      <title>ANCA calls for increased U.S. assistance to Nagorno Karabakh, Armenia, and the Javakhk</title>

      <description>Armenian National Committee of America (ANCA) Legislative Affairs Director Raffi Karakashian testified today before a key Congressional panel in support of increased U.S. assistance to Nagorno Karabakh, Armenia, and the Javakhk region of Georgia.

In his opening remarks, Karakashian shared with House Appropriations Subcommittee on Foreign Operations Chairwoman Kay Granger (R-TX), Ranking Democrat Nita Lowey (D-NY), and their colleagues news of the recent Capitol Hill celebration of Nagorno Karabakh's freedom movement.  He thanked the U.S. Congress for its vital role in sustaining Artsakh with direct aid, supporting its right to self-determination, and standing up to Azerbaijani acts and threats of aggression.  Karakashian stressed that: &quot;The Karabakh issue, at its core, is about freedom.  It is the very American idea that we all deserve to live in liberty, free from foreign rule, under a democratic government of our own choosing.&quot;

During his remarks before the U.S. House panel responsible for foreign aid, Karakashian explained that the support of Congress for a series of seven funding and policy-related provisions will represent a strategic investment in strengthening U.S. diplomacy, advancing our national interests, and promoting core American values in the Caucasus region.  These provisions include:

1) At least $5 million in development assistance for Nagorno Karabakh

2) 10% of U.S. assistance to the Republic of Georgia to be targeted to Samtskhe-Javakheti

3) At least $50 million in economic support funds for Armenia

4) Equitable distribution of U.S. humanitarian assistance to all needy populations in Syria

5) Strengthening of Section 907 of the FREEDOM Support Act and ending military aid to Azerbaijan

6) Removal of barriers to U.S.-Nagorno Karabakh contacts,

7) Support for the reinstatement of Nagorno Karabakh in the Minsk Group peace process

Others testifying before the influential House foreign aid panel were leaders of prominent organizations involved in international affairs, including Howard Kohr of the American Israel Public Affairs Committee (AIPAC), Admiral James Loy of the U.S. Global Leadership Coalition, and Diane Randall, of the Friends Committee on National Legislation.

1)  At least $5 million in development assistance for Nagorno Karabakh:
 
We want to thank the Subcommittee for stipulating in its FY13 bill that &quot;at least $5,000,000 for humanitarian and development programs in Nagorno-Karabakh&quot; be allocated.  We were encouraged by this clear directive to USAID and urge the Subcommittee to do the same again this year.  According to Nagorno Karabakh Republic estimates, the war caused over $5 billion in damages.  Nearly twenty years since the cease-fire established in 1994, Karabakh is still suffering from significant infrastructure damage, including the shortage of safe drinking water.  Since declaring independence in 1991, Karabakh has built a solid democracy and a free market economy, has respected human rights, and has held five parliamentary and five presidential elections, all praised by international monitors as free and fair.  Freedom House upgraded Karabakh's democracy status as a result this year.  U.S. aid to Nagorno Karabakh has funded crucial demining programs that have saved lives, but HALO Trust, the world's largest mine clearance organization, reports that Karabakh still has one of the highest per capital mining accidents in the world, ahead of even Afghanistan. 
 
2) 10% of U.S. Assistance to Georgia to be targeted to the Samtskhe-Javakheti region:
 
Over the past decade, USAID and the Millennium Challenge Corporation have expanded their presence in Samtskhe-Javakheti (SJ), a historically Armenian populated region in the Republic of Georgia, in an effort to address core humanitarian and economic difficulties that face the population.  Over the past year, Armenian Americans have worked with USAID to identify ways to leverage existing U.S. aid programs and explore public-private partnerships.  As current projects progress and in anticipation of new opportunities, we urge that at least 10% of a robust U.S. aid package to Georgia be targeted to the Samtskhe-Javakheti region to support job-creation and poverty reduction programs.  We also urge the MCC, which is now considering a second compact with Georgia, to ensure all regions, including the Samtskhe-Javakheti region, benefit from this worthwhile effort.
 
