It is the third quarterly increase in a row in the jobless total. The number of people in work fell by 43,000 in the latest quarter to March, to 29.7 million, the biggest fall since autumn 2011. Today's data from the Office for National Statistics revealed that annual wage growth for the three-month period was 0.4 per cent, a fall of 0.4 per cent on the previous quarter, and lagging well behind inflation. The figure for March alone showed a fall in pay of 0.4 per cent, the first negative since March 2009. Meanwhile, average earnings excluding bonuses rose by 0.8 per cent, the lowest rise since records began in 2001. The figures also revealed that 902,000 people had been out of work for more than a year, a 23,000 increase on the three months to December. The number of unemployed 16 to 24-year-olds fell by 17,000 to 958,000. The number of people classed as economically inactive, including students, people on long-term sick leave and those who have given up looking for work, rose by 47,000 to nine million. Despite today's increase in unemployment, the total is 92,000 lower than a year ago. Minister for Employment Mark Hoban said: "We are seeing continuing falls in the number of people claiming Jobseeker's Allowance which is positive. Whilst there has been a disappointing increase in the headline rate of unemployment, we shouldn't forget the progress we are making. "We are not complacent. To win the global race we need to do all that we can to help people achieve their aspiration to look after themselves and their families." But Martin Beck, UK economist at Capital Economics, said: "Following recent positive news on the economy, today's UK labour market data provides something of a reality check. "There was a triple whammy of bad news, with employment in the three months to March down by 43,000 and unemployment up by 15,000. Meanwhile, the squeeze on real earnings has intensified. "At least there was one piece of good news, with unemployment on the claimant count measure seeing a further drop in April, down by 7,300. Barack Obama on the 2008 presidential election primary ballot, meaning he likely did not qualify. Fox News reports the jury in South Bend found guilty on all counts former longtime St. Joseph County Democratic Party chairman Butch Morgan Jr. and former county Board of Elections worker Dustin Blythe. The two faced accusations of petition fraud and forgery, as well as falsely making a petition. The verdicts raise anew questions about election fraud by Democrats, a subject that was analyzed after the 2012 election. The report found vote fraud occurred in the 2012 presidential election and cumulatively was likely enough to decide the outcome. "In reality, although no single instance or aspect of vote fraud was likely enough to tip the election for Obama, the aggregate of their corrupt activities - including illegal campaign donations, taking advantage of states without voter ID requirements, military ballots delivered too late ... may well have been," the analysis said. Fox News reported that two former Indiana elections board officials who pleaded guilty said Morgan told Democrat officials and workers to fake the names and signatures that Obama and Hillary Clinton needed to qualify for the presidential race. Prosecutor Stan Levco told Fox, "I think this helped uphold the integrity of the electoral system. Their verdict of guilt is not a verdict against Democrats, but for honest and fair elections." Affidavits citing the testimony of former Board of Registration worker Lucas Burkett said the scheme was created in January 2008. Burkett reportedly was aboard the plan at first but later dropped out. Fox News reported he waited three years to reveal the scheme. Fox News notes that if revelations about any forgeries were raised during the election, the petitions could have been challenged at that time. A candidate who did not qualify with enough legitimate signatures at the time could have been removed from the ballot. State law in Indiana requires candidates to have 500 signatures from each of the nine congressional districts to qualify. But in St. Joseph County, Obama qualified with only 534. Prosecutors alleged that nine of the Obama petition pages apparently were forged, and each contained up to 10 names, bringing doubt on up to 90 names. WND's extensive report on fraud in the 2012 race looked at claims that Obama, in some districts, got 100 percent of the vote, questions about absentee ballots and efforts by Democrats to prevent poll watchers from observing the election. Some of the issues that were uncovered: o Seventy-five GOP vote inspectors were ordered to leave Philadelphia poll locations by Democrat poll judges. One judge was caught on audio. A court order sent them back but it's unknown what happened when they were gone. These poll locations were all within the 59 precincts where Romney received no votes. o In Philadelphia, the Community Voters Project, an ACORN clone that employs some former ACORN workers, shredded Republican voter registrations. It's not the first time they have been in trouble. o The Florida AFL-CIO threatened True the Vote and Tampa Fair Vote with legal action for submitting voter registration challenges. o Maryland Representative Elijah Cummings issued a highly publicized threat against True the Vote and Election Integrity Maryland just for checking voter rolls. EIM found 11,000 questionable registrations, including 1,566 dead voters. The Maryland Board of Elections took no action. o Cummings also attacked the Ohio Voter Integrity Project with the same baseless claims. o Think Progress falsely claimed True the Vote was "under investigation" by Rep. Cummings, when in fact he has no legal authority to do so. o Despite overwhelming nonpartisan public support for voter ID laws, Attorney General Eric Holder's Justice Department and liberal jurists have delayed, emasculated or defeated