 high-security Ashworth Hospital has said.
        James Collins told the mental health tribunal assessing 
Brady's condition that his type of paranoid schizophrenia does not &quot;just
 fade away and die&quot;.
        Brady, 75, wants to be transferred to prison where he hopes to have more control over when he dies.


        He has been on hunger strike since 1999 and is fed through a tube.


        Brady and his partner, Myra Hindley, tortured and murdered 
five children, aged 10 to 17, between July 1963 and October 1965, 
burying some of their victims' bodies on Saddleworth Moor, near 
Manchester.
  
 
'Severely handicapped by disorder'
	      Brady was first sent to Ashworth, on Merseyside, in 1985 after
 being diagnosed with paranoid schizophrenia, suffering delusions and 
hallucinations.
        Dr Collins, giving evidence during the third day of the tribunal, said he believed Brady's illness was &quot;clearly still active&quot;.


        &quot;He is better, much better and able to control it (the 
illness) - but his life is still severely handicapped by his disorder, 
his mental illness,&quot; he said.
        &quot;He is acting like someone who is chronically psychotic.&quot;

		      Brady wants the tribunal to 
judge that he is no longer ill so he can move to prison - where he hopes
 he will not be fed against his will, so he might try to starve himself 
to death - although his precise intentions remain unclear. Ashworth 
Hospital opposes any bid to move him to a prison.
        Dr Collins said Brady had paranoid beliefs about fellow patients and staff.


        He said Brady thought patients were spying on him, and that 
staff were agents for the Home Office and Prison Officers Association.
        Brady wrongly believed that others were out &quot;to get at him&quot; 
and he had spilled cereal outside one man's door and smeared the chair 
of another with jam and honey.
        Dr Collins said that over the past eight months Brady had 
barely come out of his room, unless at night or when other patients were
 in the canteen.
        Brady's wish that he could &quot;send cancer in an envelope&quot; to 
one doctor was one example of the anger which was the driving force for 
his paranoia, the tribunal was told.
        But Dr Collins said he was not aware that Brady was paranoid before he was jailed.


  'Dreading consequences'
	      He said Brady had managed to hold down a relationship with 
Hindley, a job, and &quot;sideline work&quot; as a pornography dealer when he was a
 young man.
        Among a &quot;whole range&quot; of psychotic episodes - &quot;many of them 
pleasant&quot; - experienced by Brady were talks with entertainers Laurel and
 Hardy, and Cilla Black.
        Asked to predict Brady's response if he were returned to 
prison, Dr Collins said he thought there would be a &quot;period of triumph&quot;,
 but that &quot;he is going to be frightened&quot;.
        &quot;He has always said prison is horrible. He had a horrible time at Durham and he would not come out of his room at Parkhurst.


        &quot;He is going to be frightened... he won't admit it. He is 
going to be dreading the consequences. I am not sure he will come out of
 his room.&quot;
        He said he thought it might be &quot;relatively quick&quot; for Brady 
to return to his condition as it was in 1985 when he experienced overt 
hallucinations, adding that it could take &quot;only a matter of weeks&quot;.





POSTERS COMMENTS:

After all these years it is right that this man should be locked up until he dies. I have an horrible thought that they are keeping him alive quite deliberately to extend, and I believe, enhance his suffering. I find this truly disturbing. 


His crimes were hideous but the system has lost its moral compass in regard to his wishes to be found sane. They know that spending that amount of time in such an environment would make most people exhibit strange behavior especially coupled with the fact he is alienated by his fellow inmates.

I say let him die and a bunch of the other 'never to be released killers' it will save the tax payer and maybe the money saved can go towards their victims families or looking after law abiding citizens....</description>

      <description>NOTE: Too many men &amp;amp; women after they become offices for some reason become 10' tall, 7' wide and bullet-proff but more importantly they think that they are above the law. They seem to forget that the public has intrusted us to uphold the laws and regulations. We are NOT the judge, jury, and executioner. I've seen too many become this way and it mostly because they are too proud to ask for assistance.