3) $50 Million in Economic Support Funds for Armenia:
 
Since Armenia's independence in 1991, U.S. aid has played a vital role in meeting humanitarian needs, fostering democratic reforms, and building self-sustaining economic growth.  Armenia, a landlocked country, continues to face one of the longest blockades in modern history.  For over twenty years, Armenia has faced not one, but two blockades instituted by both Turkey and Azerbaijan.  Despite repeated pleas from the U.S. and the EU to end its blockade, Turkey has refused, underscoring the importance of this aid.
 
Armenia is committed to expanding its military ties with the United States and NATO.  Armenia is part of the NATO-led ISAF in Afghanistan and recently nearly tripled its troop deployment to Afghanistan.  Armenia has also granted blanket and valuable over flight rights to the U.S., contributed troops to the Coalition in Iraq, and sent troops to support NATO's Kosovo peacekeeping in Kosovo.  Armenia also shares our free enterprise values.  The Wall Street Journal-Heritage Foundation Index of Economic Freedom regularly ranks Armenia as among the top 40 freest economies in the world.  This year, Armenia was ranked the 38th freest economy in the world, ahead of Belgium and France.
 
4) Ensure U.S. humanitarian assistance to Syria is distributed equitably:
 
The Armenian and Christian communities in Syria have endured increasing hardship and are especially vulnerable.  Community sources on the ground in Syria report and U.S. based Armenian humanitarian assistance coalitions have confirmed that the non-lethal aid generously provided by the U.S. to date has not reached the Armenian populations in Aleppo and other regions.  Thousands of Syrian Armenians have sought safe-haven in Armenia, which continues, without any U.S aid, to assist with housing, education and employment help.  We ask the Subcommittee to urge USAID to ensure that all vulnerable populations in Syria - including Armenians and other Christians - benefit from the life-saving humanitarian assistance.  We also ask that the State Department/USAID work with Armenia to aid the growing number of Syrian nationals who have sought refuge there. 
 
5) Strengthening FREEDOM Support Act Sec. 907 &amp;amp; cutting military aid to Azerbaijan:
 
Enacted in 1992, Section 907 of the FREEDOM Support Act stands as a statement of U.S. opposition to Azerbaijan's blockades and other aggressive uses of force against Armenia and Nagorno Karabakh.  Since its enactment, Azerbaijan has not lifted its illegal blockades, ignored House Appropriation Committee Report language opposing destabilizing threats, and has become increasingly belligerent, which is why Congress must limit the President's waiver authority in the face of Baku's provocations.  On August 31, 2012, Azerbaijani President Ilham Aliyev personally pardoned convicted axe-murderer Ramil Safarov upon his transfer to Azerbaijan from Hungary, despite agreeing to keep him incarcerated.  Immediately after his pardon, Safarov received a promotion in the Azerbaijani military, an apartment, and years of back pay for time spent in prison.  The pardon was condemned around the world, including by President Obama, Members of Congress, the European Parliament, OSCE, Council of Europe, and NATO.  
 
President Aliyev announced &quot;our main enemies are Armenians of the world,&quot; during a February 28, 2012, national address.  In a November 2012 Twitter tirade, President Aliyev stated, &quot;Armenia is a country of no value. It is actually a colony, an outpost run from abroad . . . .&quot;  Azerbaijan also continues to oppose the repeated calls by the three OSCE Minsk Group Co Chairs to remove its snipers from the border between Karabakh and Azerbaijan, although both Armenia and Nagorno Karabakh have agreed to this proposal.  In light of Baku's actions, we urge you to add the following language narrowing the President's waiver authority and requiring the following additional certification that:  &quot;In the last fiscal year, Azerbaijan has not taken hostile action, either through military force or incitement, including but not limited to threatening pronouncements by government officials, toward Armenia or Nagorno Karabakh, and has both stated and demonstrated its commitment to pursuing a lasting peace with Armenia and Nagorno Karabakh through solely non-violent means.&quot;
 
Azerbaijan has increased its military budget exponentially to the point that it surpasses Armenia's entire budget.  Baku plans on spending over $3.7 billion on arms this year.  At a time of severe budgetary constraints and because Azerbaijan continues to destabilize and provoke the parties in the region as outlined above, the United States should cut all military aid to Baku, while maintaining its aid to Armenia, which has shown great restraint in the face of Baku's provocations.
 
