							If there is one lesson I have learned over my decade and a half 
at Judicial Watch, it is this: you must never overestimate the hypocrisy
 of the Left--especially in covering for their own. 



Lest you have even the slightest doubt, cast an eye to the outrageous 
behavior of District of Columbia Attorney General Irvin B. Nathan when 
he allowed NBC-TV's David Gregory to walk away scot free for a firearm 
offense, even while openly acknowledging &quot;the clarity of the violation 
of the law.&quot;



We don't know for certain what prompted Nathan to decline to prosecute 
Gregory. We do know that, according to the Washington Post, until the 
Republican sweep in 2010, he had been the House Democrats' top lawyer. 
We also know that he was appointed attorney general by D.C. Democrat 
Mayor Vincent Gray. And we know that some legal experts have questioned 
why Nathan did not recuse himself from the case when it was discovered 
that he had a personal relationship with David Gregory's wife. Clearly 
more information was required.



On January 14, 2013, William A. Jacobson, founder and author of the 
outstanding blog website, Legal Insurrection, submitted a District of 
Columbia Freedom of Information Act (FOIA) request to the D.C. 
Metropolitan Police Department (MPD) and Office of the Attorney General 
(OAG) seeking access to the following records:



  1.  The January 9, 2013 letter from Lee Levine on behalf of David 
Gregory, referenced in the letter datedJanuary 11, 2013 from Attorney 
General Irvin B. Nathan to Mr. Levine which was publicly disclosed on 
that date.



  2.  All communications between the District of Columbia Office of 
Attorney General and/or Metropolitan Police Department, on the one hand,
 and legal counsel for David Gregory and/or NBC News, on the other hand,
 with regard to the incident involving the display on television by Mr. 
Gregory of an alleged high-capacity ammunition clip (the &quot;Gregory 
incident&quot;).



 3.  All documents in the possession of the MPD and OAG regarding the 
Gregory incident, to the extent not exempted from disclosure under 
applicable law,  including but not limited to witness statements, 
evidence review and possession records, interview notes, and forensic 
testing.



On February 20, 2013, OAG informed Jacobson that it was withholding 
certain requested records, including the January 9, 2013, letter from 
NBC attorney Lee Levine, as well as responsive emails between OAG and 
MPD. (We just learned the letter from Levine was made available to the 
media, but is being withheld from us!)



The OAG also withheld in their entirety an affidavit and a warrant 
responsive to the Jacobson FOIA request. On April 17, 2013, MPD informed
 Jacobson that it was withholding responsive records as well. This past 
week, Judicial Watch filed a FOIA lawsuit on Jacobson's behalf asking 
that the Court to declare OAG and MDP in violation of the law and to 
order them to produce the records without further delay.



The known facts in the Gregory case are simple. On Sunday December 23, 
2012, the &quot;Meet the Press&quot; host interviewed the National Rifle 
Association's Wayne LaPierre concerning firearms policy in the United 
States. During the course of the interview, Gregory exhibited a 
high-capacity ammunition clip. The possession of such an ammunition clip
 is in violation of the law of the District of Columbia. 



Gregory displayed the ammunition clip despite the fact that, according 
to the D.C. Office of the Attorney General,&quot;NBC was clearly and timely 
advised by an MPD (Metropolitan Police Department) employee that its 
plans to exhibit on the broadcast a high capacity magazine would violate
 D.C. law, and there was no contrary advice from any other federal 
official.&quot;



Some argued that, in accordance with D.C. law, Gregory should have been 
charged with a weapons violation and taken into custody, as other 
alleged offenders have been. The MPD failed to do so, however, and in 
early January announced that it had completed its two-week investigation
 and presented the case to the OAG &quot;for a determination of the 
prosecutorial merit of the case.&quot;



On January 11, 2013, after just two days of deliberation, Attorney 
General Nathan sent a letter to NBC saying that his office would not 
prosecute Gregory, &quot;despite the clarity of the violation of this 
important law.&quot; The Attorney General added, &quot;There is no doubt of the 
gravity of the illegal conduct in this matter...&quot;



Yet, in what surely must be one of the most glaring non sequiturs I've 
seen, Nathan then refused to prosecute Gregory. And the Washington 
Times' outstanding editorialist Emily Miller well summed up the 
absurdity of the situation when Gregory first committed his violation:



The District came up with its overly restrictive laws in response to the
 Supreme Court overturning the capital city's 30-year gun ban. The 
statutes shouldn't apply just to regular people but to the rich and 
powerful as well. The District should either repeal its over-the-top 
restrictions or send a squad car to take David Gregory into custody.



The way Gregory's prosecution decision was handled undermines confidence
 in the fair administration of justice.  If Gregory shouldn't be 
prosecuted then no one should be - and the law should be rescinded.  Our
 client Prof. Jacobsen also is seeking justice in the public interest:



&quot;The documents being withheld will help shed light on the details of 
this highly publicized non-prosecution, which raised issues as to 
whether well-connected and famous D.C. insiders were treated as any 
other citizen in a similar situation.  I appreciate Judicial Watch 
assisting in this search for the truth.&quot;



Let's hope the courts put an end to this cover-up.

