      <description>The taxes with which we are familiar, class themselves readily according to the basis on which they rest. 1. Capital. 2. Income. 3. Consumption. These may be considered as commensurate; Consumption being generally equal to Income, and Income the annual profit of Capital. A government may select either of these bases for the establishmentof its system of taxation, and so frame it as to reach the faculties of every member of the society, and to draw from him his equal proportion of the public contributions; and, if this be correctly obtained, it is the perfection of the function of taxation. But when once a government has assumed its basis, to select and tax special articles from either of the other classes, is double taxation. For example, if the system be established on the basis of Income, and his just proportion on that scale has been already drawn from every one, to step into the field of Consumption, and tax special articles in that, as broadcloth or homespun, wine or whiskey, a coach or a wagon, is doubly taxing the same article. For that portion of Income with which these articles are purchased, having already paid its tax as Income, to pay another tax on the thing it purchased, is paying twice for the same thing; it is an aggrievance on the citizens who use these articles in exoneration of those who do not, contrary to the most sacred of the duties of a government, to do equal and impartial justice to all its citizens.How far it may be the interest and the duty of all to submit to this sacrifice on other grounds, for instance, to pay for a time an impost on the importation of certain articles, in order to encourage their manufacture at home, or an excise on others injurious to the morals or health of the citizens, will depend on a series of considerations of another order, and beyond the proper limits of this note. The reader, in

deciding which basis of taxation is most eligible for the local circumstances of his country, will, of course, avail himself of the weighty observations of our author.

To this a single observation shall yet be added. Whether property alone, and the whole of what each citizen possesses, shall be subject to contribution, or only its surplus after satisfying his first wants, or whether the faculties of body and mind shall contribute also from their annual earnings, is a question to be decided. But, when decided, and the principle settled, it is to be equally and fairly applied to all. To take from one, because it is thought that his own industry and that of his fathers has acquired too much, in order to spare to others, who, or whose fathers have not exercised equal industry and skill, is to violate arbitrarily the first principle of association, &quot;the guarantee to every one of a free exercise of his industry, and the fruits acquired by it.&quot; If the overgrown wealth of an individual be deemed dangerous to the State, the best corrective is the law of equal inheritance to all in equal degree; and the better, as this enforces a law of nature, while extrataxation violates it.</description>

Not everyone in South Africa is thrilled with the prospect of Obama's upcoming visit.In fact, the Johannesburg based   Muslim Lawyers Association  would like to see  the president arrested and tried for war crimes  when he arrives on June 29.

It submitted a 600-plus page document to the Office of the National Director of Public Prosecutions on Friday asking for an investigation into Obama's involvement in the Middle East. Group spokesman Yousha Tayob said Obama ordered drone strikes that killed innocent civilians. In terms of the Rome Statute, South Africa has the right to prosecute a war criminal on its territory, said Tayob.The National Prosecuting Authority spokesman said his office had received the docket and was studying it.

A recent report, entitled, &quot;Living Under Drones: Death, Injury and Trauma to Civilians From US Drone Practices in Pakistan,&quot; found that in four years Obama commissioned five times more drone attacks than George W Bush did during his two terms in the White House . 

The spokesman from the  US Embassy in South Africa had &quot;no comment&quot;.

According to the  Washington Post,  the trip could cost the government anywhere from $60 to $100 million dollars, which is a crime in and of itself.

An  IRS  supervisor working in Washington told congressional investigators that she personally reviewed  applications  from groups for tax-exempt status, in testimony that appears to show the agency's scrutiny of conservative groups extended beyond the confines of the office in Cincinnati.

 Holly Paz , who was a supervisor in the  Internal Revenue Service 's tax-exempt status division, indicated during an interview with congressional investigators that she did review such applications, but indicated that she believed &quot;tea party&quot; meant political advocacy in general - not necessarily conservative groups.

 Ms. Paz  said she did not believe any overt political  motivation  was causing the delays in applications for groups from 2010 through 2012, and that she knew of liberal groups that were heavily scrutinized as well.

But  Elizabeth Hofacre , an  IRS   manager  in the Cincinnati office in 2010, said that when she got cases of organizations that may have supported liberal or progressive causes, she &quot;just sent those back to the specialists or the general inventory.&quot;

&quot;I was tasked to do tea partys, and I wasn't - I wasn't equipped or set up to do anything else,&quot;  Ms. Hofacre  said.

 Rep. Elijah E. Cummings , Maryland Democrat and ranking  member of  the  House Committee on Oversight and Government Reform , has called on committee Chairman  Darrell E. Issa  to release full transcripts of witness interviews from the investigation thus far.

But  Mr. Issa , California Republican, wrote in a letter to  Mr. Cummings  that &quot;if a full transcript were released, it would serve as a road map of the  Committee 's investigation.&quot;

 Mr. Cummings  shot back by asking whether it was more reckless &quot;to leak cherry-picked excerpts that omit key details and hide the full truth&quot; that he says exonerates the White House of any connection to the scandal.

 Mr. Issa 's committee has launched a joint investigation into the matter with the House Ways and Means Committee.

 Lois Lerner , director of tax-exempt organizations for the  IRS , last month told the oversight committee that she had done nothing wrong, and then invoked her Fifth Amendment right against self-incrimination.

 Ms. Lerner  tried to stop the targeting of tea party and other right-leaning groups by directing specialists in 2011 to broaden their criteria so that it did not appear partisan, according to an audit by J. Russell George, the Treasury inspector general for tax administration.

Yet the audit says the behavior resurfaced and had to be fixed once more in May 2012.