6) Removing restrictions on contacts and communication with Nagorno Karabakh:
 
The time has come for the lifting of outdated and counter-productive restrictions on the free exchange of ideas between U.S. officials and the democratically elected leadership of Karabakh. These restrictions limit the ability of the U.S. to promote our interests, block travel and exchanges, bar cooperation on regional issues, and even complicate oversight of aid programs.  As such, we request that this report language be included:  &quot;In the interest of promoting mutual understanding, regional cooperation, and a fair and lasting peace, the Committee directs the Department of State to remove any official or unofficial restrictions on U.S.-Nagorno Karabakh travel, visitations, discussions, meetings, contacts, consultations, exchange programs, or other governmental or civil society communication, cooperation, or interaction.&quot;
 
7) Supporting the reinstatement of Nagorno Karabakh in the Minsk Group peace process:
 
The Nagorno Karabakh Republic was one of the three parties to the 1994 cease-fire, which ended military hostilities between Nagorno Karabakh and Azerbaijan.  In its aftermath, Nagorno Karabakh participated in the OSCE Minsk Group peace process as an equal partner, along with Armenia and Azerbaijan.  Since 1998, however, at Baku's insistence, Nagorno Karabakh has been excluded from the peace process.  Nagorno Karabakh must be permitted to fully participate in all talks.  To continue to exclude Karabakh from the negotiations, which are about the rights of Karabakh citizens, is counterproductive.  We respectfully request that the following report language be included:  &quot;In the interest of promoting a lasting and durable peace in the South Caucasus, the Nagorno Karabakh Republic must be reinstated into the OSCE Minsk Group peace process as a full negotiating partner.&quot;
 
In closing, the ANCA looks forward to working with the Subcommittee to strengthen the U.S.-Armenia alliance and stability in the region.</description>

      <title>Iranian Official: We Helped Azerbaijan In Karabakh War</title>

      <description>A top Iranian official has made waves in the Caucasus by claiming that Iran secretly helped Azerbaijan during the latter's war with Armenia over Nagorno Karabakh in the 1990s. The official, Mohsen Rezaee, is in a position to know: he was the commander of Iran's Revolutionary Guards at the time. He told Sahar TV (translation by Oye Times):

&quot;I personally issued an order ... for the Republic of Azerbaijan army to be equipped appropriately and for it to receive the necessary training,&quot; he said. &quot;Many Iranians died in the Karabakh War. In addition to the wounded, who were transported to  , many of the Iranian martyrs of the Karabakh War are buried in Baku.&quot;

&quot;Karabakh is a part of Islamic lands and the Republic of Azerbaijan's territorial integrity must be guaranteed through peaceful means.&quot;

Iran, of course, is now fairly hostile towards Azerbaijan, and maintains good relations with Armenia. Armenians have claimed that Iran helped Azerbaijan during the war, but there has not been confirmation of this, nor have mainstream accounts repeated the claim. (The authoritative book on the war, Thomas De Waal's Black Garden, while devoting several pages to Russia's complex role in the war, doesn't address Iran's role at all.) Iran and Azerbaijan also have been quiet about this (if it is in fact true), though some opposition figures in Azerbaijan appear to have been supporting Rezaee's allegations.

Rezaee is now a candidate for president, and it's possible that this is a play for votes among Iran's substantial ethnic Azeri population. It also could be a subtle power play by Tehran against Baku, suggests Alex Vatanka, an Iran scholar at the Middle East Institute who has written a lot on Iran's relations to the Caucasus.

&quot;Why come out now and say it? I can only assume that the Iranians know Armenia can't really afford to allow this historical fact   to harm present ties with Iran,&quot; he told The Bug Pit. &quot;On the other hand, Iran has a lot to gain from such news. If you are Tehran, and want to go over Aliyev's head, what would be better to play than the 'Islamic' or 'nationalist' card and shape Azeri public opinion. I see it all as part of Tehran's cold-hot approach to Aliyev's government.&quot;

So far there doesn't seem to be any official reaction from Baku.

      <title>Gold Is Money: Central Bank Actions Send Investors a Clear Message</title>

      <description>Germany recently made big news by announcing its plan to bring home part of its massive gold reserves. By retrieving 300 tons from New York and all 374 tons from Paris, 19% of its holdings - $36 billion worth - will be repatriated. By 2020, Deutsche Bundesbank expects to have 50% of its gold reserves stored in its Frankfurt vaults.

