      <description>The size of primary schools has rocketed in the last three years as Britain deals with an explosion in the birth rate fuelled by the rise in young immigrant families.

There are 60 per cent more supersize primaries with more than 700 pupils - including some with more than 1,000 - than in 2010, according to Department for Education statistics.

While three years ago there were no schools with more than 1,000 pupils, it is now becoming more common to have six classes in each year.




There are now 130 schools with more than 700 pupils, compared with just 80 three years ago.


Supersized schools are most prevalent in deprived areas, particularly east London and central Birmingham, where cheap council housing is available for families. 


Barclay Primary School in Leyton, east London, already has 1,200 pupils and will expand to accommodate 1,600 by 2014, according to the  Guardian .

Local authorities are forcing headteachers to open mobile classrooms on playing fields and in playgrounds, music rooms and libraries, in order to comply with laws meaning councils must find all children a school place, the newspaper reported.



But a National Union of Teachers study earlier this year found a fifth of areas where new free schools were being built, under the Government's scheme, already had at least 10 per cent of places going spare.


Colin Ross, a school governor and Sheffield city council shadow cabinet member, said primary schools should not exceed 420 pupils - or two classes of 30 in each year.

He told the Guardian: 'Parents want to know that primary school teachers know their children. If a school becomes bigger than 420, it is very difficult for staff to know each child.'







Bob Garton, head of the 1,200-pupil Gascoigne Primary in Barking, east London, said: 'We have no open space. We had a playing field, but temporary classrooms are on that now. We don't have one spare room. We are full to bursting.'

But Kay Jones, headteacher of Pinkwell primary in Hayes, Middlesex, which currently has 983 pupils and will expand to 1,200 by 2016, said size was not a barrier to good teaching. 


'Class sizes are the same as in other smaller schools and we make sure there are only 300 children in the playground at any one time,' she said. 


Studies have shown that pupils may be less likely to be bullied in larger schools but research on whether large primaries are better or worse for children are inconclusive.

      <description>The dire manners and &quot;uncivilised behaviour&quot; of some Chinese tourists abroad are harming the country's image, said a top official who lamented their poor &quot;quality and breeding&quot;, according to state-run media.

Wang Yang, one of China's four vice premiers, singled out for condemnation &quot;talking loudly in public places, jay-walking, spitting and wilfully carving characters on items in scenic zones&quot;.

Such &quot;uncivilised behaviours&quot; were &quot;often criticised by the media and have damaged the image of Chinese people and caused vicious impact&quot;, he said, according to the website of the People's Daily, the ruling Communist Party's mouthpiece.

China proclaims itself a 5,000-year-old civilisation but at a government meeting Thursday on a new tourism law Wang said: &quot;The quality and breeding of some tourists are not high yet.&quot;

Chinese consumers have become increasingly affluent on the back of its economic boom and foreign holidays are ever more popular, with shopping often a key activity.

Destination countries, including debt-laden European states, have been easing visa restrictions to attract more tourists from China, but reports have also emerged of complaints about etiquette.

&quot;Improving the civilised quality of the citizens and building a good image of Chinese tourists are the obligations of governments at all levels and relevant agencies and companies,&quot; said Wang, a former party chief of Guangdong province, which borders Hong Kong.

Authorities should &quot;guide tourists to conscientiously abide by public order and social ethics, respect local religious beliefs and customs, mind their speech and behaviour... and protect the environment,&quot; he said.

A mainland Chinese mother who asked her son to relieve himself in a bottle in a crowded Hong Kong restaurant sparked an outpouring of online anger in February in the former British colony, where some locals deride mainlanders as &quot;locusts&quot;.

Travel authorities in rich eastern province of Jiangsu earlier this year urged travellers to &quot;take less cash, never show off money or valuables&quot; after 23 Chinese visitors were robbed in Paris.

	Scottish independence: Scotland 'held back by UK governments'Scotland has been held back by past and present UK governments, Holyrood's SNP administration has claimed.


        In a paper, to be published later, it cites six areas where 
Westminster has pursued policies said not to have been in the best 
interests of Scotland.
        The arguments are being outlined the day after Treasury 
analysis suggested independence would cost savers and borrowers north of
 the border.
        Scotland's electorate is being asked to vote yes or no to independence.


        On Thursday, 18 September, 2014, they will answer the question: &quot;Should Scotland be an independent country?&quot;


        In the build up to the vote, both the Scottish and UK governments have been publishing documents that illustrate their cases.


        This week, the two sides are focusing on the economy and financial sectors such as banking.

		      Scottish Secretary Michael Moore said a Treasury paper, titled  Scotland analysis: Financial services and banking , highlighted a number of questions that needed to be answered by the Scottish government.


        He believed it was up to ministers at Holyrood to say what 
would happen to Individual Savings Accounts (ISAs), mortgage products, 
pension funds and car insurance.
        Previewing the launch of a Scottish government paper, titled 
Scotland's Economy: the case for independence, Deputy First Minister 
Nicola Sturgeon said the Westminster system of government &quot;is hindering 
Scotland's potential&quot;.
        She highlighted six areas including;


     The decision of the last two Westminster governments to cut 
capital spending which would have supported an additional 19,000 jobs in
 Scotland   The UK government's failure to establish an oil fund for future
 generations, similar to the Norwegian fund now worth an estimated 
lb450bn   The decision by the UK government to engage in a boom in credit and debt expansion   Allowing income inequality to grow dramatically in the UK   The decision to concentrate economic activity in London   And the decision to pursue austerity rather than focus on growing the economy.        Ms Sturgeon said: &quot;The evidence is clear. The UK 
government's economic policies have been holding Scotland back for 
generations. 
        &quot;Only with the powers of independence can Scotland meet its full potential.


        &quot;We already know - and the report of the  Fiscal Commission Working Group 
 has confirmed - that by international standards Scotland is a wealthy 
and productive country, and has the potential to be an economically 
successful independent nation.&quot;
  'Economic mismanagement'
	      She goes on to say that Scotland has a wealth of resources in 
the areas of life sciences, creative industries, ICT, oil and gas, 
renewable energy, food and drink, manufacturing, financial services and 
tourism.
        Ms Sturgeon believes that with the full powers of independence the Scottish government &quot;would have the powers to do much more&quot;.
