Madan One by one, the 15-year-old girl went through headshots of suspects.Among them, she knew, was the man dressed as a police officer who she said ordered her to take off her pants and unbutton her blouse, and then spread her legs as he used a flashlight to inspect her.The man she identified: Miramar police Capt. Juan De Los Rios, 46. On Friday, De Los Rios was charged with two counts of lewd or lascivious conduct on an underage girl, according to the arrest affidavit. He was booked into Broward County Jail and held on $30,000 bail. If convicted, De Los Rios could face up to 15 years in prison and up to a $10,000 fine. According to the arrest affidavit, the girl was sitting in the back of a car with a 19-year-old friend parked in the back lot of a business plaza in Miramar after school on Jan. 18, when a man approached the car and looked at them through the window.He asked them to roll down the window. Because he was in a dark-blue uniform and wearing a gold badge, the teens thought he was a police officer and complied. The man then began to question them. At one point, he leaned against the window, looked at them, gave a hard long pause and asked: "Well, were you having sex? What are you doing here?" The girl quickly responded "no, no, no, officer no," the affidavit said. The girl told police she and her friend were just talking.But the man told the girl he "needed to check." The girl asked "Check what?" "I need to see inside," he responded. That's when he ordered her to take off her pants and underwear so he could look for bruising or other evidence of sexual activity.In fear, the affidavit said, she complied. The girl told police she thought it "was the right thing to do" because he was an officer. Her 19-year-friend turned away, unable to watch, according to the affidavit. He told police he heard the man tell the girl "I need you to spread your legs wider so I can see." The officer then used a flashlight to "inspect" her and told her to pull down her blouse so he could check for bruising, according to the police report.Then he returned the driver's license to the boy and told them "Go home." The teens got into the front seats of the car, "cried, hugged and drove off," the affidavit said. The youngsters didn't tell anybody at first because they were afraid and intimidated. But then the girl told her older sister, who insisted their mother be told.When questioned by police, the girl said the man who'd ordered her to remove her clothing had a gold badge and his last name began with the letter "R.'' She also said she knew she could identify the man if she saw him again.Officials did not release the identities of the teens. As far as evidence, investigators had the girl turn in the clothes she was wearing that day - one pair of blue jean pants, a Ralph Lauren sport sized T-shirt, a beige bra, and one pair of pink and black underwear briefs. They also asked the CVS Caremark near where the teens had parked for its surveillance video. Although the quality of the video was not enough to identify De Los Rios, police say the body language was consistent with the victim's and witness' statements. De Los Rios' gold badge was also paper bagged. The 18-year veteran of the department has been on administrative leave since the complaint was filed in January. Miramar police launched a criminal investigation along with the Broward State Attorney's Office. A warrant for De Los Rios' arrest was issued Friday. He later turned himself in to police. "He is now suspended without pay, pending the outcome of the investigation," said Miramar police spokeswoman Tania Rues. Casimir ''Butch Casey'' Sucharski, the flashy owner of Casey's Nickelodeon, a popular South Broward watering hole, had taken two beautiful young models to his Miramar Isles home the night of June 25, 1994. In the 22-minute video, an intruder in a hat and sunglasses can be seen tying and pistol-whipping Sucharski, 48, with a Tec-9 semiautomatic handgun. The gunman never removed the disguise. Fifteen minutes later, a man later identified as Pablo Ibar kills Sucharski by shooting him at close range in the back of the head. TOOK OFF HIS MASK Ibar, the tape showed, had removed his mask and could be identified on the tape. The models, Marie Rogers and Sharon Anderson, both 25, were tied up facedown near Sucharski. They also were murdered. The intruders then took off in Sucharski's black Mercedes Sl convertible, drove it to Palm Beach County and set it ablaze on a remote road. Miramar Police discovered the bodies the next morning, Monday, after Rogers' mother reported her daughter missing. The heinous crime that fateful night 13 years ago remains among Miramar's ugliest. And the subsequent trial of the two defendants convicted in the murders was one of the county's costliest -- about $300,000. Both are now serving life sentences for the murders. Edward Jermaine Babbs faces two counts of homicide in the deaths Stephanie Rabsatt and her baby. 17-year-old Babbs made his first appearance in court the day after he was arrested and processed as a juvenile. During Thursday's 1:00 pm court appearance, the judge ordered him held in juvenile detention for 21 days. During that time the state attorney's office could decide to have Babbs charged as an adult. Police said during questioning, Babbs admitted to being the father of the unborn child. Rabsatt's family says was due to deliver a baby boy in November. Chief Assistant public defender for juveniles Gordon Weekes says Babbs is a senior at Nova High School in Davie. "What we have is an honors student facing serious crimes and we want to get him the best defense possible," says Weekes. Babbs lives with his stepfather, who is a Broward Sheriff's Officer Deputy. Rabsatt's body was found inside a red Ford Taurus in the parking lot of a Winn-Dixie, located at 6301 Southwest 41st Street, last Friday night. Police said she had been shot multiple times. Rabsatt's family has said she phoned a relative Thursday night to say she was with Babbs but they don't know why. Rabsatt's grieving family members are relieved there's been an arrest and say they aren't surprised the father is being accused. "I know he wasn't too happy about the baby," explained Rabsatt's aunt, Carol Cunningham. "I will never understand why someone would do something like this," Cunningham added. "This is a beautiful girl; she had all her life in front of her. She was so happy to have her baby boy." Over the weekend, Rabsatt's distraught mother Karen Moore said, "Stephanie had bought clothes for the baby. She was excited about this baby. She was a smart girl and a computer genius." The slain teen's cousin Karlita Francis says the family wants justice. "We want justice for Stephanie and the baby. She didn't deserve this. She was a good girl; she was respectful, she was brilliant. She didn't deserve this." The family said they had been planning a baby shower for Stephanie; now they're making final arrangements. Dozens turned out to remember Stephanie at a candle light vigil held Thursday in the parking lot of the Winn Dixie store where she died. A public viewing will be held Friday at the First Baptist Church Piney Grove, at 4699 W. The pilot, who ended up hanging by his parachute from a tree in a canyon beneath the neighborhood, was in stable condition at a naval hospital in San Diego, said Miramar spokeswoman 1st Lt. Katheryn Putnam. He had been returning from training on the carrier USS Abraham Lincoln off the San Diego coast when the plane went down. Ret. Lt. Cmdr. Steve Diamond said he drove to the scene after seeing the plane go down and spoke with the pilot, who he said was a first lieutenant in his 20s. "We had a little pilot-speak about what happened and he got on his cell phone to call his command," Diamond said. "I can say with a fair degree of certainty that there were mechanical issues with the engine." He said the pilot was flying over the ocean when he radioed in for an emergency landing at Miramar. The plane was flying low and was stable until the moment before he ejected, Diamond said. There was no indication the pilot was using alcohol or drugs, Putnam said.
