      <title>Spain's empty home count hits new high</title>

Developers hoped the town of Sese~na, south of Madrid, would attract 40,000 inhabitants but after the credit crunch only 3,500 people moved in.

There are nearly three and a half million empty homes in Spain, or 10.8 percent more than a decade ago.

The total number of empty dwellings in Spain is 3.443.365, new figures from Spain's national statistics institute, the INE, show.

Some 13.7 percent of the more than 25 million homes in Spain are empty, the figures reveal. 

The highest percentage of empty houses is in Andalusia - at 18.5 percent.

Other regions with a high number of empty houses include Valencia (14.7 percent) and Catalonia, at 13 percent.

Over one in five (21.4 percent) of these empty houses was built within the last ten years.

The figures, which come from the INE's census of buildings in Spain, show that the total number of homes in Spain was 25,208,623 on November 1st 2011.

Nearly 10 percent of those homes were built in the decade previously.

Spain's population grew by 14.6 percent in the decade before 2011.

In 2008, Spain's real estate bubble burst and the country entered a crisis which continues to this day.

One of the most traumatic effects of this long economic recession has been the huge number of home evictions in Spain, with many people finding themselves unable to pay their mortgages. 

Figures from a national judiciary council show that Spain's courts have carried out some 252,826 expulsion orders since 2008, news agency AFP reported recently.

Protests against these home evictions have culminated in so-called 'escrache' style demonstrations where the homes and offices of politicians are targeted directly.</description>

      <title>Muslims Declare Jihad on Dogs in Europe</title>

      <description>A Dutch Muslim politician has called for a ban on dogs in The Hague, the third-largest city in the Netherlands.

Islamic legal tradition holds that dogs are &quot;unclean&quot; animals, and some say the call to ban them in Holland and elsewhere represents an attempted encroachment of Islamic Sharia law in Europe.

This latest canine controversy -- which the Dutch public has greeted with a mix of amusement and outrage -- follows dozens of other Muslim-vs-dog-related incidents in Europe. Critics say it reflects the growing assertiveness of Muslims in Europe as they attempt to impose Islamic legal and religious norms on European society.

The Dutch dustup erupted after Hasan K&quot;uc&quot;uk, a Turkish-Dutch representative on The Hague city council for the Islam Democrats, vehemently opposed a proposal by the Party for the Animals ( Partij voor de Dieren ) to make the city more dog friendly.

According to a January 28 report in the Amsterdam-based newspaper  De Telegraaf , K&quot;uc&quot;uk counter-argued that keeping dogs as pets is tantamount to animal abuse and he then called for the possession of dogs in The Hague to be criminalized.

According to its website, the  Islam Democrats    party is &quot;founded on the Islamic principles of justice, equality and solidarity. ID is a bottom-up response to the large gap between the Muslim and immigrant communities and local politics...ID focuses on the political awareness within the Muslim and immigrant communities. Awareness about the need to organize, but also the need for mutual support.&quot;

Paul ter Linden, who represents the  Dutch Freedom Party  (PVV) on The Hague city council, responded to K&quot;uc&quot;uk by saying: &quot;In this country pet ownership is legal. Whoever disagrees with this should move to another country.&quot;

Dutch political commentators believe K&quot;uc&quot;uk's declarations are a provocation designed to stir up the Muslim population in The Hague. Muslims -- who now make up more than 12% of the city's population of 500,000 -- view dogs as ritually unclean animals and K&quot;uc&quot;uk's call for a ban on them is a sure vote-getter, they say.

The incident in Holland follows dog-related controversies in other European countries.

In Spain, two Islamic groups based in L'erida -- a city in the northeastern region of Catalonia where 29,000 Muslims now make up around 20% of the city's total population -- asked local officials to  regulate the presence of dogs in public spaces  so they do not &quot;offend Muslims.&quot;

Muslims demanded that dogs be banned from all forms of public transportation including all city buses as well as from all areas frequented by Muslim immigrants. Muslims said the presence of dogs in L'erida violates their religious freedom and their right to live according to Islamic principles.

After the municipality refused to acquiesce to Muslim demands, the city experienced a wave of dog poisonings. More than a dozen dogs were poisoned in September 2011 (local media reports  here ,  here ,  here ,  here  and here ) in L'erida's working class neighborhoods of Cappont and La Bordeta, districts that are heavily populated by Muslim immigrants and where many dogs have been killed over the past several years.

