The Department of Homeland Security, which under Secretary Janet Napolitano has shown a keen interest in monitoring and warning about outspoken conservatives, takes a very different approach in monitoring political Islamists, according to a 2011 memo on protecting the free speech rights of pro-Shariah Muslim supremacists.

In a checklist obtained by The Daily Caller entitled &quot;Countering Violent Extremism Dos and Don'ts&quot; the DHS's Office of Civil Rights and Civil Liberties notifies local and national law enforcement officials that it is Obama administration policy to consider specifically Islamic criticism of the American system of government legitimate.

This policy stands in stark contrast to the DHS Office of Intelligence and Analysis' 2009 memo &quot;Rightwing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment&quot;  , which warned of the dangers posed by pro-life advocates, critics of same-sex marriage and groups concerned with abiding by the U.S. Constitution, among others.

The advice of the Dos and Don'ts list is far more conciliatory. &quot;Don't use training that equates radical thought, religious expression, freedom to protest, or other constitutionally-protected activity, including disliking the U.S. government without being violent,&quot; the manual's authors write in a section on training being &quot;sensitive to constitutional values.&quot;

The manual, which was produced by an inter-agency working group from DHS and the National Counterterrorism Center, advises, &quot;Trainers who equate the desire for Sharia law with criminal activity violate basic tenets of the First Amendment.&quot;

The Homeland Security document also seems to discount evidence unearthed by the Justice Department about the aims of some mainstream Muslim organizations, warning law enforcement not to rely on &quot;unsubstantiated theories&quot; and &quot;conspiracies,&quot; such as the belief that &quot;many mainstream Muslim organizations have terrorist ties&quot; or are &quot;fronts for Islamic political organizations whose true desire is to establish Sharia law in America.&quot;
The checklist also advised against using moderate Muslim &quot;trainers who are self-professed 'Muslim reformers'&quot; because they &quot;may further an interest group agenda instead of delivering generally accepted, unbiased information.&quot;

The manual advises trainees not to assume Muslim Americans are &quot;using democratic processes, like litigation and free speech, to subvert democracy and install Sharia law.&quot;

In fact, the Justice Department proved that some very prominent Muslim organizations do have terror ties in a 2009 case and that they share the Muslim Brotherhood's goal of Shariah law. &quot;The government has produced ample evidence to establish the associations of CAIR  , ISNA  , NAIT  , with the Islamic Association for Palestine, and with Hamas,&quot; U.S. District Court Judge Jorge Solis said in the July 1, 2009 ruling.

Tim Clemente, a former FBI agent who hunted Anwar Al-Awlaki and who has worked with Muslims to help stop terrorist plots, told The Daily Caller the government overdoes its sensitivity. Clemente says that the Muslim community &quot;needs a realization, not necessarily a reformation,&quot; that only it can stop terrorist attacks.

&quot;Muslims are the ones that should notice this and should nip it in the bud,&quot; Clemente told TheDC. &quot;When you see the guy radicalizing and yelling at an imam, do more. Take it to the next level. Don't go turning a blind eye.&quot;

&quot;While it is true that the vast majority of Muslims, especially in America, will never ever be radicalized, the greatest percentage of those that will commit terrorist acts happen to Muslim,&quot; continued Clemente, who was critical of DHS's 2009 report on rightwing groups.

Although the two reports originated from different wings of Napolitano's vast Homeland Security bureaucracy, the contrast in their deference to constitutional rights and presumption of innocence is striking.

The &quot;Rightwing Extremism&quot; report warned that the economic recession, Barack Obama's election, and the &quot;return of military veterans facing significant challenges reintegrating&quot; might lead to a rise in white-power domestic terrorist activity - a threat that, unlike the threat posted by radical Islam, has failed to materialize in the four years since the report was issued.

The 2009 report also defined &quot;rightwing extremism in the United States&quot; as including not just racist or hate groups, but also those who reject federal authority in favor of state or local authority and who &quot;are dedicated to a single issue, such as opposition to abortion or immigration.&quot;

The 2009 report's authors conceded that DHS &quot;has no specific information that domestic rightwing terrorists are currently planning acts of violence.&quot;

Jay Devereaux hadn't paid much attention to the daily drumbeat of partisan politics in D.C. He wasn't a Washington nerd, and didn't know who said what during congressional hearings -- nor did he care.

But when news broke that the government was using taxpayer money to bail out Wall Street banks, he started paying attention and didn't like what he was hearing.

So the Florida father and information technology specialist decided to form a group, Unite in Action, to educate people in his area about the issues, he said. It was originally formed as a corporation before Devereaux decided to apply for tax-exempt status from the IRS. 

That was two years ago. It was never approved.

&quot;It's all but killed us,&quot; Devereaux told FoxNews.com. &quot;We could lose everything. Today, it's me and my organization, but tomorrow it could be you.&quot;

Devereaux is among a group of activists, being represented by the American Center for Law and Justice, who are preparing to sue the federal government for the practice of targeting Tea Party groups. ACLJ Executive Director Jordan Sekulow told FoxNews.com he'll likely file the civil suits next Wednesday or Thursday on behalf of more than a dozen Tea Party groups who say they were singled out by the IRS and had their tax-exempt status severely delayed or denied altogether.

