West Indian mums.'

As Ms Abbott repeatedly refused to reply, Mr Neil asked: 'Would you like to make it clear that West Indian mums are no better than white mums or Asian mums?'

When Ms Abbott, squirming in her seat, replied, 'I have nothing to say,' Mr Neil taunted her:

'You don't want to do that - you still think West Indian mums are the best?'

The clash came after Ms Abbott said last week: 'I knew what could happen if my son went to the wrong school and got in with the wrong crowd. They are subjected to peer pressure and when that happens it's very hard for a mother to save her son. Once a black boy is lost to the world of gangs it's very hard to get them back.'

Mr Neil also confronted her over the lb142,000 she claimed last year in Commons expenses.

Ms Abbott stumbled: 'The lb192 -figure is, I think, a dozen taxi bills.'

Mr Neil replied: 'You put in one claim, you didn't designate each one.'

Ms Abbott: 'No, no, I added it up.'

Mr Neil: 'Do you think the taxpayer should be paying over lb1,000 for -running around London in a taxi?'

Ms Abbott: 'I don't run around London in taxis. I take a couple of taxis a week to get home late at night.'

Mr Neil: 'Why don't you dip into your own pocket? You're well paid.'</description>