Local residents taking their dogs for walks say they have been harassed by Muslim immigrants who are opposed to seeing the animals in public. Muslims have also launched a number of anti-dog campaigns on Islamic websites and blogs based in Spain.

In Britain, which has become &quot;ground zero&quot; for Europe's canine controversies, blind passengers are being ordered off buses or refused taxi rides  because Muslim drivers or passengers object to their &quot;unclean&quot; guide dogs.

In  Reading , for example, one pensioner, a cancer sufferer, was repeatedly confronted by drivers and asked to get off the bus because of his guide dog. He also faced hostility at a hospital and in a supermarket over the animal.

In  Nottingham , a Muslim taxi driver refused to carry a blind man because he was accompanied by his guide dog. The taxi driver was later fined lb300 ($470).

In  Stafford , a Muslim taxi driver refused to carry an elderly blind couple from a grocery store because they were accompanied by their seeing-eye dog.

In  Tunbridge Wells, Kent , a blind man was turned away from an Indian restaurant because the owner said it was against his Muslim beliefs to allow dogs into his establishment.

In  London , a bus driver prevented a woman from boarding a bus with her dog because there was a Muslim lady on the bus who &quot;might be upset by the dog.&quot; As the woman attempted to complain, the doors closed and the bus drove away. When a second bus arrived, she again tried to embark, but was stopped again, this time because the driver said he was Muslim.

Also in Britain,  police sniffer dogs  trained to spot terrorists at train stations may no longer come into contact with Muslim passengers, following complaints that it was offensive to their religion.

A report for the Transport Department advised that the animals should only touch passengers' luggage because it is considered &quot;more acceptable.&quot; British Transport Police still use sniffer dogs -- which are trained to detect explosives -- with any passengers regardless of faith, but handlers are now more aware of &quot;cultural sensitivities.&quot;

Sniffer dogs used by police to search mosques and Muslim homes are now being fitted with  leather bootees to cover their paws  so that they do not cause offense.

Critics say the complaints are just another example of Muslims trying to force their rules and morals on British society. Tory MP Philip Davies said: &quot;As far as I am concerned, everyone should be treated equally in the face of the law and we cannot have people of different religious groups laying the law down. I hope the police will go about their business as they would do normally.&quot;

Meanwhile,  Muslim prisoners in Britain  are being given fresh clothes and bedding after sniffer dogs search their cells.

The inmates say their bedclothes and prison uniforms must be changed according to Islamic law if they have come anywhere near dog saliva. Government rules mean prison wardens must hand out replacement sets after random drug searches to avoid religious discrimination claims.

The dogs have also been banned from touching copies of the Islamic holy book the Koran and other religious items. Prisoners are handed special bags to protect the articles.

In  Scotland , the Tayside Police Department apologized for featuring a German shepherd puppy as part of a campaign to publicize its new non-emergency telephone number. The postcards are potentially offensive to the city's 3,000-strong Muslim community.

In  Norway , Gry Berg, a blind woman, was denied entry into four taxis in the center of Oslo because she was accompanied by her guide dog.

In  France , Marie Lafor^et, one of the country's most well-known singers and actresses, appeared in a Paris courtroom in December to defend herself against charges that a job advertisement she placed discriminated against Muslims.

The 72-year-old Lafor^et had placed an ad on an Internet website looking for someone to do some work on her terrace in 2009. She specified in the ad that &quot;people with allergies or orthodox Muslims&quot; should not apply &quot;due to a small Chihuahua.&quot;

Lafor^et claimed that she made the stipulation because she believed the Muslim faith saw dogs as unclean.

The case was taken up by an anti-discrimination group called the  Movement against Racism and for Friendship between Peoples  (MRAP), which lodged a complaint against Lafor^et.