 

Cops are trained to work independently, but when they hear that 10-13 call - or whatever your PD 10-code for 'officer needs assistance' might be - individual cops come together quickly and with awe-inspiring force.

Every officer knows the urgency of reaching an officer in need, and officer training ensures that they respond safely, arrive safely, and safely address the problem at the scene so everyone goes home - safely - at the end of the shift. 

That training prepares officers for 10-13 calls by building confidence and competence, but the bond between the men and women in blue (and brown, and green) is something that cannot be taught. 

That is instinct, and it is ultimately a unique bond shared only by those who know the inherent dangers of the job - a bond shared between those willing to risk life and limb for complete strangers as well as fellow officers.

Yes, that 10-13 call for an officer in need of assistance brings the cavalry, but how prepared is the cavalry when that brother or sister needs mental health assistance? 

Would you know what to do if a fellow officer called you, threatening suicide? Or if your backup was completely incapacitated by a mental health emergency? Does the cavalry retreat or do they seek out appropriate assistance? Do they unite or turn their backs? 

Cops are trained to deal with mental health issues encountered on the street but too often lack the training necessary to assist fellow officers with mental health issues. This is due (in part) to the shame and stigma attached to mental illness and mental health issues. 

Terms like &quot;crazy,&quot; &quot;insane,&quot; and &quot;51-50&quot; are often used to describe individuals suffering from mental health issues. 

Officers suffering from mental health issues may not seek help from officers who joke about (or label) those suffering from mental health issues because officers suffering from mental health issues are afraid of being labeled or becoming the brunt of departmental jokes. 

Officers fear being labeled crazy and they fear the repercussions of seeking mental health assistance.

Many will suffer silently, abusing alcohol or drugs to drown their pain. 

Other will partake in risky behavior, daring fate to deal with their pain.

Some will take their own lives to end the pain. 

But we can open the door for officers suffering silently. We can stop labeling those suffering from mental health issues - stop labeling them as crazy or insane or other terms which are not only hurtful, but can impede those officers who need help. 

We can stop joking about individuals suffering from mental illness, and refuse to condone fellow officers who participate in such behavior. 

Oftentimes, those who joke, laugh, and label are ignorant about mental illness. They are ignorant about what mental illness is, how it is treated, and how to deal with those who suffer. 

No one is immune from the consequences of mental illness, including law enforcement personnel. The time for change and understanding is now. It starts with training and education on issues surrounding mental health. 

Officers are the first line of defense for fellow officers in need - just remember that officer in need could be you.</description>

      <description>A thought occurred to me the other day after reading about another murder in my town in England. A 33 year old female knocked on a neighbours door. He, the 52 year old male, opened his front door and was, without warning or hesitation, stabbed to death. The man died on his doorstep. 

When arrested, the female stated that he was playing his music to loud, transpired, she suffered from paranoid schizophrenia and was non compliant with her meds. It's safe to say, that murders carried out by mentally ill citizens has perpetuated with increasing incidents since the Care in the Community policy was introduced, however, normally these murders are not reported throughout the UK. They remain localised, meaning, hidden. 


If the UK heard through television media news of every murder carried out by a person with mental illness I'm sure, genrally, people would be nervous, upset and even angry, that this could happen. I'm becoming alarmed at the amount attention Islamic tentions is getting throughout Europe. Okay, so a Islamic centre got burnt to the ground. How many building's have since burnt? Did this incident really justify being reported on Sky News, BBC, TV? I believe not. 

I believe that the so called muslims, that chase attention, chase confrontation, chase a corrupt idealisation of life in England represent a extremely small proportion of problems in the UK and throughout the western world, but someone seems intent on making them look huge...

