      <description>DETROIT (WJBK) - Voters in Detroit backed a local ballot issues to decriminalize marijuana in some cases.

More
 than 65 percent of ballots counted supported Proposal M, which would 
allow adults over age 21 to possess less than an ounce of marijuana on 
personal property without criminal prosecution.

Bing during a press conference in the echo-filled concrete fire truck 
bay of Engine no. 27 at 4700 W. Fort in southwest Detroit, said fire 
officials battled 93 blazes on the nights between Oct. 29 and Oct. 31.

&quot;Last
 year we had 94 fires,&quot; Bing said. &quot;And we we're pretty happy about that
 because it was the lowest number we've had in a number of years.&quot;

Detroit Fire Commissioner Donald Austin reported 39 fires in occupied 
dwellings, 20 fires in vacant buildings, 12 automobile fires, 18 rubbish
 fires and four in garages.

He said about 66 percent appear to be suspicious in nature. No arrests for arson were made.

The
 Detroit Fire Department responds on average to 40 fires per day, said 
Austin. The pace was averaging about 30 throughout the Angels' Night 
period, a decline which he attributes to increased patrols and harsh, 
cold weather.

Detroit Police Lt. Renee Hall said the Detroit 
Police Department detained 50 juveniles for violating the three-day 6 
a.m. to 6 p.m. curfew and cited 20 guardians as a result.

Last year there were 123 detentions juveniles detained, Hall said, which indicates &quot;we're headed in the right direction.&quot;

There
 were over 5,000 volunteers patrolling the streets of Detroit throughout
 the three-day period and at a single time more than 1,000 across the 
city, a record for the event, said Daryl Lundy, director of Homeland 
Security for the city of Detroit.

&quot;We don't want this to be something that goes on for ever and ever,&quot; 
Bing said. &quot;We know why we're here and how we got here&quot; but we want to get
 to a point where we &quot;won't need this kind of commitment in terms of  
time.&quot;

He said leaders will discuss whether such an extensive effort is necessary in coming years.

The community patrol-led Angels' Night effort began in 1985, a year after the city was set ablaze with more than 800 fires.

Detroit saw 83 suspicious fires over the three-day Halloween period
 a year ago, down from 169 in 2010, 119 in 2009 and 136 in 2008.

MLive Detroit reporters accompanied the Detroit 300 and Motor City 
Blight Busters on Angels' Night, Oct. 31, and witnessed no arson 
activity, though reporter Eric Lacy did see a small electrical fire 
caused by a malfunctioning transformer. 

Bing said he recognizes Angels' Night has transformed from a night of 
fear to a night of unity for residents, but he wishes that unity would 
revolve around positive aspects of the city, not scars of its past.

&quot;We
 do this to ourselves and it's ludicrous,&quot; Bing said. &quot;Why we burn our 
homes down, why we burn our city down makes absolutely no sense to me, 
and what you do is risk the safety of the people who are here to protect
 us.

&quot;We need to stop this; we need to stop this foolishness.&quot;
