Speaking at Ohio State University earlier this month, Barack Obama urged students to pay no attention to those paranoid types who &quot;incessantly warn of government as nothing more than some separate, sinister entity.&quot; Oddly enough, in recent days the most compelling testimony for this view of government has come from the president himself, who insists with a straight face that he had no idea that the Internal Revenue Service had spent two years targeting his political enemies until he &quot;learned about it from the same news reports that I think most people learned about this.&quot; Like you, all he knows is what he reads in the papers. Which is odd, because his Justice Department is bugging those same papers, so you'd think he'd at least get a bit of a heads-up. But no doubt the fact that he's wiretapping the Associated Press was also entirely unknown to him until he read about it in the Associated Press. There is a &quot;president of the United States&quot; and a &quot;government of the United States,&quot; but, despite a certain superficial similarity in their names, they are entirely unrelated, like Beyonc'e Knowles and Admiral Sir Charles Knowles. One golfs, reads the prompter, parties with Jay-Z, and guests on the Pimp with a Limp show, and the other audits you, bugs your telephone line, and leaks your confidential tax records. But they're two completely separate sinister entities. So it's preposterous to describe Obama as Nixonian: Beyonc'e wouldn't have given Nixon the time of day.If you believe this, there's a shovel-ready infrastructure project in Brooklyn I'd like to sell you. In April last year, the Obama campaign identified by name eight Romney donors as &quot;a group of wealthy individuals with less than reputable records. Quite a few have been on the wrong side of the law, others have made profits at the expense of so many Americans, and still others are donating to help ensure Romney puts beneficial policies in place for them.&quot; That week, Kimberley Strassel began her  Wall Street Journal  column thus:

Try this thought experiment: You decide to donate money to Mitt Romney. You want change in the Oval Office, so you engage in your democratic right to send a check.

Several days later, President Barack Obama, the most powerful man on the planet, singles you out by name. . . . The message from the man who controls the Justice Department (which can indict you), the SEC (which can fine you), and the IRS (which can audit you), is clear: You made a mistake donating that money.

Miss Strassel wrote that on April 26, 2012. Five weeks later, one of the named individuals, Frank VanderSloot, was informed by the IRS that he and his wife were being audited. In July, he was told by the Department of Labor of an additional audit over the guest workers on his cattle ranch in Idaho. In September, he was notified that one of his other businesses was to be audited. Mr. VanderSloot, who had never previously been audited, attracted three in the four months after being publicly named by  el Presidente . More to the point he attracted that triple audit even though Miss Strassel explicitly predicted in America's biggest-selling newspaper that this was exactly what the Obama enforcers were going to do. The &quot;separate, sinister entity&quot; of the government of the United States went ahead anyway. What do they care? If some lippy broad in the papers won't quit her yapping about it, they can always audit her, too - as they did to Miss Strassel's sometime colleague Anne Hendershott, a sociology professor who got rather too interested in Obamacare and wrote about it in the  Journal  and various small Catholic publications. The IRS summoned Professor Hendershott to account for herself, and forbade her husband from accompanying her, even though they filed jointly. She ceased her political writing.

A year after he was named to the Obama Dishonor Roll, the feds have found nothing on Mr. VanderSloot, but they have caused him to rack up 80 grand in legal bills. This is what IRS defenders (of whom there are more than there ought to be) mean when they assure us that the system worked: Yes, some rich guy had to blow through the best part of six figures fending off the bureaucrats, but it's not like his body was found in a trunk at the airport or anything, if you know what I mean, Kimmy baby.  

Mr. VanderSloot is big enough, just about, to see off the most powerful government on the planet. Most of those who've caught the eye of the IRS share nothing in common with him other than his political preferences. They're nobodies - ordinary American citizens guilty of no crime except that of disagreeing with the ruling party. Yet they were asked, under &quot;penalty of perjury,&quot; to disclose the names of books they were reading and provide the names and addresses of relatives who might be planning to run for public office - a kind of pre-enemies list. Is that banana-republic enough for you yet? Not apparently for Juan Williams, fired from NPR for thought crime a couple of years ago, but who was nevertheless energetically defending the IRS exertions on Fox News on Thursday evening.


Left-wing groups had their 501(c)(4) applications approved in weeks, right-wing groups were delayed for months and years and ordered to cough up everything from donor lists to Facebook posts, and those right-wing groups that were approved had their IRS files leaked to left-wing groups like ProPublica. The agency's commissioner, a slippery weasel called Steven Miller, conceded before Congress that this was &quot;horrible customer service&quot; - which it was in the sense that your call is important to him and may be monitored by George Soros for quality control.A civil &quot;civil service&quot; requires small government. Once government is ensnared in every aspect of life a bureaucracy grows increasingly capricious. The U.S. tax code ought to be an abomination to any free society, but the American people have become reconciled to it because of a complex web of so-called exemptions that massively empower the vast shadow state of the permanent bureaucracy. Under a simple tax system, your income is a legitimate tax issue. Under the IRS, everything  is a legitimate tax issue: The books you read, the friends you recommend them to. There are no correct answers, only approved answers. Drew Ryun applied for permanent non-profit status for a group called &quot;Media Trackers&quot; in July 2011. Fifteen months later, he'd heard nothing. So he applied again under the eco-friendly name of &quot;Greenhouse Solutions,&quot; and was approved in three weeks.

