      <description>Russian S-300 Deliveries to Syria 'Destabilizing' - Kerry


TEL AVIV, May 23 (RIA Novosti) - The sale by Russia of S-300 air defense systems to Syria would be &quot;destabilizing&quot; for the region, US Secretary State John Kerry said on Thursday.

&quot;S-300 missiles coming from Russia, or other countries, Iranian missiles, are destabilizing to the region,&quot; Kerry said. &quot;The United States is committed, not only in its defense of Israel, but in its concerns for the region to try to address this issue.&quot;

Russian Foreign Minister Sergei Lavrov said earlier this month that Russia would honor a deal with Syria to supply it with S-300 air defense systems.

&quot;Those who do not plan aggressive actions against a sovereign state have nothing to worry about, because means of air defense - and this is clear from the name - are a purely defensive system required to repel air attacks,&quot; Lavrov said.

He also said the deal was signed before Israel planes hit targets in Syria earlier this month.

S-300 is widely acknowledged by defense analysts as one of the world's most advanced air defense systems. An S-300 battery would &quot;provide coverage of much of northern and central Israel if deployed in the south west of Syria for targets other than those at low altitude,&quot; Douglas Barrie, an air warfare analyst with the London-based International Institute of Strategic Studies, told RIA Novosti earlier this month.

The sale of Russian weapons to Syrian President Bashar Assad's regime has been a source of bilateral tension between Moscow and Washington, with US officials accusing Russia of arming a regime the United States says is killing its own citizens in Syria's raging civil war.


Last week, Washington criticized Moscow for delivering advanced Yakhont anti-ship missiles to Damascus, and last year called on Russia not to deliver overhauled helicopter gunships to the Assad regime.

Russia, however, has insisted that the deliveries are legal under international law and that it is not supplying Syria, the largest importer of Russian arms in the Middle East, with offensive weapons which can be used to kill civilians.</description>

      <title>German Intelligence Sees Assad Regaining Hold</title>

      <description>Not even a year ago, German intelligence predicted Syrian autocrat Bashar Assad's regime would soon collapse. Now, the agency instead believes the rebels are in trouble. Government troops are set to make significant advances, it predicts.

Germany's foreign intelligence agency, the Bundesnachrichtendienst (BND), has fundamentally changed its view of the ongoing civil war in Syria.

BND now believes the Syrian military of autocrat Bashar Assad is more stable than it has been in a long time and is capable of undertaking successful operations against rebel units at will. BND head Gerhard Schindler informed select politicians of the agency's new assessment in a secret meeting.

It is a notable about-face. As recently as last summer, Schindler reported to government officials and parliamentarians that he felt the Assad regime would collapse early in 2013. He repeated the view in interviews with the media.

At the time, the BND pointed to the Syrian military's precarious supply situation and large numbers of desertions that included members of the officer core. German intelligence spoke of the &quot;end phase of the regime.&quot;

Since then, however, the situation has changed dramatically, the BND believes. Schindler used graphics and maps to demonstrate that Assad's troops once again possess effective supply lines to ensure sufficient quantities of weapons and other materiel. Fuel supplies for tanks and military aircraft, which had proved troublesome, are once again available, Schindler reported. The new situation allows Assad's troops to combat spontaneous rebel attacks and even retake positions that were previously lost. The BND does not believe that Assad's military is strong enough to defeat the rebels, but it can do enough to improve its position in the current stalemate.

Severing Rebel Supply Lines

The assessment appears to be consistent with recent reports from Syria, where government troops have been able to regain the upper hand in the region stretching from Damascus to Homs, including coastal areas near Homs. Furthermore, fighters loyal to Assad have expelled rebel fighters from several districts on the edge of Damascus and cut off their supply lines to the south. Currently, the regime is in the process of severing rebel supply lines to the west.

Meanwhile, the BND believes that rebel forces, which include several groups of Islamist fighters with ties to al-Qaida, are facing extreme difficulties. Schindler reported that different rebel groups are fighting with each other to attain supremacy in individual regions. Furthermore, regime troops have managed to cut supply lines for weapons and evacuation routes for wounded fighters. Each new battle weakens the militias further, the BND chief said.

Should the conflict continue as it has in recent weeks, says Schindler, government troops could retake the entire southern half of the country by the end of 2013. That would leave only the north for insurgent fighters, where Kurdish rebels have tight control over their areas.

Lowering Expectations

Schindler's report on the state of the rebel groups allows little room for hope that serious talks between the insurgents and the Assad regime will take place soon. The BND says there is no functional chain of command between opposition leaders abroad and the militias inside of Syria. The fighters on the ground simply don't recognize the political leadership, says the BND.