 Ms. Lerner  apologized at a May event hosted by the American Bar Association for burdening the conservative groups from early 2010 to May 2012, an admission that set off a firestorm on Capitol Hill.

The announcement - staged through a prearranged question from the audience - was made days before the inspector general released the audit that critics said confirmed Republican lawmakers' suspicions in 2012 that conservative groups had been singled out to have their applications &quot;slow-walked&quot; or their groups' activities scrutinized more closely.

      <description>When a carjacked victim's vehicle crashed following a police pursuit by officers from the Los Angeles Police Department, the armed homicide suspect - who was shot by officers - continued to shoot. The terrified victim, with the help of two officers, was removed from danger.   

The frantic driver of a vehicle involved in the collision was near the shooter and was pulled out of the car by an officer while his colleagues maintained his cover. 

A police K-9 was enlisted to enable officers to handcuff the uncooperative and injured suspect.

The LEOs involved in the heroic acts that day were Sergeants Joel Miller and Joseph Sanchez, as well as Officers Hans Almaraz, Joseph Arevalo, Mark Austin, David Blake, Joseph Broussard, Juan Garcia Bradford Gorby, Ryan Nguyen, Clint Perez, and Sean Schneider. 

These were just a few of the officers honored by the National Association of Police Organizations (NAPO) at the 20th Annual 'Top Cops' awards ceremony in May 2013. 

Another was Detective John Saavedra - from the Miami-Dade County Police Department and a member of the High Intensity Drug Trafficking Area (HIDTA) - was attempting to apprehend some drug dealers when he was shot Saavedra several times by an assailant who had been hiding in a darkened vehicle.

Saavedra fired at the gunman and hit him multiple times, but while Saavedra was down, he was ambushed by another man who punched and kicked him in the face. Saavedra was rescued by his colleagues, airlifted to a hospital, and he recovered from his wounds.

Officer Del Pearson of the Chicago Police Department ended up in a foot chase with a curfew violator following a conversation. Pearson was ambushed and shot twice in the chest.  His left arm was incapacitated, but he returned fire with his right arm.  Two officers came to his aid and took him to the hospital. He was released eight days later.

Senior Trooper Eric Nash of the Indiana State Police was recognized for his ability to keep cool under deadly fire and for his willingness to risk his life for a fellow officer. Nash attempted to end a deadly shootout in which Green County Sherriff's Department Deputy James O'Malley was seriously injured from the suspect's gunshot.  

Trooper Nash positioned his vehicle toward the house to tend to O'Malley's wound at which time the suspect emitted another round of gun fire and hit another officer.  Nash maintained his position. After ten minutes of gun fire, the suspect was apprehended.

When two armed bank robbers traversed three counties and engaged in a fierce gun battle with cops, Senior Trooper Mark Domino, the top cop of the Iowa State Patrol, was in pursuit. Amid a hail of bullets, Domino was shot in the arm but kept going. While steering the vehicle with his injured right arm, he returned fire - leaning out of the cruiser with his left arm. His assistance was instrumental in the apprehension.

Members of Las Vegas area's Criminal Apprehension Team (CAT) were commended for their heroic efforts in attempting to apprehend a suspected murderer who had used a machete in his crime.

Following their pinch formation, the suspect ran, shot at officers, and a gun battle ensued. Detective Greg Theobald was hit. The suspect was killed and colleagues aided in getting Theobald to the hospital. 

Detectives Eric Collins, Thomas Fuller, Richard Hart, Craig Lilienthal, Troy Radke, Greg Theobald, Linda Theobald, Sergeant David Stansbury of LVPD - alongside Detective  David Rowlett of the City of Henderson PD, and Special Agents Daniel Coxon, T. Scott Hendricks III, and Christopher D. McInnes of the FBI - a were honored.

Captain Mark McGrath of the Wayne (NJ) Police Department was recognized for saving his colleague's life. McGrath rescued Officer Robert Franco after a tree fell onto his vehicle. Following a 14-hour shift, McGrath crawled under live wires in the narrow space between vehicles and carefully loosened Franco's vest that was blocking his airway. 

For 45 minutes, he led a small team that removed the door and unloaded Franco.

When off-duty cop Ivan Marcano observed an elderly man being pistol whipped and went to assist, he was shot in the chest and fell to the ground. He stumbled into his girlfriend's car. 

En route to the hospital, Marcano observed the criminals in a vehicle. He exited the car, clutching his chest, and shot at the suspects who crashed their car. Marcado, in foot pursuit, shot at them, and he took his assailant down. In 36 hours, his colleagues apprehended the other suspects. Detectives Ivan Marcano, Terrence Munnelly, and Steven Smith were the cops honored from the New York City Police Department.

When U.S. Marshall Designate Gary Blankinship, his wife, Police Officer Nicole Blankinship-Reeves, and children were dining in a Pasadena restaurant, a gunman entered. When Officer LaReau appeared, he ordered the suspect to drop his weapon. 

The suspect refused and raised his gun. Lareau shot him six times and secured the scene until Pasadena Police arrived.  These cops of the Houston Police Department are related family members. 

The top cops of the Oak Creek Police Department who responded to the Sikh Temple shooting are Lieutenant Brian Murphy and Officers Sam Lenda, John Finco, Julie Grauberger, Dean Kleinhans, Michael Shultz, Derick Slamka, and Kelly Romel. 

Lieutenant Murphy had been shot 17 times. Officer Lenda shot and wounded the suspect and saved Murphy from further attacks. The other officers aided other victims and got Murphy to a hospital. All these officers saved an untold number of lives.   

