hoping Williams would be different tonight, those hopes were dashed, as 
Williams aggressively fought back against his astonishment that the head
 of the FBI could not recall in front of Congress who is heading up the 
investigation into the IRS for tea party targeting. Williams also had 
some choice words for Republicans jumping to conclusions without any 
evidence supporting them, saying it's just slander.

Williams
 told O'Reilly he believes that FBI director Robert Mueller legitimately
 had no idea who was leading the IRS investigation. He explained that 
both parties &quot;think the world&quot; of Mueller, and he's not going to risk 
tarnishing his legacy by trying to cover anything up for Obama. O'Reilly
 likened Mueller's denial to him saying &quot;I don't know who's on The 
Factor tonight!&quot;

Williams rolled his eyes, shooting back that 
&quot;The FBI's a massive organization!&quot; O'Reilly and Williams got in a loud 
back-and-forth over this, with Williams saying Republicans jumping the 
gun and accusing the White House of having a direct connection without 
any evidence to support it is why Americans have such high contempt for 
Congress. Williams shouted, &quot;How weak is that?&quot;

Panelist Mary 
Katherine Ham said Mueller may not necessarily have acted with malice, 
but his inability to recall who was leading the IRS investigation is an 
&quot;investigation of how seriously they're taking the investigation.&quot; Ham 
added that it's politically advantageous for the Obama administration to
 be silent on all of this, and took a shot at Williams by telling him 
the whole point of an investigation is to ask questions.

O'Reilly
 declared that someone needs to go to prison over this, while Ham 
continued hammering Williams and saying it's ridiculous to stay 
questioning should stop. Williams insisted that's not his argument, 
saying if they have evidence, they should show it, but they don't and 
they can't. He cited the IG investigation into the IRS targeting and the
 multitude of Benghazi investigations, telling O'Reilly that trust in 
Obama is so low, even young people are jumping ship at this point.</description>

He was joined Tuesday by hundreds of other protesters across Turkey and in Taksim Square, the scene of recent violent clashes between police and anti-government activists.

Protester Metin Kalem said he is taking part to show his opposition to the latest violence by police against protesters, who are calling for more freedom and democracy.

 Occupy Tel Aviv Encampment, June 18 - Joseph Zernik, PhD, of Human Rights Alert (NGO) has forwarded today to Presiding Justice Asher Grunis of the Israeli Supreme Court a repeat request for the appointment record of &quot;Chief Clerk&quot; Sarah Lifschitz.   
 Previous attempts to ascertain that Ms Lifschitz hold a lawful appointment as &quot;Chief Clerk&quot; of the Supreme Court through requests for her appointment record from Ms Lifschitz herself, through a request addressed to the Knesset's Chair of the Constitution, Law, and Justice Committee, through the a request to the Administration of Courts, and through an Israel Police complaint have all remained unanswered.   
 Ms Lifschitz has occupied the office of Chief Clerk of the Israeli Supreme Court since 2002, but the evidence shows that she was never lawfully appointed to such position. 
 The office of Chief Clerk is critical for the safeguard of the integrity of court records, and integrity, or lack thereof, of the office of Chief Clerk of the Supreme Court affects the integrity of the entire court system.  The office of Presiding Justice Asher Grunis expediently responded on previous correspondence. However, to this date, the office refuses to respond on a request for the appointment record of Ms Lifschitz. 
 The Human Rights Alert (NGO) submission was incorporated in the Periodic Review Report (2013) of the Human Rights Council of the United Nations (2013) with a note &quot;lack of integrity in the electronic records of the Supreme Court.... in Israel&quot;.  The Human Rights Alert (NGO) submission documented the forgery of numerous decision records of the Israeli Supreme Court following the occupation of the office of Chief Clerk by Ms Lifschitz, and undermining of the integrity of the records of the Israeli Supreme Court in general. 
 Unprecedented corruption of the Israeli courts over the past decade, under the tenure of Aharon Barak and Dorit Beinisch as Presiding Justice is central to the socio-economic crisis in Israel today.

sectarian divide in the  Middle East . 

Days
after the town of al-Qusair fell to President Bashar al-Assad's forces this
month with help from Lebanon's Shiite Hezbollah, the group was shunned by the
six-nation Gulf Cooperation Council. The oil-rich,
mainly Sunni GCC labeled it a terrorist group and threatened unprecedented
measures against its loyalists and their financial transactions. The U.S. said
last week it will help arm the Syrian opposition.