Japanese Prime Minister Shinzo Abe likened the Yasukuni Shrine in Tokyo, which houses the remains of Japan's war dead including convicted World War II criminals, with the Arlington National Cemetery in the US. 14 convicted World War II criminals are enshrined in Yasukuni. Suppose the Germans had decided to enshrine Nazi war criminals at an altar in the middle of their capital and the chancellor, Cabinet and lawmakers paid homage there every year. 



The EU would not exist, and Germany would have faced global condemnation and isolation. Japan's war criminals are no different than Nazi war criminals. Comparing Yasukuni with the Arlington National Cemetery is simply absurd. Japanese politicians are trying to win votes for parliamentary elections in July by appealing to populist, rightwing sentiment with their attempts to whitewash the unimaginable atrocities and slaughter of tens of millions of people in neighboring countries committed by Japanese troops during World War II. Nobody dares to counter that dangerous lurch to the right, in which Abe is a leading figure. That is why the country cannot be allowed to revise its pacifist constitution and arm itself again.

This question has been at the center of public debate for decades, as atheist activists, in particular, have advanced the notion that the nation's founders envisioned a particularly fervent imposition of the segregation of God and government. But is this really the case?

Dr. John Eastman, a distinguished law professor at Chapman University, told TheBlaze that he believes these non-believers have their story wrong.

&quot;They think the phrase separation of church and state is the First Amendment,&quot; he said, going on to note that these words don't appear anywhere in the U.S. Constitution.

Just in case you need a refresher, the amendment reads:

    Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the government for a redress of grievances.

The first line creates the most contention, as it involves two separate religious articles - the Establishment and Free Exercise Clauses. It is the former that most atheist activists tend to focus on, and according to Eastman, their assessments are generally wrong-headed.

Rather than a decry waged against any inclusion of faith in the public square, the professor claims that this portion of the document speaks against a state-imposed faith.

&quot;It tells us that you don't want a national religion - a state-coerced national religion, a one-size-fits-all, everybody-has-to-join  ,&quot; he said of the Establishment Clause, going on to highlight a bit of history. &quot;  were concerned that with a strong national government there would be a national religion ... they wanted to allow the states a free hand to collaborate   religion in their important work of fostering a citizenry.&quot;

Eastman called the provision one that was rooted in federalism. Over the past 50 years, he charged the U.S. Supreme Court with misunderstanding the Establishment Clause to mean that religion must be removed entirely from public life. Atheist activists have seized upon this interpretation as well.

&quot;We're on the threshold of success,&quot; he said, though, of reversing the trend.

As far as nativities on courthouse lawns and other similar religious imagery goes, Eastman said that communities should be allowed to express their views so long as citizens are not being coerced by the government to subscribe to specific ideologies.

      <description>All this could have been prevented if they just passed a bill making it 
illegal to kill your mother and steal her firearms and take those 
firearms to a school and use them to shoot people, and have it 
retroactively come into effect last year.  Oh wait, all those things are
 already illegal...

Good to see that the senator's main concern is making sure he gets the funding.
They're using  the same anti-gun play book that was used here (Canada) in the late 80's early 90's.
Many gun laws are put in effect only to be taken to the Supreme Court, 
where the laws get shot down buy way of Fifth Amendment Rights. I'm sure
 this will be no different. Giving a U.S. citizen a prison term for 
having a firearm is a violation of F A Rights. I will be watching to see
 how this plays out.

Connecticut gun law: Breakdown of when new rules go into effect
				
				
							HARTFORD - New gun controls in Connecticut may have set off 
discussions by some manufacturers over whether or not to leave the state
 and a myriad of questions from dealers, but for citizens interested in 
buying guns going forward, the best way to approach the new rules is to 
look at when they go into effect.

The revisions, adopted almost three months after lawmakers looked for 
consensus in working groups and their leaders took weeks to negotiate 
the terms, are touted as among the strongest in the nation. Connecticut 
also has begun to address improvements in mental health services and 
school security as part of the comprehensive law.

The bipartisan deal was the state's response to the slaughter of 20 
first-graders and six educators at Sandy Hook Elementary School in 
Newtown Dec. 14 by lone gunman Adam Lanza, who used a Bushmaster AR-15 
semiautomatic rifle to shoot 154 rounds in less than five minutes; the 
victims each were shot between 3 and 11 times.

Both sides were passionate in their positions on gun control, with 
opponents accusing lawmakers of going too far in regulating firearms and
 not far enough in addressing mental health services; proponents 
criticized the failure to ban possession of magazines over 10 rounds. 

Everyone agreed on the necessity of implementing known strategies to 
improve behavorial health and aligning insurance coverage, and some of 
that is part the new law. A continuing review of mental health access is
 ongoing, with a final report not due until the end of the year.