ID laws in Texas, Wisconsin, South Carolina, Arizona and Pennsylvania. o Holder has vowed to fight voter ID laws as restricting voters' rights. o The Obama administration "spiked investigations" of eight states that had major voter roll problems. o The Holder Justice Department conspired with Project Vote on National Voter Registration Act (aka Motor Voter) enforcement lawsuits, which force state and local agencies to become, essentially, low income voter registration drives. o In 2009 DOJ announced to its attorneys that it would not enforce voter roll maintenance laws because it wouldn't increase voter turnout. The report also found the election rolls nationwide in shambles. Pew Research Center published a report revealing election rolls in a shambles nationwide. It found: o 24 million invalid or inaccurate voter registrations o 1.8 million deceased voters o 2.75 million registered in multiple states. The WND report also focused on the mechanics of the election: voting machines. There were a number of complaints about electronic voting machines that tallied votes for Democrats despite a Republican vote and a few instances of the opposite case. o Voters in Pueblo County, Colo., complained that their votes were being changed to Obama, reported local NBC affiliate KOAA. o Maryland congressional candidate and veteran investigative journalist Ken Timmerman reported many voters claiming this happened to them, lodging complaints with vote judges. Timmerman has requested to see voting machine records. o Maryland Delegate Kathy Afzali and Carroll County Commissioner Richard Rothschild have requested the FBI impound two electronic voting machines suspected of switching votes based on complaints from other voters, including a state official. o Robert Ashcroft, a Republican poll watcher in Allentown, Pa., reported that about 5 to 10 percent of electronic votes would "change the selection back to default - to Obama." o EVM problems were also reported to have occurred in Ohio, Nevada, North Carolina and Texas. o A 2008 Fox News report showed how electronic voting machines can be infected with a computer virus to change votes. A Princeton University study in 2006 found the same thing. And the fraud didn't go unnoticed. A few of the higher-profile cases: o Patrick Moran, son of longtime U.S. Rep. Jim Moran, was caught on video by James O'Keefe's Veritas Project, telling an undercover journalist how to commit vote fraud. o Other Veritas videos showed Obama campaign officials in Texas, New Jersey and New York providing multiple forms to journalists posing as voters so that they could vote in two or more states. o On Election Day, Veritas reporters recorded poll officials on camera telling voters not to vote for Romney. o The Obama campaign continues to accept illegal donations from other countries. WND's Aaron Klein proved it by donating to the Obama campaign twice under the name "Osama bin Laden" using a Pakistani web address. o WND has filed a complaint with the FEC demanding an investigation of overseas donations to the Obama campaign. o In 2008, the Obama campaign accepted almost $30,000 from Palestinian donors. o A Korean interpreter in Flushing, N.Y., directed Korean voters to vote Democrat. "The story that is not being told is how afraid folks really are," he says, refusing to have his name published. He has lived through the turbulent '60s and '70s and served in Vietnam, he says, but none of that compares to the fear he sees in today's customers. "When you have not one, not two, but dozens of women well over 70 come in here to buy a gun, something is going wrong out there," he says. "It's not just little old white women - it's young people, white and black, affluent and struggling, who are worrying about the (government's) overreach and the need to protect themselves." As if on cue, a middle-aged black man walks in and is greeted with a hearty handshake. The man says he came in to pick up a gun he ordered the week before. His newest customer nods in agreement. President Obama made gun control a priority after the Sandy Hook Elementary School shootings. After months of speeches that demonized the National Rifle Association, the gun bill failed in the U.S. Senate last month. Obama called that defeat "a pretty shameful day for Washington." Yet the overwhelming public outrage that he anticipated simply never materialized. A poll released by The Washington Post and the Pew Research Center one week later showed only 47 percent of respondents were "disappointed" that the Senate failed to advance a bill to expand background checks to gun shows and online sales. Part of the problem is how the bill was pushed by Obama and his political arm, Organizing for America: People who own guns were condemned in shrill, strident terms that puzzled people who own guns, and even those who don't. One of the bill's sponsors, Sen. Joe Manchin, D-W.Va., insists he hasn't given up; he does near-daily cable news interviews, hoping to bring a gun bill back up for a vote. And Michael Bloomberg, New York's billionaire mayor, is dumping money into Pennsylvania for a television ad pressing folks to "demand" that their legislators support such a bill. Yet, last week, when Bloomberg's Mayors Against Guns organization held a rally in Beaver County, fewer than 20 people attended; most were organizers of the event. It's not unusual for members of Congress to misread public opinion, either from personal bias or a simple cultural lag. Obama and the Senate's majority Democrats clearly did on this issue, for both of those reasons. Among history's more spectacular examples of this phenomenon was the repeal of Prohibition, according to historian David Pietrusza. "The 'driest' Congress ever was elected very late in the game, in 1928," he recalled, "but within two years, the tide had turned dramatically ... by November 1932, 98 'dry' House members and seven 'dry' senators