&quot;These members of America's finest have gone above and beyond the call of duty to keep our nation safe,&quot; NAPO President Thomas Nee said. 

For their heroic acts, they serve as models of inspiration and deserve much gratitude for their contributions to public safety.</description>

      <description>A boozy Brooklyn lawyer tried to skip out on a $6 taxi fare - then was busted after stripping off her panties and tossing them at cops while screaming profanities, police said.

Cops they found a very drunk Stephanie Hendricks, 39 - who has clerked for an Oregon Supreme Court justice and served as a Blackmun Fellow - in front of a Williamsburg deli after she bolted from a yellow cab at around 2:30 a.m. Saturday.

The bawdy barrister, who lives with her churchgoing mom in Flatlands, pulled off her panties, showed cops her lady parts, then lunged at them and yelled, &quot;Suck my p---y,'' and, &quot;Eat my ass, you f--king pigs!&quot; police said.

&quot;Normally we don't see people cursing a police officer,&quot; deli owner Mohammad Rahman, 54, told The Post. &quot;But then she opened her clothes in front of the police officer, in front of us. She looked crazy,&quot;

&quot;She . . . showed everything to the cop . . . She had no panties.

&quot;The cops were saying, 'Calm down, lady. Calm down. Be cool,' &quot; Rahman said.

The incident was captured on the deli's surveillance video, which shows Hendricks charging out of the shop, her butt exposed, and lunging at officers.

The lawyer, who runs a small private practice in Downtown Brooklyn, was slapped with a slew of charges, including theft of services, resisting arrest, disorderly conduct and exposure.

&quot;My boyfriend broke up with me,&quot; an embarrassed Hendricks explained yesterday to The Post. &quot;I went out. I got drunk. I had a bad night.

&quot;It was obviously an altercation, but I have no recollection from a certain point in the evening.

&quot;Everyone was in a festive mood,&quot; she said. &quot;Things were flowing. Then things got out of control. I was wasted - all caps bold. You couldn't get bigger, all caps bold, wasted.&quot;

She said she regrets her behavior and tried to apologize to police yesterday.

She worries that her sloppy antics will sink her career.

&quot;I'm a sole practitioner,&quot; Hendricks said, sobbing. &quot;I solicit business from the public.&quot;

Two of her clients were befuddled by the wacky incident.

&quot;Wow, that's an absolutely bizarre story to hear,&quot; one said, while another added, &quot;I'm completely shocked and appalled to hear this because that doesn't sound like her in the least.&quot;

The client described Hendricks as a hardworking professional whom she has recommended to many business colleagues.

According to Hendricks' Web site, she has given legal talks at several New York State Bar Association conferences and served on their committees.

   &quot;Everybody has something like this happened to them,&quot;    the lawyer reasoned, &quot;Life will go on. I will survive.&quot;

      <description>The West Virginia eight-grader  arrested and suspended  over his National Rifle Association T-shirt with an image of a firearm is now facing a $500 fine and a year in jail.

A judge is allowing prosecutors to move forward with charging Jared Marcum, 14, with obstructing an officer,  WOWK-TV reported .

Marcum got into an argument with a teacher over his &quot;Protect Your Rights&quot; NRA shirt at Logan Middle School in April. He was arrested for disturbing the education process and for obstructing an officer - the latter, according to court documents obtained by WOWK, because Marcum refused to stop talking, thus hindering the arresting officer from doing his job.

After Marcum was suspended from school, he returned to class  wearing the exact same shirt , as did other students in a show of solidarity.

&quot;Every aspect of this is just totally wrong,&quot; Marcum's father, Allen Lardieri told WOWK.  &quot;He has no background of anything criminal, up until now and it just seems like nobody wants to admit they're wrong.&quot;

The family's attorney, Ben White, said there no mention in the arresting officer's petition of Marcum making any threats or acting violently.

&quot;In my view of the facts, Jared didn't do anything wrong,&quot; White said.

White is seeking to have the charges against Marcum dismissed. The teen is due back in court on July 11.</description>

      <description>The West Virginia eight-grader  arrested and suspended  over his National Rifle Association T-shirt with an image of a firearm is now facing a $500 fine and a year in jail.

A judge is allowing prosecutors to move forward with charging Jared Marcum, 14, with obstructing an officer,  WOWK-TV reported .

Marcum got into an argument with a 
teacher over his &quot;Protect Your Rights&quot; NRA shirt at Logan Middle School 
in April. He was arrested for disturbing the education process and for 
obstructing an officer - the latter, according to court documents 
obtained by WOWK, because Marcum refused to stop talking, thus hindering
 the arresting officer from doing his job.
After Marcum was suspended from school, he returned to class  wearing the exact same shirt , as did other students in a show of solidarity.

&quot;Every aspect of this is just totally 
wrong,&quot; Marcum's father, Allen Lardieri told WOWK.  &quot;He has no 
background of anything criminal, up until now and it just seems like 
nobody wants to admit they're wrong.&quot;
The family's attorney, Ben White, said 
there no mention in the arresting officer's petition of Marcum making 
any threats or acting violently.
&quot;In my view of the facts, Jared didn't do anything wrong,&quot; White said.

White is seeking to have the charges against Marcum dismissed. The teen is due back in court on July 11.

