      <title>Cristina Fern'andez de Kirchner's Falklands letter is a desperate ploy</title>

Cristina Fern'andez de Kirchner, the Argentine president, this week sent an open letter to David Cameron inviting him to &quot;abide by the resolutions of the United Nations&quot;, and to negotiate a settlement over the sovereignty of the Falkland Islands.

This is not the first time President Kirchner has sought to bring this issue to the direct attention of the Prime Minister. In June 2012, at the G20 summit in Mexico, she tried to hand him a folder filled with UN resolutions. At the time, it was announced that the islanders were due to hold a referendum on their political future in March 2013.

Towards the end of her open letter, she declares: &quot;In the name of the Argentine people&quot;, which might make us wonder about just how strongly the country's 40 million population cares about these disputed islands. Does the very existence of this letter actually tell us something about underlying anxieties confronting not just President Kirchner, but a generation of Argentine nationalists who are passionate about &quot;recovering&quot; the Falklands?

As any visitor to Argentina will notice, this is a country consumed with &quot;cartographic anxiety&quot;. Leaving aside the widely distributed placards declaring that Las Malvinas son Argentinos, it takes its maps very seriously and insists on reminding citizens and visitors that it is made up of three fundamental elements - continental, insular and polar territories. When its political leaders talk about &quot;territorial integrity&quot;, they are referring to a profound belief that Argentina extends southwards to the South Pole and eastwards to encapsulate a large area of the south-west Atlantic, including the seabed around the Falklands, South Georgia and the South Sandwich Islands. 

From an early age, children are instructed that their country is territorially incomplete. By the time they are at primary school, they will be very familiar with the Falkland Islands, if not with the everyday realities of the 3,000-strong English-speaking community. They might not be so familiar with other aspects of Argentine geography - the extraordinary 19th-century expansion of the United Provinces of the River Plate to encapsulate the southern territories of Patagonia. Argentina was a colonising power, and a very successful one at that.

But do Argentines care about the Falklands, South Georgia and what is termed Argentine Antarctic Territory? If you were to ask the man or woman on the street in Buenos Aires you might well hear the answer &quot;yes&quot;, if the question was a straightforward one such as: should Argentina enjoy sovereignty over the Falklands? But if you were to ask what are the most important issues confronting their country, my guess is that most would answer corruption, inflation and poverty.

It was, after all, only two months ago that the press were reporting noisy protests (called Scacerolazo) and looting in major Argentine cities. While largely peaceful, the protests were a powerful reminder that all is not well in the country. The incomes and livelihoods of its middle classes have been severely damaged.

President Kirchner is committed to the &quot;recovery&quot; of the Falklands. She and her late husband, Nestor, made the issue personal. She is the self-styled Presidenta Malvinera and is determined to make major progress on this project. Militarily incapable of threatening Britain and its presence on the Falklands, she has tried to co-opt Latin American neighbours such as Brazil or Chile (without managing to get them to do anything terribly hostile against Britain or the islanders), harass the Falkland Islands community (through disruption to its tourism) and pressurise the international community to take an active interest in the issue.

But Argentina remains a country that is reluctant to confront its own colonial past. Then there are more recent issues to be faced, such as the violence associated with the military regimes of the 1970s. There are still people to be brought to trial: last month, Jaime Smart, a former interior minister, became the first civilian to be convicted for crimes against humanity. Falkland Islanders, among others, learnt about the kidnappings, tortures and murders of the &quot;Dirty War&quot; via the BBC World Service.

A growing number of young and highly educated Argentines would rather have a social and economic future worth savouring than one to flee from. And the country faces the prospect of further economic uncertainty and possible expulsion from the IMF for failing to provide sufficiently robust economic data.

Worse still, despite attempts to undermine the Falklands community, the prospect of oil and gas exploitation must surely raise the possibility of an increasingly self-sustaining British overseas territory.

The open letter to David Cameron is actually a sign of weakness, and I suspect desperation, on Argentina's part. President Kirchner is attempting to amend the constitution to allow her to stand for an unprecedented third presidential term - but even if she succeeds, she is not going to &quot;recover&quot; the Falklands.