The president and the IRS commissioner are unable to name any individual who took the decision to target only conservative groups. It just kinda sorta happened, and, once it had, it growed like Topsy. But the lady who headed that office, Sarah Hall Ingram, is now in charge of the IRS office for Obamacare. Many countries around the world have introduced government health systems since 1945, but, as I wrote here last year, &quot;only in America does 'health' 'care' 'reform' begin with the hiring of 16,500 new IRS agents tasked with determining whether your insurance policy merits a fine.&quot; So now not only are your books and Facebook posts legitimate tax issues but so is your hernia, and your prostate, and your erectile dysfunction. Next time round, the IRS will be able to leak your incontinence pads to George Soros.

Big Government is erecting a panopticon state - one that sees everything, and regulates everything. It's great &quot;customer service,&quot; except that you can never get out of the store.

      <description>SATURDAY, MAY 18, 2013 - Dozens of people were being treated for respiratory difficulties following the attack, according to reports carried by the Saudi-owned Al Arabiya TV channel.
Forces loyal to President Bashar Assad used chemical weapons-laced mortars in a Damascus neighborhood Saturday, injuring dozens, the Syrian Observatory for Human Rights claimed.

 The channel also reiterated reports by the BBC Thursday that chemical weapons were used in Saraqib in Idlib province on April 29. Two helicopters dropped devices on the town, which is located southwest of Aleppo, as it came under bombardment from regime forces, the report said. Adding new details to the reports of that Saraqib attack, doctors at a local hospital said that they treated eight people who had breathing problems or constricted pupils. One woman, Maryam Khatib, died of her injuries, while her son Mohammed  was injured when he rushed to attend to her. A doctor who treated Khatib said her symptoms were similar to poisoning caused by organophosphates, ingredients used in nerve gases and insecticides.

Her son told the BBC's Ian Pannell that there was a &quot;horrible, suffocating smell&quot; and that he lost his eyesight for three or four days. The following edited video purports to show the aftermath of the mortar attack in the city.

Meanwhile, the Syrian opposition claimed it killed four Iranian men in an attack on their convoy on Friday, as well as seven Hezbollah gunmen who had joined Assad forces in the city of al-Qusayr in Homs province.

Eighteen Hezbollah men were killed in that city last month.

On Wednesday, UK Under Secretary of State Wendy Sherman stated that chemical weapons had been used in at least two attacks in Syria.

The US government has intimated that the use of chemical weapons by the Syrian regime against its own people would potentially constitute the crossing of a &quot;red line&quot; for possible military intervention. Still, US President Barack Obama claimed two weeks ago that the intelligence about the use of chemical weapons in Syria was insufficient.

The Syrian government and opposition forces have both blamed each other for an attack in Aleppo in March and another in Homs in December 2012 in which chemical weapons were allegedly used.

Earlier in May the UN panel looking into war crimes in Syria backed down from a claim it had made that rebel forces used chemical weapons.

Syria has asked the UN to investigate only the Aleppo attack, whereas UN Secretary General Ban Ki-moon insists on investigating both incidents, creating a sticking point that has so far prevented an inquiry from proceeding.

The UN estimates that the two-year Syrian war has claimed over 80,000 lives, with the Syrian Observatory for Human Rights putting that figure at 94,000.</description>

This has been a nightmare week for Barack Obama, without a doubt the worst of his presidency so far. Steven T. Miller, acting commissioner of the Internal Revenue Service  has resigned  over his agency's targeting of conservative groups, which even  The Washington Post  labeled this morning a  &quot;horror story&quot; . Yesterday Obama's Attorney General Eric Holder testified before the House Judiciary Committee on a host of issues including the Benghazi debacle, in what can only be described as a train wreck of a performance. Holder was simply unable or unwilling to answer most key questions, and demonstrated a level of contempt for elected officials in Congress that was breathtaking. It was yet another public relations disaster for the Obama team.

In addition the administration has come under heavy fire over the Justice Department's monitoring of phone records belonging to Associated Press journalists. All this has combined to create a perfect storm in the first year of Obama's second term, a wave of scandals that has been so damaging to the standing of this administration that even  The New York Times today carries the headline on its front page:  &quot;An Onset of Woes Raises Questions on Obama Vision&quot; . When even the usually subservient inflight newspaper of Air Force One has doubts over the job the president is doing you know the situation is really desperate for The White House.

George F. Will, one of America's most influential political commentators, and a columnist for The Washington Post, believes there are &quot;echoes of Watergate&quot; in both the IRS and Benghazi scandals. As Will  wrote earlier this week: 

The burglary occurred in 1972, the climax came in 1974, but40 years ago this week - May 17, 1973 - the Senate Watergate hearings began exploring the nature of Richard Nixon's administration. Now the nature of Barack Obama's administration is being clarified as revelations about IRS targeting of conservative groups merge with myriad Benghazi mendacities.

Will doesn't go as far as saying that Barack Obama will suffer the same fate as Nixon. After all, Obama benefits from a Senate controlled by the Democrats. But there is no denying the parallels between the sense of impunity in this White House and that of Richard Nixon's four decades ago. In fact it's considerably worse on many fronts.