Lafor^et's lawyer said his client &quot;knew that the presence of a dog could conflict with the religious convictions of orthodox Muslims. It was a sign of respect.&quot; But Muslims rejected her defense.</description>

&quot;The global financial crisis of 2008 has slowly yielded to a global 
unemployment crisis. This unemployment crisis will, fairly quickly, give
 way to a political crisis. The crisis involves all three of the major 
pillars of the global system -- Europe, China and  the United States .
 The level of intensity differs, the political response differs and the 
relationship to the financial crisis differs. But there is a common 
element, which is that unemployment is increasingly replacing finance as
 the central problem of the financial system. 
Europe is the focal point of this crisis. Last week  Italy held elections ,
 and the party that won the most votes -- with about a quarter of the 
total -- was a brand-new group called the Five Star Movement that is led
 by a professional comedian. Two things are of interest about 
this movement. First, one of its central pillars is the call for 
defaulting on a part of Italy's debt as the lesser of evils. The second 
is that Italy, with 11.2 percent unemployment, is far from the worst 
case of unemployment in the European Union. Nevertheless, Italy is 
breeding radical parties deeply opposed to the austerity policies 
currently in place.
The core debate in Europe has been  how to solve the sovereign debt crisis 
 and the resulting threat to Europe's banks. The issue was who would 
bear the burden of stabilizing the system. The argument that won the 
day, particularly among Europe's elites, was that what Europe needed was
 austerity, that government spending had to be dramatically restrained 
so that sovereign debt -- however restructured it might be -- would not 
default. 
One of the consequences of austerity is recession. The economies of 
many European countries, especially those in the eurozone, are now 
contracting, since austerity obviously means that less money will be 
available to purchase goods and services. If the primary goal is to 
stabilize the financial system, it makes sense. But whether financial 
stability can remain the primary goal depends on a consensus involving 
broad sectors of society. When unemployment emerges, that consensus 
shifts and the focus shifts with it. When unemployment becomes intense, 
then the entire political system can shift. From my point of view, the 
Italian election was the first, but expected, tremor.Consider the geography of unemployment. Only four countries in 
Europe are at or below 6 percent unemployment: the geographically 
contiguous countries of Germany, Austria, the Netherlands and 
Luxembourg. The immediate periphery has much higher unemployment; 
Denmark at 7.4 percent, the United Kingdom at 7.7 percent, France at 
10.6 percent and Poland at 10.6 percent. In the far periphery, Italy is 
at 11.7 percent, Lithuania is at 13.3 percent, Ireland is at 14.7 
percent, Portugal is at 17.6 percent, Spain is at 26.2 percent and 
Greece is at 27 percent.
Germany, the world's fourth-largest economy, is at the center of 
gravity of Europe. Exports of goods and services are the equivalent of 
51 percent of Germany's gross domestic product, and more than half of 
Germany's exports go to other European countries.  Germany sees the European Union's free trade zone 
 as essential for its survival. Without free access to these markets, 
its exports would contract dramatically and unemployment would soar. The
 euro is a tool that Germany, with its outsized influence, uses to 
manage its trade relations -- and this management puts other members of 
the eurozone at a disadvantage. Countries with relatively low 
wages ought to have a competitive advantage over German 
exports. However, many have negative balances of trade. Thus, when the 
financial crisis hit, their ability to manage was insufficient and led 
to sovereign debt crises, which in turn further undermined their 
position via austerity, especially as their membership in the eurozone 
doesn't allow them to apply their own monetary policies. 
This doesn't mean that they were not profligate in their social 
spending, but the underlying cause of their failure was much more 
complex. Ultimately it was rooted in the rare case of a free trade zone 
being built around a massive economy that depended on exports. (Germany 
is the third-largest exporter in the world, ranking after China and the 
United States.) The North American Free Trade Agreement is built around a
 net importer. Britain was a net importer from the Empire. German power 
unbalances the entire system. Comparing the unemployment rate of the 
German bloc with that of Southern Europe, it is  difficult to imagine these countries are members of the same trade group . 
Even France, which has a relatively low unemployment rate, has a more
 complex story. Unemployment in France is concentrated in two major 
poles in the north and the south, with the southeast of France being the
 largest of them. Thus, if you look at the map, the southern tier of 
Europe has been hit extraordinarily hard with unemployment, and Eastern 
Europe not quite as badly, but Germany, Austria, the Netherlands and 
Luxembourg have been left relatively unscathed. How long this will last,
 given the recession in Germany, is another matter, but the contrast 
tells us a great deal about the emerging geopolitics of the region.
Portugal, Spain and Greece are in a depression. Their unemployment 
rate is roughly that of the United States in the midst of the Great 
Depression. A rule I use is that for each person unemployed, three 
others are affected, whether spouses, children or whomever. That means 
that when you hit 25 percent unemployment virtually everyone is 
affected. At 11 percent unemployment about 44 percent are affected. 
It can be argued that the numbers are not quite as bad as they seem since people are working in  the informal economy .
 That may be true, but in Greece, for example, pharmaceuticals are now 
in short supply since cash for importing goods has dried up. Spain's 
local governments are about to lay off more employees. These countries 
have reached a tipping point from which it is difficult to imagine 
recovering. In the rest of Europe's periphery, the unemployment crisis 
is intensifying. The precise numbers matter far less than the visible 
impact of societies that are tottering.
The Political Consequences of High Unemployment
