Photograph: Omar Sobhani/ReutersThe US is to open direct talks with Taliban leaders within days, it was revealed on Tuesday, after Washington agreed to drop a series of preconditions that have previously held back negotiations over the future of Afghanistan.

In a major milestone in the 12-year-old war, political representatives of the Taliban will shortly meet Afghan and US officials in Doha, the capital of Qatar, to discuss an agenda for what US officials called &quot;peace and reconciliation&quot; before further talks take place with Afghan government representatives soon after.

The Taliban, in a statement announcing their plans for peace talks and an office in Qatar, said they would not allow anyone to threaten or harm other countries from Afghan soil - a move senior US administration officials described as an important first step to the Taliban severing ties with al-Qaida.

The US has agreed that a formal rejection of al-Qaida by the Taliban leadership would now be a &quot;negotiating aim&quot; rather than a precondition for talks. It will also seek a commitment from the Taliban to end its insurgency in Afghanistan and recognise women's rights in the country.

&quot;This is an important first step but it will be a long road,&quot; said one senior US official. &quot;We have long said this conflict won't be won on the battlefield, which is why we support the opening of this   office.&quot;

White House officials say they believe the Taliban delegation at the talks represents the movement's leadership, and includes more radical groups such as the Haqqani network. Officials said the US would have a direct role in the talks starting starting this week in Doha, but the substantive negotiations over the future of Afghanistan would then be led by the Afghan government.

Speaking later, Ben Rhodes, deputy national security adviser, said: &quot;TheUnited States will be supporting a process that is fundamentally Afghan-led ... We can play a role in talking to the Taliban as well in supporting that peace process - and because we have issues of our own to bring up with them.&quot;

A Taliban spokesman said the group was opening the Doha office to &quot;reach understanding and initiate talks with countries of the world for the purpose of improving relations with them&quot;, and to support a peaceful, political solution to end the &quot;occupation of Afghanistan&quot;.

The proposal for a Doha office has been on the table since 2011, and several senior Taliban figures have been living in Qatar for many months now, but the group had not publicly embraced plans for peace talks.

In Kabul, Afghan president Hamid Karzai said he hoped the opening of the Taliban office would bring the start of talks between the High Peace Council he set up to lead government negotiation efforts, and the insurgents.

However the Afghan leader who has long been lukewarm about efforts to set up a Taliban base in Kabul also called for any negotiations to move back to Afghanistan as soon as possible. &quot;We hope that our brothers the Taliban also understand that the process will move to our country soon,&quot; he told a news conference in Kabul, although US officials stressed that moving talks to Afghanistan would take time.

Karzai also announced that Nato forces had handed official control of nationwide security to Afghan troops on Tuesday. Foreign soldiers will still be fighting on the ground and supporting Afghans with air power, medical evacuation and other key capacities until the end of next year.

Barack Obama is understood to have informed G8 leaders of the breakthrough at a dinner at the Northern Ireland summit on Monday night.

The deal on talks with the Taliban was partly brokered by Pakistan and the emir of Qatar after &quot;months of diplomatic spadework&quot; also involving Germany, Norway and the UK. In 2011, Hillary Clinton suggested that Taliban leaders would have to renounce violence for a peace process to work.

&quot;Over the past two years, we have laid out our unambiguous red lines for reconciliation with the insurgents: they must renounce violence; they must abandon their alliance with al-Qaida; and they must abide by the constitution of Afghanistan,&quot; she said. &quot;Those are necessary outcomes of any negotiation. This is the price for reaching a political resolution and bringing an end to the military actions that are targeting their leadership and decimating their ranks.&quot;

But on Tuesday, that position appeared to have soften somewhat. &quot;We don't expect them to break ties with al-Qaida  ,&quot; said one of the US officials speaking on an off-the-record conference call. &quot;That is an outcome of the process.&quot; He said the expected Taliban statement opposing the use of Afghan soil for foreign attacks was &quot;a first step in distancing them from international terrorism&quot;.

The Taliban also appeared to have softened on their long-term demand that foreign troops leave before talks can start. Karzai, despite his misgivings about overseas talks and initial opposition to the Qatar office visited the Gulf state twice this year, apparently paving the way for Tuesday's breakthrough.