Adoption of the total package, however, with affirmative votes from both
 Republicans and Democrats, is being held up as a model for Washington 
to follow.

EFFECTIVE IMMEDIATELY

ASSAULT WEAPONS BAN: The state's ban on assault weapons, which covered 
66 weapons as adopted in 1993, has been increased by at least 100 more 
that now will meet the expanded definition of the military-style 
firearm, that the industry refers to as sporting rifles.

The sale of AR-15s since the tragedy at Newtown increased dramatically 
due to the anticipated rule changes and the fear that assault weapons 
currently owned would be confiscated.

Legal owners can keep them in their homes and their businesses and they 
can use them at the shooting range, but they can't be transported with 
magazines holding more than 10 rounds. 

Under the changes, no one has to give up their assault weapons purchased
 by April 3, but there are restrictions on where they can be used.

That means citizens who rushed out to continue to clear the shelves at 
firearm dealers of any of the banned firearms on the morning of April 4,
 before Gov. Dannel P. Malloy signed the bill at noon, are in possession
 of a banned weapon which is subject to a class D felony with a 
mandatory one-year minimum prison term.

The exemptions to the ban allow their sale and possession to the 
Department of Corrections, the Department of Emergency Services and 
Public Protection, police departments and state/national military or 
naval forces for use in their official duties.

LARGE CAPACITY MAGAZINE BAN: Magazines holding more than 10 rounds 
cannot be sold, purchased or imported into Connecticut as the state 
joins New York, New Jersey, Maryland, Colorado, California, Hawaii and 
Washington, D.C. in limiting their size and use.

To reach bipartisan agreement among the leaders, the law does not ban 
possession of magazines larger than 10 rounds, but, similar to the 
banned assault weapons, they can only be possessed in a owner's home or 
place of business and at a shooting range. When they are transported to 
and from a shooting range, they cannot be loaded with more than 10 
bullets.

The exemptions are the same as those for the banned assault weapons.

UNIVERSAL BACKGROUND CHECKS: The sale of all firearms, including the 
private sale or transfer of long guns (rifles and shotguns) requires the
 buyer to pass a national criminal background check. Up to now, the 
private sale of long guns was not regulated and 40 percent of firearms 
sales across the country did not require a background check.

The seller of long guns, in addition to the background check, has to 
document the transaction with the state Department of Emergency Services
 and Public Protection which must authorize the sale; the gun cannot be 
loaded when transferred.

AMMUNITION SALES: Sales of ammunition to anyone under the age of 18 are barred.

EFFECTIVE JULY 1, 2013 

 LONG GUN ELIGIBILITY CERTIFICATE : The minimum age for a long gun 
eligibility certificate is 18, whereas the existing law sets a minimum 
age of 21 for a handgun. The eligibility certificate provisions are 
substantially the same as those for handgun eligibility certificates: 
 DESPP issues them ; the  fee is $35  and the certificate is good for five 
years; a background check is needed; applicants are ineligible after 
felony convictions, certain misdemeanors or certain mental health 
history.

MENTAL HEALTH AND ELIGIBILITY FOR GUN CREDENTIALS: Persons confined to a
 psychiatric hospital by a probate court order within the preceding 60 
months are ineligible for a gun permit or eligibility certificate. Under
 current law, it is within 12 months of the order

AMMUNITION CERTIFICATE: Anyone 18 years of age and older can request an 
ammunition certificate, which will require a national criminal history 
check. The  cost is $35  and it is in effect for five years. Applicants 
are ineligible if guilty of any felony, certain misdeamonors or 
involuntary psychiatric confinement. The certificate is not needed for 
those holding a permit to carry a pistol, which covers about 200,000 
individuals in Connecticut, a handgun eligibility certificate or a long 
gun certificate.

RISK REDUCTION EARNED CREDITS AND PAROLE FOR VIOLENT OFFENDERS: The law 
requires inmates convicted of violent crimes to continue to serve 85 
percent of their sentences before being eligible for parole, regardless 
of any credits they receive. As under current law, inmates convicted of 
any crimes except the following can earn credits: murder, capital 
felony, felony murder, arson murder, first-degree aggravated sexual 
assault and home invasion.

BOARD OF FIREARM PERMIT EXAMINERS MEMBERSHIP: The law increases the 
board membership from seven to nine, by adding one retired Superior 
Court judge, appointed by the chief court administrator, and a 
Department of Mental Health and Addiction Services nominee, appointed by
 the governor. The law also allows the board to grant one continuance, 
for good cause, to an official whose action on a gun permit or gun 
eligibility certificate is being appealed.

 APPROPRIATION: The law appropriates $1 million to DESPP to fund the statewide firearms trafficking force.  (Can you say MRAP?)

EFFECTIVE OCT. 1, 2013

MENTAL HEALTH AND GUN PERMITS ELIGIBILITY: The bill makes ineligible any
 person who voluntarily admitted himself or herself to a psychiatric 
hospital, on or after Oct. 1, 2013. A person who has been so admitted 
will not be able to receive a permit or eligibility certificate for 6 
months thereafter, nor will they be eligible to possess any firearm for 
those six months following their release from the hospital.