Hezbollah's involvement in Syria has led to
greater polarization between Islam's two main sects, said Salman Shaikh,
director of the Brookings Institution's Doha Center in Qatar.
Without the group, it &quot;would have been more of an inter-Syrian fight rather
than being a sectarian one,&quot; he said. 

The result is a watershed in the 31-year
history of Hezbollah, which seeks to portray itself as an anti- Israel  resistance
group and a champion of the downtrodden and oppressed, irrespective of their
brand of Islam. 

Its fighters are also likely to get mired
further in Syria's civil war to protect its central conduit of weapons and
prevent the well-armed rebels from strengthening Sunni militias in Lebanon,
said Torbjorn Soltvedt, senior analyst at Maplecroft, a U.K.-based risk
consultant. 

Sunni Militias 



&quot;Combined with significant pressure from  Iran , these factors
are likely to lead to even stronger involvement by Hezbollah in the Syrian
conflict despite the hostile GCC stands,&quot; he said. 

Most of the rebels fighting Assad are  Sunni Muslims 
while the president belongs to the minority Alawite sect, an off-shoot of
Shiite Islam. The split resulted from a dispute over succession following
Prophet Muhammad's death in 632. 

Hezbollah's open alignment with the Syrian
regime has triggered an escalation in the Sunni rhetoric, including from  Saudi Arabia 's
top cleric. 

Grand Mufti Sheikh Abdul-Aziz Al al-Sheikh
called Hezbollah a &quot;loathsome, sectarian&quot; group in a statement carried June 6
by the official Saudi Press Agency. He also endorsed Egyptian-born cleric Yusuf
al-Qaradawi's call on Sunni Muslims from his base in Qatar to fight a holy war
in Syria. 

Saudi Arabia's stock market, the Arab world's
biggest, dropped the most in almost two years on June 15 after  King Abdullah 
interrupted his vacation in  Morocco  because of what the official Saudi Press Agency said
were &quot;escalating concerns relating to events in the region.&quot; 

'Arm Us!' 



Egyptian President Mohamed Mursi, who hails
from the Sunni Muslim Brotherhood, on June 15 suspended diplomatic relations
with Assad. Egyptians stood by Lebanon and Hezbollah against Israel in 2006,
and &quot;today we stand against Hezbollah for their crimes in Syria,&quot; Mursi told a stadium packed
with his supporters. 

Khaled Al-Qazza, Mursi's secretary for
foreign affairs, last week said Egyptians were free to make up their minds
about going to Syria. 

More fighters may make their way to Syria
after Mohammad Al-Areefi, an influential Saudi scholar whose comments are often
cited, gave a sermon in a Cairo mosque on June 14 urging Sunnis to take up arms
against Assad and Hezbollah. Scores of worshipers jumped to their feet after
his comments, also broadcast on Egyptian television, and erupted into chants of
&quot;Arm us, arm us, to Syria, to Syria!&quot; 

Lebanon Spillover 



The tension has also led to a rise in
violence in Lebanon, where Shiites, Sunnis and Christians each make up roughly
a third of the population of 4.3 million people. Groups clashed in the northern
city of Tripoli, most recently this month, and rockets launched from Syria fell
on Shiite areas in Lebanon. 

Lebanon's army leadership urged restraint
last night following the killing of four people in a remote Bekaa Vally area
close to the Syrian border. The victims included three Shiites and a Turk with
a Shiite mother, the  Daily Star  reported. 

Gunmen fanned out in the region following the
killings, that show how Shiite-Sunni tensions have spilled over from the Syria
crisis. The army, in a statement carried by the official National News Agency,
called on residents to &quot;transcend their injuries&quot; and said it won't allow
anyone to exploit the incident to &quot;strike national unity.&quot; 

Risk Premium 



The chaos in Syria is already weighing on the
economy of Lebanon, whose modern history is marred by sectarian conflicts.
Growth, which averaged 8 percent from 2007 to 2010, won't exceed 2 percent in 2013,
Finance Minister Mohammad Safadi said in a June 5 interview. The risk premium
investors demand to hold Lebanon's debt over U.S. Treasuries surged in the past
four weeks to 467 on June 14, the highest since September last year, according
to JP Morgan Chase &amp;amp; Co. data. 