It is important to understand the consequences of this kind of 
unemployment. There is the long-term unemployment of the underclass. 
This wave of unemployment has hit middle and upper-middle class workers.
 Consider an architect I know in Spain who lost his job. Married with 
children, he has been unemployed for so long that he has plunged into a 
totally different and unexpected lifestyle. Poverty is hard enough to 
manage, but when it is also linked to loss of status, the pain is 
compounded and a politically potent power arises. 
The idea that the Germany-mandated austerity regime will be able to 
survive politically is difficult to imagine. In Italy, with &quot;only&quot; 11.7 
percent unemployment, the success of the Five Star Movement represents 
an inevitable response to the crisis. Until recently, default was the 
primary fear of Europeans, at least of the financial, political and 
journalistic elite. They have come  a long way toward solving the banking problem .
 But they have done it by generating a massive social crisis. That 
social crisis generates a political backlash that will prevent the 
German strategy from being carried out. For Southern Europe, where the 
social crisis is settling in for the long term, as well as for Eastern 
Europe, it is not clear how paying off their debt benefits them. They 
may be frozen out of the capital markets, but the cost of remaining in 
it is shared so unequally that the political base in favor of austerity 
is dissolving. 
This is compounded by deepening hostility to Germany. Germany sees 
itself as virtuous for its frugality. Others see it as rapacious in its 
aggressive exporting, with the most important export now being 
unemployment. Which one is right is immaterial. The fact that we are 
seeing growing differentiation between the German bloc and the rest of 
Europe is one of the most significant developments since the crisis 
began.
The growing tension between France and Germany is particularly 
important. Franco-German relations were not only one of the founding 
principles of the European Union but one of the reasons the 
union exists. After the two world wars, it was understood that the peace
 of Europe depended on unity between France and Germany. The 
relationship is far from shattered, but it is strained. Germany wants to
 see the European Central Bank continue its policy of focusing on 
controlling inflation. This is in Germany's interest. France, with close
 to 11 percent unemployment, needs the European Central Bank to 
stimulate the European economy in order to reduce unemployment. This is 
not an arcane debate. It is a debate over  who controls the European Central Bank , what the priorities of Europe are and, ultimately, how Europe can exist with such vast differences in unemployment. 
One answer may be that Germany's unemployment rate will surge. That 
might mitigate anti-German feeling, but it won't solve the problem. 
Unemployment at the levels many countries are reaching and appear to be 
remaining at undermines the political power of the governments to pursue
 policies needed to manage the financial system. The Five Star 
Movement's argument in favor of default is not coming from a marginal 
party. The elite may hold the movement in contempt, but it won 25 
percent of the vote. And recall that the hero of the Europhiles, Mario 
Monti, barely won 10 percent of the vote just a year after Europe 
celebrated him.
Fascism had its roots in Europe in massive economic failures in which
 the financial elites failed to recognize the political consequences of 
unemployment. They laughed at parties led by men who had been vagabonds 
selling post cards on the street and promising economic miracles if only
 those responsible for the misery of the country were purged. Men and 
women, plunged from the comfortable life of the petite bourgeoisie, did 
not laugh, but responded eagerly to that hope. The result 
was governments who enclosed their economies from the world and managed 
their performance through directive and manipulation. 
This is what happened after World War I. It did not happen after 
World War II because Europe was occupied. But when we look at the 
unemployment rates today, the differentials between regions, the fact 
that there is no promise of improvement and that the middle class is 
being hurled into the ranks of the dispossessed, we can see the patterns
 forming.
History does not repeat itself so neatly. Fascism in the 1920s and 
1930s sense is dead. But the emergence of new political parties speaking
 for the unemployed and the newly poor is something that is hard to 
imagine not occurring. Whether it is the Golden Dawn party in Greece or 
the  Catalan independence movements , the
 growth of parties wanting to redefine the system that has tilted so far
 against the middle class is inevitable. Italy was simply, once again, 
the first to try it out.
It is difficult to see not only how this is contained within 
countries, but also how another financial crisis can be avoided, since 
the political will to endure austerity is broken. It is even difficult 
to see how the free trade zone will survive in the face of the urgent 
German need to export as much as it can to sustain itself. The 
divergence between German interests and those of Southern and Eastern 
Europe has been profound and has increased the more it appeared that a 
compromise was possible to save the banks. That is because the 
compromise had the unintended consequence of triggering the very force 
that would undermine it: unemployment.
It is difficult to imagine a common European policy at this point. 
There still is one, in a sense, but how a country with 5.2 percent 
unemployment creates a common economic policy with one that has 11 or 14
 or 27 percent unemployment is hard to see. In addition, with 
unemployment comes lowered demand for goods and less appetite for German
 exports. How Germany deals with that is also a mystery.
The crisis of unemployment is a political crisis, and that political 
crisis will undermine all of the institutions Europe has worked so hard 
to craft. For 17 years Europe thrived, but that was during one of the 
most prosperous times in history. It has now encountered one of the 
nightmares of all countries and an old and deep European nightmare: 
unemployment on a massive scale. The test of Europe is not sovereign 
debt. It is whether it can avoid old and bad habits rooted in 
unemployment.&quot;</description>