Last week,  The New York Times  revealed that &quot;Bank lobbyists are not leaving it to lawmakers to draft legislation that softens financial regulations. Instead, the lobbyists are helping to write it themselves.&quot;

According to emails leaked to the Times, a bill that &quot;sailed through the House Financial Services Committee this month--over the objections of the Treasury Department--was essentially Citigroup's.&quot;

Despite huge losses during the capitalist economic meltdown, which included heavy exposure to toxic collateralized debt obligations (CDOs) which cost shareholders some 85 percent of asset value by early 2009, by 2012 the bank had built up an enormous cash horde to the tune of $420 billion (lb277.7bn), derived from selling some $500 billion (lb330.6bn) of &quot;special assets&quot; placed in Citi holdings that were guaranteed from losses by the US Treasury Department; this included untaxed overseas profits of some $35.9 billion (lb23.74bn) according to  Bloomberg .

As I  reported  last month, Citigroup was handed some $45 billion (lb29.78bn) in TARP funds while the Treasury Department and Federal Reserve secretly backstopped more than $300 billion (lb197.31bn) in toxic assets on their books. In addition to receiving &quot;$2.5 trillion   of support from the American taxpayer through capital infusions, asset guarantees and low-cost loans,&quot; as  Wall Street on Parade  analyst Pam Martens pointed out, like other too-big-to-jail banks such as Wachovia and HSBC, the Citi brand has long been associated with washing dirty cash for drug cartels.

Hit with a toothless  Consent Order  by the Federal Reserve in March over &quot;deficiencies in the Banks' BSA/AML   compliance programs,&quot; federal regulators charged that Citigroup and their affiliate Banamex &quot;lacked effective systems of governance and internal controls to adequately oversee the activities of the Banks with respect to legal, compliance, and reputational risk related to the Banks' respective BSA/AML compliance programs.&quot;

The Federal Reserve &quot;action&quot; followed an anemic  Consent Order last year by the Office of the Comptroller of the Currency (OCC) which also cited Citi's failure to &quot;adopt and implement a compliance program that adequately covers the required BSA/AML program elements due to an inadequate system of internal controls.&quot; Additionally, the OCC charged that the &quot;Bank did not develop adequate due diligence on foreign correspondent bank customers and failed to file Suspicious Activity Reports ('SARs') related to its remote deposit capture/international cash letter instrument activity in a timely manner.&quot;

Nevertheless, as with other criminogenic banks such as JPMorgan Chase, similarly hit with an equally toothless  Consent Order  by the Office of the Comptroller of the Currency in January, in their infinite wisdom the Federal Reserve averred that their Citigroup action was issued &quot;without this Order constituting an admission or denial by Citigroup of any allegation made or implied by the Board of Governors in connection with this matter, and solely for the purpose of settling this matter without a formal proceeding being filed and without the necessity for protracted or extended hearings or testimony.&quot;

In other words, let's sweep this under the rug as quickly as possible and move on. But before we do, let's step back for a moment and wrap our heads around a few salient facts.

Here's a bank with a documented history as the  GAO  revealed in 1998, of laundering drug money for well-placed Ju'arez and Gulf Cartel crony Ra'ul Salinas de Gortari, the brother of former Mexican president Carlos Salinas, charged with amassing a multimillion dollar fortune from narcotics rackets and then squirreling it away in London, Switzerland and the Cayman Islands.

Does this evoke any memories?

According to GAO investigators, &quot;Mr. Salinas was able to transfer $90 million to $100 million between 1992 and 1994 by using a private banking relationship formed by Citibank New York in 1992. The funds were transferred through Citibank Mexico and Citibank New York to private banking investment accounts in Citibank London and Citibank Switzerland.&quot;

Beginning in 1992, Citibank &quot;assisted Mr. Salinas with these transfers and effectively disguised the funds' source and destination, thus breaking the funds' paper trail.&quot; And they did so by creating &quot;an offshore private investment company named Trocca, to hold Mr. Salinas's assets, through Cititrust (Cayman) and investment accounts in Citibank London and Citibank Switzerland,&quot; and then failed to &quot;prepare a financial profile on him or request a waiver for the profile, as required by then Citibank know your customer policy.&quot;

Keep in mind that when Swiss prosecutors completed their money laundering investigation,  The New York Times  disclosed that &quot;Swiss police investigators have concluded that a brother of former President Carlos Salinas de Gortari played a central role in Mexico's cocaine trade, raking in huge bribes to protect the flow of drugs into the United States.&quot;

That Swiss report stated, &quot;When Carlos Salinas de Gortari became President of Mexico in 1988, Ra'ul Salinas de Gortari assumed control over practically all drug shipments through Mexico. Through his influence and bribes paid with drug money, officials of the army and the police supported and protected the flourishing drug business.&quot;

Does the name of former Banamex CEO Roberto Hern'andez ring any bells?

Described as &quot;the single biggest winner&quot; of Mexican bank privatizations engineered by the Bush and Clinton regimes during the 1990s as  Narco News  disclosed, a subsequent investigation  revealed that &quot;Hern'andez had been accused--publicly and via a criminal complaint--by the daily newspaper Por Esto! of trafficking tons of Colombian cocaine through his Caribbean costa properties on that peninsula since 1997.&quot;

And when Citigroup acquired Banamex in 2001 for the then-princely sum of $12.5 billion (lb8.27bn), it was described as the largest US-Mexican corporate merger in history. Should it surprise us that this Citi subsidiary was named alongside parent Citigroup by the OCC and Federal Reserve for repeated failures to adequately police dirty money flowing into their coffers?

Members of the House Financial Services Committee should examine why they would turn over the legislative process to a criminal financial cartel!

