Dateline: Canada

Police said they received a call for help Friday morning after shots were fired in the Montessori daycare center in Gatineau, Quebec, just across the Ottawa River from the Canadian capital.

"We have two deceased. One of the males is the person responsible for the shooting and the second person is another male who works here at the daycare," Gatineau Police Chief Mario Haren told reporters.

He said all the children - including five babies - were safe after being evacuated by police officers to a nearby house.

Haren would not confirm the identities of the deceased, saying their families had not been notified.

He said a shotgun was found near the body of the presumed shooter, and that police were investigating the possibility that the shooting was related to a domestic dispute.

Earlier, CBC television reported seeing an adult-sized body being removed on a stretcher.

http://www.cbc.ca/news/canada/ottawa/story/2012/01/05/ott-gatineau-mosque-vandalism-graffiti.html

A mosque in Gatineau, Que., that has been a target of vandalism was spray-painted with graffiti overnight.

Workers at the Outaouais Islamic Centre awoke Thursday to discover
swear words and derogatory references to Arabs and Allah spray-painted
in white.
The vandals painted messages on the front doors, across the building's side and on two other entrances to the building.

The mosque had earlier been vandalized Monday morning when windows
were damaged and someone attempted to set fire to two cars in the
parking lot.4th incident in 6 monthsMosque secretary
general Amadou Thiam urged police to do their utmost to find the
perpetrators. The mosque has turned over security video footage to
police.
Gatineau police said they believe the lone man in his twenties caught
on camera in the latest incident was also responsible for the earlier
vandalism.
Police said it was the fourth incident in the last six months. Graffiti was spray-painted on the front door and two back doors of the mosque. (CBC)

Thiam said the vandalism was a "provocation" and called on members of
the mosque to remain calm. Thiam also urged Gatineau city officials to
show their support for the mosque.Muslim, Jewish groups condemn attackThe
Canadian Council on American-Islamic Relations (CAIR-CAN) condemned the
vandalism Thursday and said authorities should investigate the incident
as a hate crime.
"The repeated vandalism, within days of the previous attack, of this
specific mosque is deeply troubling. Attacks on all our nation's houses
of worship must be condemned by all Canadians and should be investigated
and prosecuted using all available law enforcement resources," said
Ihsaan .

Jewish Stars of David were also spray painted on the walls.

Shimon Fogel, CEO of the Centre for Israel and Jewish Affairs, also condemned the attacks.

"We unequivocally condemn all acts of vandalism committed against any place of worship," Fogel said in a statement.

Mosque member says he isn't taking attack personallyThe
mosque, located off Saint Joseph Boulevard just north of St. Jean-Bosco
Park, draws about 500 people for Friday prayers and serves a community
estimated at close to 5,000 people.
Mosque member Walid Ali said he didn't think the incident was a hate crime.

"Maybe someone was drunk or something, I don't think he deeply means it," said Ali.

"I've been here more than three years and this has never happened," he said.

OTTAWA - Bilingualism is surging in Canada, but not necessarily in the country's two official languages.

Statistics
Canada released the last batch of data from the 2011 census on
Wednesday, this time focusing on about 200 languages that make up the
linguistic portrait of the country.
Global News takes a by the numbers look at languages in Canada:

200 : The number of languages reported as a home language or mother tongue
20 per cent: The proportion of people who speak a language other than English or French at home
25,000: The number of people who use sign language at home
213,000: The number of people who speak an aboriginal language at home
6.5 per cent: The proportion of people who spoke only a non-official language at home, a percentage that has remained unchanged since 2006
64 per cent: The
increase in the number of Tagalog speakers. The Philippine-based
language was the fastest growing among people in Canada since 2006
4 :
The number of languages that showed a decline in the number of people
who reported speaking them most often at home. Italian, Polish and Greek
were in decline as older immigrant languages. Chinese languages also
showed a decline due to the way Statistics Canada counted the various
dialects in the census. Statistics Canada asked respondents to specify
which Chinese language they spoke this time around.
10 :
The top 10 immigrant languages spoken at home were Punjabi, Chinese
(not-specified), Cantonese, Spanish, Tagalog, Arabic, Mandarin, Italian,
Urdu and German.
80 per cent: The proportion of immigrant language speakers who lived in Toronto, Montreal Vancouver, Calgary, Edmonton and Ottawa-Gatineau.
32.2 per cent :
The proportion of people who speak an immigrant language most often at
home in Toronto, the highest percentage among all census metropolitan
areas.
5 per cent: The proportion of Quebecers who
speak French and another language other than English - an increase since
2006. The number of people reporting that they speak English and
another language also increased to 2.8 per cent.
17.5 per cent:
The proportion of the population who reported being able to have a
conversation in both official languages. The rate of bilingualism has
held steady since the last census.
10 million: The
number of Canadians who said they could hold a conversation in French.
While the number of people who could do so increased, the proportion of
them decreased.
60: The number of Aboriginal languages recorded in the census.
20.9 per cent :
The proportion of people who spoke an Aboriginal language as a mother
tongue in Quebec - the highest share of Canadian provinces. Other
provinces reporting high proportions include Manitoba at 17.1 per cent
and Saskatchewan at 16.0 per cent.