You are not ineligible if your admission is solely for drug or alcohol treatment.

The Department Mental Health and Addiction Services will be responsible 
for maintaining information on voluntary admissions and make that 
information available to the Department of Emergency Services and Public
 Protection to carry out the new provisions on obtaining gun 
credentials. DMHAS must start to maintain identifying information on 
these individuals as of July 1, 2013. 

ARMOR PIERCING AMMUNITION BANNED: The bill expands the definition of 
what constitutes banned armor piercing bullets beyond .50 caliber, which
 have already been banned.

DOMESTIC VIOLENCE INVESTIGATIONS: The bill allows police to seize 
ammunition, under the same circumstances as they can seize guns, when 
investigating domestic violence crimes.

INCREASED CRIMINAL PENALTIES FOR GUN TRAFFICKING AND OTHER GUN-RELATED 
OFFENSES: Sixteen specific firearm related crimes have increased felony 
penalities and mandatory minimum sentences usually moving from one 
felony category to at lease one higher punishment level.

SAFE STORAGE REQUIREMENTS: Owners must secure firearms if they know that
 a resident on the premises is ineligible to possess firearms under 
state or federal law or poses a risk of imminent personal injury to 
himself, herself or others. The current ban applied to keeping the 
firearms away from anyone who is under age 16. As under current law, a 
gun owner is strictly liable for damages if an ineligible or at-risk 
person gains access to an inappropriately stored weapon and uses it to 
injure himself or someone else.

 GUN PERMIT APPLICATION : The law requires those applying for a gun permit
 to be a permanent resident of the town to which he or she applies, not 
where they have a business. The usual process is two-part, with a local 
official or police chief issuing a temporary state permit with other 
aspects conducted by state police who issue the five-year state permit 
if all requirements are met.

 The new law prohibits anyone from applying for a temporary permit more than once in a 12-month period. 

EFFECTIVE JAN. 1, 2014

DANGEROUS WEAPON OFFENDER REGISTRY: Individuals must register with the 
Department of Emergency Services and Public Protection for a period of 
five years after they have served their sentences for any of more than 
40 weapons offenses or another felony that the court makes a finding 
involved the use or threatened use of a deadly weapon.

They must keep their registration address current at all times and check
 in once a year with local law enforcement. This is the first statewide 
weapon offender registry and was requested by urban mayors and the 
Police Chiefs Association. It will only be available to law enforcement.

 REGISTER LARGE CAPACITY MAGAZINES :  Anyone who lawfully possesses  a 
magazine with more than 10 rounds as of April 3, 2013,  must register  
them with the state by January 1, 2014. Orders of such magazines made 
before April 3, 2013, but delivered after that, still are legal but must
 be registered.

 REGISTER BANNED ASSAULT WEAPONS : Anyone who legally owned a now-banned 
assault weapon by April 3, 2013, must apply for a certificate of 
possession by Jan. 1, 2014.

ADDITIONAL INFO

Michael Lawlor, Malloy's chief liaison on criminal matters, said the 
Department of Emergency Service and Public Protection will need more 
staff and  the governor is committed to funding this . He said the 
regulations and forms necessary for the new registration of assault 
weapons and large-capacity magazines and other requirements should be in
 place by August 1.

A  permit to carry for handguns now takes several months  and that is 
expected to continue. Additional personnel for much of the eligibility 
processing will not need to be state police.

While there was an increase in processing gun sales since the tragedy in
 Newtown, the reduced number of weapons Connecticut residents are now 
allowed to buy will ease that bureaucratic impact.

State Rep. Steve Dargan, D-West Haven, said  his main concern is to make sure that the necessary funding is in place. 

The estimated cost of improving mental health services and school 
security, in addition to the firearms changes, is $18.5 million though 
fiscal 2015, according to the Office of Fiscal Analysis. For the 
tightened of gun restrictions and new permitting the high end estimate 
through early 2015 is $6.395 million. (They said the Canadian gun registry would take about 2 million and be self funded after that... Over 2 billion later..)

The breakdown of costs to the Department of Emergency Services and 
Public Protection is between $200,000 and $300,000 in fiscal 2013; $2. 2
 million to $3.2 million in fiscal 2014; and $695,000 beginning in 
fiscal 2015, related to safety and security audits, enhanced background 
check and permitting requirements, and developing and maintaining a new 
registry of persons convicted of committing a crime with a deadly 
weapon.

The Newtown shootings were the impetus for new gun laws across the 
country and a nationwide discussion, some of which resulted in tighter 
rules in eight states. But 10 states passed more than a dozen laws that 
made them weaker, according to the Law Center to Prevent Gun Violence, a
 reflection of how the issue continues to be one of the most divisive in
 the country.

 President Barack Obama will be at the University of Hartford Monday to continue to lobby for stricter federal gun laws. 