As Times' journalists Eric Lipton and Ben Protess reported, &quot;Citigroup's recommendations were reflected in more than 70 lines of the House committee's 85-line bill. Two crucial paragraphs, prepared by Citigroup in conjunction with other Wall Street banks, were copied nearly word for word. (Lawmakers changed two words to make them plural.)&quot;

Proving yet again, that Washington lawmakers are beholden to their Wall Street masters,  MapLight , a nonpartisan research group that &quot;reveals money's influence on politics in the US Congress,&quot;  disclosed  that legislators &quot;serving&quot; on the House Financial Services Committee &quot;approved six bills that would roll back pieces of the Dodd-Frank Act designed to improve regulation of the derivatives market.&quot;

Lawmakers who voted &quot;yes&quot; on  HR 992 , the Orwellian-named Swaps Regulatory Improvement Act, &quot;received, on average, 2.6 times more money from top banks than committee members&quot; who voted &quot;no.&quot; MapLight further disclosed that lawmakers who voted &quot;yes&quot; on this pernicious piece of legislative detritus &quot;received, on average, 3 times more money from the Finance, Insurance, and Real Estate (FIRE) sector,&quot; than committee members who voted &quot;no.&quot;

The $700 trillion derivatives market, 93.2 percent of which is controlled by the four largest too-big-to-fail-and-jail US banks, Bank of America, Goldman Sachs, JPMorgan Chase and Citigroup, is a cash cow and shadow market for crooked financial insiders. HR 992, which rolled-back a key provision of 2010's anemic Dodd-Frank financial &quot;reform&quot; legislation, Sec. 716, would have required banks to spin off their derivatives activities into separate units that would not have access to federal bank subsidies, i.e., taxpayer bailouts.

&quot;In recent weeks, the Times reported, &quot;Wall Street groups also held fund-raisers for lawmakers who co-sponsored the bills. At one dinner Wednesday night, corporate executives and lobbyists paid up to $2,500 to dine in a private room of a Greek restaurant just blocks from the Capitol with Representative Sean Patrick Maloney, Democrat of New York, a co-sponsor of the bill championed by Citigroup.&quot;

Responding to questions, Financial Services Committee member Jim Himes, a former Goldman Sachs banker, third-term Connecticut Democrat and one of the top recipients of Wall Street largess to the tune of $194,500 according to  OpenSecrets told the Times: &quot;It's appalling, it's disgusting, it's wasteful and it opens the possibility of conflicts of interest and corruption. It's unfortunately the world we live in.&quot;

No Mr. Himes, it's the world you live in.

While your colleague across the aisle, Stephen Fincher (R-TN), cites Bible verses to justify gutting federal nutritional assistance to 47 million hungry Americans while being the &quot;the second largest recipient of farm subsidies in the United States Congress&quot; according to  Forbes , and received some $3.48 million (lb2.3m) since 1999 in USDA farm subsidies while doing the &quot;Lord's work&quot; according to the  Environmental Working Group , the US Congress, including &quot;liberal&quot; Obama Democrats have promoted every filthy piece of legislation that facilitates Wall Street's plundering of the American people.

Referencing the recent vote on HR 992, the Center for Responsive Politics  reported  that in the first quarter of 2013, members of the Financial Services Committee &quot;received more than $1.3 million in donations to their campaigns and leadership PACs from the securities and investment industry and commercial banks.&quot;

According to OpenSecrets, &quot;By far the largest source of cash from the two industries was the  Investment Company Institute , a trade association representing Wall Street firms. The ICI gave at least $129,000 to members of the House Financial Services Committee. Other trade groups representing banks and investment firms, including the  American Bankers Association and the  Independent Community Bankers of America , were also major contributors.&quot;

OpenSecrets reported that &quot;Banking industry companies increased their contributions in 2013 to $640,286, from $497,169 in early 2011. Citigroup, in particular, jumped from $19,500 in donations to committee members to $39,500. UBS went from $64,250 to $88,000. Wells Fargo also opened its checkbook a little wider this year, giving $80,000, compared with $31,250 in 2011.&quot;

Commenting on this latest gift to Wall Street criminals, the World Socialist Web Site  observed: &quot;Flush with the $85 billion in cash printed up and handed to the banks every month by the Federal Reserve, business at the Wall Street casino is booming. Stock values are at record levels and so are bank profits, amidst declining wages and mass poverty.&quot;

&quot;Under these conditions,&quot; Marxist critic Andre Damon averred, &quot;the banks have been pushing to rip up even the very modest restrictions on financial speculation, while broadening the scope of government bailout laws. The aim is simple: to give banks the maximum ability to speculate without constraint, while getting the maximum possible government assistance if and when the bubble collapses.&quot;

None of this should surprise anyone who has paid the least attention to the cronyism and financial parasitism of the Obama regime.

From get-out-of-jail-free-cards passed out to drug money laundering banks by Eric Holder's Justice Department, to the appointments of Citigroup alumnus and  Cayman Islands tax-dodger  Jacob Lew as Treasury Secretary, Debevoise &amp;amp; Plimpton partner  Mary Jo White  over at the Securities and Exchange Commission to the nomination of billionaire Hyatt Hotel heiress, subprime mortgage &quot;pioneer&quot;  and union-buster  Penny Pritzker  to lead the Commerce Department, it's a bankster world, all the time.

      <description>Chemical weapons experts voiced skepticism Friday about U.S. claims that the government of Syrian President Bashar Assad had used the nerve agent sarin against rebels on at least four occasions this spring, saying that while the use of such a weapons is always possible, they've yet to see the telltale signs of a sarin gas attack, despite months of scrutiny.

&quot;It's not unlike Sherlock Holmes and the dog that didn't bark,&quot; said Jean Pascal Zanders, a leading expert on chemical weapons who until recently was a senior research fellow at the European Union's Institute for Security Studies. &quot;It's not just that we can't prove a sarin attack; it's that we're not seeing what we would expect to see from a sarin attack.&quot;

Foremost among those missing items, Zanders said, are cellphone photos and videos of the attacks or the immediate aftermath.