There's a lot to like about the Xbox One, but today it's surrounded by yet another controversy that is turning gamers off when it comes to turning on the console.
The latest mixed message from Microsoft regards whether or not owners will be able to take advantage of their console in unsupported geographic regions.
Currently, Xbox One is scheduled to launch in 21 countries this November, including the U.S., U.K., and Australia. 

But phrases like &quot;requires account on Xbox Live in an Xbox One-supported Xbox Live country&quot; followed by a list of the 21 countries makes it seem as if playing the video game console outside of these places is a whole new DRM policy.

 Xbox One's muddled message 

Microsoft's responses to the Xbox One's used game restrictions and 24 hour check-ins has been either vague or all over the place.

For this new controversy about region-locking the Xbox One, the company decided to go with a message that was both vague and all over the place.

&quot;Similar to the movie and music industry, games and other content must meet country-specific regulatory guidelines before they are cleared for sale,&quot; Microsoft told The Verge.

&quot;  means that games will work in the broad geographic regions for which they have been cleared, much as today with Xbox 360.&quot;

Microsoft reiterated that the console itself is not geographically restricted, but the a user's Xbox Live account is tied to the country of billing and resistance.

 The list 

The list of 21 countries, reproduced in full below, isn't final - Microsoft will continue to add new regions as part of a the Xbox One roll-out. Inquiries with various local Microsoft offices have indicated that missing European countries will start appearing during 2014.

      <description>The company that builds the French Caesar truck mounted 155mm artillery system is developing, at its own expense, a more heavily armored cab for the vehicle. Although a Caesar vehicle has not come under fire (in Afghanistan and Mali) troops have reported some close calls and that means there might be an urgent demand for such a heavily protected cab if some troops are wounded by enemy fire while riding in the current cab. The new cab increases the weight of Caesar to 400 kg (880 pounds) and ups the price 4-5 percent. The additional armor also protects against many roadside bombs, anti-vehicle mines, and 155mm shells landing as close as five meters (16 feet) away. The new armor can be added to current Caesars. Caesar is getting quite a workout in Mali, supplying most of the artillery support for French forces and African peacekeepers. Four Caesar vehicles were flown to Mali last January.Last year France placed a multi-year contract for Caesar ammunition. At that time Caesar was only serving in Afghanistan. The new ammo contract ensured that reserve stocks of 155mm ammo will be quickly replenished if there is a sudden surge in ammo consumption in the future, as it is currently in Mali. This recognizes that Caesar has become a key 155mm artillery system in the French army. Not bad for a weapon the army generals were not interested in at first.

Thirteen years ago the French Army agreed to buy a single battery of the novel new Caesar vehicles. Developed by GIAT (now Nexter) as a private venture in the 1990s, Caesar is a 155mm howitzer mounted on the back of a heavy truck. Before being fired the gun is backed off the rear of the truck onto the ground. This takes less than a minute. It was a marvelous system but Caesar was having a difficult time attracting export customers. It was believed that having even one battery in service with the French Army would help attract export sales. Once they got to use it the French army liked Caesar so much that they eventually bought 72 of them and plan to eventually have 141 of them. Caesar has become the primary artillery weapon for the French army. This led to export sales to Thailand, Saudi Arabia, and Indonesia. Caesar vehicles cost about $5.5 million each.

Caesar uses a 52 caliber 155mm howitzer mounted on the back of a 6x6 ten ton truck. While it is self-propelled it currently only has light armor in the driver/crew cab up front. Caesar (gun and truck) only weighs 18 tons and will fit into a C-130 transport, something that traditional tracked self-propelled artillery cannot do. Caesar's long barrel enables it to fire shells up to 42 kilometers. With on-board GPS it can be ready to fire in minutes. The truck carries the crew of six in an air-conditioned compartment. A 12.7mm machine-gun can be mounted, in a ring turret, on top of the cab.

Four years ago France sent eight of its Caesar howitzers to Afghanistan. The roads in Afghanistan are pretty bad and wheeled combat vehicles have a hard time of it. But Caesar was built to handle cross country operations. Afghanistan was the first time Caesar has served in combat. Two years ago Thailand used its Caesars against Cambodian rocket launchers and claimed to have destroyed two of them.