But reinstating an assault weapons ban or limiting magazines is not 
expected to happen on the national level, and there continues to be 
pushback to universal background checks, despite the renewed effort for 
more gun regulations in light of Newtown

yesterday on the stand that he shot at his then-girlfriend's ex - and 
that he didn't report the shooting out of fear that it would &quot;bring 
attention&quot; to him and his high-profile unit.



NYPD Officer Leopold McLean - who is charged with shooting LePaul 
Gammons, and then covering it up - was guarding Bloomberg's daughter 
Georgina at a Knick game in November 2010 when he received a &quot;frantic&quot; 
phone call from his girlfriend, Assia Winfield, who said her 
ex-boyfriend was harassing her.



&quot;She sounded stressed because he kept calling her . . . I told her we 
would go to the precinct when I got off work to report it,&quot; McLean 
testified.



He went to Winfield's house in Jamaica, Queens, after dropping off the mayor's daughter.



&quot;I heard frantic banging on the passenger side window. It was Assia 
saying, 'Andre   is here, he has a knife' . . . I
 got out of the car and Gammons was standing outside of her fence with 
something shiny in his hand,&quot; he said.



McLean, 48, admitted in a Queens courtroom that he didn't know if it was a knife - but he still fired one round.



&quot;I wanted to stop him and arrest him. I didn't see blood. I didn't think
 I hit him. He kept running. I fired another shot. I stopped shooting 
because I couldn't see anymore and didn't want to endanger the public,&quot; 
said McLean, who claimed he fired two shots - not six, as other 
witnesses have said.



He called 911, claiming that Gammons had broken into Winfield's house, 
but made no mention of the shooting, which left Gammons wounded in the 
butt.



&quot;Looking back now, I should have told them I fired my weapon,&quot; McLean 
said. &quot;I knew it was a violation of the patrol guide. I had the right to
 remain silent and I did,&quot; he told the defense.



Then, under cross-examination, he said, &quot;I didn't report the shooting 
because I didn't want the focus to be on me or the unit. I wanted it to 
be on Gammons' felony burglary.&quot;



It wasn't the first time that the cop, who has been placed on modified duty, pulled his gun to deal with Winfield's ex.



McLean pointed his gun at the ex-con - who is now locked up on Rikers 
Island on a forgery rap - on Valentine's Day 2007 when Gammons followed 
Winfield to McLean's house, the cop admitted yesterday.



&quot;My sergeant gave me a lecture about that. He didn't want me to embarrass the dignitary unit,&quot; he said.



McLean's testimony came the day after Winfield admitted that he had told her to keep the shooting under wraps.

(Reuters) - Maryland Governor Martin O'Malley on Thursday signed into 
law one of the United States' toughest gun control measures, even as 
opponents vowed to overturn it.



The legislation prompted by the Newtown, Connecticut, school massacre 
requires handgun buyers to undergo safety training and submit 
fingerprints to obtain a license.



It also bans the sale of 45 types of assault weapons, which have been 
linked to at least 461 U.S. deaths since 2004, according to the 
governor's office.



&quot;We've chosen to take action by advancing the strategies that work to 
save lives,&quot; O'Malley, a Democrat mentioned as a potential presidential 
candidate in 2016, said in a statement.



The new law also reduces magazine capacity from 20 rounds to 10 rounds. 
People who have been involuntarily committed to a mental health facility
 will be banned from gun ownership.



Maryland joins Connecticut and New York in expanding assault weapons 
bans and restricting the capacity of magazines in the aftermath of the 
Newtown elementary school shooting that killed 20 students and six 
adults in December.



Colorado approved similar measures after a gunman killed 12 people and wounded 58 in July 2012 in a movie theater.



The National Rifle Association (NRA), the powerful gun lobby, has 
announced plans to challenge the new state gun control laws, including 
those in Maryland.



Republican State Assembly Delegate Neil Parrott said last month that 
leading opponents of the Maryland bill planned to back an NRA lawsuit, 
rather than petition for a referendum.



Senate President Thomas Miller criticized the NRA. He told a news 
conference in Annapolis that the NRA &quot;is going to look for a 
conservative, right-wing-leaning judge, rather than going to the people 
of the state of Maryland ... because they know that if this bill went to
 the people, it would pass overwhelmingly.&quot;



A Washington Post poll in February showed that Maryland residents 
supported O'Malley's licensing plan. Eighty-five percent backed it, and 
73 percent said they did so &quot;strongly.&quot;



A Maryland woman, Sue Payne, has also launched a campaign to petition 
the bill to a referendum, filing paperwork with the board of elections 
last month.



Other features of the bill include mandatory reporting of lost or stolen
 firearms. It also strengthens the state's ability to regulate gun 
dealers and bars some violent offenders from obtaining a gun while on

The police tackled and arrested her and her associate, and held them for 25 hours, charging them with Obstruction, disorderly conduct, and the famous catch-all...resisting arrest.

This incident prompted the immediate shut-down of the &quot;safety&quot; checkpoint.