Lebanon's benchmark BLOM Stock Index (BLOM) fell for a sixth day today, declining
0.1 percent. The measure dropped 2.7 percent last week, the biggest weekly
slide since December 2011. 

Arabic for &quot;Party of God,&quot; Hezbollah, is the
only group that refused to disband following the end of Lebanon's 1975-1990
civil war, swelling from a small militia in 1982 to the most powerful political
group in the country with seats in parliament and ministers in the cabinet in  Beirut . 

Hezbollah says it needs its arsenal of
weapons to defend against Israeli attacks. It spearheaded the fight against
Israel's 18-year occupation of an enclave in south Lebanon. Israel withdrew in
2000, a move Hezbollah claimed as a victory. The group also fought an
inconclusive war against Israel in 2006, earning popularity among Sunnis as
well as Shiites. 

Hezbollah chief  Hassan Nasrallah 
has linked the group's involvement in Syria with its resistance narrative. He
called the fighting part of a broader struggle against Israel, saying Hezbollah
&quot;won't keep silent and watch its back break.&quot; 

Loyal Fighters 



In funerals this month for fighters who died
in Syria, Hezbollah officials repeated that message, while members of the group
say they are not fighting a sectarian war. 

&quot;No one should consider the al-Qusair
achievement as a victory for Shiites against Sunnis,&quot; said Hezbollah lawmaker
Hussein al-Moussawi in Nabi Sheet on June 5, according to a transcript of his
comments e-mailed by Hezbollah. He said it was a victory against the
Zionist-Western plot targeting Syria. 

Syrian opposition groups, which the U.S.
government will supply with small arms and ammunition, say Hezbollah is
mobilizing its fighters along with Syrian troops outside Aleppo in the north
for a push into the city, which unlike al-Qusair, is far from the borders of
Lebanon. 

One of the consequences of Hezbollah's
engagement in Syria is the possibility that Lebanese Shiites who work in Gulf
countries and send money back home would be expelled, said Peter Harling, project director with the
Middle East Program of the  International Crisis Group  think tank. 

Dire Impact 



&quot;It's happening on a small scale, but you
could have an exodus of Lebanese Shiites who are present in the Gulf in large
numbers, making a lot of money which they send home,&quot; he said in a phone
interview. &quot;This can have a very dire economic impact on the Shiites in
Lebanon.&quot; 

The crisis in Syria has also deepened
tensions between the Western-backed March 14 group and the Hezbollah-led March
8 group, which dominates the caretaker government of  Najib Mikati .


What is Hezbollah &quot;doing in the alleys of
al-Qusair and amid the rubble of its houses and buildings?&quot; former Prime
Minister Fouad Siniora, who heads the Future Movement in the March 14 bloc,

      <title>Congress Being Misled About True Costs of Service Contracts</title>

Dear Chairman McCaskill:

Following the Subcommittee's March 29, 2012, hearing on the cost of contractors, you and Senator Daniel Akaka submitted questions for the record (QFRs) to government witnesses. The Office of Management and Budget (OMB), Department of Homeland Security (DHS), and Department of the Army have submitted responses to those questions. The Project On Government Oversight (POGO) submitted written testimony for the record in March, and would like to take the opportunity to comment on the agencies' responses as well.

OMB's ResponseIn response to whether OMB plans to release additional guidance on in-sourcing and cost analyses, OMB stated that it expected to issue guidance by mid-July of this year to further shape the guidance set forth in Memorandum M-09-26, which OMB issued in July 2009 1 ]  ; specifically, OMB promised to identify &quot;where analyses are likely to be most effective.&quot; OMB also advised agencies to &quot;strengthen the use of service contract inventories.&quot; It should be noted that as of the date of this letter, OMB has yet to issue further guidance.

Three observations are relevant:

Although OMB memorandum M-09-26 mandated that agencies perform a cost analysis that addresses the full costs of government and private sector performance and provide '&quot;like comparisons' of costs that are of a sufficient magnitude to influence the final decision on the most cost effective source of support for the organization,&quot; OMB has neither offered guidance on how to conduct detailed cost comparisons nor implemented any policies for hiring a cost-efficient workforce. 

