Though the Highland Park School District spent $19,634 per pupil in 2010-11 , which was the highest in the state , district schools were so mismanaged that they had rodents in the classrooms, holes in the ceilings and walls, and horrendous filth in the bathrooms. "I it in the media center," DeCarlos, a junior at Highland Park Community High School, said of a mouse he saw running along the floor from a nearby room. He wasn't alone. "It was terrible," said Delshon, a senior at HPCHS. "We had to worry if something was going to crawl on us; worry if the ceiling was going to fall in on us. "You'd just do your work and you'd just see something just run across," he said. I have been visiting Highland Park schools this year to watch as the district transitions from a conventional district to a charter district - one of the first two public school districts in Michigan to make such a change. Though the Highland Park district was struggling financially and academically, it spent more money than every other district in the state. During the 2010-11 school year, Highland Park spent nearly $20,000 per student. And yet, the Highland Park schools are in utter disrepair. In 2012, a financial review team appointed by (Republican) Gov. Rick Snyder declared that the Highland Park school district was in a financial emergency. The district had spent millions more than it had received in revenue. There were accusations of mismanagement. Highland Park board member Robert Davis was charged with improperly spending more than $170,000 of school district money, on clothing, hotels and restaurant tabs, among other things. Ultimately, the state gave Highland Park more than $8 million in extra funding so that it could pay its bills. This fall, the district reopened as a charter district. School administrators who work for The Leona Group, the charter management company that is running the schools, say that they have spent hundreds of thousands of dollars to try to clean and fix up the facilities. Leona replaced some toilets at Highland Park schools, but not those on school floors that aren't being used. The remaining toilets betray just how far things had declined in Highland Park schools under conventional district management. The toilet bowls are caked brown. Ceiling tiles are missing in many of the buildings. One hallway wall in the high school is partially caved in. The security guard showing me around the school building said that the wall was damaged during a fight last year. "This stuff didn't just get like this. It's been like this," said Valecia Ashford, a teacher who has been with the district for 37 years. When I asked her how teachers and parents allowed students to attend school in these conditions, Ashford responded: "I thought about my colleagues. Always placed them in very high regard. But going into some of these rooms, and looking at the filth that was in those rooms ... my whole attitude changed toward them." Prior to being charterized, some district officials were blaming state legislators for a lack of funding. The Michigan PTA President also called for more money. At the same time, the district was spending nearly $20,000 per student - well over a quarter of a million per classroom - while the district shed nearly half of its students The previous teachers' contract shows that the district paid 100 percent of health care premiums while granting special favors for the union, like handing over district financial information, setting up an automatic payroll deduction for dues, and allowed the local president to spend half of his or her time working exclusively on union business. The company told investigators that it lost all records concerning why Apple Operations International was originally set up in 1980, and why all of Apple global sales go through it. You might have a few ideas why if you keep reading. 2. Apple pays 2%-or less-in corporate income tax in Ireland. The already low-tax country gives Apple special treatment with a negotiated 2% income tax rate. But that's just the top-line number: Between 2009 and 2011, one Irish subsidiary, Apple Sales International, earned $38 billion and paid $21 million in taxes, for an effective rate of .06%. 3. Apple Operations International, which provided 30% of Apple's worldwide net profits from 2009 to 2011, doesn't pay taxes anywhere. This move is devilishly brilliant: The US decides if it can tax you based on where you incorporate your company. Ireland decides if it can tax you based on the location of the people managing the company. So if you incorporate a subsidiary in Ireland, and manage it from the US, you don't (so far) have to pay taxes in either country. And that's exactly what Apple has done, not filing a tax return for AOI anywhere in the world in the last five years. 4. Apple's US profits keep ending up in Ireland, too. The report alleges more than just the avoidance of US taxes on foreign sales of Apple's products. It also argues that Apple is effectively sending US profits to its Irish subsidiaries, too. How? Transfer pricing. Apple has set up a cost-sharing agreement with its Irish subsidiaries that gives them a disproportionate share of the profit from research and development that occurs in the United States. From 2009 to 2012, Apple allocated $4 billion in R&amp;D costs to its US unit, which had $38.7 billion in profits, while its Irish subsidiary had $4.9 billion in R&amp;D costs-and $74 billion in profits. 