Am I worried about Sharia law being introduced into Britain? No. English men would rather die than be told not to drink beer, but I am worried about my neighbour, she's got a large number of Gonks lined up on her window sill, and randomly bursts out laughing for no reason at all.....:-/</description>

      <description>TACOMA, Wash. - A Puyallup woman was  arraigned 
 Monday in Pierce County superior court for allegedly trying to kill her
 3-month-old baby because she believed the baby was trying to kill her. 
According to probably cause documents, the baby's father said that 
after arriving home, the suspect, Anna Murphy (pictured above) told him 
she had thrown the baby down.  He immediately called 911 after seeing 
blood on and inside the baby's mouth. 
In an interview with police officers, Murphy said that she thought 
the baby was trying to kill her, so she in turn threw the baby down and 
tried to kill her. The suspect subsequently went on a bizarre rant 
saying that &quot;she was having her first exorcism&quot; and threw her child on 
the ground because she thought the baby was &quot;traveling to another 
dimension and was trying to save her.&quot;
According to police, after being taken to a hospital for evaluation, 
Murphy bizarrely claimed that she was being raped and that she was in a 
house of mirrors with Hitler.  
Murphy was eventually transported to jail and faces charges of second-degree child assault. 



She appeared in court wearing a suicide prevention garment. Her bail was set at $150,000.

      <description>The West Virginia eight-grader  arrested and suspended  over his National Rifle Association T-shirt with an image of a firearm is now facing a $500 fine and a year in jail.

A judge is allowing prosecutors to move forward with charging Jared Marcum, 14, with obstructing an officer,  WOWK-TV reported .

Marcum got into an argument with a teacher over his &quot;Protect Your Rights&quot; NRA shirt at Logan Middle School in April. He was arrested for disturbing the education process and for obstructing an officer - the latter, according to court documents obtained by WOWK, because Marcum refused to stop talking, thus hindering the arresting officer from doing his job.

After Marcum was suspended from school, he returned to class  wearing the exact same shirt , as did other students in a show of solidarity.

&quot;Every aspect of this is just totally wrong,&quot; Marcum's father, Allen Lardieri told WOWK.  &quot;He has no background of anything criminal, up until now and it just seems like nobody wants to admit they're wrong.&quot;

The family's attorney, Ben White, said there no mention in the arresting officer's petition of Marcum making any threats or acting violently.

&quot;In my view of the facts, Jared didn't do anything wrong,&quot; White said.

White is seeking to have the charges against Marcum dismissed. The teen is due back in court on July 11.</description>

A record number of wounded war veterans have been denied disability benefits in the past year after undergoing tests carried out by the Government's controversial assessment company.

Hundreds of injured ex-soldiers are being declared fit for work by Atos Healthcare in spite of physical and mental injuries they suffered in the conflicts in Afghanistan and Iraq.

Last night, the Royal British Legion (RBL) announced a 72 per cent annual rise in former soldiers having their applications to receive Employment Support Allowance (ESA) turned down. Several hundred wounded personnel were denied the benefit on the basis of physical examinations conducted by Atos, according to the RBL.

The company is contracted by the Department for Work and Pensions (DWP) to assess benefits claimants' capability to work.

In one case, Lance Corporal Mark Dryden, 35 - a former member of the Royal Regiment of Fusiliers who, after an explosion in Iraq, lost his right arm and the full use of his left - was asked by Atos assessors if he was left or right-handed. He is now taking his case against the DWP to a benefits tribunal.

 That case, and others, have led to accusations that Atos Healthcare is under intense pressure to produce assessments that enable the Government to reject benefits claims.

Servicemen suffering from the mental scars of combat also complain that they have been turned down for disability benefits. 
Many injured troops have also described having to undergo demeaning physical tests by the firm.

Last night, Peter Poole, the Strategic Director of Combat Stress, a charity serving ex-soldiers suffering from conditions such as Post-Traumatic Stress Disorder, told The Mail on Sunday that, when questioned, wounded troops tended to play down the discomfort they were feeling because to make a fuss went against the military ethos. 

He said this led to Atos assessors marking down military candidates.

 He added: 'Atos needs to use its resources to the best effect to ensure soldiers receive the best attention. Many of the doctors and psychologists used by Atos might not have treated troops before.'

Atos is in the process of assessing two million claimants for ESA, which replaced Incapacity Benefit in 2008. 

An Atos spokesman said: 'A physical examination is a small part of the WCA process and people are only asked to do what they can and what is comfortable, with their specific consent.'