The United Nations is currently doing all it can to encourage both sides to engage in peace talks in Geneva, though no date has been set. German Foreign Minister Guido Westerwelle is once again travelling to the Middle East on Wednesday to plan for such negotiations.

At a meeting of the &quot;Friends of Syria&quot; in the Jordanian capital of Amman, Westerwelle is set to meet with US Secretary of State John Kerry among others. But over the weekend, he sought to lower expectations, saying that it isn't clear yet whether the Assad regime is even prepared to engage in talks.

 National JournalKABUL, Afghanistan - None of President Hamid Karzai's top advisers knew that he had been receiving tens of millions of dollars in secret cash from the CIA, Afghanistan's senior anticorruption official said, and he added that he did not believe the Afghan leader's claim that he had been giving the agency regular receipts for the money.

Mohammad Yasin Osmani, the head of the Independent Joint Anti-Corruption Monitoring and Evaluation Committee, said in an interview last week that he and 39 other advisers who audit expenditures throughout the government &quot;were not aware&quot; of the decade-old payouts, which Karzai acknowledged at a news conference in Kabul on May 4.

But Osmani, like other Afghan government officials, was reluctant to criticize Karzai or accuse him of personal corruption, highlighting a growing friction between Afghanistan and the International Security Assistance Force led by the United States over an issue that threatens to upend the rebuilding effort here, and possibly U.S. plans for a post-2014 &quot;strategic partnership&quot; with Afghanistan. Many Afghan officials and politicians contend that their nation's reputation for rampant corruption is exaggerated-according to Transparency International, a monitoring group, Afghanistan is the most corrupt nation on earth, along with Myanmar, North Korea, and Somalia. They say that more to blame are poor procedures by ISAF and Washington that hand aid money directly over to graft-plagued contractors and subcontractors.

Ashraf Ghani, a former finance minister who is currently the chairman of the Afghan Transition Coordination Commission, said the Karzai cash controversy is viewed in Washington as simply more evidence of Afghanistan's corrupt ways. But he asked: &quot;What does it say about the way the American government conducts itself?&quot;

It is, perhaps, a fair point, especially coming after a decade in which the $60 billion American rebuilding effort in Iraq was deemed hopelessly corrupt-in part because, Special Inspector General for Iraq Reconstruction Stuart Bowen concluded in his final report in March, in many cases U.S. officials did not consult with Iraqis closely or deeply enough to determine what reconstruction projects were really needed. Now the Afghans are saying the same thing. Even as the security transition to the Afghan National Security Forces is said to be going more smoothly, civilian transition from U.S. to Afghan oversight is a disaster, Finance Minister Omar Zakhilwal said in an interview. &quot;The transition has not happened,&quot; he said, although as the ISAF-formed &quot;provincial reconstruction teams&quot; are being dismantled.

U.S. aid rules have themselves become a source of corruption, Osmani says. Too many private contractors skim off the top as they subcontract a job out, a practice that the Afghan government itself would not permit, he says. Beyond that, &quot;nobody has the right   to monitor international community projects,&quot; and yet international auditors are often too leery of going to insecure areas. So little monitoring occurs. And in some cases U.S.-built projects appear to be following the pattern in Iraq. Osmani cited a case in which the Special Inspector General for Afghanistan Reconstruction, John Sopko, criticized a $73 million contract given by the U.S. Army Corps of Engineers to DynCorp International for a shoddily built Afghan National Army base in Kunduz Province. &quot;They didn't allow the   government to go out and supervise the project!&quot; Osmani said.

The finger-pointing on both sides suggests a long-married couple-10 years of geopolitical marriage in this case-who are fed up with each other but can't bear the idea of divorce. And the mood is getting testier. In a recent report, Sopko accused the Afghan government of &quot;targeting American contractors with unjust taxes and intimidation.&quot; Zakhilwal says the allegations are false. Even in the case of Afghanistan's biggest economic weakness, the heroin trade, Afghan officials say the corruption is far greater outside Afghanistan than inside. &quot;From 2002 to 2009, $420 billion to $460 billion was made by international dealers  , while $18 billion made by the Afghan mafia,&quot; says Ghani, citing a report by the U.N. Office on Drugs and Crime. &quot;The illegal economy is totally integrated into globalization: with credit and transport.&quot;

The question of whether Afghanistan is just too corrupt to save has shaped the entire U.S. approach to post-9/11 Afghanistan, tilting the Obama administration gradually away from &quot;nation-building&quot; and toward a more pared-down counterterrorism strategy. In February 2008, three U.S. senators who are today the Obama administration's key foreign-policy heavyweights-Joe Biden, Chuck Hagel, and John Kerry-had a crucial dinner with Karzai at the Afghan president's palace. After Hagel raised the subject of corruption in Karzai's government, including runaway graft and narcotics connections, Karzai replied, &quot;My dear senator, there is no corruption in my government.&quot; Things then got testier. The American visitors insisted they had a list of corrupt officials and that Karzai's brother was at the top of it, but the Afghan leader disingenuously denied it all-until Biden, by the dessert course, threw down his napkin. &quot;This dinner is over,&quot; he said, walking out. Hagel and Kerry followed.