&quot;In a world where even the secret execution of Saddam Hussein was taped by someone, it doesn't make sense that we don't see videos, that we don't see photos, showing bodies of the dead, and the reddened faces and the bluish extremities of the affected,&quot; he said.

Other experts said that while they were willing to give the U.S. intelligence community the benefit of the doubt, the Obama administration has yet to offer details of what evidence it has and how it obtained it.

White House foreign policy adviser Benjamin Rhodes gave dates and places for the alleged attacks - March 19 in the Aleppo suburb of Khan al-Assal; April 13 in the Aleppo neighborhood of Shaykh Maqsud; May 14 in Qasr Abu Samrah in Homs province, and May 23 in Adra, east of Damascus. But he provided no details of the fighting that was taking place or the number of dead.

&quot;Ultimately, without more information, we are left with the need to trust the integrity of the U.S. intelligence community in arriving at its 'high confidence' judgment,&quot; Greg Thielmann, a senior fellow at the Washington-based Arms Control Association, said in an email. While he said that &quot;my guess is they have it right,&quot; he also noted that the White House statement was &quot;carefully and prudentially worded&quot; and acknowledged the lack of a &quot;continuous chain of custody for the physiological samples from those exposed to sarin.&quot;

&quot;It does not eliminate all doubt in my mind,&quot; he said.

Philip Coyle, a senior scientist at the Center for Arms Control and Non-Proliferation in Washington, said that without hard, public evidence, it's difficult for experts to assess the validity of the administration's statement. He added that from what is known, what happened doesn't look like a series of sarin attacks to him.

&quot;Without blood samples, it's hard to know,&quot; he said. &quot;But I admit I hope there isn't a blood sample, because I'm still hopeful that sarin has not been used.&quot;

Even a proponent of the United States providing military assistance to the rebels raised doubts about the possible motive for announcing the chemical weapons conclusion.

In a passionate argument for U.S. involvement in Syria, Anthony Cordesman, a security expert at the Center for Strategic and International Studies in Washington, wrote Friday that &quot;the 'discovery' that Syria used chemical weapons might be a political ploy.&quot; The phrase was in an article that described strong strategic and humanitarian reasons for involvement in the crisis, particularly the recent involvement of the Lebanese group Hezbollah on the side of Assad.

Chemical weapons have been a focus of discussion in Syria ever since the day in August 2012 when President Barack Obama announced that the use of such weapons was a &quot;red line&quot; that would trigger possible U.S. military involvement. Since then, rebels have reported the likely use of chemical agents on dozens of occasions with varying degrees of credibility.

Only one detailed independent report of a chemical attack has surfaced in that time, however - a lengthy report in the French newspaper Le Monde last month that triggered both French and British letters to the United Nations.

Zanders, however, said that much about that report bears questioning. Photos and a video accompanying the report showed rebel fighters preparing for chemical attacks by wearing gas masks. Sarin is absorbed through the skin, and even small amounts can kill within minutes.

He also expressed skepticism about the article's description of the lengthy route victims of chemical attacks had to travel to get to treatment, winding through holes in buildings, down streets under heavy fire, before arriving at remote buildings hiding hospitals.

Zanders, who also has headed the Chemical and Biological Warfare Project at the Stockholm International Peace Research Institute and was director of the Geneva-based BioWeapons Prevention Project, noted that had sarin been the chemical agent in use, the victims would have been dead long before they reached doctors for treatment.

Zanders also said he's skeptical of sarin use because there have been no reports of medical personnel or rescuers dying from contact with victims. Residue from sarin gas would be expected to linger on victims and would infect those helping, who often are shown in rebel video wearing no more protection than paper masks.

Le Monde reported that one doctor treated a victim with atropine, which is appropriate for sarin poisoning. But that doctor said he gave his patient 15 shots of atropine in quick succession, which Zanders said could have killed him almost as surely as sarin.

:He lives in Minneapolis and worked for a nationwide construction firm





A top commander of a Nazi SS-led unit accused of burning villages filled with women and children lied to American immigration officials to get into the United States and has been living in Minnesota ever since, it was revealed today.

Michael Karkoc, 94, told U.S. authorities in 1949 that he had performed no military service during World War II.

In fact, he had worked as an officer and founding member of the SS-led Ukrainian Self Defense Legion and later as an officer in the SS Galician Division, according to records obtained through a Freedom of Information Act request.
The Galician Division and a Ukrainian nationalist organization he served in were both on a secret American government blacklist of organizations whose members were forbidden from entering the United States at the time.

Though records do not show that Karkoc had a direct hand in war crimes, statements from men in his unit and other documentation confirm the Ukrainian company he commanded massacred civilians, and suggest that Karkoc was at the scene of these atrocities as the company leader.


 

Nazi SS files say he and his unit were also involved in the 1944 Warsaw Uprising, in which the Nazis brutally suppressed a Polish rebellion against German occupation.



The U.S. Department of Justice has used lies about wartime service made in immigration papers to deport dozens of suspected Nazi war criminals.

The evidence of Karkoc's wartime activities uncovered by AP has prompted German authorities to express interest in exploring whether there is enough to prosecute.

In Germany, Nazis with 'command responsibility' can be charged with war crimes even if their direct involvement in atrocities cannot be proven.

Karkoc refused to discuss his wartime past at his home in Minneapolis, and repeated efforts to set up an interview, using his son as an intermediary, were unsuccessful.