A DWP spokesman added: 'The percentage of people getting long-term unconditional support has more than doubled in two years, but everyone has the right to appeal if they disagree with the outcome of their assessment.'</description>

 Can David Cameron explain why he has put us on al-Qaeda's side? 

 The longer a prime minister remains in 10 Downing Street, the more likely he or she is to go mad. Something of the sort happened to Gordon Brown and also, from 2003 onwards if not before, to Tony Blair. No prime minister has left office in full possession of his or her mental faculties since Jim Callaghan in early 1979. 

 One of David Cameron's admirable qualities has been his sanity. He is unexcitable. He is not paranoid, does not conspire against his colleagues, sit up to the small hours of the morning brooding, or hurl pieces of crockery around the room when in a violent rage. He is not subject to sudden, irrational mood-swings. 

 None of this can or should be taken for granted, and surely Samantha Cameron can take some of the credit. &quot;My job is to get him out of here sane,&quot; she tells friends. 

 But the Prime Minister has been in the job for three years (and Tory leader for nearly eight), and watching him answer questions on the floor of the House on Monday afternoon, for the first time I started to wonder. 

 With Parliament back after the Whitsun recess, Mr Cameron made a statement that dealt principally with the civil war in Syria, and gave the belated parliamentary response to the murder of Drummer Lee Rigby. Many of his remarks were those of a man with only a tenuous grip on reality. What was missing was common sense. We have seen this many times before.


Sir Peter Tapsell, father of the Commons, said that Syria was now enduring what is &quot;fundamentally a religious war between the Shia and the Sunni, which has raged within Islam for 1,300 years&quot;. 

 Mr Cameron would not accept this point. &quot;When I see the official Syrian opposition,&quot; he replied, &quot;I do not see purely a religious grouping; I see a group of people who have declared that they are in favour of democracy, human rights and a future for minorities, including Christians, in Syria. That is the fact of the matter.&quot; 

 Then Jack Straw, a former foreign secretary, asked whether the Prime Minister agreed that Iran would have to be part of any peace deal. Mr Cameron failed to deal with this essential question. 

 At the time of the Iraq invasion 10 years ago, something very like this happened to Tony Blair. A moment came when he too entered a virtual world. 

 Like Mr Blair, Mr Cameron has come to advocate policy in a macabre vacuum, devoid of truth or understanding. He too displays a reluctance to accept the irksome realities of the human condition. Like Mr Blair, Mr Cameron had taken no interest in the world outside Britain before he entered No 10. They both learnt about foreign affairs as prime minister, and both are open to the charge that they treat the subject like a grand, theoretical abstraction. 

 From the start, Mr Cameron (just like Mr Blair in Iraq) has been happy to entertain the proposition that this Syrian conflict is in essence a struggle between good and evil - benevolent democrats and liberals fighting a virtuous struggle against the murderous tyrant Assad. In fact, the rebels were not nearly as good (and President Assad not as evil) as Mr Cameron has thought. 

 As a result of this, the Prime Minister has got it wrong from the start. He massively underestimated Assad's support and staying power. He was absurdly contemptuous of the Russians (who have outmanoeuvred us all along). Above all, he has failed to understand the rebels. 

 Very much as Mr Blair and his American allies were duped by the impostor Ahmed Chalabi and his Iraqi National Congress, so Mr Cameron has made the mistake of taking the Syrian National Coalition seriously. They are intelligent, educated, well-intentioned men in suits - hotel guerrillas - and as such irrelevant to what is now happening in Syria. The Prime Minister would do well to read the mea culpa published last week in Al-Monitor, by a pseudonymous writer from Aleppo who calls himself Edward Dark. 