The suits, combined with congressional inquiries and an FBI probe, signal that the heated hearing on Capitol Hill Friday - with the outgoing IRS chief - was just the start of a protracted legal and political battle over the scandal. 

Sekulow said the number of plaintiffs in the civil suit are growing as is the list of who his organization wants held accountable. It's still unclear whether the organization will file as a class-action or individually in the 17 different states where the complaints originate.

Litigation could take months or years and for some like Devereaux, time isn't on their side.

While initially waiting for IRS approval, Devereaux dipped into his own bank account, maxed out credit cards and even borrowed money from friends so his group could put on a civic-engagement training session at the Omni Shoreham hotel in Washington. His goal was to eventually set up a steady stream of revenue for a tax-exempt nonprofit.

The next time Devereaux heard from the IRS, they had requested details and credentials on every single speaker and all the educational materials provided in the 78 classes held at the hotel. The IRS also wanted information on all 45 vendors, their credentials and a donor list.

Devereaux refused.

Five rounds of IRS letters later, and United in Action's tax-exempt status is still in limbo.

If they are denied, Devereaux's group would owe the federal government &quot;somewhere in the neighborhood of $70,000 in back taxes,&quot; he said, referring to money he would owe the government on donations.

&quot;It's more than we have in our bank account,&quot; he said.

He's not alone.

Waco Tea Party President Toby Walker said her group applied for a 501(c)(4) status in July 2010. She'd call the IRS from time to time to check on the progress but was basically told, 'Don't call us, we'll call you,' she said.

Then in February 2012, the IRS finally made contact.

Walker said she was asked questions that went well beyond the purview of the agency's authority. They wanted to know everything about the Waco Tea Party group, their relationships with public officials, lists of volunteers and every single news story the group had ever been mentioned in.

Walker said the request was so lengthy and intrusive that had she complied with the demands, she &quot;would have needed a U-haul truck of about 20 feet.&quot;

While Walker's group was finally granted tax-exempt status in March 2013, she said a lot of damage has already been done. She said people were afraid to support her group financially because they had not received the IRS-stamped status. 

Others were afraid that they might be targeted by the IRS if they supported Walker's group publicly. Having one of the most powerful government agencies angry at them wasn't a risk many people were willing to take. And so the group suffered, she said.

&quot;We spent thousands of our own dollars fighting this,&quot; she said. &quot;If this happens to one organization in America, we should all be outraged.&quot;

Allegations that the IRS had been targeting conservative groups that applied for tax-exempt status date back years but a government report released Wednesday backed up the claims. The White House has spent most of the week trying to contain the fallout from the scandal. &quot;Americans are right to be angry about it, and I am angry about it,&quot; President Obama said earlier this week.

By Friday, two of the agency's top tax officials had been removed from their posts. One, outgoing acting IRS commissioner Steven Miller, was grilled Friday morning in the House Ways and Means Committee by Republican and Democratic lawmakers who demanded answers on why the unfair practice of targeting conservative groups was allowed to continue on his watch.

Jeremy Affeldt makes $6 million a year pitching for the San Francisco Giants, and reportedly has grossed at least $30 million since joining the major leagues in 2002. But all of that money hasn't gone to his head. And some of it didn't even stay in his bank account, once Affeldt realized it wasn't his to keep.

Henry Schulman of  the San Francisco Chronicle examined Tuesday what happened when Affeldt discovered in 2010 that he was being overpaid $500,000 because of a clerical error the Giants made when typing up his contract:

Affeldt got three opinions saying the contract was ironclad and he could keep the extra $500,000, from the Players Association, agent Michael Moye and even Giants assistant general manager Bobby Evans.

Affeldt recalled Moye telling him, &quot;You know what? As your agent I've got to tell you that legally you can keep it. As a man who represents integrity, I'm saying you should give it back.&quot;

And that's what Affeldt said he did, redoing the contract with the $500,000 excised.

&quot;I talked to Bobby the next day and said, 'I can't take that money,' &quot; Affeldt said. &quot; 'I won't sleep well at night knowing I took that money because every time I open my paycheck I'll know it's not right.' &quot;

Affeldt's two-year contract extension called for him to be paid a total of $10 million, so the unintended bonus of $500,000 represents 5 percent. That would be a significant chuck of change to Joe Average.



Schulman's note was prompted by Affeldt telling the story in a book he recently published - &quot; To Stir a Movement &quot; - which chronicles Affeldt's goal, as a person of faith, in defeating social injustices, most notably human trafficking.

Being overpaid by accident and keeping the money might not be as destructive of an act as slavery, but it's still a sin. And Affeldt, who identifies as a Christian, seems to be a moral person.

This might be the best example possible of why it can be OK for kids to look up to Major League Baseball players as role models. Not in the sense of trying to be a pitcher, or trying to make a lot of money. And  Affeldt certainly sets a bad example  at the BBQ grill, and  his hugging skills sometimes fail . But he did the right thing when the time came. Everyone who has a son or daughter should hope their kid would do what Affeldt did with this kind of found money.