Political analyst Michael Barone warned back in October 2008 of what he called  &quot;The Coming Liberal Thugocracy,&quot;  referring to then Senator Obama's call for his supporters &quot;to get in their face&quot; when confronting Republicans and Independents. Barone argued at the time that &quot;Obama supporters who found the campuses congenial and Mr. Obama himself, who has chosen to live all his adult life in university communities, seem to find it entirely natural to suppress speech they don't like and seem utterly oblivious to claims this violates the letter and spirit of the First Amendment.&quot;

Barone's predictions have been proved correct. As I've noted in previous pieces, this is  a nasty, brutish, imperial-style presidency  that is highly intolerant of dissent, and which goes out of its way to target political opponents. It is ironic that one of the journalists threatened by the Obama White House in recent months has been Bob Woodward, one of two Washington Post  reporters who originally broke the Watergate scandal, and who was immortalised in the 1976 Oscar winner  All The President's Men , where he was played by Robert Redford. Woodward was warned back in February by White House economic adviser Gene Sperling that he would &quot;regret&quot; remarks he made on the sequester issue. Other writers, including Bill Clinton's former special counsel Lanny Davis, have faced similar threats.

Is it any surprise that conservative groups have been targeted en masse by the federal government following the kind of deeply unpleasant rhetoric used by Vice President Joe Biden,  who supported the charge  by Democrat Congressman Mike Doyle of Pennsylvania that Tea Party Republicans had &quot;acted like terrorists&quot; over the debt issue? Biden has been a master of this kind of divisive, heated language,  telling union members  at an AFL-CIO rally in Detroit in September 2011 that &quot;you are the only folks keeping the barbarians from the gates.&quot; At the same rally, Teamsters president  Jimmy Hoffa declared : &quot;President Obama, this is your army, and we are ready to march. Everybody here's got a vote. If we go back, and we keep the eye on the prize, let's take these son of a bitches out and give America back to America where we belong.&quot; Needless to say, President Obama remained silent on both the Biden and Hoffa remarks, and in the following year called on his supporters  to take &quot;revenge&quot;  against Republicans at the ballot box.

This week, thanks to unprecedented levels of Congressional and mainstream media scrutiny of the actions of the Obama administration, the American people have been given a powerful insight into the way in which this presidency has operated. For far too long, the Obama administration has acted like an imperial court rather than a government that is accountable to the nation. The White House's culture of arrogance and impunity, coupled with a deeply unpleasant vindictiveness, is increasingly there for all to see. Suppression of political dissent, a callous disregard for the loss of American life in Benghazi, and the relentless rise of big government - these will be three of the most of enduring images of Barack Obama's imperial presidency.

 Barack Obama's top ten insults against Britain - 2013 edition 

 For the past three years I have published a list of Barack Obama's biggest insults (including those of his administration) against America's foremost ally, Great Britain, during his time in office. Here is an updated list to accompany President Obama's meeting with David Cameron at the White House today. The major additions this year are the snubbing of Lady Thatcher's funeral by the Obama administration, as well as attempts by senior allies of President Obama in the Senate to hold up a resolution honouring the Iron Lady. In addition, the Obama presidency has further entrenched its pro-Argentine position on the Falklands, and has also lectured Britain on its Europe policy, warning the UK against leaving the European Union, in a blatant attempt to influence an internal British public debate.

Since first taking office in 2009, the Obama presidency has displayed what can only be described as a sneering disdain and contempt for America's most important ally, an approach which has continued into Obama's second term. Barack Obama has been the most anti-British US president of modern times, even kicking off his first term with a decision to remove a bust of Sir Winston Churchill from the Oval Office and send it packing to the British Embassy. He followed this with a sustained campaign against Britain's biggest company, with his press secretary Robert Gibbs threatening to put a &quot;boot to the throat&quot; of BP in the wake of the Gulf oil spill of 2010.

The Obama administration has also sided with Argentine president Cristina Kirchner in calling for UN-brokered negotiations over the sovereignty of the Falkland Islands, and flat out refuses to back the Falkland Islanders' right to self-determination despite the recent referendum which showed that 99.8 percent of the inhabitants of the Falklands wish to remain a British Overseas Territory.

1. Siding with Argentina over the Falkland Islands

This has remained the top insult for four years running. For sheer offensiveness it's hard to beat the Obama administration's brazen support for Argentina's call for negotiations over the sovereignty of the Falklands, despite the fact that 255 British servicemen laid down their lives to restore British rule over the Islands after they were brutally invaded in 1982. In a March 2010 press conference in Buenos Aires with President Cristina Kirchner, then Secretary of State Hillary Clinton gave Argentina a propaganda coup by emphatically backing the position of the P'eronist regime.

In June 2011, Mrs. Clinton slapped Britain in the face again by signing on to an Organisation of American States (OAS) resolution calling for negotiations over the sovereignty of the Falkland Islands, a position which is completely unacceptable to Great Britain. To add insult to injury, the Obama administration has insisted on using the Argentine term &quot;Malvinas&quot; to describe the Islands in yet another sop to Buenos Aires. In 2012, against a backdrop of growing aggression by Argentina, including efforts to blockade international vessels fishing in Falkland waters, the Obama administration continued to undercut Britain, again supporting direct negotiations between Argentina and Britain, parroting Kirchner's line.