 &quot;So what went wrong?' asks Mr Dark. &quot;Or, to be more accurate, where did we go wrong? How did a once inspirational and noble popular uprising calling for freedom and basic human rights degenerate into an orgy of bloodthirsty sectarian violence, with depravity unfit for even animals?&quot; 

 Mr Dark describes how the revolution has been captured by a collection of gangsters and fanatics. &quot;This wasn't what we revolted for,&quot; he says in despair at the dreadful fate that has overcome the country he loves, &quot;to replace one group of criminals with another.&quot; Mr Dark now says he has given up on the revolution. He says that he has seen that the only way forward is &quot;through reconciliation and a renunciation of violence&quot;. 

 Yet Mr Cameron wants to escalate the fighting by arranging military support to the rebels. He told Parliament on Monday that he hopes this will &quot;tip the balance&quot; in their favour. Iran - in reality an essential part of any solution - will not be welcome at the negotiating table, and in Mr Cameron's mind there is no future for Assad, which probably means that the war will drag on and on. 

 I dare say that the Prime Minister is sincere when he asserts that Syria is in the grip of a civil war, with democrats and human rights activists ranged up on one side against an evil dictator. I have not been to Syria, but it is clear to me that Sir Peter Tapsell is much closer to the truth. 

 Certainly, the liberal elite in which the Prime Minister places such hopes was involved at the beginning of the uprising. But armed elements funded and supplied by interested parties in Saudi Arabia and Qatar were also present from the start. Their fundamental aim was nothing to do with human rights and the protection of minorities. It was to destabilise and destroy President Assad, Iran's closest ally in the region, and therefore assert Saudi dominance. 

 To what extent have Britain and America been complicit? It is hard to judge. What can be said with certainty is that over the past decade the Middle East, and to some extent the Islamic world, has broken down into two armed camps. On the one side are Saudi Arabia and the Gulf States, backed by the United States and (quietly) Israel. To everyone's enormous embarrassment, al-Qaeda is very firmly in this camp. 

 On the other side are Iran, Hizbollah and post-bellum Iraq, strongly backed by Russia and China. Viewed from this wider perspective, Mr Cameron's claim to be on the side of democracy and human rights, and against dictatorship, is not merely fraudulent - it is patently ridiculous. 

 We are not on the side of democracy. As Sir Peter Tapsell hinted in the Commons, Britain has wholeheartedly backed the Sunni camp - Saudi, the Gulf States, and al-Qaeda - in its increasingly bloodthirsty and horrifying conflict against Shia Islam. There may be some very good reasons for this, but I do wish that the Prime Minister would re-engage with the real world, come out publicly, and explain what they are.</description>

      <description>Mosque Stabbings: Police And Locals 'Heroic'Four people, including a policeman, were wounded when a knifeman went on a stabbing spree inside a mosque in Birmingham.

Police have praised the efforts of officers and the community as &quot;heroic&quot; after four men - including a policeman - were stabbed at a mosque.

They were stabbed with a large combat knife by a fellow worshipper inside the Washwood Heath Muslim Centre in the Ward End area of east Birmingham on Saturday night.

A group of worshippers confronted the attacker, who is not known to the mosque, before police arrived minutes later at around 11pm.

One officer used a taser on the suspect but it failed to have an effect on him, said Chief Superintendent Alex Murray. The policeman was knifed in the chest and stomach, around his stab-proof vest.

Chief Supt Murray said: &quot;The work of those officers was heroic and the work of some of the people in the mosque assisting those officers was also heroic.&quot;

A 32-year-old man, believed to be of Somali origin, has been arrested on suspicion of attempted murder. He has been taken to a secure mental health facility, West Midlands Police said.

The scene of the attackReports suggest an argument may have broken out between members inside the building prior to the attack. Police said there was no information to suggest it was a hate crime.

Witness Arshad Mahmood told Sky News: &quot;Everyone was frightened you know, it was so sudden and he had a proper knife with him.

&quot;A few of us we went to stop him, one of the guys was strong enough to stop him. Then I held his hand - the guy who also tried to stop him had an injury on his thigh.

&quot;After a few minutes, a police officer came and he also attacked the police officer.&quot;

Some of the injuries were serious, though the victims were reported to be in a stable condition.

