In a major milestone in the 12-year-old war, political representatives of the Taliban will shortly meet Afghan and US officials in Doha, the capital of Qatar, to discuss an agenda for what US officials called "peace and reconciliation" before further talks take place with Afghan government representatives soon after. The Taliban, in a statement announcing their plans for peace talks and an office in Qatar, said they would not allow anyone to threaten or harm other countries from Afghan soil - a move senior US administration officials described as an important first step to the Taliban severing ties with al-Qaida. The US has agreed that a formal rejection of al-Qaida by the Taliban leadership would now be a "negotiating aim" rather than a precondition for talks. It will also seek a commitment from the Taliban to end its insurgency in Afghanistan and recognise women's rights in the country. "This is an important first step but it will be a long road," said one senior US official. "We have long said this conflict won't be won on the battlefield, which is why we support the opening of this office." White House officials say they believe the Taliban delegation at the talks represents the movement's leadership, and includes more radical groups such as the Haqqani network. Officials said the US would have a direct role in the talks starting starting this week in Doha, but the substantive negotiations over the future of Afghanistan would then be led by the Afghan government. Speaking later, Ben Rhodes, deputy national security adviser, said: "TheUnited States will be supporting a process that is fundamentally Afghan-led ... We can play a role in talking to the Taliban as well in supporting that peace process - and because we have issues of our own to bring up with them." A Taliban spokesman said the group was opening the Doha office to "reach understanding and initiate talks with countries of the world for the purpose of improving relations with them", and to support a peaceful, political solution to end the "occupation of Afghanistan". The proposal for a Doha office has been on the table since 2011, and several senior Taliban figures have been living in Qatar for many months now, but the group had not publicly embraced plans for peace talks. In Kabul, Afghan president Hamid Karzai said he hoped the opening of the Taliban office would bring the start of talks between the High Peace Council he set up to lead government negotiation efforts, and the insurgents. However the Afghan leader who has long been lukewarm about efforts to set up a Taliban base in Kabul also called for any negotiations to move back to Afghanistan as soon as possible. "Those are necessary outcomes of any negotiation. Ken Dunkin, whose constituents live in the shooting-plagued neighborhoods, and Father Michael Pfleger of St. Sabina Church, weighed in on steps toward a solution for Good Day Chicago on Tuesday. The detectives in the district housing the intersection of 51st and Wentworth are some of the best in the country, and have been inundated with cases due to the escalating violence in Chicago. Still, the Chicago Police Department says the number incidents compared to the same time last year are decreasing. State Rep. Ken Dunkin's constituents live in Englewood and other areas of the city that are currently plagued with shootings. He said the reports are hard for people to understand. "It's very difficult to understand first why we're having crimes with young people in general across the city. The police have jobs, an image to protect. Higher ups I'm sure are concerned about their boss - which is us," Rep. Dunkin said. "We need protection in our neighborhoods. As we try to create jobs, come up with quality schools, health care, we need to emphasize safety and protection. The citizens deserve equal protection under the law." There were 46 people shot over the weekend and eight more shot on Monday beginning at 1:00 p.m. Rep. Dunkin ( @RepKenDunkin ) described the increased amount of activity as astonishing. He thinks the National Guard needs to get involved. "We have to come together and identify those individuals who are being the urban terrorists that we so detest. The police have to play a page role. If the police can't do it, we need to consider calling in the National Guard or the state police, where citizens can be protected," Dunkin said. "A large proportion of those individuals who are shot are innocent bystanders. This wouldn't happen in any other community in the city, as often as it is on the South and West Sides." There is also concern throughout the city that the violence will, or has already had a negative impact on tourism. Rep. Dunkin is the chairman of Illinois' tourism committee. He spoke to encouraging tourist to visit Chicago despite the violence in some areas. "We have an incredible city in spite of this rare uptick of gun violence. It's important to make sure tourism is live and well, because a lot of the people in these neighborhoods depend on that economy. It's a matter of us getting a handle on it right now," Dunkin said. "My emphasis is on the superintendent, the mayor, us and the community to wrap our arms around this and we have to be protected. It's not a good conscience for politicians not to have an opportunity to protect the people. Dunkin said that unfortunately, the socioeconomic status of the next victims will have a large impact on the type of help Chicago will receive and how fast it will come to the city. "We have come up with strategies that add value to the lives of all the people," Dunkin said. "We're disgusted with this violence." Community activist and religious leader Father Michael Pfleger said he didn't initially believe the report when he heard about crime being "down" in the City of Chicago. Regardless of the headlines, he said the community wants to hear about solutions. "I don't know that I'm believing it, but I know it's something we need to hear. We don't need to hear when there's 46 people shot, seven killed on the weekend, or that things are better," Pfleger said. "We need to hear how we're going to deal with this. People are afraid. A 10-year-old kid in my church didn't want to come home from vacation. Kids shouldn't have to live like that and think like. That college kids are not coming home from college." But the question is, how can the community convince kids not to resort to activities that lead to violence when some can make $1,500 per transaction. He said, deceptively, &quot;We want to try to resolve the issue through political means if possible, so we will instruct our teams to continue to work on the potential of a Geneva follow-up.&quot; If Obama was really trying to solve Syria &quot;through political means&quot; he would not have pre-emptively bombed the Geneva II talks with his &quot;weapons-for-peace&quot; program, as in weaponizing only the &quot;good&quot; Syrian &quot;rebels&quot; and only with a few &quot;non-lethal&quot; toys (that's the bottom line of Washington's spin). &quot;If possible&quot; in this case does translate into &quot;impossible&quot;. As for the Geneva II talks, they don't rate anything better than &quot;potential&quot; because Obama knows the myriad, squabbling factions of the Syrian opposition will boycott it. Well, they are definitely not reading the Wall Street Journal, which neatly outlines what the Pentagon is up to: actually a &quot;no fighting zone&quot;, to be enforced by F-16s flying from Jordan. It will be absolutely illegal - what else is new - because the idea behind it is to bypass the UN Security Council (where it would be vetoed by Russia and China) under the pretense that &quot;the US would not regularly enter Syrian airspace and wouldn't hold Syrian territory.&quot; And even if it did, anything would be justified as self-defense. As Qatar's foreign policy is Muslim Brotherhood forever, Morsi's anti-Syria move served to calm down those who hated his opening towards Iran and, so far, no explicit condemnation of Bashar al-Assad. Much more worrying is Muslim Brotherhood superstar Sheikh Yusuf al-Qaradawi, of al-Jazeera fame, issuing a fatwa for all Sunnis to go fight Hezbollah in Syria (even though Hezbollah has already stated, on the record, it is not fighting all over in Syria and from now on will only protect the Syrian-Lebanese border). This al-Qaradawi outburst has already been directly responsible for a new wave of suicide bombings against Shi'ites in Iraq. If Obama can't see that, he should stick to basketball. Syria's Information Minister Omran Al-Zoubi has made the government's position very clear: any transition of power will go through the ballot box. No wonder all those &quot;rebel&quot; factions don't want democratic elections, because they know they will lose them. This is another fact Obama would have to admit - if he was not being &quot;advised&quot; by a non-entity like Rhodes: the Geneva II talks would need to revolve around a democratic election roadmap. This all proves, once again, that the Obama administration would rather play weapons-for-peace gambits than talk real democracy. In the end, what those paragons of democracy - the GCC petro-monarchies - want is exactly what the Anglo-Franco-American axis wants (but can't admit explicitly); a long, horrid, protracted war where no one can claim victory.