   

Efraim Zuroff, the lead Nazi hunter at the Simon Wiesenthal Center in Jerusalem, said that based on his decades of experience pursuing Nazi war criminals, he expects that the evidence showing Karkoc lied to American officials and that his unit carried out atrocities is strong enough for deportation and war-crimes prosecution in Germany or Poland.



'In America this is a relatively easy case: If he was the commander of a unit that carried out atrocities, that's a no brainer,' Zuroff said.

'Even in Germany ... if the guy was the commander of the unit, then even if they can't show he personally pulled the trigger, he bears responsibility.'

Former German army officer Josef Scheungraber - a lieutenant like Karkoc - was convicted in Germany in 2009 on charges of murder based on circumstantial evidence that put him on the scene of a Nazi wartime massacre in Italy as the ranking officer.

   

German prosecutors are obligated to open an investigation if there is enough 'initial suspicion' of possible involvement in war crimes, said Thomas Walther, a former prosecutor with the special German office that investigates Nazi war crimes.



The current deputy head of that office, Thomas Will, said there is no indication that Karkoc had ever been investigated by Germany. Based on the AP's evidence, he said he is now interested in gathering information that could possibly result in prosecution.

Prosecution in Poland may also be a possibility because most of the unit's alleged crimes were against Poles on Polish territory.

But Karkoc would be unlikely to be tried in his native Ukraine, where such men are today largely seen as national heroes who fought for the country against the Soviet Union.

Karkoc now lives in a modest house in northeast Minneapolis in an area with a significant Ukrainian population.

Even at his advanced age, he came to the door without help of a cane or a walker. He would not comment on his wartime service for Nazi Germany.

'I don't think I can explain,' he said.

 

Members of his unit and other witnesses have told stories of brutal attacks on civilians.

One of Karkoc's men, Vasyl Malazhenski, told Soviet investigators that in 1944 the unit was directed to 'liquidate all the residents' of the village of Chlaniow in a reprisal attack for the killing of a German SS officer, though he did not say who gave the order.

'It was all like a trance: setting the fires, the shooting, the destroying,' Malazhenski recalled, according to the 1967 statement found by the AP in the archives of Warsaw's state-run Institute of National Remembrance, which investigates and prosecutes German and Soviet crimes on Poles during and after World War II.

'Later, when we were passing in file through the destroyed village,' Malazhenski said, 'I could see the dead bodies of the killed residents: men, women, children.'

In a background check by U.S. officials on April 14, 1949, Karkoc said he had never performed any military service, telling investigators that he 'worked for father until 1944. Worked in labor camp from 1944 until 1945.'

However, in a Ukrainian-language memoir published in 1995, Karkoc states that he helped found the Ukrainian Self Defense Legion in 1943 in collaboration with the Nazis' feared SS intelligence agency, the SD, to fight on the side of Germany - and served as a company commander in the unit, which received orders directly from the SS, through the end of the war.

 

It was not clear why Karkoc felt safe publishing his memoir, which is available at the U.S. Library of Congress and the British Library and which the AP located online in an electronic Ukrainian libary. 
Karkoc's name surfaced when a retired clinical pharmacologist who took up Nazi war crimes research in his free time came across it while looking into members of the SS Galician Division who emigrated to Britain.

He tipped off AP when an Internet search showed an address for Karkoc in Minnesota.

'Here was a chance to publicly confront a man who commanded a company alleged to be involved in the cruel murder of innocent people,' said Stephen Ankier, who is based in London.

The AP located Karkoc's U.S. Army intelligence file, and got it declassified by the National Archives in Maryland through a FOIA request. The Army was responsible for processing visa applications after the war under the Displaced Persons Act.

 

The intelligence file said standard background checks with seven different agencies found no red flags that would disqualify him from entering the United States. But it also noted that it lacked key information from the Soviet side: 'Verification of identity and complete establishment of applicant's reliability is not possible due to the inaccessibility of records and geographic area of applicant's former residence.'

Wartime documents located by the AP also confirm Karkoc's membership in the Self Defense Legion. They include a Nazi payroll sheet found in Polish archives, signed by an SS officer on Jan. 8, 1945 - only four months before the war's end - confirming that Karkoc was present in Krakow, Poland, to collect his salary as a member of the Self Defense Legion. Karkoc signed the document using Cyrillic letters.

Karkoc, an ethnic Ukrainian, was born in the city of Lutsk in 1919, according to details he provided American officials.

At the time, the area was being fought over by Ukraine, Poland and others; it ended up part of Poland until World War II. Several wartime Nazi documents note the same birth date, but say he was born in Horodok, a town in the same region.

He joined the regular German army after the Nazi invasion of the Soviet Union in 1941 and fought on the Eastern Front in Ukraine and Russia, according to his memoirs, which say he was awarded an Iron Cross, a Nazi award for bravery.

He was also a member of the Ukrainian nationalist organization OUN; in 1943, he helped negotiate with the Nazis to have men drawn from its membership form the Self Defense Legion, according to his account. Initially small, it eventually numbered some 600 soldiers.

The legion was dissolved and folded into the SS Galician Division in 1945; Karkoc wrote that he remained with it until the end of the war.

Policy at the time of Karkoc's immigration application - according to a declassified secret U.S. government document obtained by the AP from the National Archives - was to deny a visa to anyone who had served in either the SS Galician Division or the OUN.

The U.S. does not typically have jurisdiction to prosecute Nazi war crimes but has won more than 100 'denaturalization and removal actions' against people suspected of them.

Department of Justice spokesman Michael Passman would not comment on whether Karkoc had ever come to the department's attention, citing a policy not to confirm or deny the existence of investigations.