Caesar is no longer unique, it now has competition. Sweden and Norway have each bought 24 Archer truck mounted artillery systems. Both nations funded a $150 million, 14 year, development effort to create Archer. Archer is an FH77 155mm/L52 howitzer mounted on a modified Volvo 6x6 dump truck. The vehicle, with the howitzer on board, weighs 30 tons. L52 means the barrel is 52 times the caliber (8 meters/25 feet). The crew compartment is armored and has chemical warfare protection. The truck is articulated, making it easier for such a heavy vehicle to move cross country. The gun has an auto-loader, which is why it has such a small crew (four men). Archer also has a remote controlled gun turret (for a machine-gun) on the top of the cab.

When the vehicle halts, the four man crew can extend the metal braces in the rear, raise the barrel, and begin firing within minutes. After firing the vehicle can be moving in less than a minute. Archer uses the Excalibur GPS guided round, which means Archer and an ammo vehicle can supply lots of effective firepower without the need for constant resupply.</description>

This news follows an earlier report in the leading Norwegian paper Aftenposten, that 33,000 asylum seekers have arrived in Norway without a passport or ID documents^A since 2005, and that most of them are still in Norway.

According to the Aftenposten, police say there are &quot;several reasons why a large number of asylum seekers dispose of their ID documents.

&quot;One is that many fear that it may be revealed that they have earlier applied for asylum in other countries.&quot;

Who would have thought?

3. Norway

Norway, with a population of 4.7 million, has long had a liberal immigration and asylum policy, and as a result became home to increasing numbers of immigrants, foreign workers and asylum-seekers from various parts of the world.

In 2006, immigration accounted for more than half of Norway's population growth. In that year, official statistics from Statistics Norway Bureau (SSB) showed a record 45,800 immigrants arriving in Norway -- 30 percent higher than 2005.

At the beginning of 2007, there were 415,300 persons in Norway with an immigrant background (that is, immigrants, or born of immigrant parents), comprising 8.8 percent of the total population.

Official figures claim that 350,000 of these were from a 'non-Western' background, including Pakistanis, Iraqis, Somalis and Vietnamese. At least 35,000 Pakistanis were congregated in Oslo, most of whom entered the country legally as workers or through family reunification programmes.

At the beginning of 2005, 32 percent of first-generation immigrants had lived in Norway for less than five years, while 16 percent had lived in Norway for 25 years or more. A high proportion of immigrants from Iraq and Somalia have lived in Norway for less than five years -- 57 and 55 percent respectively.

As of January 2005, Norway's refugee population was more than 107,000, or 2.3 percent of the population of that country. Refugees from Iraq, Bosnia-Herzegovina, Somalia, Iran and Vietnam made up the largest groups.

The non-white immigrants continue to have much higher birth rates than native Norwegians, with the result that the youth demographics show a large preponderance in favour of the non-Norwegian population. This will, like all European countries, make itself felt within the next two generations, once all these immigrant children reach adulthood.

In 2005, 64,000 children were born in Norway of two foreign-born parents, compared to only 13,800 people born to parents of European origin.

At current rates of Third World population growth, Oslo will have a non-white majority within two and a half decades. The primary driver is the higher immigrant birth rate which combines with a far lower native Norwegian reproduction rate.

During 2004, the immigrant population increased by 17,000, distributed between 3,800 people born in Norway of two foreign-born parents and 13,200 first-generation immigrants.

By 2008, Third World immigration had ensured that at least 25 percent of Oslo's population had a non-Norwegian background. Data from the city and state statistics bureau shows that of Oslo's 560,484 residents, 137,878 were immigrants.

The largest single immigrant group continues to be from Pakistan, with 20,313 living in Oslo. Next in line is Somalia, with 9,708 immigrants and Sweden, with 7,462. Other countries with relatively large immigrant groups in Oslo include Sri Lanka, Iraq, Turkey, Vietnam and Iran.

This ever increasing Third World population is reflected in the country's crime rates. In 2004, a report by the NIBR (Norwegian Institute for Urban and Regional Research) warned that &quot;ethnic gangs can give Norway the kind of immigrant-related organised crime that accompanied waves of migration to the USA.&quot;

Author of the report, Dr. Inger-Lise Lien, wrote: &quot;If we look at youth under the age of 19 charged with crimes in Oslo, immigrants are unfortunately largely overrepresented. In certain Oslo districts -- Furuset, Stovner and Gamle Oslo -- gang criminality has a grip. Criminal gangs becoming solid organisations is a sign in international research of an incipient mafia structure being built.&quot;