 OMB has not released any results from the memo's mandated &quot;intermediate steps,&quot; which include having improved human capital planning and management of the multi-sector workforce, conducting an analysis of one program in which there are concerns about the reliance on contractors, and establishing sound in-sourcing guidelines. OMB provided no evidence that any agency has complied with those steps or that any agency has reduced its reliance on service contractors. It has been three years since OMB released M-09-26, and the operative value of the memorandum should be questioned. OMB should be held accountable for its failure to act. POGO sees no evidence that any federal agency has complied with OMB's advice to &quot;strengthen the use of service contract inventories.&quot; Equally important, not a single federal agency reports a service contract inventory that contains cost-comparison data. Consequently, even if agency decision-making were based on a review of service contract inventories to rebalance its government/contractor workforce in accordance with criteria for cost-effective decision-making, these inventories are devoid of the data necessary to make rational workforce decisions. Accordingly, POGO supports congressional efforts to amend service contract inventory reporting to provide agencies with enhanced data on service contracts. 2 ]  DHS's ResponsesDHS's answers to the Subcommittee's QFRs raise additional questions. 3 ] Consequently, POGO submitted a Freedom of Information Act (FOIA) request to obtain relevant information related to DHS's Balanced Workforce Strategy (BWS). Unfortunately, DHS's FOIA response failed to provide detailed records and data that would help better understand how its workforce comparison program is saving taxpayer dollars by reducing reliance on costly contractors.

Additionally, it should be noted that DHS has identified an estimated $28 million in savings that resulted when it insourced work in 2009 and 2010, and an additional $2.3 million using the BWS. Nevertheless, if DHS isn't using the BWS on all new and existing contracts, and conducting a cost comparison analysis in all cases, the savings only reflect a small portion of those that could be realized.

Army's ResponsesThe Army provided a response that contained many helpful answers. 4 ] Most critically, its responses revealed that the Army is unique in creating the Contracting Manpower Reporting Application (CMRA) to collect much of the information that could result in improved human capital spending.

The Army's testimony provided insight into the unique strengths of its CMRA, but its answers to your QFRs left several questions unanswered:

1. The Army testified that it uses the CMRA to collect critical data, but not in the budget process (as required by 10 U.S.C. SS 235). The Army indicated that it would do so in the future, but didn't indicate an expected date of implementation. Now that there is a new Deputy Assistant Secretary, POGO believes the Army should define its precise plans and timelines for complying with the law.

2. The Army testified it had not used the data collected from the CMRA to conduct any cost analyses. One of the critical policy mandates contained in the law requiring annual service contract inventories is that decision makers review costs and determine if continued dependency upon contractors is cost-justified. 5 ] The Army's responses to your QFRs provided no explanation for why the cost data collected from the Army's CMRA is not used to conduct the necessary cost analyses. The Army should use this critical cost data.

The Army also testified that CMRA data had not been used in its acquisition process. A review of the types of data the CMRA collects makes it clear that it collects myriad data that would be useful to the Army's acquisition planning and implementation processes. The Army's response to your QFRs fails to explain why it isn't doing so. The Army should specify the date for when it expects to do so.

3. The Army testified that it had identified inherently governmental functions (IGFs) thatwere still being performed by contractors, but its response to your QFRs failed to address specifically what actions would be taken to correct violations and when. The Army should detail what corrective actions are being or will be taken, and by what date all inherently governmental functions would be performed by military or civilian personnel.

In addition, the Army's answer to whether contractor inventory data informs or improves the process by which Army personnel are making acquisition decisions does not fully address your concerns. The Army's inventory contains no cost-comparison data, nor does the inventory identify which contracts transfer IGFs to the contractor workforce or how many contractor employees are performing IGFs. The Army references the Panel for Documentation of Contractors and states that the Panel conducts a contractor inventory review to identify IGFs, but it is silent on what documents other than the Army's Inventory of Service Contracts the panel reviews. Of greater significance is the Army's silence on the number of IGFs it finds contractors are performing, the number of detected IGFs it consequently insources, the number of civilian employees it assigns to perform the insourced IGFs, and what the cost consequences were as a result of the need to rebalance its workforce.

