      <description>(CNN) -- Syria accused Israel of a &quot;flagrant violation&quot; of its obligations when it carried out an airstrike inside the country last week, according to a copy of a letter released Tuesday.
Syria called the incursion a &quot;breach of airspace of the Syrian Arab Republic&quot; and said &quot;it is not the first time Israel has violated&quot; Syrian airspace, the letter to U.N. Secretary-General Ban Ki-moon read.

It also accused the international community of ignoring Israeli actions. 

Earlier, a U.N. spokeswoman said Syria had not requested a meeting of the Security Council.

Meanwhile, France -- the current president of the Security Council -- said it had received no letter from Syria.

Last week, Syria reported that its aircraft fired on Israeli &quot;enemy aircraft&quot; that flew into northern Syria early Thursday.

The airstrike may have targeted weapons that were destined for Hezbollah militants, according to sources in the region and in the United States
The Israel Defense Forces had no comment on the report, and have refused to comment further on the new revelations.

But the sources told CNN the military operation, which happened Wednesday into Thursday, may have also involved Israeli ground forces who directed the airstrike, which &quot;left a big hole in the desert&quot; in Syria.

The strike may have targeted Hezbollah weapons coming into Syria or transiting through the country from Iran -- a pattern that, over the past three or four years, has occurred without any retaliation or other action taken against it -- the sources said.

The Israeli government is very happy with the success of the operation, the sources said.

Sources in the U.S. government and military confirmed to CNN's Barbara Starr that the airstrike did happen, and that they are happy to have Israel carry the message to both Syria and Iran that they can get in and out and strike when necessary.

Right now, diplomats in the region are trying to ensure the incident does not escalate.

The European Union's foreign policy chief, Javier Solana, is serving as a conduit between Israeli and Syrian foreign ministers, urging both sides to allow cooler heads to prevail, Solana's office said.

Syrian Foreign Minister Walid al-Moualem and other Syrian officials have been putting out their version of events. The Syrian government said Israeli bombs were dropped on its territory and fuel tanks from Israeli jets were dropped on the Turkish side of the border.

Al-Moualem was in the Turkish capital, Ankara, on Monday protesting this action and trying to get Turkey to support its desire to take Israel to the Security Council for the airstrike.

      <description>The only US army officer to be charged over the Iraq jail abuse scandal has been reprimanded for disobeying an order not to discuss the inquiry. 
Lt-Col Steven Jordan had faced up to five years in jail for e-mailing soldiers about the investigation. 

He had been in charge of the prison's interrogation unit when pictures of US soldiers abusing Iraqi prisoners were taken in 2003. 

He was cleared on Tuesday of three charges of mistreatment of detainees. 

Lt-Col Jordan, who did not appear in any of the photographs, had pleaded not guilty to all charges at his court martial. 

Final trial 

&quot;We view this as very much a victory,&quot; defence attorney Major Kris Poppe said after the sentencing. 

The defence argued that although he was nominally in charge of the interrogation centre, Lt-Col Jordan did not have direct control over the interrogations.
The prosecution contended that he had fostered a climate conducive to abuse by divorcing himself from the training and supervision of the soldiers under his command. 

John Sifton, senior counterterrorism researcher with Washington-based Human Rights Watch, called the prosecution of Lt-Col Jordan &quot;amateurish and half-baked&quot;, and said the military lacked the will to get to the bottom of the abuse. 

Lt-Col Jordan's trial was the last related to the prison abuse scandal. Eleven soldiers have been convicted of carrying out abuses at Abu Ghraib. 

Hina Shamsi, deputy director of New York-based Human Rights First, told the Associated Press news agency that none of the courts martial &quot;has given the systemic accounting the nation needs of what happened, why, and how far up the chain of command responsibility lies&quot;.</description>

      <description>The government is failing to honour its commitments to troops who put their lives on the line for their country, the Royal British Legion has said. 
The forces charity said the Military Covenant - which guarantees soldiers fair treatment in return for forgoing other rights - is not being upheld. 

In an unprecedented move, it is to launch a campaign to shame ministers into improving treatment of personnel. 

It follows concern Britain's forces in Iraq and Afghanistan are overstretched. 

The Royal British Legion campaign - titled Broken Covenant - will focus on the need to boost medical care, strengthen the system of coroners' inquests to ensure swift closure for bereaved families, and provide more compensation. 

