"The Drudge Report picked it up yesterday, and today I just finished a round of national interviews. It's kind of overwhelming." All the media attention is focused on a $250 Caucasian Achievement and Recognition Scholarship offered by Mroszczyk and the BU chapter of the College Republicans. Applicants must have a cumulative grade point average of 3.2 or higher; they must write two essays; and, here's the kicker, they must be at least one-quarter Caucasian. The application itself offers an explanation: "We believe that racial preferences in all their forms are perhaps the worst form of bigotry confronting America today." According to Mroszczyk, his group is offering the scholarship to point out "how ridiculous it is to have any sort of racially based scholarship." At BU, for example, students who are at least one-quarter Hispanic can apply for a National Hispanic Recognition Scholarship. "There are plenty of poor, white, academically gifted students who need that money just as much," Mroszczyk said. It isn't the first time a group of students has tried this kind of stunt. Two years ago a chapter of the College Republicans at Roger Williams University also offered a $250 whites-only scholarship. That's where the BU students got the idea. "We are not doing this as some kind of white supremacy thing. I wanted to have a dialogue about racial preference," Mroszczyk said. It seems as if Mroszczyk has gotten his wish. People from across the country are now weighing in on the idea through e-mail and the radio. And closer to home, some BU students are having their say too. "It's a poor way to talk about affirmative action," said David Coreas, the 21-year-old senior who is president of the Latino fraternity Phi Iota Alpha at BU. "If they want to have a scholarship, then let them have a scholarship, but they're stirring up controversy in the wrong way." Coreas said he believes that racially based scholarships are necessary to level a very uneven academic playing field. "We have to look at the situation honestly," he said. "Caucasians tend to have a higher per capita income than Latinos and other minorities. We have to have scholarships to survive." Coreas said he would welcome an honest dialogue on campus about race and affirmative action. Mroszczyk admits even some of his good friends are shaking their heads. "They said I can't believe you're doing this," he said. But for all the talk, there are still no takers for the scholarship. In the wake of that map, we received a number of criticisms - some constructive, others not - about how we were measuring what we determined to be racist sentiments. In that work, we showed that the states with the highest relative amount of racist content referencing President Obama - Mississippi and Alabama - were notable not only for being starkly anti-Obama in their voting patterns, but also for their problematic histories of racism. That is, even a fairly crude and cursory analysis can show how contemporary expressions of racism on social media can be tied to any number of contextual factors which explain their persistence. The prominence of debates around online bullying and the censorship of hate speech prompted us to examine how social media has become an important conduit for hate speech, and how particular terminology used to degrade a given minority group is expressed geographically. As we've documented in a variety of cases, the virtual spaces of social media are intensely tied to particular socio-spatial contexts in the offline world, and as this work shows, the geography of online hate speech is no different. Rather than focusing just on hate directed towards a single individual at a single point in time, we wanted to analyze a broader swath of discriminatory speech in social media, including the usage of racist, homophobic and ableist slurs. Using DOLLY to search for all geotagged tweets in North America between June 2012 and April 2013, we discovered 41,306 tweets containing the word '*****', 95,123 referenced 'homo', among other terms. In order to address one of the earlier criticisms of our map of racism directed at Obama, students at Humboldt State manually read and coded the sentiment of each tweet to determine if the given word was used in a positive, negative or neutral manner. This allowed us to avoid using any algorithmic sentiment analysis or natural language processing, as many algorithms would have simply classified a tweet as 'negative' when the word was used in a neutral or positive way. For example the phrase 'dyke', while often negative when referring to an individual person, was also used in positive ways (e.g. "dykes on bikes #SFPride"). The students were able to discern which were negative, neutral, or positive. Only those tweets used in an explicitly negative way are included in the map. All together, the students determined over 150,000 geotagged tweets with a hateful slur to be negative. Hateful tweets were aggregated to the county level and then normalized by the total number of tweets in each county. This then shows a comparison of places with disproportionately high amounts of a particular hate word relative to all tweeting activity. For example, Orange County, California has the highest absolute number of tweets mentioning many of the slurs, but because of its significant overall Twitter activity, such hateful tweets are less prominent and therefore do not appear as prominently on our map. So when viewing the map at a broad scale, it's best not to be covered with the blue smog of hate, as even the lower end of the scale includes the presence of hateful tweeting activity. Even when normalized, many of the slurs included in our analysis display little meaningful spatial distribution. For example, tweets referencing '*****' are not concentrated in any single place or region in the United States; instead, quite depressingly, there are a number of pockets of concentration that demonstrate heavy usage of the word. In addition to looking at the density of hateful words, we also examined how many unique users were tweeting these words. For example in the Quad Cities (East Iowa) 31 unique Twitter users tweeted the word "*****" in a hateful way 41 times. There are two likely reasons for higher proportion of such slurs in rural areas: demographic differences and differing social practices with regard to the use of Twitter. We will be testing the clusters of hate speech against the demographic composition of an area in a later phase of this project. Perhaps the most interesting concentration comes for references to 'wetback', a slur meant to degrade Latino immigrants to the US by tying them to 'illegal' immigration. Ultimately, this term is used most in different areas of Texas, showing the state's centrality to debates about immigration in the US. But the areas with significant concentrations aren't necessarily that close to the border, and neither do other border states who feature prominently in debates about immigration contain significant concentrations. Ultimately, some of the slurs included in our analysis might not have particularly revealing spatial distributions. But, unfortunately, they