Further, it is inconceivable that the Army is the only DoD component that outsources IGFs. Yet, DoD's most recent annual Report to Congress: Fiscal Year 2011 Inventory of Contracts for Services fails to address the issue of outsourced IGFs. 6 ]  POGO believes it would be helpful to submit QFRs to the Secretary of Defense concerning this failure.

Finally, the Army asserts that identifying IGFs being performed by contractors is an ongoing process, and that the longer it goes on the greater the likelihood they will be identified and appropriately remedied. The following facts are not in dispute: the law prohibits outsourcing IGFs, 7 ] DoD contracting officers are responsible for detecting IGF violations on an ongoing basis, and the vast majority of DoD service contracts are for extended periods of time. Nevertheless, the Army has made no attempt to explain: (a) how there were 1,935 instances of contractors performing IGFs, 8 ] (b) how long that had been known, or (c) a date by which these functions would be insourced. Congress is being assured that inappropriately outsourced functions will be remedied sometime in the future. There is no credible assurance from the Army, let alone the entire DoD, that IGFs will be insourced on an expedited basis. POGO supports legislative proposals to amend the FY 2013 NDAA by requiring that DoD components specify in their annual Inventory of Service Contracts how many contractor full-time equivalents (CFTEs) are performing IGFs for each service contract or task order inventoried. 9 ] Were this proposal adopted, Congress would be able to monitor the progress DoD makes in coming into compliance with the law and pass legislative reforms if the rate of progress were unacceptable.

4. The Army answered that, when using a federal employee is the best route, it is able to either insource functions or authorize new civilian positions. However, of the 246,916 full-time contractor employees in FY 2011, 10 ]   the Army only gave permission to insource 640 positions, or .26 percent of positions that might be inherently governmental or imposing unjustifiable costs. 11 ]   The Army's efforts to rebalance its workforce to conform to Congress's mandated standard of cost-effectiveness are window dressing at best and misleading at worst.

5. The Army's ostensible justification for implementing a self-imposed freeze on in-sourcing is to be compliant with the full-time employee (FTE) freeze. But that freeze hasn't prevented the Army from continuing to contract out hundreds of thousands of FTEs which potentially impose billions of dollars in higher costs over what those services would cost if performed by civilian personnel. 12 ] There is no economic justification to freeze the number of Army FTEs while allowing more costly contractor full-time equivalents (CFTEs) to proliferate. 13 ]

It should be noted that DoD's FY 2011 Inventory of Service Contracts reported that DoD components awarded approximately $144.5 billion in government obligations, and estimated that there are 709,879 CFTEs across the Department. 14 ]   The DoD has already acknowledged there are billions of dollars to be saved by reducing expenditures on service contracts. 15 ]   POGO believes the Subcommittee should request that the Secretary of Defense explain why DoD continues to increase the number of CFTEs while it continues to freeze the number of DoD civilian employees.

6. The Army opposes civilian FTE ceilings, stating:

The current caps on federal employees hiring have hampered agencies from actually making cost-analysis based decisions when contracting. The civilian full time equivalent cap instituted by the Secretary of Defense in Resource Management Decision 703A2 has had the side effect of removing some of the flexibility that the Army and its attendant Commands previously had to manage its workforce to the appropriate manpower mix. In practical terms, if the Army cannot hire civilians, then it must turn to other sources of labor-like contracting-when it needs to execute missions, provided the work is not inherently governmental. 16 ]

The Army also stated that &quot; ost-effective workforce management decisions ought to be based on allowing for the hiring of civilians to perform missions, rather than contractors, if the civilians will be cheaper.&quot; 17 ]

Despite those assertions, the Army or other components of DoD aren't using the A-76 cost comparison process because DoD has not fully implemented the requirements of 10 U.S.C. SS 2330a. Additionally, the Army or other DoD agencies are not highlighting wasteful spending hat results from workforce cost comparisons pursuant to Directive-Type Memorandum 09-007. 18 ]   Simply stated, something has to give-ceilings need to be lifted and the Army and other agencies should be required to conduct genuine cost comparisons to ensure that the government is utilizing the most cost-efficient personnel prior to insourcing or outsourcing any government work.