Banned 

The initiative, which will be launched in the autumn, aims to &quot;address the growing sense of disillusionment among service personnel and veterans about their treatment by the state
The Legion believes that our servicemen and women deserve more from their government,&quot; the organisation says on its website. 

&quot;By committing themselves to put their lives on the line for their country they deserve immediate medical attention and just compensation if they are injured.&quot; 

Military personnel are banned from taking strike action, joining trade unions or taking part in political activities. 

They have legal rights to complain to their commanding officers and ultimately to the Defence Council. 

Their rights as employees are enshrined in a doctrine published by the Ministry of Defence. 

'Fair treatment' 

The Military Covenant promises: &quot;Soldiers will be called upon to make personal sacrifices - including the ultimate sacrifice - in the service of the Nation. 

&quot;In putting the needs of the Nation and the Army before their own, they forego some of the rights enjoyed by those outside the Armed Forces. 

&quot;In return, British soldiers must always be able to expect fair treatment, to be valued and respected as individuals, and that they (and their families) will be sustained and rewarded by commensurate terms and conditions of service.&quot; 

In January, the then Prime Minister Tony Blair called for the Covenant to be &quot;renewed&quot; in the light of the intense and controversial conflicts in Afghanistan and Iraq. 

&quot;This is a new situation for our Armed Forces, there are new commitments necessary to make it work and make it fair,&quot; he said. 

Stretched 

But an organisation set up last year to represent the interests of British troops, the British Armed Forces Federation (BAFF), following concern about equipment shortages, said the Covenant had to mean something in practice. 

BAFF chairman Douglas Young told the Guardian: &quot;If the Covenant is to be anything other than hot air, it needs to be at the forefront of policymakers' minds whenever defence policy is being formulated and not just trotted out when there's a good news story.&quot; 

Senior military figures have warned that British forces are stretched to the limit on operations in Afghanistan and Iraq and there have been complaints about inadequate equipment.

Responding to claims the covenant had not been upheld, Mr Browne told the Sunday Mirror: &quot;I don't accept that it is broken but I think that we have to be careful that we live up to it. It is our duty to live up to it. 

&quot;I agree with the British Legion that we have a responsibility to support our troops and support their families, particularly when we are asking people to do very difficult and dangerous things for our security.&quot; 

He said he accepted that the government had to &quot;get better&quot; in the areas the charity had identified but said things were &quot;improving&quot;. 

Unfair burden 

Shadow Defence Secretary Dr Liam Fox said: &quot;We face the problem that in Britain the government has overstretched our armed forces without giving them sufficient resources to do the job they're being asked to do.&quot; 

He went on to question whether Britain was taking on an unfair military burden in the Middle East. 

He told BBC News 24: &quot;Our international allies, particularly some of our European allies and Nato, simply have not been stepping up to the plate in an international operation of this nature. 

&quot;It seems that some countries are very good when in the conference room to signing up to resolutions, but not very good when it comes to the fighting.&quot; 

'Reduced commitment' 

Mr Browne said he was &quot;willing to review&quot; the compensation system and admitted some troops had been deployed to Iraq and Afghanistan more regularly than advised by military guidelines. 

But he said the government was doing a number of things to tackle the redeployment issue, including reducing Iraq troop levels from 5,500 to 5,000. 

&quot;We have in the last months reduced our commitment by withdrawing from Bosnia, where we had about 1,000 troops,&quot; he said. 

&quot;We've brought an end to the operation in Northern Ireland. And I expect we will be down to 5,000 troops in Iraq in a matter of weeks.&quot;
Head of the Army General Sir Richard Dannatt told the BBC that although troops were &quot;certainly stretched&quot; and soldiers were not getting as long in barracks as he would like, morale was good. 

&quot;We can be busy, we can be stretched, we can run hot - provided we are looking after individuals,&quot; he said. 

&quot;Critically, our soldiers feel valued and supported and thanked for what they are doing.&quot;

      <description>An extra 30,000 US troops have been deployed in Iraq, mainly in and around the capital Baghdad, since the launch of the security drive, or &quot;surge&quot;, in February. 
The BBC World Service is monitoring its effects, week by week, by looking at casualty figures, the pressure on hospitals and quality of life for ordinary civilians. 