One worshipper was stabbed in the arm and one in the leg, while another was slightly hurt.</description>

than from combat. In 2012, a record 349 members of the armed forces took
 their own lives.For those who serve, the struggle does not always end when they return to American soil. A U.S. military veteran commits suicide every 65 minutes, on average, 
according to a recent study from the Department of Veterans Affairs.

	An older, less detailed government analysis reported that about 18 
former service members kill themselves each day. But a recent, more 
precise study of veteran suicides from 1999 to 2010 shows that the 
number is heartbreakingly higher: 22 deaths per day.

	&quot;The mental health and well-being of our courageous men and women who 
have served the nation is the highest priority for VA, and even one 
suicide is one too many,&quot; said VA Secretary Eric K. Shinseki.&quot;We have more work to do,&quot; he continued, &quot;and we will use this data to 
continue to strengthen our suicide prevention efforts and ensure all 
Veterans receive the care they have earned and deserve.&quot; The report claims that people over the age of 50 constitute nearly 70% of the suicides. A new, more accurate study of
 veteran suicides from 1999 to 2010 shows that the number is   higher 
than previously thought: some 22 suicides a day. 
	The VA, which also conducted the previous study, released the sobering 
results Friday - two weeks after the military acknowledged another 
gloomy fact.More active duty soldiers die from suicide than combat. Last year a 
record-setting 349 members of the armed forces took their own lives, the
 military said. 
This data provides a fuller, more accurate, and sadly, an even more alarming picture of veteran suicide rates,&quot; Murray said.

	Similarly, the Iraq and Afghanistan Veterans of America advocacy group 
said that U.S. citizens should be &quot;outraged&quot; by the statistics, 
according to NBC News. &quot;Our leaders in Washington need to accelerate efforts to shrink wait 
times for mental health care and find more creative solutions,&quot; said 
Paul Rieckhoff, founder and CEO of IAVA.</description>

      <title>Rethinking SWAT Training</title>

      <description>In recent years, there has been a paradigm shift in how the tactical community approaches its fitness training. The majority of this change has come from the individual operators looking to improve their general physical preparedness for the job via an emphasis on more functional training.

Functional fitness is all the rage these days in the civilian gyms, and it has recently found some acceptance by various branches of the military as well as law enforcement. Everyone and his mother has jumped on the functional fitness or &quot;functional training&quot; bandwagon, and that's not necessarily a bad thing.

In your 20s, you can beat the snot out of yourself in training and come back for more. By your 30s, however, there's a price to be paid for it. And by your 40s, you can have almost total incapacitation due to an accumulation of injuries from all your years of high-intensity training.

What SWAT fitness experts are discovering is that some of this wear and tear and incapacitation can be avoided with &quot;smart&quot; training instead of &quot;hard&quot; training. Smart training is real-world oriented and job applicable. It's not just training for the sake of training.

 Functional SWAT Training 

Functional  SWAT training  is training that prepares the operator to work as a tactical officer. It emphasizes an improved strength-to-body-weight ratio, carrying unbalanced loads, and performing a variety of tasks against the resistance an operator faces on duty such as carrying a wounded comrade who is wearing full tac gear, climbing over walls, or pushing stalled vehicles out of the way and then returning effective fire on target. It's one thing to be a crack shot on the range under no stress and another to shoot accurately under combat stress. When you have to push a car that won't start out of the line of fire or drag a wounded comrade or civilian out of the kill zone and then return effective fire on target, the musculature responsible for providing a steady shooting platform is much less stable due to the adrenaline dump that you are experiencing.

As a general rule, a correctly designed training program for tactical officers yields improved job-specific general physical preparedness. Specifically, such a program includes a balance of strength and endurance training and simulated job-specific movement patterns. Functional SWAT fitness programs are designed to achieve results without producing injuries or weakening the officers through overtraining.

There are two major benefits of functional SWAT training over traditional SWAT training:

  An improvement in job-specific general physical preparedness and overall physical performance.  Reduced injury rates, which can lead to an increased operational longevity of the SWAT operator.   Following the Military 

From the earliest days of SWAT, tactical law enforcement units have drawn the inspiration for their fitness regimens from the training conducted by elite military units such as the U.S. Army Special Forces and Navy SEALs. But today even Spec Ops units are starting to rethink their training.