Biden never really regained his trust in Karzai, and by 2009, after he became Barack Obama's vice president, he turned into the new administration's No. 1 skeptic about nation-building. The doubts about Karzai, culminating in charges of election fraud, also poisoned the Afghan president's relations with the late Richard Holbrooke, Obama's special representative for Afghanistan. Karzai continues to deny charges of personal corruption, including about the CIA money. &quot;This money was not given to warlords,&quot; he said at the May 4 news conference in Kabul. &quot;The major part of this money was spent on government employees such as our guards.... It has been paid to individuals, not movements.... We give receipts for all these expenditures to the U.S. government.&quot;

Even Osmani is skeptical about that last point. Asked whether he believed there were &quot;receipts,&quot; he responded, &quot;No.&quot; But there are clearly two sides to every corruption story, and the U.S. and Afghan governments need to get their stories straight if the &quot;partnership&quot; is to survive after 2014.</description>

 Friday, Congress finally approved a  $9.7 billion package 
 to pay flood insurance claims from Hurricane Sandy. The measure was 
supposed to come to a vote earlier in the week, but was tabled by House 
Speaker John Boehner, drawing much criticism from both Democrats and  his fellow Republicans  alike.
The measure
 passed unanimously through the Senate, but 67 members of the House of 
Representatives voted &quot;no&quot; to assisting people who were left, at best, 
powerless or homeless by a hurricane in November. All 67 are 
Republicans:

Louisiana and Mississippi, all of which are states that received 
much-needed federal aid following Hurricane Katrina, the only hurricane

exactly what the cost of Hurricane Sandy is going to be, stating that

This list 
also includes the entire Republican representation from Arizona, Kansas,
 Maryland, Montana and New Mexico (Maryland, Montana and New Mexico are 
only represented by one Republican each).
While it 
took Congress more than two months to approve any federal aid for Sandy 
victims, it took just 10 days after Hurricane Katrina in 2005.
This aid 
package is only, however, the tip of the iceberg, as Congress will take 
another vote on an additional $51 billion aid package on January 15.  In a joint statement , New York and New Jersey governors Andrew Cuomo and Chris Christie called the $9.7 billion a good start:

&quot;Today's action by the House was a necessary and critical first step 
towards delivering aid to the people of New Jersey and New York. While 
we are pleased with this progress, today was just a down payment and it 
is now time to go even further and pass the final and more complete, 
clean disaster aid bill. We are trusting Congress to act accordingly on 
January 15th and pass the final $51 billion instrumental for long-term 
rebuilding in order for New Jersey, New York and our people to recover 
after the severe devastation of Hurricane Sandy.&quot;</description>

Nigeria's military has imposed a 24-hour curfew in parts of the north-eastern city of Maiduguri as its offensive against militants continues.Maiduguri, capital of Borno state, has been an important base for Boko Haram Islamist militants.

A statement named 11 areas of the city which would now be under permanent curfew.

Also on Saturday, the military said 65 &quot;terrorists&quot; had been arrested as they tried to infiltrate Maiduguri.

It said those arrested had been &quot;fleeing from various camps now under attack&quot;. However, there has been no independent confirmation of the claim.

A state of emergency is currently in force in Adamawa, Yobe and Borno states.

&quot;In order to sustain special operations in the face of recent Boko Haram attacks,   24-hour curfew is hereby imposed in the following wards,&quot; a military statement said.

Correspondents say the neighbourhoods listed are considered strongholds of Boko Haram. The whole of Maiduguri was already subject to an overnight curfew.

Witnesses said troops were stopping lorries from entering the city.

The army said 10 suspected insurgents were killed in clashes with troops in Maiduguri on Friday and weapons were seized including rocket-propelled grenade launchers.

Anti-aircraft fireNigeria recently launched its biggest offensive against Boko Haram since the group began its insurgency in 2010.

  One plane was hit by anti-aircraft fire but officials said it had returned to base safely while the &quot;terrorist base&quot; was &quot;completely destroyed&quot;.

It was the first report of Boko Haram using anti-aircraft weapons.

Also on Friday, US Secretary of State John Kerry urged the Nigerian army to show restraint and not violate human rights as it pursues the militants.