While Germany's announcement is no longer front-page news, it is important to consider the reasons behind this move, and the message being sent to investors by central banks around the globe -  gold is money . So fasten your seatbelt, this around-the-world tour is about to begin.

 Germany The reason given by the German central bank for its recently announced repatriation plan was to &quot;build trust and confidence domestically, and the ability to exchange gold for foreign currencies at gold-trading centers abroad within a short space of time.&quot; Keeping reserves in London and New York - both international markets with great liquidity - affords Germany the ability to complete transactions quickly. Furthermore, Bundesbank has made it clear that this is not to be taken as a sign that it will be selling gold. Quite the opposite, as it also stated that this move is a  &quot;pre-emptive&quot; measure &quot;in case of a currency crisis.&quot; 

 Venezuela You'll likely recall Hugo Ch'avez's repatriation of Venezuelan gold in late 2011 - a decision that was widely believed to be motivated by fears of US sanctions and frozen assets. Ch'avez, however, said the move was to  &quot;safeguard against volatility in financial markets.&quot;  Admittedly, Ch'avez's decision did not hold the same weight as Germany's in the eyes of the world. Germany is an ally of the US, after all. However, having repatriated his gold just months before Europe's debt crisis took hold, it's hard to dismiss the foresight demonstrated by the 15th-largest gold holder in the world.

 Russia Russia, with the eighth-largest holding of gold in the world - almost 938 tonnes (over $50 billion) - has been increasing its gold holdings hand over fist in recent years. In 2012, its gold reserves increased a hair shy of 55 tonnes, more than 6%. The reason given, according to Reuters, is  &quot;to diversify its foreign reserves away from paper assets it views as risky.&quot; 

 Switzerland In 2011, an alarm was raised as many realized that more than half of the Swiss national gold had been sold off. This gave rise to the &quot;Gold Initiative: A Swiss Initiative to Secure the Swiss National Bank's Gold Reserves.&quot; Launched by four members of the Swiss parliament, the goal of the initiative is clearly identified in the name; to keep gold reserves secure through three requirements.

1.       The gold of the Swiss National Bank must be stored physically in Switzerland.

2.       The Swiss National Bank does not have the right to sell its gold reserves.

3.       The Swiss National Bank must hold at least twenty percent (20%) of its total assets in gold.

Two of the main reasons given for desiring to secure these reserves are: &quot;the United States Federal Reserve and the European Union (with the European Central Bank ECB) are in the process of a  de facto devaluation of their respective currencies, by printing tremendous amounts of Dollars and Euros&quot;; and &quot;These actions strongly affect the Swiss National Bank, as the Swiss franc runs the risk of being devaluated as well.&quot; As is stated clearly,  &quot;The greater the risk, the more important it is to maintain a sufficient gold stockpile!&quot; 

 The Netherlands Of the Netherlands' 612.5 tonnes of gold, only about 11% is in Dutch vaults. Over half is in New York, with the rest divided between London and Ottawa. While recently the Dutch Christian Democratic Appeal Party has made an official appeal to repatriate Netherlands' gold reserves, interestingly, this is nothing new. In January, 2012, Willem Middelkoop warned that  &quot;The Netherlands should repatriate its gold as soon as possible.&quot; 

 China While the World Gold Council reports China as owning just over 1,054 tonnes of gold, it's a well-known fact that the Asian powerhouse is very secretive about its true holdings until it sees an advantage in reporting. Even then, speculation abounds as to the verity of its claims. Some have estimated that, in light of the 1,054 tonnes being reported in 2009, by the end of 2013 China may hold as much as 4,000 tonnes of the yellow metal. Even if this is true, it would still only represent approximately 8% of its total reserves. However, the gold market could react quite strongly if China announces reserves anywhere near these levels.

As the world's largest gold producer for the past six years, China is perfectly capable of building reserves under the radar. Furthermore, due to its secrecy regarding its holdings, don't hold your breath waiting to find out how much gold it's holding. It seems somewhat incongruous that, unlike most central banks,  the People's Bank of China encourages citizens to buy precious metals and pursues means of making them readily available.  In light of gold's value as a hedge against currency devaluation, one can't help but wonder why.