In 2013, the Obama administration declined to formally recognise the result of the March Falklands referendum, reiterating its call for London and Buenos Aires to negotiate the sovereignty of the Islands - despite the fact that 99.8 percent of Falkland Islanders voted to remain a British Overseas Territory. At a press briefing following the referendum, a senior State Department official treated Britain and Argentina as equals with &quot;competing claims&quot; to the Falklands, and refused to support the Falkland Islanders' right to self-determination. This is hugely insulting to Britain, not least at a time when 10,000 British troops are fighting alongside their American allies on the battlefields of Afghanistan.

2. Snubbing the funeral of Lady Thatcher

Incredibly, the Obama presidency declined to send a single serving official from Washington to attend the Iron Lady's funeral in St. Paul's Cathedral in April. While the United States was represented by former Secretaries of State George Schultz and James A. Baker III, the only American official present was Barbara Stephenson, charges d'affaires and acting ambassador at the US Embassy in London. To put this in context, the US sent a similar level of representation, in terms of serving officials, to attend the funeral in March of Venezuelan despot Hugo Chavez.

To say this was a huge insult to the memory of the greatest peacetime prime minister of the 20th Century would be an understatement. It was an act of tremendous rudeness towards the British people, who turned out in large numbers to bid farewell to Lady Thatcher as her coffin was carried through central London on its way to St. Paul's. Vice President Joe Biden usually represents the president at such occasions, but was a no-show despite receiving an invitation. Also absent were First Lady Michelle Obama and Secretary of State John Kerry. Former Secretary of State Hillary Clinton was also nowhere to be seen.

3. Holding up a Senate Resolution honouring Lady Thatcher

Disgracefully, Senate Democrats - key Congressional allies of President Obama, representing his own party - held up a Senate resolution honouring the life and legacy of Margaret Thatcher for several days, before it was finally passed unanimously the day before her funeral. Senior Democrats, led by Senate Foreign Relations Committee Chairman Robert Menendez, attempted to remove references in the resolution to the Falklands War and to IRA terrorism, but relented in the face of strong Republican condemnation. The White House remained silent on the matter. As Senate Republican leader, and sponsor of the resolution, Mitch McConnell remarked, &quot;Margaret (Thatcher) was one of the most influential and revolutionary figures of the 20th Century, and failing to name her achievements would do her memory and her legacy a great disservice. It would be unheard of to commemorate Churchill for example and ignore his heroic role in steering his countrymen through the Battle of Britain, nor would we think of honoring Lincoln without mentioning the Civil War.&quot;

4. Lecturing Britain against leaving the EU

The Obama administration has attempted to intervene on several occasions over the past few months on the issue of British membership of the European Union. In an interview with Adam Boulton on Sky News, outgoing US Ambassador to London, Louis Susman, made it clear that Washington is firmly opposed to Britain leaving the EU:

From our viewpoint it is something that won't help us - not without speaking for the United Kingdom... We believe strongly it's in America's interests to have a strong EU - it's the key to trading and to certain diplomatic matters and intelligence matters and military matters. And for our best ally not to be a strong voice there, not to be there, frankly we don't think it's in our interests.

Susman was echoing the remarks made by Philip Gordon, then US Assistant Secretary of State for European Affairs, who declared that British membership of the EU is &quot;in the American interest&quot; and made clear his support for the EU speaking with &quot;a single voice.&quot; The comments naturally sparked outrage among Conservative MPs. Barack Obama himself has even phoned the British prime minister to express his view that a British EU exit would weaken US-British ties.

As I noted in a previous post on the US Ambassador's intervention:

Susman's remarks illustrate how the Obama presidency likes to pay lip service to the Special Relationship, while actively undercutting it on the European stage by backing ever-closer union in Europe, and the evolution of a federal EU. Obama administration officials parrot the language of the European Commission, as though their words were dictated by Jose Manuel Barroso or Herman Van Rompuy. It is a sad state of affairs when the world's superpower effectively outsources its Europe policy to an unelected, unaccountable and anti-American entity in Belgium.

5. Throwing Churchill out of the Oval Office

It is hard to think of a more derogatory message to send to the British people within days of taking office than to fling a bust of Winston Churchill out of the Oval Office and send it packing back to the British Embassy - not least as it was a loaned gift from Britain to the United States as a powerful display of solidarity in the aftermath of the 9/11 terrorist attacks on New York and Washington. Obviously, public diplomacy is not a concept that carries much weight in the current White House, and nor apparently is common sense. Four years on, the Churchill bust incident continues to embarrass the Obama White House, and remains a sad symbol of this administration's contempt for the Special Relationship as well as one of the greatest figures in British history.

6. Placing a &quot;boot on the throat&quot; of BP

The Obama administration's relentless campaign against Britain's largest company in the wake of the Gulf oil spill was one of the most damaging episodes in US-UK relations in recent years, with 64 percent of Britons agreeing at the time that the president's handling of the issue had harmed the partnership between the two countries according to a YouGov poll. The White House's aggressive trashing of BP, including a threat to put a &quot;boot on the throat&quot; of the oil giant, helped wipe tens of billions of pounds from its share value, directly impacting the pensions of millions of Britons. This led to a furious backlash in the British press, with even London mayor and long-time Obama admirer Boris Johnson demanding an end to &quot;anti-British rhetoric, buck-passing and name-calling&quot;.