A 2008 article titled &quot;Clinical Diagnoses in a Special Forces Group: The Musculoskeletal Burden&quot; published in the Journal of Special Operations Medicine by James H. Lynch and Mark P. Pallis examined the training-related injury patterns in the 5th Special Forces Group and came to some useful conclusions. The study revealed that physical training caused 50% of all injuries experienced by the members of this elite military unit. Such injuries resulted in 10 times the number of lost work days as illnesses. Further, the leading reason for outpatient visits to the base hospital by the members of this unit was musculoskeletal disorders caused by overtraining.

Lynch and Pallis argue that Special Forces training is out of date and needs to change to a more functional model. &quot;To focus more on prevention, Special Forces Groups should modify unit physical training programs to incorporate the fitness and performance fundamentals used in today's top athletic programs. Military researchers have shown that modified physical training programs can result in lower injury rates with improvements in physical fitness. Training regimens that emphasize core strength and cross-training would likely increase physical readiness while decreasing the incidence of spine and lower extremity injuries,&quot; they wrote.

In short, training hard and training smart are not always interchangeable concepts. Smart training leads to superior performance and reduced injury rates, with improved operational readiness and greater operational longevity for the SWAT operator or Spec Ops commando. The alternative results in days off and trips to the hospital.

Lynch and Pallis conclude, &quot;By making these changes to training and resourcing, Special Forces Groups will be investing in our most lethal weapon-the individual Special Forces Soldier.&quot;

The Marine Corps was one of the first branches of the military to recognize the need for a more functional fitness model. It has since developed and implemented the Combat Fitness Test, an exercise that all Marines must pass in addition to the standard Marine Corps Physical Fitness Test. The Marine Corps Combat Fitness Test assesses the physical strength, endurance, and agility of the Marine in battle.

 The P.A.S.T Program 

A general discussion of functional SWAT training brings us to a discussion of  Practical Applied Stress Training (P.A.S.T)  concepts. P.A.S.T is not specifically a general physical preparedness program for tactical law enforcement, but more an adjunct to it.

It's common practice for SWAT teams to train diligently in their firearms skills and tactics, while hitting the gym or the road as a separate training rotation. P.A.S.T attempts to bridge that reality and parallel what a real incident may demand, which is a combination of shooting proficiency, as well as anaerobic and aerobic fitness. The only way to perform in such a situation is to have experienced the effects of physical and mental stress on marksmanship skills and test whether or not your job-specific fitness and shooting skills are up to the task.

Even the most advanced shooter in great physical condition will find his or her marksmanship severely degraded when forced to shoot under intense physical stress. As expected, the operator who is not in adequate physical condition to begin with can expect to see his or her marksmanship go completely to hell when put under physical and mental stress.

P.A.S.T focuses on functional strength, improving body-weight-to-strength ratios, dealing with unbalanced loads, and overall fitness and conditioning combined with shooting rotations. P.A.S.T prepares SWAT operators to perform efficiently under worst case scenarios.

Unfortunately, it's often the case that PT-related training and marksmanship don't come together until the officer is in the middle of a life-and-death situation, where his or her ability to perform is tested as never before and the outcome is unsure. Thus the trend toward more functional style training in the tactical community should be encouraged, and P.A.S.T adds a dimension to the training of tactical law enforcement not duplicated by other programs.

 Training in Stages 

Functional SWAT training programs should have a logical progression. The training day is usually split into two stages:

  Stage One is individual testing where a single operator is run through the stage and scored. This gives feedback on both the individual's fitness levels and shooting abilities under physical stress.  Stage Two is basically the same as Stage One except it is run in two-officer teams in parallel, making for a highly competitive environment. The stage may contain sections that require two people to complete. Examples of Stage Two drills include a fireman's carry of a partner 100 yards up a hill, getting over an 8- to 10-foot wall, scaling mock buildings, or flipping 800-pound tires. Shooting drills within the stage may require an individual to complete the shooting stage before the other can move on. Trainers can be committed to the stage to add additional physical essentials training within the stage such as hands-on weapons retention training.  Shooting drills within the stages are always based on essential shooting skills required by the SWAT operator such as shooting on the move, shooting from cover, engaging multiple targets, and shoot/no-shoot scenarios.