The estranged partner of a young mother who was stabbed to death along with her parents at their home in Aylmer, Que., has been charged with first-degree murder Friday, Gatineau police say.

Shakti Ramsurrun, 28, was formally charged at a Gatineau courthouse Friday with first-degree murder in the deaths of Anne-Katherine Powers 21, her mother Louise LeBoeuf, 63, and LeBoeuf's partner Claude L'evesque, 58.

All three were stabbed to death Thursday, according to police.

Police and neighbours said the accused, the three victims and a young child lived in a suburban home at 64 F'elix-Leclerc Street, where the bodies were found..

Neighbours said the older couple operated a bed and breakfast at the home.

The victim's friend, Virginia Lamaute, said Powers and Ramsurrun met on a Caribbean cruise just over two years ago.

Lamaute said the couple married and had a baby together in Mauritius, a small island off the east coast of Africa where the husband is from. She had moved back to Aylmer before him and he had followed by moving to Canada six months ago.

Relationship was ending, friend says

The relationship had recently turned sour and Powers wanted to separate, added Lamaute, but the couple still lived together in the home.

Police spokesman Const. Pierre Lanthier said Ramsurrun became a permanent resident of Canada in 2011. Lanthier referred to Ramsurrun as an ex-boyfriend, not a husband.

He said Ramsurrun was not known to police and that police had never been called to the home for any prior incident.

Ramsurrun was found soon after police arrived at the scene. He was arrested while holding his 15-month-old child at the nearby Rivermead Golf Club where he worked.

Police say he did not resist arrest and was questioned Friday. The child is now in the custody of children's protection services and was not harmed.

On Thursday, Gatineau police were called to the scene at 1:15 p.m. ET, a home near the golf club, after receiving a 911 call. Police would not say who the call came from. Police remained at the crime scene Friday to search for evidence in the triple homicide.Police remained at the crime scene Friday to search for evidence in the triple homicide. (CBC)

Police appeared to remove a body from the home before cordoning off the area. Police also cordoned off a second area at an abandoned van at the Rivermead Golf Club course parking lot, less than a kilometre from the home. The van was packed in the back with multiple items, including children's toys.

Police were also searching in bushes behind the home and in neighbours' yards for evidence.

An autopsy on the three bodies is also scheduled for this morning and police remain at the crime scene.

Ramsurrun was remanded into custody. Court officials will meet May 31 to determine his next court date.

A Quebec judge released video Thursday night filed as evidence in the trial
of a Gatineau police officer accused of assaulting an inmate in a jail cell last
year.
Sgt. Francois Metlej is on trial for assault in connection with a April 15,
2010, incident in a cell at a police station on Greber Boulevard in
Gatineau.
The video shows Leslie Bayard-Aikman, 22, being brought into a cell and
having her handcuffs removed. As officers start to leave the cell, one returns
and appears to punch the woman.
The court heard that as Metlej and other officers started to leave the cell,
Bayard-Aikman spat towards them and Metlej responded by punching her.The April 2010 Gatineau incident began when Bayard-Aikman's girlfriend called
police to say Bayard-Aikman was beating her. She was charged with assaulting the
other woman, but was acquitted.
Lawyers for both the prosecution and defence had argued against releasing the
video, but Judge Valmont Beaulieu agreed with a request from Radio-Canada and
the Ottawa French-language daily Le Droit, saying it was in the public interest.

Police in Gatineau have come under fire for their treatment of a calf that escaped from a truck on its way to a slaughterhouse. In the incident, caught on camera, officers can be seen shooting the cow multiple times as it attempts to limp away.

Const. Pierre Lanthier defending the action, saying police "have to decide if it's threatening for the population" and, in this case, determined that "they had no choice but to shoot the animal."

Witness Lucille Cloutier thinks the cops should have handled the situation differently. "What I saw yesterday was the most shocking thing I've ever seen," she told CTV . "Coming from a region where our cops have tranquilizers, they didn't. This would have been the most appropriate thing for them to do."

An investigation of the incident is ongoing, but Gatineau police say there are no plans to add tranquilizers to the officers' arsenal

Bus Driver Doing Paperwork While Driving

A Gatineau bus driver is facing serious disciplinary action after he was videotaped doing paperwork behind the wheel.
A passenger videotaped the bus driver on July 18. In the video, the driver is seen clearly signing several papers. At times, he is steering with his knees.
Gatineau's transit service says it is taking the incident very seriously.
"We take it very seriously because it's an unsafe action from the driver," said Dominique Leclerc, a spokesperson for the STO. "He's supposed to be concentrated on the road, not on some paper."
Safety experts say they rarely see such a blatant example of distracted driving.
"When you consider what he's doing and what the cons could have been, the only message is they've got to come down hard on him," said Emile Therien, past president of the Canada Safety Council.
STO bus passengers who watched the video on YouTube on Thursday couldn't believe what they were seeing.
"Hopefully he wasn't actually moving . . . Oh, he was! Uh oh! Yes, that's not good," one bus rider told CTV Ottawa.
"I think he should be reprimanded by STO because it's not something you do when you have the lives of so many people in your hands," added another.
STO management says they are reviewing the case. They say the bus driver will be disciplined. However, the disciplinary action has not yet been decided.