7. Using a State Dinner for the British Prime Minister as a campaign event

In March 2012, the White House used an official state dinner for David Cameron to reward over 40 top Obama re-election campaign financiers with coveted seats at the taxpayer-funded banquet. Collectively, the campaign bundlers had raised more than $10 million for Obama's 2012 presidential run. I wrote in a Telegraph piece on the day of the event:

A state dinner with the British PM should be a celebration of the US-UK Special Relationship, and not a reward ticket for hugely wealthy fundraisers who have given large sums of money to the president's re-election campaign. David Cameron has been shamelessly used by a cynical White House that has cared little for the Anglo-American alliance in its first three years in office before rolling out the red carpet this week. It is disrespectful towards the leader of America's closest friend and ally, as well as an abuse of presidential power.

8. DVDs for the Prime Minister

This insult has featured in all four editions, not least because it remains a powerful example of breathtaking diplomatic ineptitude that would have shamed the protocol office of an impoverished Third World country. British Prime Minister Gordon Brown was treated extremely shabbily when he visited the White House in March 2009, and was sent home with an assortment of 25 DVDs ranging from Toy Story to The Wizard of Oz - which couldn't even be played in the UK.

9. Insulting words from the State Department

The mocking views of a senior State Department official following Gordon Brown's embarrassing reception at the White House in March 2009 says it all:

There's nothing special about Britain. You're just the same as the other 190 countries in the world. You shouldn't expect special treatment.

10. Calling France America's strongest ally

In January 2011, President Obama held a joint press conference at the White House with his French counterpart, gushing with praise for Washington's new-found Gallic friends, declaring: &quot;We don't have a stronger friend and stronger ally than Nicolas Sarkozy, and the French people.&quot; As I noted at the time:

Quite what the French have done to merit this kind of high praise from the US president is difficult to fathom, and if the White House means what it says this represents an extraordinary sea change in US foreign policy. Nicolas Sarkozy is a distinctly more pro-American president than any of his predecessors, and has been an important ally over issues such as Iran and the War on Terror. But to suggest that Paris and not London is Washington's strongest partner is simply ludicrous.

These kinds of presidential statements matter. No US president in modern times has described France as America's closest ally, and such a remark is not only factually wrong but also insulting to Britain, not least coming just a few years after the French famously knifed Washington in the back over the war in Iraq. In November 2012, Obama's Homeland Security Chief Janet Napolitano repeated her president's line, telling a French audience that &quot;we have no greater partner than France, we have no greater ally than France.&quot;</description>

President Barack Obama's press conference outside the White House showed - the Commander in Chief called in Marines to hold umbrellas over him and the Turkish Prime Minister Recep Tayyip Erdogan as it began to rain during an outdoor press conference.

But now the Internet is starting to buzz with an interesting angle: Was it actually out of Marine uniform protocol for the Marines to hold the weather-shielding items?

&quot;... hy don't we get a couple Marines - they're going to look good next to us -
just 'cause I've got a change of suit but I don't know about, uh, our prime minister,&quot; Obama said, requesting the umbrellas while he answered questions regarding the IRS scandal.

Some are pointing to the Chapter 3 of the MCO P1020.34F of the Marine Corps Uniform Regulations, which states:

Female Marines may carry an all-black, plain standard or collapsible umbrella at their option during inclement weather with the service and dress uniforms. It will be carried in the left hand so that the hand salute can be properly rendered. Umbrellas may not be used/carried in formation nor will they be carried with the utility uniform.

As can be noted here, female Marines are permitted to carry umbrellas while in
service or dress uniforms. The Marines pictured holding umbrellas are in dress
uniforms, but they are males and the Marine holding one above Obama is using
his right hand.

That seems pretty clear. But is there a caveat? Meaning: Would the president's
request supersede military uniform protocol rules?

The manual states that a commander &quot;may interpret the provisions of this Manual
to address specific concerns whenever necessary.&quot; A commander in the manual is
defined as Marine officers titled as &quot;Commanding General, Commanding Officer,
Director, Officer in Charge or Inspector-Instructor.&quot;

&quot;Exceptions to this Manual are only granted in writing by the Commandant of the
Marine Corps (Marine Corps Uniform Board),&quot; it states.

TheBlaze contacted the the Marines' and was also referred to Title 10 responsibilities of the United States Code, specifically this portion of the section (emphasis added):

The Marine Corps, within the Department of the Navy, shall be so organized as to include not less than three combat divisions and three air wings, and such other land combat, aviation, and other services as may be organic therein. The Marine Corps shall be organized, trained, and equipped to provide fleet marine forces of combined arms, together with supporting air components, for service with the fleet in the seizure or defense of advanced naval bases and for the conduct of such land operations as may be essential to the prosecution of a naval campaign. In addition, the Marine Corps shall provide detachments and organizations for service on armed vessels of the Navy, shall provide security detachments for the protection of naval property at naval stations and bases, and shall perform such other duties as the President may direct. However, these additional duties may not detract from or interfere with the operations for which the Marine Corps is primarily organized.