You can think of this functional training as job-specific cross-training with guns that yields improvement in physical conditioning and enhances firearms proficiency under real-world stress conditions.

Additional benefits include whole body conditioning, team building, and the ability to employ this type of training on your own range with a variety of tools. The system is dynamic and flexible, so it is not limited to high-tech, specialized equipment.

 Sample Drills 

A sample drill in the Stage One category of functional SWAT training may be a half-mile run to a barrier, from which a target at 60 yards is engaged using an M4 carbine. From there, the operator must scale a 9-foot wall, climb a 40-foot rope, then transport a comrade 50 yards fireman carry style. Once the transport is completed the operator must engage targets with his or her secondary weapon.

Common target drills immediately following the physical stress exercises could include a popper at 20 yards standing freestyle, a popper that activates a swinger at 12 yards, and a classic Mozambique Drill from 7 yards on a graded scoring target such as an IDPA target that allows graded scoring for head shots, center mass shots, and anything outside those two desired points of impact.

Stages usually include shoot/no-shoot scenarios and shooting drills from different positions-including standing, prone, and kneeling using cover-that challenges the shooters' skills. These drills are made even more difficult because the operators' muscles are tired and heart rates are up. Add full tac gear and a gas mask, and you have a real challenging day.

The benefits of functional SWAT training when implemented correctly to meet the specific requirements of the community will be improvements in physical preparedness and job-specific general physical preparedness combined with reduced injury rates. Adopting such methods vs. the current methods may lead to an increased operational longevity of the SWAT operator.</description>

establish a trusting relationship with a Bureau of Prisons psychiatrist 
quickly enough to maintain his  progress toward improved mental health,&quot;
 the lawyers said in newly revealed portions of their sentencing memo.
On Friday, lawyers for Jesse Jackson Jr. took an 
unusual step and put on the public record some - but not all - 
information about the mental health of the former lawmaker that they had
 literally blacked out of the public version of a sentencing memo filed a
 week ago. 
However the audience that counts the most - U.S. 
District Court Judge Amy Berman Jackson (no relation), who will sentence
 Jesse Jackson Jr. and his wife, Sandi,  the former alderman on July 3 -
 was given the complete memo on June 7 with nothing blanked out.
The Jacksons pled guilty in February to crimes 
related to stealing $750,000, most of it through the looting of their 
campaign funds, and in the case of Sandi Jackson, failing to pay income 
taxes on the money she stole.
Reid Weingarten, an attorney for Jesse Jackson, 
signaled in February, at a press conference following the guilty plea, 
that he would be arguing that Jesse Jackson's mental illness was 
responsible for the lavish purchases - including a $43,350 gold-plated 
Rolex and sports and political memorabilia.
In the newly revealed portions of the sentencing 
memo, Jesse Jackson's lawyers state that &quot;psychiatric research has tied 
compulsive purchasing and spending to mood episodes in individuals with 
bipolar disorders.&quot;
The memo also includes letters from two of his 
&quot;treating psychiatrists,&quot; dealing with his &quot;diagnosis, treatment and 
prognosis&quot;; neither the letters nor the names of the doctors were made 
part of the public record.
One of Jesse Jackson's doctors diagnosed him as suffering from &quot;mood disorder not otherwise specified,&quot; &quot;probably Bipolar II.&quot;


The two doctors said that if Jesse Jackson does not
 receive &quot;continued mental health treatment,&quot; then &quot;his progress will 
cease, and he will be much more likely to relapse. With effective 
treatment, his prognosis for good mental  health will be significantly 
improved.&quot;
Last week, federal prosecutors asked that Jesse 
Jackson Jr. be sentenced to four years with 18 months for  Sandi 
Jackson. Her lawyers asked for probation.</description>