            Six Nobel Peace Prize winners called for Britain to open 
talks with Argentina over the sovereignty of the Aflklands/Malvinas 
Islands, ahead of the 30th anniversary of the war between the two 
nations. The call came in the form of a letter directed to the UK's

            &quot;We, the undersigned citizens from different countries 
around the world, committed to world peace, wish to convey our concerns 
regarding the territorial dispute between the United Kingdom of Great 
Britain and Northern Ireland and the Republic of Argentina over the 
Falklands/Malvinas Islands, South Georgia, and South Sandwich Islands&quot;, 
the document read.
Argentine artist and 1980 Nobel Peace Prize winner for his protests 
against the military dictatorship Adolfo P'erez Esquivel along with five 
other laureates appeal to the British leader to comply with UN 
resolutions summoning the two nations to the negotiation table.
&quot;Since 1982, the UN General Assembly has continuously renewed the 
call through the adoption of resolutions requesting that the two 
countries sit down and talk&quot; the statement said.
&quot;Also, the UN Special Committee on Decolonization annually adopts a 
resolution which calls on both governments to consolidate the current 
process of dialogue and cooperation through the resumption of 
negotiations, in order to find, as soon as possible, a peaceful solution
 to the sovereignty dispute,&quot; it added.
The other Nobel winners signing the letter include 1992 peace prize 
winner Rigoberta Menchu of Guatemala, Mairead Maguire of Ireland (1976),
 South African Desmond Tutu (1984), US national Jody Williams (1997) and
 Iran's Shirin Ebadi (2003).
The letter ends calling the British government to revise its policies
 and resume the negotiations in compliance with international 
resolutions.
&quot;We therefore request that you review the British government's 
position of refusing to dialogue on this matter, and that your 
government comply with United Nations Resolutions calling for the 
initiation of talks with the Republic of Argentina&quot;.</description>

      <description>Washington refused to endorse British claims to sovereignty over the Falklands yesterday as the diplomatic row over oil drilling in the South Atlantic intensified in London and Buenos Aires and at the UN.

Despite Britain's close military alliance with the US, the Obama Administration is determined not to be drawn into the issue. It has also declined to back Britain's claim that oil exploration near the islands is sanctioned by international law, saying that the dispute is strictly a bilateral issue.

Argentina appealed to the UN Secretary-General last night to intervene in the dispute - a move Britain adamantly opposes.

&quot;The Secretary-General knows about the issue. He is not happy to learn that the situation is worsening,&quot; Jorge Taiana, the Argentine foreign minister, said after meeting Ban Ki Moon, the UN chief, in New York. 

&quot;We have asked the Secretary-General, within the framework of his good offices, to stress to Britain the need to abstain from further unilateral acts.&quot;

A top UN aide acknowledged, however, that Mr Ban would not be able to mediate because of Britain's opposition.

Sir Mark Lyall Grant, Britain's UN ambassador, said: &quot;As British Ministers have made clear, the UK has no doubt about its sovereignty over the Falkland Islands, South Georgia and the Sandwich Islands... We are also clear that the Falkland Islands Government is entitled to develop a hydrocarbons industry within its waters, and we support this legitimate business in Falklands' territory.&quot;

Senior US officials insisted that Washington's position on the Falklands was one of longstanding neutrality. This is in stark contrast to the public backing and vital intelligence offered by President Reagan to Margaret Thatcher once she had made the decision to recover the islands by force in 1982.

&quot;We are aware not only of the current situation but also of the history, but our position remains one of neutrality,&quot; a State Department spokesman told The Times.

&quot;The US recognises de facto UK administration of the islands but takes no position on the sovereignty claims of either party.&quot;

President Reagan's support for Britain in 1982 &quot;irked a lot of people in Latin America&quot;, Kevin Casas-Zamora, a Brookings Institution analyst and former Vice-President of Costa Rica, said. The Obama Administration &quot;is trying to split the difference as much as it can because it knows that coming round to the British position would once again create a lot of ill will in the region&quot;.

British officials in Washington said that they were comfortable with the US response to the dispute so far, but indicated that any American support for the idea of mediated negotiations would not be well received. It was &quot;wholly up to the islanders whether they want mediation or not&quot;, one official said.

Britain had boosted the islands' defences since the conflict, Sir Mark Stanhope, the First Sea Lord, said last night. &quot;Since 1982 we have built a massive runway. We have emplaced forces on the ground, we have sophisticated early warning systems. It is a completely different package, so to compare the way we dealt with the issues in 1982 with today is nonsense,&quot; he added. &quot;