 Turkey Boasting the first known coin - the slater of Lydia (6th century BC) - Turkey has a rich and ancient relationship with precious metals. A great deal of speculation abounds regarding how much silver and gold the people have stashed as personal reserves. Turkey's central bank has launched an all-out campaign to persuade citizens to deposit these hoards in their vaults. This is the result of two changes in the banking system. The first was that gold's monetary stability was recognized more fully when banks were allowed to increase their gold reserves from 10% to 30%. Second, as of the fall of 2011, banks were also allowed to include any gold deposited by customers as part of their reserves. Azerbaijan While it's entirely possible you've not read about Azerbaijan in the headlines recently, it's interesting to note that the largest of the Caucasus states bought almost 15 tonnes of gold last year as part of a two-year goal to acquire 30 tonnes for its reserves. Recently it's  begun taking delivery of the gold, formerly stored in JP Morgan's London vaults, moving it to Central Bank of Azerbaijan vaults in Baku. 

 An Old Relationship Renewed It's quite evident that the relationship between the world's central banks and gold has been changing in recent years. Just fifteen years ago, many were selling gold reserves at rock-bottom prices, seeing no real value in maintaining such vast quantities in their reserves. Today these same countries are facing public outcry as the citizenry realizes, albeit too late, that the real sovereign wealth of their nation has been squandered by myopic monetary policies. Other central banks are aggressively increasing their gold reserves.

 You, the Investor As investors, we should take note. After a couple decades of shunning gold as a useless relic, banks are refixing their sights on the yellow metal for many reasons. Central to these is the reality that gold represents the world's true money. Whether we're attempting to diversify our portfolios or hedge against inflationary fiscal policy, true money is one of the few tangible monetary investments backed up by its own intrinsic value.

 Devaluation of fiat currencies highlights the importance of maintaining a sufficient gold stockpile  Central banks are embracing policies of anywhere from 5% to 90% gold reserves. Carefully consider their reasons, and whether you are sufficiently diversified.    At one time only a Tier 3 asset, as of the first of the year gold is regarded as a Tier 1 asset, meaning that it is assessed at 100% of its value.  Banks now consider gold a 0%-risk asset. Expect demand to increase in light of gold's growing status.    Gold is considered a safeguard against volatility in financial markets.  This is exemplified by its impressive gain following the debt crisis of 2008 (28.5% gain in the four months between November 4, 2008 and March 2, 2009).    Banks are pursuing international allocation to fit the needs of changing world monetary dynamics. Baku-born Rzayev, 63, was shot as he left his home in central Baku, Gozalov said. &quot;The general was shot and received a severe wound to the head. He was sent to the military hospital in Baku, where he died,&quot; he added.   

At present officers of the Republican Military Prosecutor's Office are holding investigations at the scene of the incident, AzeriTrend News reported.

Gozalov said he had no information regarding a possible motive for the shooting. 

Rzayev became the commander of Azerbaijan's air force in 1992, and a general in 2004. He was married with three children.

Rzayev was the most senior official in the country to have been killed since the 1990s.

Experts said the killing may have been a contract hit linked with Rzayev's role in large-scale military acquisitions Azerbaijan has made in recent years as government coffers surged from oil revenues.

&quot;This is the most serious murder in the history of Azerbaijan's Defense Ministry,&quot; Baku-based military analyst Uzeir Jafarov told AFP.

&quot;Rzayev was the focal point for air force and air defense military acquisitions and the largest part of (Azerbaijan's) military budget is being allocated for acquisitions in these spheres.&quot;

He said he was unaware of any personal problems that may have been behind the killing.

Jafarov also said Rzayev had no ambitions outside his role as air force chief and he doubted the killing may have been linked to an internal struggle within Azerbaijan's military.

Rzayev was also Azerbaijan's point man in negotiations between Russia and the United States over the use of the Gabala radar station in northern Azerbaijan.

Russia in 2007 offered to share the Gabala station, which it leases from Azerbaijan, in exchange for the U.S. dropping plans to deploy a radar station in the Czech Republic and missile interceptors in Poland as part of its missile defense systems.

Azerbaijan has close ties to the United States. U.S. Air Force jets en route to Afghanistan refuel at Azerbaijan's main airport and a 90-strong Azeri military contingent has been serving in Afghanistan with NATO-led forces.

Azeri troops were also serving alongside U.S. forces in Iraq until they withdrew at the end of last year.</description>