 

The police attempted to take the card from the phone and apparently stole the wrong one.

 

Cue up the bootlickers and the sufferers of Stockholm Syndrome to criticize a woman who was breaking no laws.

If possible, I'd like to see if someone could post a few videos of the &quot;good&quot; cops we keep hearing about...the one's who turn to their fellow-officers and say &quot;she may be annoying to us, but she's not breaking any laws and it's her Constitutional right to record us, so ignore her and respect her 1st, 4th, and 5th Amendment rights.&quot;

					D.C. Bill Would Require Gun Owners to Purchase $250K in Liability Insurance
						
							Prospective gun owners in Washington, D.C., may be in for a 
surprise if a proposed bill gains the local council's support. The 
prospective law would require that those who wish to license a gun 
purchase a $250,000 liability insurance policy.

The D.C. Council is currently considering the proposal, which would  mandate coverage for negligent and intentional acts not taken in self-defense . Introduced by Democratic Councilmember Mary Cheh, CBS D.C. reports that the bill will be discussed in committee later today.

Rather than impacting only those who wish to purchase a gun, the bill 
would also require citizens who already have licenses to obtain 
liability insurance.  Its intent is to provide compensation to individuals who are harmed as a result of gun violence. 

&quot;These are instrumentalities that, if mishandled or allow others access 
or mishandling, can cause great harm,&quot; Cheh said in an interview with 
WTTF-TV.

Critics are speaking out against the proposal, noting the cost it will 
impose on gun owners. It's currently unclear how much a $250,000 
liability insurance policy would cost, but Cheh also said that she is 
open to lowering the coverage amount, pending it is too expensive.

&quot;I don't mean it to be a centrifuge as a ban,&quot; she said in response to 
those who may accuse her of creating a barrier to gun ownership. &quot;I want
 it to really be insurance.&quot;

While insurance would surely help victims of gun violence, there is a
 gaping hole in the proposal, as crimes committed with an illegal 
firearm potentially wouldn't yield coverage for victims (i.e. people
 who own guns illegally likely won't have mandated insurance). Still, 
the proposal is one that supporters are comparing to home or car 
insurance.

Joe Biden responds to boy's sweet solution to gun violence

This February, Myles Nelson, 7, came up with a solution to gun violence: use chocolate bullets.

He told his classroom's reading specialist, Barbara Rankin, about his 
idea one lunch hour. She suggested he write to letters to President 
Barack Obama, Vice President Joe Biden, and Wisconsin Congresswoman Gwen
 Moore, sharing his brilliant idea.

With the help of Rankin, Myles did just that.

&quot;Dear Vice President Biden, I have a great idea to help make our country
 safer, better and the best,&quot; Myles wrote. &quot;I think guns should shoot 
out chocolate bullets. Then no one will get killed and no one will be 
sad.&quot;

This week, Biden responded with a handwritten letter:

&quot;I am sorry it took me so very long to respond to your letter,&quot; Biden 
wrote in a letter that arrived at Nelson's school, Downtown Montessori 
Academy in Milwaukee, Wisconsin, on Monday. &quot;I really like your idea. If
 we had guns that shot chocolate, not only would our country be safer, 
it would be happier. People love chocolate. You are a good boy.&quot;

&quot;Everybody was impressed. You should have seen everybody. Their faces 
were just wide-eyed,&quot; said Virginia Flynn, the head of school. &quot;The fact
 that it was handwritten made it really special.&quot;

&quot;My jaw hit the floor,&quot; Myles's father, Garance Nelson, told TODAY.com. 
&quot;I think everybody was very surprised that Vice President Biden was kind
 enough to take time enough out of his busy schedule to write a note to 
my son. It showed that one little boy's voice was heard by big 
government, and they gave him a little bit of their time.&quot;

Myles offers a simple explanation for his chocolate-bullets idea:

&quot;I don't know I just thought about it,&quot; Myles told CBS58. &quot;What do you want me to have? Candycane bullets? That would hurt.&quot;

Myles also received a response from Moore, WTMJ reported.

He's still waiting for a response from Obama.

&quot;Well, I was very happy that (Biden) wrote me a letter,&quot; Myles said. &quot;But I'm still waiting for Obama to do it.&quot;

Disarming Realities: As Gun Sales Soar, Gun Crimes Plummet

A couple of new studies reveal the gun-control hypesters' worst 
nightmare...more people are buying firearms, while firearm-related 
homicides and suicides are steadily diminishing. What crackpots came up 
with these conclusions? One set of statistics was compiled by the U.S. 
Department of Justice. The other was reported by the Pew Research 
Center.



According to DOJ's Bureau of Justice Statistics, U.S. gun-related 
homicides dropped 39 percent over the course of 18 years, from 18,253 
during 1993, to 11,101 in 2011. During the same period, non-fatal 
firearm crimes decreased even more, a whopping 69 percent. The majority 
of those declines in both categories occurred during the first 10 years 
of that time frame. Firearm homicides declined from 1993 to 1999, rose 
through 2006, and then declined again through 2011. Non-fatal firearm 
violence declined from 1993 through 2004, then fluctuated in the 
mid-to-late 2000s.