The graphics and analysis are based on figures from the US and Iraqi authorities, Baghdad's hospitals and three families from different neighbourhoods in the capital. 
During the seven days from 9-15 August 540 people were killed in violent incidents across Iraq. 
The number of civilian deaths rose by nearly a hundred on last week's total, up from 343 to 434. This represents the second highest number of civilian casualties recorded since this series monitoring the Iraq surge began. 

The death toll of over 250 is still rising from Tuesday's bombing of two Yazidi villages near Mosul. The attack is one of the worst in more than four years of war in Iraq. 

Deaths of Iraqi police and soldiers also rose this week, while the number of US soldiers killed fell slightly.
Fuel shortages remain a major problem for Iraqis, with long power cuts and fuel queues a common feature of civilian life, particularly in Baghdad. 
The families helping paint a picture of these hardships in this survey are from different areas of the city - which can mean different pressures according to the religious make-up of the area and the subsequent security risks.
Family 1 is located in Palestine Street, a Shia neighbourhood in the east of the capital. 

Family 2 is located in Zayouna, a mixed neighbourhood in south-east Baghdad. 

Family 3 lives in Saba Abkar, a northern Sunni neighbourhood. 

This week families 1 and 2 have had a slightly improved electricity supply, when compared with last week. Family 1's electricity was working approximately an hour a day, four times as much as during the previous week, while Family 2 had power for 30 minutes a day this week, compared with none during the last week. 

Family 3 had power during the three-day curfew, but once that ended their power was cut. 

Queues for fuel have shown no signs of easing, with reports of people starting to queue as early as 4am, before finally receiving some fuel at 5pm. The price at petrol stations is 10,000 Iraqi dinars. The price is twice as high on the black market. 

Gas cylinders are 7,500 Iraqi dinars, up from 4,000. The black market price is 30,000 Iraqi dinars. 

At the al-Kindi hospital the number of deaths from violence remained the same as last week, with the number of wounded dropping slightly. 

The decrease in the number of casualties received by the hospital was partly down to the curfew put in place to protect Shia pilgrims to the Kadhimiya shrine. 

Doctors at the al-Kindi hospital held a one day protest over the lack of security and electricity shortages at the hospital. 

One doctor was beaten and threatened by the relatives of a female patient after they were unable to save her life due to the shortages of medical staff. 

The number of police protecting the hospital has fallen, from 12 to five officers. 

Eleven consultants were on duty this week, with six doctors working in the emergency unit. 

At the al-Yarmouk hospital casualties ranged from people killed in a US strike in Shuala, to six people shot in the head, as well as 29 unidentified bodies, including three women and two children. 

An improvised explosive device was found in the car of the hospital's director general, but was defused.

      <description>Republican presidential hopeful Rudy Giuliani has said he is not in favour of the creation of a Palestinian state, contradicting current US policy. 
In an essay, he said it was not in the US interest to help create a state that, he said, would support terrorism. 

He also said he would consider talks with Iran, so long as its rulers understood the US might be prepared to destroy Iran's nuclear infrastructure. 

The former New York mayor leads polls for the Republican party's nomination. 

Outlining his foreign policy views in the latest issue of Foreign Affairs magazine, Mr Giuliani said too much emphasis had been placed on brokering negotiations between Israel and the Palestinians 
It is not in the interest of the United States, at a time when it is being threatened by Islamist terrorists, to assist the creation of another state that will support terrorism,&quot; he wrote. 

&quot;Palestinian statehood will have to be earned through sustained good governance, a clear commitment to fighting terrorism, and a willingness to live in peace with Israel. 

&quot;America's commitment to Israel's security is a permanent feature of our foreign policy.&quot; 

President George W Bush is in favour of a Palestinian state and has been seeking to bolster the position of Palestinian Authority President and Fatah leader Mahmoud Abbas. 

'Position of strength' 

Mr Giuliani has been a consistent critic of the idea of a Palestinian state and of Palestinian leaders. 

In 1995, as New York's mayor, he banned the late Palestinian leader Yasser Arafat from city-sponsored events related to the United Nations' 50th anniversary celebrations. 

Mr Giuliani said the US might enter negotiations with Iran from a &quot;position of strength&quot;.