Given that the president is defined as the Commander in Chief &quot;of the Army and Navy of the United States...&quot; by the Constitution and that fact that the Marines' dress code protocol says &quot;the Commandant or higher authority&quot; can authorize &quot;articles that are not authorized for wear as a part of a regulation uniform,&quot; is the president considered a commander with this ability? 


The spokesperson for the Marines said &quot;certainly.&quot;

Former Republican presidential candidate Newt Gingrich on Monday tied
 a scandal where the Internal Revenue Service targeted tea party groups 
to President Barack Obama's health care reform law and last September's 
attacks in Benghazi.
In an interview on MSNBC, host Joe Scarborough asked the former House
 Speaker what the president needed to do after The Associated Press  revealed  that the IRS has improperly scrutinized tea party organizations to determine if they had abused their tax-exempt status. 
&quot;This is a huge problem because Obamacare relies very heavily on the 
IRS,&quot; Gingrich opined. &quot;I think the president has to say he's going to 
open up totally, he's going to demand everybody meet with Congress, go 
to the hearings, he's going to fire everybody he can legally fire who's 
been involved in this.&quot;
&quot;And
 they've got to look at changes,&quot; he continued. &quot;How can you put 
Obamacare under an Internal Revenue Service - remember this is an 
administration which will not profile terrorists, but profile patriots, 
profile constitutional groups. I mean, this is almost madness.&quot;
But Pulitzer Prize-winning journalist Carl Bernstein said that 
Gingrich was making a mistake by tying the IRS scandal to Obamacare. 
&quot;There ought to be an investigation, there ought to be a criminal 
investigation if it's warranted,&quot; Bernstein explained. &quot;And that's it. 
But to start making these global pronouncements about where it goes and 
it affects Obamacare seems to me is part of the problem.&quot;
&quot;My point is, Carl, why would you trust the bureaucracy with your 
health if you can't trust the bureaucracy with you politics?&quot; Gingrich 
shot back. &quot;But notice one other thing, the parallel between Benghazi 
and the IRS story is amazing. Lying and then lying about lying then 
hiding from the fact that they're lying then seeking to apologize from 
lies that they claim they didn't tell. I mean, this pattern is a culture
 of big government that believes it's more important than the American 
people.&quot;
&quot;The notion that somehow bureaucracy is always bad, the government 
does some very good things,&quot; Bernstein noted. &quot;We've got to look at the 
government not as this monolith that does all bad, all good. We got to 
look specifically at what we're talking about.&quot;
&quot;There's something culturally sick if the American government says, 
'Boy, you put that word Constitution in your name, we're going to come 
after you,'&quot; Gingrich insisted. &quot;Again, this is the administration that 
is shocked at the idea of profiling for terrorism, but apparently had an
 entire part of the IRS that was profiling for patriotism.&quot;
On Sunday, House Oversight and Government Reform Committee Chairman Darrell Issa (R-CA) and Rep. Jim Jordan (R-OH)  called for an inspector general's audit  of the Internal Revenue Service.</description>

      <description>In no uncertain terms and with no hedging, The New York Times reports  that the Obama Administration was aware of the fact that the IRS was targeting Tea Party groups as far back as June of 2012. The Treasury Department's Inspector General confirmed that he told senior Treasury officials in June of 2012, a full five months before Election Day:The Treasury Department's inspector general told senior Treasury officials in June 2012 he was investigating the Internal Revenue Service's screening of politically active organizations seeking tax exemptions, disclosing for the first time on Friday that Obama administration officials were aware of the matter during the presidential campaign year.

We still don't know for sure what the President knew or when he knew it, but this does confirm that the Administration was aware of the fact that Obama's political enemies were under fire by the IRS and covered that fact up during an election year.

As Lisa Meyers of NBC News  told &quot;Morning Joe&quot; today , &quot;Imagine if we -- if you can -- what would have happened if this fact came out in September 2012, in the middle of a presidential election? The terrain would have looked very different.&quot;

The first time President Obama was asked when he found out about the IRS scandal, he told the media that he learned of the news last Friday, the same way the rest of us did -- from the news media.

Thursday, a Bloomberg reporter asked the President when both he or anyone in the White House learned of the scandal. The President  dodged the question .

With this latest news confirming when the Administration first learned of the IRS scandal,  we now know that, along with Benghazi and the unfurling Associated Press scandal, that there were three scandals brewing and unfolding in the White House during an election year. But we are only now hearing about them -- six months after Barack Obama is safely re-elected.

This fact says as much about the failure of our lapdog national media as it does about President Obama. Why just this morning the Times itself  dismissed the IRS scandal  on its editorial page.

Barack Obama has told David Cameron that the UK must &quot;fix&quot; its relationship with Europe because it is important to the country's place in the world.

Speaking at a joint news conference Mr Obama said ultimately if there was a referendum over membership of the European Union then the &quot;people of the UK have to make decisions for themselves&quot;.

He said: &quot;You probably want to see if you can fix what's broken in a very important relationship before you break it off. Seems to make sense to me.&quot;

His comments backed Mr Cameron's own position on the EU. The Prime Minister plans to renegotiate the deal the UK has with Europe and said that there would not be any in-out referendum until 2017.