      <description>The Spanish Military Association (Asociaci'on de militares espa~noles-AME) has  issued a warning today 
 saying that all who promote &quot;Spain's fracture,&quot; namely, those who 
promote the independence of Catalonia, could end up being 
court-martialed. AME made these threats while referring to the current 
president of Catalonia, Mr. Artur Mas, and all the members of his party.



AME made sure to stress this last point,
 which seems like it is becoming a recurring theme in Spain's history, 
since it is well known that the genocidal, anti-democratic, and 
repressing actions by the Spanish governments have subjugated Catalonia 
for centuries.



According
 to these retired army officers, all who are collaborating with, or have
 participated in this cause should be aware that they will have to 
answer to an accusation of high treason in front of a military court.



These
 words take a whole new dimension when we consider that the last Catalan
 president before Franco's dictatorship, Llu'is Companys, was 
court-martialed, sentenced to death, and shot by the fascist Spanish 
army. He is the only democratically elected president to ever have been 
executed in Europe.

Barcelona, September 26 - the peaceful dialogue on Catalonian independence continues:

The headline of the conservative El Pais, paper edition, in Barcelona, like all local papers, is &quot;Mas propone consultar al &quot;pueblo de Catalu~na&quot; la creaci'on de un Estado&quot; - Mas proposes consulting the &quot;People of Catalonia&quot; on creation of a state.  The local El Mundo edition carries a similar headline. In contrast, the headline of the Spanish online national edition of El Pais is, &quot;La vicepresidenta, ante el desaf'io de Mas: 'La respuesta ser'a firme y serena' &quot; - The Vice President, in opposition to Mas's challenge, 'The response is firm and serious' &quot;. El Mundo, local paper edition, also carries on its front page a photo of Artur Mas, the civilian leader of Catalonia, and the leader of the Spanish Associacion de Militares in an unfriendly pose, seated side by side in the front row of the official central mass for La Merce last Sunday.  The caption of the photo refers to Mas as the leader of the Catalan independence drive and the generals, as the leaders of the &quot;Old Tradition.&quot; The local paper edition of the left-wing La Vanguardia carries a very large photo of the same occasion on its front page (not to be found in the online national edition).  However, the photo provides a different perspective of the same scene in the official La Merce mass.  Here, Artur Mas is seen seated surrounded by five representatives of the Associacion de Militares, almost under siege.  The caption's headline is &quot;Entre militares&quot; - Among the military - and it explains that Artur Mas and the leadership of the Associacion de Militares were seated that way in accordance with protocol, and that the scene &quot;invoked moments of the tyranny&quot;.  In short - the Catalan People are peacefully but firmly asserting their nationhood, in the face of repeated threats of violent oppression by the Spanish fascist &quot;Military Association&quot;, which still holds a formal, central place in the political structure of Spain. 