Mr Kerry said there were &quot;credible allegations&quot; of &quot;gross human rights violations&quot; by the Nigerian military.

Last November, Amnesty International accused Nigeria's security forces of carrying out widespread abuses in their campaign against Boko Haram, including extra-judicial killings, enforced disappearances and torture.

The BBC has also received reports of civilians fleeing remote areas in Borno State and arriving in towns on the border with Cameroon.

More than 2,000 people have died in violence in Nigeria since 2010, most of which is blamed on Boko Haram.

The group, whose name means &quot;Western education is forbidden&quot;, says its quest is to overthrow the Nigerian government and create an Islamic state.

There has been growing concern that Boko Haram is receiving backing from al-Qaeda-linked militants in other countries.

The current military campaign comes after Boko Haram last month rejected the prospect of an amnesty suggested by President Goodluck Jonathan.</description>

The secretary of state was back in Washington on Thursday, begging the Senate Foreign Relations Committee to  take it easy on the poor Iranians .  Enough with the sanctions, he said.  Secretary Kerry has joined decades of his predecessors, buying  into the latest version of the 30-year old illusion that we can make a deal with the Tehran regime if only we deal properly and humbly with them.  He said there was a &quot;window of opportunity&quot; for a couple of months.  It doesn't much matter if he really believes this legend, or is following instructions from President Obama, who is still pursuing this unholy grail despite five years of swift kicks in his behind.  The one he so loves to lead with.  Either way, it's an embarrassment.

But then our new secretary of state has great flair for embarrassing us.  In Obama's community of narcissists, Kerry is a bit different.  He excels at self-humiliation, as he showed in his recent sortie to Moscow, where Czar Putin kept him waiting for many hours before sparing some time to &quot;discuss&quot; Syria and related topics, no doubt including Iran.  As per the British   Daily Mail  , &quot;Russian President Vladimir Putin kept Kerry waiting three hours before their meeting at the Kremlin on Tuesday and continuously fiddled with his pen as the top American diplomat spoke about the ongoing crisis in Syria.&quot;

I'm told that when Kerry landed in Russia, he was told a) that his hotel rooms weren't ready, and b) that a military parade made it impossible for the Americans to drive to the Kremlin anyway, so he'd just have to wait.  Add two hours (check-in delay at the hotel) to the Mail  version.

Many years ago, I traveled abroad on behalf of Henry Kissinger, by then a simple citizen, and I spoke with some important people.  I was instructed never to wait more than twenty minutes, and on two occasions I informed the important person's assistant that I had waited fifteen minutes, and would have to leave in five more. Nothing personal, just a condition of my employment.  Both times the important person appeared almost immediately.  And I was not a cabinet member, I was a messenger boy of a famous-but former-high U.S. official.  But the American secretary of state couldn't bear the thought of returning to Washington without even talking to Putin, and Kerry waited.

And Kerry waited some more.  When the czar was in the proper mood, he received his American visitor.  Kerry was full of good cheer.  And why not?  We share a common vision, don't we?  'The United States believes that we share some very significant common interests with respect to Syria - stability in the region, not having extremists creating problems throughout the region and elsewhere.'

I'm not a big believer in stability as an American strategic objective, since change and turmoil are the constant themes of world history, and America is in any event a revolutionary country.  For extras, the idea that we and the Russians have common interests regarding Syria flies in  the face of our proclaimed objectives:  Putin wants Assad to win and rule on, while Obama wants Assad to lose and go away. So I refuse to believe that Kerry went all the way to Moscow, and sat impatiently for hours and hours just to deliver that drivel.  There had to be more to it than that.  No doubt Iran came up.  And maybe Putin told Kerry that sanctions were a very bad idea, what with the next Iranian electoral farce scheduled in a few weeks.  That might &quot;explain&quot; Kerry's call to Congress to take it easy.

The good news is that Congress isn't buying it.   New sanctions were being voted, and implemented , even as the secretary of state was lobbying for the mullahs.

The bad news is that Hezbollah's supreme leader, Hassan Nasrallah, announced that his terror organization would soon receive &quot;game-changing&quot; weapons from Assad.

A sure sign of stability, I suppose.

announced that detained individual was Ryan Christopher Fogle, a
career diplomat working as the third secretary of the Political
Section of the American embassy in Moscow.
The agency stressed that Christopher had &quot;special technical
equipment&quot; in his possession, including an additional wig, a
microphone, multiple pairs of dark sunglasses and a lot of cash in
euro - along with a Moscow atlas, a compass, two knives, and an
American Bic lighter.The detainee, who was sporting a blond wig at the time of his
interception, was delivered to the FSB receiving office for
questioning. Following all of the necessary procedures, he was
handed over to representatives of the US embassy in Moscow.&quot;