Mr Obama had voiced his concerns over Britain's place in Europe to Mr Cameron during a telephone conversation in January when he told the Prime Minister that &quot;the United States values a strong UK in a strong European Union.&quot;

The leaders met to discuss a wide-range of topics, including Afghanistan, the economy and Syria, and, apparently, cricket and basketball.

The two men agreed that action must be taken to end the bloodshed in Syria and push for a viable opposition government to take over in Syria.

Mr Cameron said that there was an &quot;urgent window of opportunity&quot; to act in the war-torn country, where 80,000 have been killed and five million displaced, before the &quot;worst happens&quot;.

He said: &quot;Syria's history is being written in the blood of her people and it's happening on our watch.&quot;

Mr Cameron said the UK would make an extra lb10m available to Syrian rebels for non-lethal military aid and lb30m more for humanitarian assistance.

He said: &quot;We will double non-lethal support to the Syrian opposition in the coming year. Armoured vehicles, body armour and power generators are about to be shipped.&quot;

Mr Obama said the US would be &quot;very persistent&quot; in pursuing a peaceful political transition that leads to Assad's exit but leaves Syria &quot;intact&quot;.

He said: &quot;I'm not promising it is going to be successful. Frankly, sometimes once the furies have been unleashed in a situation like we are seeing in Syria, it's very hard to put things back together.&quot;

The Prime Minister said that he and Mr Cameron had also agreed to &quot;tackle the scourge of tax evasion&quot; by multinational companies.

Mr Cameron also used the meeting to launch negotiations on an EU-US free trade deal ahead of next month's G8 summit in Northern Ireland.

Mr Cameron believes such a deal would boost the British economy by lb10bn and the US economy by lb63bn annually.

Mr Cameron's visit to Washington comes ahead of a potentially divisive vote in the House of Commons on Wednesday over whether the Government's agenda for this year should include a bill to pave the way for a referendum on membership of the EU.

Education Secretary Michael Gove and Defence Secretary Philip Hammond said they would vote in favour of Britain leaving the EU if there was a vote today.

The Prime Minister has moved on to the US from Russia

The Prime Minister told reporters on his way to the US that he had been &quot;heartened&quot; by his talks with Russian president Vladimir Putin about Syria.

Russian support for Assad's regime has been one of the main obstacles to easing the situation, but the West has appeared split on whether to respond by arming rebels.</description>

      <description>The big questions buzzing over Boston Bombers Tamerlan and Dzhokhar Tsarnaev have a single answer: It emerged in the 102 tense hours between the twin Boston Marathon bombings Monday, April 15 - which left three dead, 180 injured and a police officer killed at MIT - and Dzohkhar's capture Friday, April 19 in Watertown.

The conclusion reached by DEBKAfile's counterterrorism and intelligence sources is that the brothers were double agents, hired by US and Saudi intelligence to penetrate the Wahhabi jihadist networks which, helped by Saudi financial institutions, had spread across the restive Russian Caucasian.

Instead, the two former Chechens betrayed their mission and went secretly over to the radical Islamist networks.

By this tortuous path, the brothers earned the dubious distinction of being the first terrorist operatives to import al Qaeda terror to the United States through a winding route outside the Middle East - the Caucasus.

This broad region encompasses the autonomous or semi-autonomous Muslim republics of Dagestan, Ingushetia, Kabardino-Balkaria, Chechnya, North Ossetia and Karachyevo-Cherkesiya, most of which the West has never heard of.

Moscow however keeps these republics on a tight military and intelligence leash, constantly putting down violent resistance by the Wahhabist cells, which draw support from certain Saudi sources and funds from the Riyadh government for building Wahhabist mosques and schools to disseminate the state religion of Saudi Arabia.
The Saudis feared that their convoluted involvement in the Caucasus would come embarrassingly to light when a Saudi student was questioned about his involvement in the bombng attacks while in a Boston hospital with badly burned hands.

They were concerned to enough to send Saudi Foreign Minister Prince Saudi al-Faisal to Washington Wednesday, April 17, in the middle of the Boston Marathon bombing crisis, for a private conversation with President Barack Obama and his national security adviser Tom Donilon on how to handle the Saudi angle of the bombing attack.
That day too, official Saudi domestic media launched an extraordinary three-day campaign. National and religious figures stood up and maintained that authentic Saudi Wahhabism does not espouse any form of terrorism or suicide jihadism and the national Saudi religion had nothing to do with the violence in Boston.  &quot;No matter what the nationality and religious of the perpetrators, they are terrorists and deviants who represent no one but themselves.&quot;

Prince Saud was on a mission to clear the 30,000 Saudi students in America of suspicion of engaging in terrorism for their country or religion, a taint which still lingers twelve years after 9/11. He was concerned that exposure of the Tsarnaev brothers' connections with Wahhabist groups in the Caucasus would revive the stigma.

The Tsarnaevs' recruitment by US intelligence as penetration agents against terrorist networks in southern Russia explains some otherwise baffling features of the event:
1.  An elite American college in Cambridge admitted younger brother Dzhokhar and granted him a $2,500 scholarship, without subjecting him to the exceptionally stiff standard conditions of admission. This may be explained by his older brother Tamerlan demanding this privilege for his kid brother in part payment for recruitment.
2.  When in 2011, a &quot;foreign government&quot; (Russian intelligence) asked the FBI to screen Tamerlan for suspected ties to Caucasian Wahhabist cells during a period in which they had begun pledging allegiance to al Qaeda, the agency, it was officially revealed, found nothing incriminating against him and let him go after a short interview.