In the meanwhile in Brussels, the Catalan papers report that negotiations continue between the Spanish government and the bankers, regarding the bailout package, which Catalonia has already rejected. And in the neighboring Portugal, large demonstrations against &quot;Austerity&quot;, imposed by the bankers, continue.

For leisure, I was reading John le Carr'e ' s The Constant Gardner, which focuses on abuse of the People of Africa by multinational pharmaceutical corporations and the complicity of the British Foreign Office.  In one scene, a finely bred, Eton/Oxford grad, junior Foreign Office consul is lecturing in Oxford on UK foreign policy vis a vis the Third World nations.  During questions and answers at the end of the lecture, the focus is on the morality of such policies.  Finally, the lecturer states that a government of a legitimate nation is characterized by establishing some basic guarantees to the People, among them, some minimal level of the rule of law, and also shows genuine concern for the peace and welfare of the People. If such characteristics are missing, he concludes, the People should be regarded as &quot;Failed-Nation&quot;, or &quot;Un-Nation&quot;.  At the same time, he consents that today the Foreign Office makes no such distinction in dealing with various regimes.

On the same subject, the streets of Barcelona are decorated now with posters of the recently released Spanish version of Brad Pitt's movie with the copy, &quot; 'America, no es un pais, es un negocio', Jackie Cogan&quot; - the US is not a nation, it is a business.

For those, not given to high fullutent abstractions of nationhood, economics, and foreign policy, the question can be boiled down to this: Is there a moral distinction between a wealthy patron hiring the services of a prostitute, and the same patron hiring the services of a pimp to violently coerce a woman into prostitution?

The moral dilemma regarding pimped prostitution is equally applicable today to the United States, and the relationship between banks, government, and the People in view of the &quot;Foreclosure Crisis&quot;, the &quot;Bailouts&quot;, the unprecedented corruption of the state and US courts, the enormous Gulag that is in place, and the oppression of the People at large and truthers in particular through police, prosecutorial, and judicial misconduct.

      <description>The latest: King Juan Carlos issued a statement, this is not the time to go hunting for chimeras, and US Ambassador to Spain Alan Solomont expressed his admiration for the peaceful manner in which Spain and Catalonia are conducting the dialogue on secession. Perhaps the only way out of the abyss that the United States fell into is a peaceful move for secession, e.g. by the States of Washington, Montana, Idaho and Oregon, or the States of Vermont, New Hampshire, and Maine.  

        

 Barcelona, September 20  - the latest in the ongoing drive for Catalonian independence were statements by King Juan Carlos of Spain and US Ambassador Alan Solomont over the past couple of days.

The King issued a statement that this was not the time to go hunting for Chimeras.  Chimeras here may mean &quot;red herring&quot;; alternatively, they may refer to various interim arrangements, proposed by Catalonia on the way to independence.  Regardless, there is no doubt that the statement was given and taken as condescending.  Moreover, the issue of timing is of the essence.  Catalonia should strive to gain its independence before Spain capitulates to international banking interests.  There is no doubt that the King, who was central to the re-establishment of Civil Society in post-Franco Spain, is not going to be fondly remembered for this most recent statement.

In the meanwhile, US Ambassador to Spain Alan Solomont expressed his admiration for the peaceful manner in which Spain and Catalonia conduct their dialogue on Catalonian independence.

Solomont's feelings are understandable.  In Spain (re: Catalonia), in the United Kingdom (re: Scotland), and in Canada (re: Quebec) discussions of secession are peaceful and legitimate.  In contrast, in the United States it was established (in violation of its own constitution) that any attempt to secede is a declaration of war.

In fact, initiating dialogue on session of certain states may be the only peaceful way out of the current constitutional crisis in the United States and for re-asserting the sovereignty of the People.  The most likely candidates for secession are northwestern states, Washington, Montana, Oregon,  Idaho, or northeastern states, Vermont, New Hampshire, Maine.  For any such drive to be taken seriously, the seceding states should have land access to a friendly, civilized, developed nation (e.g. Canada), and also access to the ocean, in case foreign powers would opt to support the drive (e.g. Russia, China).