5. Most of the $102 billion Apple is keeping "overseas" is in US banks. Just as its Irish companies are managed by US employees, Apple's Irish cash is mostly kept in US financial institutions, largely managed by Braeburn Capital, Apple's financial engineering nexus in Nevada. 6. The magic of "check-the-box" makes whole companies disappear One of the most favored tax loop-holes for multinationals is known as "check-the-box." It allows companies to instruct the government to completely disregard certain foreign subsidiaries for tax purposes. Apple's main Irish subsidiary, AOI, checks the box for its entire global distribution network. This allowed the company to avoid paying $12.5 billion in taxes that would have been assessed for foreign sales by its network of global distributors. 7. Apple is seemingly terrible at estimating its own taxes In annual reports between 2009 and 2011, the company told investors it was setting aside $13.7 billion to pay federal taxes-but it has actually paid only $5.3 billion. Those set-asides are only advance estimates, but it's pretty strange that each year they're off by many billions of dollars. The Quantum and Steal Stopper office and factory was on fire. Issa got dressed and drove the seven miles from his house, in Oakwood Village, to his workplace, in Maple Heights. He arrived by 3 A.M., to find blue flames shooting from holes in the roof. Four fire engines, a helicopter, and forty-three firefighters from three departments responded to the alarm. When the firemen entered the building, they encountered black smoke so thick they couldn't see their hands in front of their faces. The fire took three hours to bring under control... (more on the fire later) ...A member of Issa's Army unit, Jay Bergey, told Williams that his most vivid recollection of the young Issa was that in December, 1971, Issa stole his car, a yellow Dodge Charger. "I confronted Issa," Bergey said in 1998. "I got in his face and threatened to kill him, and magically my car reappeared the next day, abandoned on the turnpike." On March 15, 1972, three months after Issa allegedly stole Jay Bergey's car and one month after he left the Army for the first time, Ohio police arrested Issa and his older brother, William, and charged them with stealing a red Maserati from a Cleveland showroom. According to court records, on December 28, 1979, William Issa arrived at Smythe European Motors, in San Jose, and offered to sell Darrell's car, a red 1976 Mercedes sedan. William was carrying an Ohio driver's license with his brother's name on it and the dealer gave William a check for sixteen thousand dollars, which he immediately cashed. Soon afterward, Darrell reported the car stolen from the Monterey airport. He later told the police that he had left the title in the trunk. The brothers had been together in Cleveland for Christmas, and, after Darrell gave a series of conflicting statements about his brother and whether he himself had recently obtained a second driver's license, the investigator in the case became suspicious that the two men had conspired to fraudulently sell Darrell's car and then collect the insurance money. The brothers were indicted for grand theft. Darrell argued that he had no knowledge of William's activities; William claimed that his brother had authorized him to sell the car, and he produced a document dated a few weeks before the robbery that gave him power of attorney over his brother's affairs. He searched it, and, according to the police report, found a .25-calibre Colt automatic inside a box of ammunition, along with a "military pouch" that contained "44 rounds of ammo and a tear gas gun and two rounds of ammo for it." Issa was arrested for carrying a concealed weapon. The policeman asked why he was armed. "He stated in Ohio you could carry a gun as long as you had a justifiable reason," the report said. "His justifiable reason was for his car's protection and his." Issa pleaded guilty to the lesser charge of possession of an unregistered gun. He paid a small fine and was sentenced to six months' probation... He started his car-alarm empire by acquiring the Steal Stopper brand in what was essentially a hostile takeover. A man named Joey B. Adkins owned the company, and Issa loaned him sixty thousand dollars. When Adkins was late on a payment, Issa went to court and foreclosed on the loan. Two days later, Adkins told me, Issa called and said that he wanted Adkins to come visit him at his new office. He gave Adkins the address of Steal Stopper. "I just took your company," Adkins recalled him saying... Once in control, Issa allegedly used an unusual method to fire Jack Frantz, an employee. Frantz told the Los Angeles Times that Issa came into his office, placed a box on the table, and opened it to reveal a gun. Issa told the paper, "Shots