He was not placed under surveillance. Neither was there any attempt to hide the fact that he paid a long visit to Russia last year and on his return began promoting radical Islam on social media.
Yet even after the Boston marathon bombings, when law enforcement agencies, heavily reinforced by federal and state personnel, desperately hunted the perpetrators, Tamerlan Tsarnaev was never mentioned as a possible suspect

3.  Friday, four days after the twin explosions at the marathon finishing line, the FBI released footage of Suspect No. 1 in a black hat and Suspect No. 2 in a white hat walking briskly away from the crime scene, and appealed to the public to help the authorities identify the pair.
We now know this was a charade. The authorities knew exactly who they were. Suddenly, during the police pursuit of their getaway car from the MIT campus on Friday, they were fully identified. The brother who was killed in the chase was named Tamerlan, aged 26, and the one who escaped, only to be hunted down Saturday night hiding in a boat, was 19-year old Dzhokhar.

Our intelligence sources say that we may never know more than we do today about the Boston terrorist outrage which shook America - and most strikingly, Washington - this week. We may not have the full story of when and how the Chechen brothers were recruited by US intelligence as penetration agents - any more than we have got to the bottom of tales of other American double agents who turned coat and bit their recruiters.

Here is just a short list of some of the Chechen brothers' two-faced predecessors:

In the 1980s, an Egyptian called Ali Abdul Saoud Mohamed offered his services as a spy to the CIA residence in Cairo. He was hired, even though he was at the time the official interpreter of Ayman al-Zuwahiri, then Osama bin Laden's senior lieutenant and currently his successor.

He accounted for this by posing as a defector. But then, he turned out to be feeding al Qaeda US military secrets. Later, he was charged with Al Qaeda's 1998 bombings of US embassies in Nairobi and Dar es-Salaam.
On Dec. 30, 2009, the Jordanian physician Humam Khalil al-Balawi, having gained the trust of US intelligence in Afghanistan as an agent capable of penetrating al Qaeda's top ranks, detonated a bomb at a prearranged rendezvous in Kost, killing the four top CIA agents in the country.
Then, there was the French Muslim Mohamed Merah. He was recruited by French intelligence to penetrate Islamist terror cells in at least eight countries, including the Caucasus. At the end of last year, he revealed his true spots in deadly attacks on a Jewish school in Toulouse and a group of French military commandoes.

The debate has begun over the interrogation of the captured Boston bomber Dzhokhar Tsarmayev when he is fit for questioning after surgery for two bullet wounds and loss of blood. The first was inflicted during the police chase in which his brother Tamerlan was killed.

An ordinary suspect would be read his rights (Miranda) and be permitted a lawyer. In his case, the &quot;public safety exemption&quot; option may be invoked, permitting him to be questioned without those rights, provided the interrogation is restricted to immediate public safety concerns. President Barack Obama is also entitled to rule him an &quot;enemy combatant&quot; and so refer him to a military tribunal and unrestricted grilling.

According to DEBKAfile's counter terror sources, four questions should top the interrogators' agenda:

a) At what date did the Tsarnaev brothers turn coat and decide to work for Caucasian Wahhabi networks?
b) Did they round up recruits for those networks in the United States - particularly, among the Caucasian and Saudi communities?
c)  What was the exact purpose of the Boston Marathon bombings and their aftermath at MIT in Watertown?
d) Are any more terrorist attacks in the works in other American cities?

      <description>The White House has denied having any prior knowledge of the Justice Department's criminal probe of the Associated Press, but lawmakers appalled by the revelation are nonetheless lashing out at United States President Barack Obama.

Just hours after the AP reported on Monday that the Justice Department secretly obtained two months of telephone records of reporters and editors employed by the news agency, White House Press Secretary Jay Carney said, &quot;Other than press reports, we have no knowledge of any attempt by the Justice Department to seek phone records of the AP.&quot;

&quot;We are not involved in decisions made in connection with criminal investigations, as those matters are handled independently by the Justice Department,&quot; said Carney. &quot;Any questions about an ongoing criminal investigation should be directed to the Department of Justice.&quot;

Meanwhile, US Attorney General Eric Holder defended the probe during a Tuesday afternoon press conference, but said he recused himself from the investigation because he was interviewed earlier by the FBI on the matter and didn't want to provoke a conflict of interest.

&quot;I don't know all that went into the formulation of the subpoena,&quot; Holder said, adding that actions were taken after a leak was of great severity was discovered that &quot;put the American people at risk.&quot;

&quot;I'm confident that people involved in this investigation...did all things according to DOJ rules,&quot; said Holder, although he admitted that some matters regarding the probe were beyond his knowledge. Holder also admitted that a deputy attorney general approved of the probe. Later on Tuesday, US Deputy Attorney General James Cole declined a request made by the AP to return the seized phone records.

According to the AP, Cole told the agency that the records were &quot;limited to a reasonable period of time&quot; and did not seek the content of any calls.

&quot;These records have been closely held and reviewed solely for the purposes of this ongoing criminal investigation,&quot; Cole wrote.