And where did the bad people who did the shooting get most of their 
guns? Were those gun show &quot;loopholes&quot; responsible? Nope. According to 
surveys DOJ conducted of state prison inmates during 2004 (the most 
recent year of data available), only two percent who owned a gun at the 
time of their offense bought it at either a gun show or flea market. 
About 10 percent said they purchased their gun from a retail shop or 
pawnshop, 37 percent obtained it from family or friends, and another 40 
percent obtained it from an illegal source.



While firearm violence accounted for about 70 percent of all homicides 
between 1993 and 2011, guns were used in less than 10 percent of all 
non-fatal violent crimes. Between 70 percent and 80 percent of those 
firearm homicides involved a handgun, and 90 percent of non-fatal 
firearm victimizations were committed with a handgun. Males, blacks, and
 persons aged 18-24 had the highest firearm homicide rates.



The March Pew study, drawn from numbers obtained from the Bureau of 
Justice Statistics and Centers for Disease Control and Prevention, also 
found a dramatic drop in gun crime over the past two decades. Their 
accounting shows a 49 percent decline in the homicide rate, and a 75 
percent decline of non-fatal violent crime victimization. More than 8 in
 10 gun homicide victims in 2010 were men and boys. Fifty-five percent 
of the homicide victims were black, far beyond their 13 percent share of
 the population.



Pew researchers observed that the huge amount of attention devoted to 
gun violence incidents in the media has caused most Americans to be 
unaware that gun crime is &quot;strikingly down&quot; from 20 years ago. In fact, 
gun-related homicides in the late 2000s were &quot;equal to those not seen 
since the early 1960s.&quot; Yet their survey found that 56 percent believed 
gun-related crime is higher, 26 percent believed it stayed about the 
same, and 6 percent didn't know.  Only 12 percent of those polled 
thought it was lower.



The Pew survey found that while women and elderly were actually less 
likely to become crime victims, they were more likely to believe gun 
crime had increased in recent years. On the other hand, men, who were 
more likely to become victims, were more likely know that the gun rate 
had dropped.



Those gun crime rates certainly aren't diminishing for lack of supply...at
 least not for law-abiding legal buyers. Last December, the FBI recorded
 a record number of 2.78 million background checks for purchases that 
month, surpassing a 2.01 million mark set the month before by about 39 
percent. That December 2012 figure, in turn, was up 49 percent from a 
previous record on that month the year before. FBI checks for all of 
2012 totaled 19.6 million, an annual record, and an increase of 19 
percent over 2011.



Firearms sellers can thank the gun-control legislation lobbies for much 
of this business windfall. Marked demand increases have been witnessed 
over the past five years thanks to the 2008 and 2012 elections of U.S. 
history's most successful, if unintentional, gun salesman as president. 
The firearms market got a huge added boost after the tragic shootings at
 Sandy Hook Elementary School in Newton, Connecticut activated a renewed
 legislative frenzy.



If that gun-purchasing fervor has abated with the defeat of several 
congressional regulation proposals, as I'm sure it has, you surely 
wouldn't have known it by witnessing the overwhelmingly enormous annual 
NRA convention in Houston earlier this month. Attendance was estimated 
to be more than 70,000 people from all over the country.



Those attendees weren't all guys either...not by a long shot. Last year, 
the National Shooting Sports Foundation reported that participation by 
women increased both in target shooting (46.5%) and hunting (36.6%) over
 the past decade. Also, 61% of firearm retailers responding to a NSSF 
survey reported an increase in female customers. A 2009 NSSF survey 
indicated that the number of women purchasing guns for personal defense 
increased a whopping 83 percent.



Is John Lott, the author of &quot;More Guns, Less Crime&quot; right? Does the 
rapid growth of gun ownership and armed citizens have anything to do 
with a diminishing gun violence trend? His expansive research concludes 
that state &quot;shall issue&quot; laws which allow citizens to carry concealed 
weapons do produce a steady decrease in violent crime. He explains that 
this is logical because criminals are deterred by the risk of attacking 
an armed target, so as more citizens arm themselves, danger to the 
criminals increases.



Whether or not you buy that reasoning, and it does make sense to me, 
what about the notion that tougher gun laws have or would make any 
difference? With the toughest gun laws in the nation, Chicago saw 
homicides jump to 513 in 2012, a 15% hike in a single year. The city's 
murder rate is 15.65 per 100,000 people, compared with 4.5 for the 
Midwest, and 5.6 for Illinois.



Up to 80 percent of Chicago murders and non-fatal shootings are gang- 
related, primarily young black and Hispanic men killed by other black 
and Hispanic men. Would tightening gun laws even more, or &quot;requiring&quot; 
background checks, change these conditions?