7. The Army states it is able to distinguish between non-Overseas Contingency Operations (OCO) and OCO-related service contracting costs. It is interesting to note, however, that other DoD service components rely upon the Federal Procurement Data System (FPDS) to derive contracting costs, and the FPDS does not distinguish between non-OCO and OCO service contracting costs. The Army's data collection system should be adopted by other DoD components. POGO suggests that the Secretary of Defense be asked to explain why the Army's data collection system has not been adopted across all components.

The   U.S. Flag Code    formalizes and unifies the traditional ways in which we give respect to the flag, also contains specific instructions on how the flag is not to be used. 

 The following is a list of do's and don'ts associated with Old Glory, the U.S. Flag. 

  When displaying the flag, DO the following:  

    Display the U.S. flag from sunrise to sunset on buildings and stationary flagstaffs in the open. When a patriotic effect is desired the flag may be displayed 24-hours a day if properly illuminated during the hours of darkness.  When placed on a single staff or lanyard, place the U.S. Flag above all other flags.  When flags are displayed in a row, the U.S. flag goes to the observer's left. Flags of other nations are flown at same height. State and local flags are traditionally flown lower.  When used during a marching ceremony or parade with other flags, the U.S. Flag will be to the observer's left.  On special days, the flag may be flown at half-staff. On Memorial Day it is flown at half-staff until noon and then raised.  When flown at half-staff, should be first hoisted to the peak for an instant and then lowered to the half-staff position. The flag should be again raised to the peak before it is lowered for the day. By &quot;half-staff&quot; is meant lowering the flag to one-half the distance between the top and bottom of the staff. Crepe streamers may be affixed to spear heads or flagstaffs in a parade only by order of the President of the United States.  When the flag is displayed over the middle of the street, it should be suspended vertically with the union (blue field of stars) to the north in an east and west street or to the east in a north and south street.  When the flag is displayed in a manner other than by being flown from a staff, it should be displayed flat, whether indoors or out. When displayed either horizontally or vertically against a wall, the union (blue field of stars) should be uppermost and to the flag's own right, that is, to the observer's left. When displayed in a window it should be displayed in the same way -- with the union or blue field to the left of the observer in the street.  When the flag is displayed on a car, the staff shall be fixed firmly to the chassis or clamped to the right fender.  When the flag is used to cover a casket, it should be so placed that the union is at the head and over the left shoulder. The flag should not be lowered into the grave or allowed to touch the ground.    



  When saluting the flag DO the following:      All persons present in uniform (military, police, fire, etc.) should render the military salute. Members of the armed forces and veterans who are present but not in uniform may render the military salute.  All other persons present should face the flag and stand at attention with their right hand over the heart, or if applicable, remove their headdress with their right hand and hold it at the left shoulder, the hand being over the heart.      When stowing or disposing of the flag, DO the following:   

      Fold in the traditional triangle for stowage, never wadded up.    The VFW offers the following instructions for properly disposing of a worn flag:                  The flag should be folded in its customary manner.  It is important that the fire be fairly large and of sufficient intensity to ensure complete burning of the flag.  Place the flag on the fire.  The individual(s) can come to attention, salute the flag, recite the Pledge of Allegiance and have a brief period of silent reflection.  After the flag is completely consumed, the fire should then be safely extinguished and the ashes buried.  Please make sure you are conforming to local/state fire codes or ordinances.        Quick list of Flag Etiquette Don'ts:   

    Don't dip the U.S. Flag for any person, flag, or vessel.  Don't let the flag touch the ground.  Don't fly flag upside down unless there is an emergency.  Don't carry the flag flat, or carry things in it.  Don't use the flag as clothing.  Don't store the flag where it can get dirty.  Don't use it as a cover.  Don't fasten it or tie it back. Always allow it to fall free.  Don't draw on, or otherwise mark the flag.  Don't use the flag for decoration. Use bunting with the blue on top, then white, then red.</description>

A joint venture by ARL, Aviation and Missile Research, Development and Engineering Center, known as AMRDEC, and industry, the Hostile Fire Detection Sensor, or Firefly, is a 360-degree surveillance system that uses acoustics fused with Short Wave Infrared detectors to locate enemy shooters for more accurate return fire.

Firefly detects line-of-sight and non-line-of-sight hostile fire and classifies these as small arms, heavy machine gun or rocket/mortar. It calculates geo-location of the shot and provides self-position and heading in a standard cursor-on-target format. The Firefly can be either a mobile or fixed system, attached to the Soldier's backpack while on patrol, or mounted at forward operating bases.