were never fired. If I asked Jack to leave, then I think I had every right to ask Jack to leave. . . . I don't recall . I really don't. I don't think I ever pulled a gun on anyone in my life." Issa was soon suspected of doing something worse: burning down the factory. The initial notion that an electrical socket had caused the fire was challenged. The science of determining whether a fire was caused by arson can be flawed. But a fire-analysis report commissioned by the St. Paul insurance company, and dated October 19, 1982, a month after the incident, concluded that the fire was "incendiary." The report cited "suspicious burn patterns," such as "two separate major areas of origin," and it said, "No accidental source of heating power was located at either of these two major areas of origin." The manner in which stacks of cardboard boxes burned was inconsistent with an accidental fire. A flammable liquid appeared to have been poured over the boxes. The blue flames seen emanating from the roof were evidence, according to the investigators, of burning carbon monoxide that is produced when an accelerant like gasoline ignites. The black smoke was also a clue. "Such black smoke normally occurs in a fire only when a hydrocarbon is burning," the report said. When investigators tested burn damage from inside the factory, they found "the same identical mixture of flammable hydrocarbons" in four samples taken from diverse locations. St. Paul sought out background information on Issa and his companies. Investigators interviewed family members, bank officials, and former employees. They looked into Issa's court and credit records, mortgage documents, and other personal information. Joey Adkins, the former owner of Steal Stopper, provided the main evidence against Issa. On the afternoon of September 20, 1982, in a lengthy recorded interview with an insurance investigator, he described a series of suspicious actions by Issa before the fire. Adkins, who still worked for Steal Stopper, said that Issa removed the company's Apple II computer from the building, including "all hardware, all software, all the instruction books," and also "the discs for accounts payable, accounts receivable, customer list, everything." According to Adkins, Issa also transferred a copy of every design used by Steal Stopper from a filing cabinet to a fireproof box. He also said that Issa put in the box some important silk screens used in the production of circuit boards. Insurance officials noted that, less than three weeks before the fire, Issa had increased his insurance from a hundred thousand dollars to four hundred and sixty-two thousand dollars. "Quite frankly," Adkins told the investigator, "I feel the man set the fire."... ...The insurance company, meanwhile, had found something peculiar about Issa, unrelated to the arson: there was no indication of where his initial capital came from. After interviewing a family member, an investigator reported, "She was unable to advise us as to his financial banking to become an officer in Quantum Inc." A second report noted, "We were unable to find the source of his financing for the business ventures he is engaged in at the present time."... ...in 2003, Issa, who was now worth more than a hundred million dollars, funded the recall of the state's governor, Gray Davis. It was an ambitious project. Davis, who had been elected to a second term six months earlier, had not committed an impeachable offense; he simply had become unpopular. Issa planned to run for governor and replace Davis, but once again reporters started to look into his past. They took particular interest in the story of his brother stealing his car, and again questioned Issa's truthfulness... "Darrell's sensitive about fixating too much on his past," Bardella said. "Obviously, the stuff that happened . . ." His voice trailed off. "We can talk about it, as well we should. It is part of his past, but it does make him somewhat wary."... ...I wanted to know about the troubles in his past: the gun conviction, the three allegations of car theft, the arson allegation, the allegation that he dismissed an employee while brandishing a gun, and the mysteries about his finances. These are matters he avoids discussing at length with the press, and, as we got into the details, he joked that it might be less painful if I would "just twiddle the toes." Issa seemed tired of defending himself from these old stories... ...A few days after we met in Las Vegas, Issa called me. He was concerned about all my questions regarding his early life and didn't see why they were newsworthy. The conversation was awkward. I told him that there was one more question I wanted him to answer: Where did you get the money for your start in business? The issue had stumped the insurance investigators, and William had, somewhat mysteriously, told me that his brother "would lend people money and get money back that way when he was in the service. He would buy and sell cars sometimes. He would get cars at a very good price, keep them, and sell them." There was a pause on the phone. "That's sort of an amazing one to ask," Issa said.