met defeat." Christopher Kelley, a Miami University of Ohio political scientist, theorized that it is in Republicans' interest to keep the gun issue alive for its potential value as a wedge issue in 2014 "and maybe even 2016." The gun shop's door opens to another customer, filling the air with the blare of an oncoming freight train's sequenced horn - long, long, short, long blasts, warning motorists of a train crossing Belle Vernon's Main Street, a few blocks away. Customers come and go from different walks of life, different ages, different genders, different ethnicities - a virtual social melting pot passing through one small gun shop, all echoing the same concern: fear that their way of life will be under attack again, and soon. Yet somehow, some way, the story of the High Frequency Active Auroral Research Program, or HAARP, just got sleazier and stranger - all thanks to an elderly physicist named Alfred Wong. Wong was an early proponent of HAARP, who used the facility in his studies of the ionosphere, the electrically-charged portion of the atmosphere. He also was something of a serial con man, according to a federal plea agreement provided to Danger Room. (.pdf) On Thursday, Wong agreed to pay nearly $1.7 million in damages for falsely billing Darpa and the Interior Department. He also plead guilty to a host of fraud charges. HAARP was originally pitched back in the Cold War as a way for plasma physicists to study the ionosphere by blasting it with radio frequency emissions. If you build this series of RF antennas in remote Alaska, the scientists told the Pentagon, HAARP wound not only advance our understanding of this crucial field. It could also be used to fry incoming Soviet missiles and spy on underground bunkers. One physicist working for the Arco oil-and-gas conglomerate even suggested that HAARP could be used to weaponize hurricanes - that is, if Arco's natural gas fields were used to power the thing. But the Pentagon was only partially interested. So instead the scientists - including a UCLA physics professor Alfred Wong - sought out Ted Stevens, an Alaska senator with a legendary soft spot for pet projects. "He provided some congressional money, some pork money," one of the scientists later told me for a 2009 WIRED magazine story . "It was much less than the bridge to nowhere." With Stevens' help, HAARP was eventually built, and physicists began doing some rather fascinating research there. But when those early ideas about HAARP's potential military uses came out - hoo boy, the tinfoil hat crowd went berserk, and stayed that way for a very long time. Everything from the Haiti earthquake to Hurricane Katrina was blamed on HAARP's dark weather-manipulated powers. People swore that the Alaskan antenna array was controlling their minds. A Russian military journal warned that blasting the ionosphere would cause the planet to " capsize ." Leading the charge was a one-time gemologist, miner, school supervisor, Chickaloon tribal administrator, and mind-control lecturer named Nick Begich, who just happened to be the brother of Stevens' eventual successor, Sen. Mark Begich. Through it all, Wong continued to do research at HAARP and at a neighboring facility called the High Power Auroral Stimulation Observatory, or HIPAS. And over the years, he claimed that he had no idea where people got those crazy notions about HAARP. (Although he occasionally floated ideas himself about hacking the planet and controlling the climate.) Wong swore he had no idea why Sen. Stevens, after their meeting together, kept insisting that HAARP would be able to harness the aurora borealis to bring a new, unlimited source of power to the planet. "There's a current flowing up there that you can modulate, and make some waves," Wong told theWashington Post in 1991. " have never claimed it was a way of taking energy to the ground." Perhaps Wong was telling the truth then. But it appears he has been less than forthright in his dealings with the government more recently. On Thursday, Wong plead guilty to federal fraud charges for submitting bogus invoices to U.S. government agencies. The now-retired professor used a number of different companies - including Van Nuys-based Non-linear Ion Dynamics (NID) and Beverly Hills' Alfred Wong Technologies - to score millions in government research contracts over the last decade. But what Wong did after scoring those contracts was somewhat less than ethical, according to his plea agreement . Darpa paid Wong's Non-linear Ion Dynamics, or NID, less than a million dollars to conduct "basic research into the feasibility of a nano technology battery based upon radiation emitted from a radioactive isotope," the plea agreement notes. In 2005, Wong claimed that Alfred Wong Technologies had sold some equipment related to this research to NID. He then billed the Pentagon for $160,000 in reimbursement. The problem was, "none of the items listed in the two invoices were manufactured by AWT," according to the plea deal. "AWT had no employees other than defendant, no manufacturing facilities, and expended no funds in the fabrication of these items." Oops. Wong wasn't done. Through a third front company, the International Foundation for Science, Health, and the Environment ("IFSHE"), he received a $25 million dollar Department of Interior contract to manage HIPAS, the ionospheric research facility neighboring HAARP in Alaska. Again, Wong claimed that one of his companies had sold equipment to another. Again, it was bogus. "In fact, expenditure was for furniture at IFSHE/NID headquarters in Van Nuys, California," the plea agreement notes. He also used the contract money to fund personal trips to Paris. Perhaps Wong's guilty plea will be the final spasm of HAARP-related weirdness. Perhaps now the facility will cease being Alaska's equivalent of Area 51 , and just be another unassuming government funded research effort.