The Firefly system was initially deployed to Afghanistan in May 2012 to support a fires detection requirement. However, deployment sites faced challenges in sustaining conventional power delivery to Fireflies along perimeter walls due to enemy attacks when Soldiers were above the wall line changing batteries.

'In our attempts to solve the power issue, we discovered that CERDEC had sponsored the development of RENEWS power kits, which offered more complete solutions for charging the power supplies,' said William Lawler, an electrical engineer in ARL's Sensor Integration Branch. 'They immediately provided us with several kits, which we sent to AMRDEC for integration with Firefly and testing. Once it was determined that this solution satisfactorily extended the power supply, CERDEC provided several solar versions of the kits for deployment.'

The Reusing Existing Natural Energy, Wind &amp;amp; Solar system, or RENEWS, enables the harvesting and utilization of wind and/or solar power and is intended to produce up to 300 watts of energy field usage in silent, remote operations where the supply of power and fuel resupply is difficult or risky, noted Daniel Berka, an electronics technician in CERDEC's Command, Power &amp;amp; Integration directorate, or CERDEC CP&amp;amp;I.

RENEWS consists of a wind turbine, three 124-watt flexible solar panels, a power conditioner, an AC inverter, and a battery storage/charging unit that contains six BB-2590 rechargeable batteries; it can be hooked into either the solar panels or the wind turbine for continuous charging. The BB-2590 battery, which was developed by CERDEC CP&amp;amp;I, is lighter than the standard BB-390 battery and features better capacity.

'RENEWS offers options; solar was preferred in this case, using the solar panels to charge the six-pack of batteries during the day. We connected a cable from the RENEWS kit to the Firefly, giving them 1.2 KW of continuous energy to run the Firefly system. There still was some maintenance to check the Six-Pack and clean the dirt off the solar panels, but the Soldiers are not going up there every day because the solar panels are within the walls, so they're not exposed to enemy fire,' Berka said.

Limited pairings of the two systems have gone to theater as a package, with the most recent deployment being April 24.

'Integration is absolutely a critical, relevant and priority S&amp;amp;T (science and technology) investment, and RDECOM is uniquely positioned to provide this to the Army,' said Dale Ormond, director of U.S. Army Research, Development and Engineering Command, known as RDECOM. 'We are the only organization that has the flexibility and technical expertise to execute the Army S&amp;amp;T mission across a broad portfolio of services. We can draw on a wide range of strengths and technical competencies from each of our centers and laboratories to develop holistic solutions that meet real operational needs. It provides better technical solutions for Soldiers and it enhances the Army's ability to be more flexible and adaptive against asymmetrical threats.'

The integrated solution also provided an opportunity for CERDEC CP&amp;amp;I to gather additional operational feedback to be used in efforts to reduce Soldier load and logistical support, said Pedro Passapera, chief for CERDEC CP&amp;amp;I's Experimentation and Simulation Branch.

'Changing power sources and delivering fuel can be dangerous for Soldiers in the field. We are always looking for opportunities to collaborate with other organizations in order to address small unit power issues while reducing the logistics footprint,' Passapera said.

'Operational feedback allows us to see areas for improvements that would make the technology more effective for mission support,' Passapera continued. 'Other Soldiers will benefit from this because we will use the feedback to make adjustments to the current or next generation system and provide the data back to the appropriate decision makers. This was a perfect fit.' said.

CP&amp;amp;I has deployed 40 complete RENEWS systems and more than 60 solar systems to units, Passapera noted.

AMRDEC is seeking to transition Firefly to a program of record in late fiscal year 2013, noted Timothy Edwards, Ph.D., lead for AMRDEC's Firefly team.

RDECOM, whose mission is to develop technology and engineering solutions for America's Soldiers, is a major subordinate command of the U.S. Army Materiel Command. AMC is the Army's premier provider of materiel readiness -- technology, acquisition support, materiel development, logistics power projection, and sustainment -- to the total force, across the spectrum of joint military operations. If a Soldier shoots it, drives it, flies it, wears it, eats it or communicates with it, AMC provides it.

'This integrated solution has been very successful and is still serving the warfighters in Afghanistan. Working across RDECOM truly is the best way to support the warfighter,' Edwards said.</description>