show the significant persistence of hatred in the United States and the ways that the open platforms of social media have been adopted and appropriated to allow for these ideas to be propagated. The average American secondary student has an 11% chance of being suspended in a single school year, according to the study from the University of California-Los Angeles Civil Rights project. However, if that student is black, the odds of suspension jump to 24%. Previous studies have shown that even a single suspension can double a student's odds of dropping out, said Daniel Losen, a former Boston-area teacher and one of the authors of "Out of School &amp; Off Track: The Overuse of Suspensions in American Middle and High Schools," released in April. The study used U.S. Department of Education data collected during the 2009-2010 school year, the latest available. "Pointing fingers and using the 'racism' word isn't going to get us where we need to go," said Losen, who is white. "But I think we need to acknowledge that there may be general bias against black students." The UCLA study compares this new data with a similar study of more than 2,800 districts from the early 1970s. Back then a study by the Children's Defense Fund showed that black students were suspended more frequently than their peers, but not at such a disproportionate rate. Today, the suspension disparity is magnified in some "hot spot" cities - such as Chicago, Dallas, Memphis and St. Louis, Losen said. In these city school districts, at least 40% of all black students were suspended at least once during that school year, according to the UCLA study. And yet, some schools in those same cities barely suspended students at all, Losen said. "A lot of the time the public has a sense that we have to suspend these 'bad' kids - what else are we going to do?" Losen said. "But this study shows that within the same district, within the same demographics, there are schools that are doing things very differently." The suspension disparity has recently come to a head in Florida, where the NAACP has filed a complaint against public schools in Brevard County, which suspends its black students about two-and-a-half times as often as its white students. The U.S. Department of Education has agreed to look into the complaint. Lynne Bleier, a retired assistant principal and dean who worked at two Bevard County high schools, said suspension decisions are based purely on the behavior of each student. "Believe me, there is plenty of misbehavior," Bleier said. "No assistant principal has to seek misbehavior where it does not exist." While the federal government collects suspension statistics, it doesn't record suspension causes, and discipline codes vary widely between each state, district and even some schools. According to an analysis, also by Losen, on the Southern Poverty Law Center website, "fights or physical aggression among students are consistently found to be among the most common reasons for suspension." After fighting, the most common offenses appear to be abusive language and attendance issues such as cutting class, tardiness and truancy, the analysis added. Chicago public schools have recently reshaped their discipline strategy to keep students in the classroom, said Jen Loudon,director of youth development and positive behavior support. Suspensions dropped by 21% in the first year after the district abandoned a mandatory suspension policy. Regardless of the progress in some districts, the nationwide statistics are still "appalling," said Gloria Sweet-Love, who served on a Tennessee school board for two decades, and now is the state's leader for the National Association for the Advancement of Colored People. Sweet-Love believes that white teachers are more likely to deem a black student "threatening" instead of simply disobedient, and therefore more likely to "make an example" by suspending a black students. The same pattern persists in Palm Springs Unified, a medium-size school district in a largely progressive area of California. Although black students only amount to 6% of the student body in Palm Springs secondary schools, they account for more than 11% of the total suspensions. The image was paired with a story about the risks of repeating the mistakes that led to the housing bubble and the collapse of world financial markets in 2008. The Feb. 21 Businessweek cover depicts four people, all people of color, in a house that is awash in a flood of money. The "father" is barefoot and leering, depicted as an African-American, leaning out a window to clutch at a stream of dollar bills. The "mother" figure has brown skin and cartoonish, oversized lips. Upstairs we see a black boy and a Hispanic teenage girl, each grotesquely caricatured and shown reclining on big piles of money. All of the characters are grabbing for money while talking on cell phones or Bluetooth devices. Even the family cat, floating on a pillow in a sea of money downstairs, is depicted as black. Rinku Sen, president of the Applied Research Center , a nonprofit dedicated to "racial justice through media, research and activism," called the artwork "egregious," "straightforwardly racist" and "an extreme take on the 'freeloader' image." Whatever the article does or does not say in terms of blaming the mortgage crisis on greedy borrowers of color, said Sen, "the cover image clearly indicates a set of people of color, caricatures." "It evokes blackface," she said, "and minstrelsy," and calls to mind racial stereotypes from racist "advertising imagery from the late 1800s to the 1950s." "You see a lot of similarities between those images and these," she continued. "They're throwbacks. The images themselves are serious throwbacks to racist caricature." According to the Columbia Journalism Review , the image reinforces race-blaming right wing tropes about the mortgage crisis. "The narrative of the crash on the right has been the blame -minority- borrowers line , sometimes via dog whistle , often via bullhorn ," wrote CJR's Ryan Chittum. "In fact, though, the record is clear: minorities were disproportionately targeted by predatory lending, which has always gone hand in hand with subprime. Even when they qualified for prime loans that similar-circumstance whites got, they were pushed into higher-interest subprimes ." Sen said that while many will feel the temptation to call for symbolic firings and to demand some sort of disciplinary action toward whatever editorial personnel let this drawing by, the judgment error on the magazine's part presents an opportunity to the public. "It's upsetting," she said, "but it's a really good opportunity to have a discussion with Bloomberg News about how they understand racial dynamics in the economy and how they make editorial choices that have racial implications." Thursday afternoon, Businessweek issued an apology for the cover. Josh Tyrangiel, the magazine's editor, wrote in a statement to Politico , "Our cover illustration last week got strong reactions, which we regret. Our intention was not to incite or offend. If we had to do it over again we'd do it differently."