Gwainevere Catchings Hess, president of the Black Women's Agenda (BWA), 
Inc., an organization that strongly advocates strict gun-control 
legislation, rightly points out that  &quot;In 2009, black males ages 15-19 
were eight times as likely as white males the same age, and 2.5 times as
 likely as their Hispanic peers to be killed in a gun homicide.&quot; 



Those are terrible statistics, but here are some others. Today, 72% of 
black children are born out of wedlock, as are 53% of Hispanic children 
and 36% of white children. Back in 1965, 25% of black children were born
 out of wedlock, nearly one-third fewer. As a result, promiscuous 
rappers, prosperous dope peddlers and street gang leaders are becoming 
ever more influential role models. It's probably no big stretch of 
imagination to correlate such grossly disproportionate crime and 
victimization rates with comparably staggering rates of single-parent 
families, those without fathers in particular.



Yet in the general population, and although the agenda-driven media 
hasn't noticed, we can be grateful that gun violence has been trending 
downward since 1993 when it hit its last peak. Don't want to credit a 
rise in gun ownership and concealed carry by law-abiding citizens for 
this good news? Fine. But then, don't imagine that gun legislation is

There's little support for it in Turkey

The
Syrian civil war has spilled over into Turkey on a number of
occasions - in addition to the recent bombings in Reyhanli, there
was a car bomb at a Turkish border crossing in February that killed
14; and last June Syria shot down a Turkish reconnaissance jet off
the Syrian coast.

However,
despite these seeming acts of aggression, there has been little
appetite among average Turks for an incursion into Syria, says Amir
Hassanpour, a retired professor of Mideast affairs at the University
of Toronto.

The
main reason for this, he says, is that Turks are tired of bloodshed.
Not only has Turkey recently come through a three-decade civil war of
its own with Kurdish rebels, which claimed 40,000 lives, it has also
witnessed at close hand the bloody, chaotic outcomes of the wars in
Afghanistan and Iraq.

opinion doesn't really like Turkish involvement in wars in the
region,&quot;

2)
The Turkish leadership has domestic demands

The
other factor here is that Prime Minister Erdogan is preoccupied with
two equally pressing domestic issues -- forging a peace agreement
with the Kurdistan Workers' Party (PKK) and reaching consensus on a
new constitution -- observes Reva Bhalla, vice-president of global
analysis for the Texas-based consultancy Stratfor.

Turkey's
30-year battle with Kurdish rebels, which are located largely in the
southeastern party of the country bordering Iraq, came to an end in
March when jailed PKK leader Abdullah Ocalan announced a truce.

Since
then, the Turkish government has been working to solidify the peace,
and part of that is enshrining rights for Kurds in a new
constitution.

&quot;This
is a very sensitive political time for the ruling party, as Erdogan
is trying to cobble together a whole series of constitutional
revisions and at the same time negotiate a comprehensive peace deal
with the PKK - and those two issues are intertwined,&quot; 


3)
Military intervention could threaten a PKK peace deal

The
PKK has links to Kurdish populations not only in Turkey, but in
northern Iraq and northern Syria, areas where Turkish forces and
Kurdish rebels have clashed repeatedly in the last three decades.

While
Turkey still classifies the PKK as a terrorist organization, the
government is allowing PKK members, under the current peace
negotiations, to withdraw from Turkey to return to northern Iraq.

Bhalla
says that if Turkey were to jump into the fray in Syria, it would
likely galvanize Kurdish fighters living in northern Syria, and could
unravel the delicate peace that the two sides have managed to achieve
in recent months. Something the Turks do not want to see.

4)
Confrontation with Iran

&quot;When
you talk about Syria, you are also talking automatically about Iran,&quot;
says Raboudi.

Iran
and Syria have enjoyed a long-standing friendship, not least because
they both aim to counteract the influence of the U.S. and Israel in
the region.

Throughout
the current crisis, the Iranian leadership has supported Syria's
embattled Assad politically as well as militarily (often transporting
arms through Iraqi airspace).

The
Sunni-led government of Turkey has had reasonably good relations with
the Shia theocracy of Iran.

But
if Turkey were to intervene in Syria, Raboudi says it's possible that
it could spur Iran, one of the region's biggest powers, to become
more actively involved - and turn an already messy sectarian battle
into an even bloodier conflagration.

5)
The Americans are reluctant to fight

While
Turkey has an estimable army, Bhalla says the country would only act
militarily if the U.S. took the lead and provided the majority of
weaponry and tactical support.

&quot;Turkey
is not going to intervene militarily in Syria on a meaningful scale
without the United States playing that primary role,&quot; says
Bhalla.

Despite
strong criticism of the Assad regime, the Obama administration has
been reluctant to commit to any kind of military force in Syria. One
reason is that U.S. intervention could ignite a war with Iran, says
Hassanpour. Plus, there's the unhappy legacy of recent U.S. wars in
the region, which weighs heavily on the American public.

&quot;The
United States cannot engage in another war - it has already lost
the wars in Afghanistan and in Iraq,&quot; says Hassanpour.</description>
