The quakes are all centered close to the well and Youngstown has never had an earthquake centered in its area previously. Injection wells are vertical wells drilled down to a level of porous sandstone. The process is to inject the brine under pressure where it will be forced into the porous sandstone and slowly spread away from the well allowing room for the next injection. Brine injection is not fracking, but used fracking fluid is a large component of brine. The United States Geological Survey has replotted the epicenter of the magnitude 4.0 earthquake that hit the Youngstown-Girard area December 31st just after 3 p.m. Initial reports had the epicenter plotted in McDonald, the most recent measurements now have the quake centered just off Division Street, less than one tenth of a mile from the D &amp; L brine injection well on Ohio Works Drive. On Friday, the Ohio Department of Natural Resources ordered the well shut down until further testing could be done to determine if the well could be causing the quakes. December 31st quake is the eleventh to hit the immediate area since March. Previous to March there had never been a locally originated earthquake in the Youngstown area. When they arrived, they found Carolyn McVehil, 21, of that address, in the living room with a gunshot wound to the head. She was pronounced dead. Today and the coming days through December 12 are crucial for any hope of getting Nitro's Law passed this session. High Caliber K9 owner and trainer Steve Croley, was arrested, charged and convicted on four paltry misdemeanor infractions for starving 19 dogs, eight of which died. The penalty of 4 months in jail was seen as little more than a slap on the wrist by many. "When the prosecutor told me that this is only a misdemeanor in Ohio, I almost collapsed," Raab said. "I told my husband, 'We have to try and do something. We can't change what happened to Nitro, but we can try to improve things for other animals in Ohio.'" Antal, president of the Mahoning County St. Vincent De Paul Society, said that he was not contacted by the Romney campaign ahead of the Saturday morning visit by Ryan, who stopped by the soup kitchen after a town hall at Youngstown State University. "We're a faith-based organization; we are apolitical because the majority of our funding is from private donations," Antal said in a phone interview Monday afternoon. "It's strictly in our bylaws not to do it. They showed up there, and they did not have permission. They got one of the volunteers to open up the doors." He added: "The photo-op they did wasn't even accurate. He did nothing. He just came in here to get his picture taken at the dining hall." Ryan had stopped by the soup kitchen for about 15 minutes on his way to the airport after his Saturday morning town hall in Youngstown. By the time he arrived, the food had already been served, the patrons had left, and the hall had been cleaned. Upon entering the soup kitchen, Ryan, his wife and three young children greeted and thanked several volunteers, then donned white aprons and offered to clean some dishes. Photographers snapped photos and TV cameras shot footage of Ryan and his family washing pots and pans that did not appear to be dirty. According to a Romney aide not authorized to speak publicly about the event, the campaign followed its usual protocol for impromptu, on-the-road stops by candidates: A staffer was dispatched to the St. Vincent De Paul Society ahead of Ryan's visit Saturday morning and spoke with a woman in charge on site, who said that it would be fine for the congressman to stop by. The campaign did not contact Antal ahead of the visit. Two deputies are now on leave as a result of an investigation into the incident. In the video, the sheriff's deputy can be seen repeatedly striking inmate Duniek Christian. Deputies brought Christian back to this holding cell in the basement of the courthouse following his appearance on assault charges to change back into his prison jumpsuit. It's during that time period that the deputy can be seen inflicting the blows. "It looks like someone, the deputy, might have lost his cool and got upset and took it out on the inmate," said David Engler, Duniek Christian's attorney. Engler says his client suffered injuries and claims he was denied medical treatment following the incident. Engler indentified the deputy as Deputy William Horn. "It's sort of shocking and very surprising to me, because I know the deputy," Engler said. Deputy Horn, the deputy seen in the cell with Christian, was suspended with pay as the sheriff's office continues to investigate. Another deputy, Kip Danks, who was standing outside the cell, has also been placed on leave. At least six other deputies who joined Danks outside the cell are being questioned. "I was horrified when I seen the film. Somebody's going to have to pay the consequences of what happened there," Mahoning County Sheriff Randal Wellington said. Sheriff Wellington says Deputy Horn could face an assault charge. Meanwhile, the question remains what provoked the attack? Christian's attorney says it could be that sometimes deputies have to deal with back talk from prisoners and that could have led to the altercation. He blames a delay in foreclosures while banks dealt with legal issues over robo-signings and other questionable practices. Now those foreclosures are moving forward again. "There was 15 straight months where foreclosure activity was down on a year over year basis, but then two of the last three months we've seen an increase in foreclosure activity," he said. RealtyTrac monitors foreclosures in the top 212 housing markets and found Cleveland with the highest ranking in Ohio at number 23.