Though Karkoc talks in his memoirs about fighting anti-Nazi Polish resistance fighters, he makes no mention of attacks on civilians. He does indicate he was with his company in the summer of 1944 when the Self Defense Legion's commander - Siegfried Assmuss, whose SS rank was equivalent to major - was killed.

'We lost an irreplaceable commander, Assmuss,' he wrote about the partisan attack near Chlaniow. 
He did not mention the retaliatory massacre that followed, which was described in detail by Malazhenski in his 1967 statement used to help convict platoon leader Teodozy Dak of war crimes in Poland in 1972.

An SS administrative list obtained by AP shows that Karkoc commanded both Malazhenski and Dak, who died in prison in 1974.

Malazhenski said the Ukrainian unit was ordered to liquidate Chlaniow in reprisal for Assmuss' death, and moved in the next day, machine-gunning people and torching homes. More than 40 people died. 
'The village was on fire,' Malazhenski said.

Villagers offered chilling testimony about the brutality of the attack.

In 1948, Chlaniow villager Stanislawa Lipska told a communist-era commission that she heard shots at about 7 a.m., then saw 'the Ukrainian SS force' entering the town, calling out in Ukrainian and Polish for people to come out of their homes.

'The Ukrainians were setting fire to the buildings,' Lipska said in a statement, also used in the Dak trial. 'You could hear machine-gun shots and grenade explosions.

Shots could be heard inside the village and on the outskirts. They were making sure no one escaped.'

Witness statements and other documentation also link the unit circumstantially to a 1943 massacre in Pidhaitsi, on the outskirts of Lutsk -today part of Ukraine - where the Self Defense Legion was once based. A total of 21 villagers, mostly women and children, were slaughtered.

Karkoc says in his memoir that his unit was founded and headquartered there in 1943 and later mentions that Pidhaitsi was still the unit's base in January 1944.

Another legion member, Kost Hirniak, said in his own 1977 memoir that the unit, while away on a mission, was suddenly ordered back to Pidhaitsi after a German soldier was killed in the area; it arrived on Dec. 2, 1943.

The next day, though Hirniak does not mention it, nearly two dozen civilians, primarily women and children, were slaughtered in Pidhaitsi. There is no indication any other units were in the area at the time.

Heorhiy Syvyi was a 9-year-old boy when troops swarmed into town on Dec. 3 and managed to flee with his father and hide in a shelter covered with branches. His mother and 4-year-old brother were killed.

'When we came out we saw the smoldering ashes of the burned house and our neighbors searching for the dead. My mother had my brother clasped to her chest. This is how she was found - black and burned,' said Syvyi, 78, sitting on a bench outside his home.

Villagers today blame the attack generically on 'the Nazis' - something that experts say is not unusual in Ukraine because of the exalted status former Ukrainian nationalist troops enjoy.

However, Pidhaitsi schoolteacher Galyna Sydorchuk told the AP that 'there is a version' of the story in the village that the Ukrainian troops were involved in the December massacre.

'There were many in Pidhaitsi who were involved in the Self Defense Legion,' she said. 'But they obviously keep it secret.'

Ivan Katchanovski, a Ukrainian political scientist who has done extensive research on the Self Defense Legion, said its members have been careful to cultivate the myth that their service to Nazi Germany was solely a fight against Soviet communism. But he said its actions - fighting partisans and reprisal attacks on civilians - tell a different story.

'Under the pretext of anti-partisan action they acted as a kind of police unit to suppress and kill or punish the local populations.

'This became their main mission,' said Katchanovski, who went to high school in Pidhaitsi and now teaches at the University of Ottawa in Canada.

'There is evidence of clashes with Polish partisans, but most of their clashes were small, and their most visible actions were mass killings of civilians.'

There is evidence that the unit took part in the brutal suppression of the Warsaw Uprising, fighting the nationalist Polish Home Army as it sought to rid the city of its Nazi occupiers and take control of the city ahead of the advancing Soviet Army.

The uprising, which started in August 1944, was put down by the Nazis by the beginning of October in a house-to-house fight characterized by its ferocity.

The Self Defense Legion's exact role is not known, but Nazi documents indicate that Karkoc and his unit were there.

An SS payroll document, dated Oct. 12, 1944, says 10 members of the Self Defense Legion 'fell while deployed to Warsaw' and more than 30 others were injured.

Karkoc is listed as the highest-ranking commander of 2 Company - a lieutenant - on a pay sheet that also lists Dak as one of his officers.

Another Nazi accounting document uncovered by the AP in the Polish National Archives in Krakow lists Karkoc by name - including his rank, birthdate and hometown - as one of 219 'members of the S.M.d.S.-Batl 31 who were in Warsaw,' using the German abbreviation for the Self Defense Legion.

In early 1945, the Self Defense Legion was integrated into the SS Galicia Division, and Karkoc said in his memoirs that he served as a deputy company commander until the end of the war.

Following the war, Karkoc ended up in a camp for displaced people in Neu Ulm, Germany, according to documents obtained from the International Tracing Service in Bad Arolsen, Germany.

The documents indicate that his wife died in 1948, a year before he and their two young boys - born in 1945 and 1946 - emigrated to the U.S.

After he arrived in Minneapolis, he remarried and had four more children, the last born in 1966. 
Karkoc told American officials he was a carpenter, and records indicate he worked for a nationwide construction company that has an office in Minneapolis.

A longtime member of the Ukrainian National Association, Karkoc has been closely involved in community affairs over the past decades and was identified in a 2002 article in a Ukrainian-American publication as a 'longtime UNA activist.'</description>
