      <title>Kermit Gosnell Lived in &amp;quot;Squalor,&amp;quot; Fleas in Home: CSI</title>

      <description>For nearly three years, Philadelphia Police crime scene investigator John Taggart has remained silent about what he saw after stepping inside Dr. Kermit Gosnell's two homes and West Philadelphia clinic -- nicknamed the &quot;House of Horrors.&quot;

Now that the former Philadelphia abortion doctor has been sentenced to life in prison and the case's gag order lifted, Taggart is speaking out about what he found.

Taggart and his team began searching Gosnell's properties for fetal remains in February 2010 following an FBI raid of the doctor's West Philadelphia clinic, the Women's Medical Society.

Inside Gosnell's West Philadelphia home, the doctor spared no expense on high-end appliances, large flat-screen TVs and a piano, but Taggart says the 72-year-old surrounded himself with filth.

&quot;He just lived in squalor,&quot; said Taggart. &quot;He would leave plates of food on the floor. There was stuff everywhere in the bedroom. You couldn't see the bed.&quot;

Gosnell sat at the piano and played Chopin as police donned bio-hazard suits to investigate the contents of his home's basement.

&quot;As soon as they went down into the basement, they were covered in fleas,&quot; Taggart said. &quot;He actually gave us a bottle of flea repellent and said, 'See what a nice guy I am? I told you there were fleas in the basement.' He said 'I didn't have to tell ya's'&quot;

Investigators also visited Gosnell's shore home in Brigantine, N.J. Taggart says the home was not well-kept, but that the property was &quot;beautiful.&quot;

&quot;It backed up to the bay, he had a beautiful like four-slip boat slip,&quot; he said.

The Philadelphia Police Crime Scene Unit traveled down the Atlantic City Expressway to search for the remains of unaccounted fetuses.

&quot;We went down there because we thought maybe some of the babies were thrown into the bay,&quot; he said. &quot;There's a lot of babies that are still unaccounted for that we don't know where they're at.&quot;

The team ventured into the bay and pulled up several crab traps owned by Gosnell to see if there were remains inside. However, nothing was found. New Jersey authorities also sent a dive team into the bay before Taggart's search and were unable to locate any remains.

&quot;I believe they are either buried out there or I don't know where they are. We've looked, we've looked for three years,&quot; he said.

Taggart also recounted his time inside the Women's Medical Society, calling the clinic, located at 3801 Lancaster Avenue, unforgettable.

&quot;The smells were just unbearable,&quot; he said. &quot;You could tell there was death somewhere.&quot;

Taggart found dead babies stuffed inside a refrigerator. But it's what he and other officials found as they searched room-by -room that he says will be forever burned into his memory.

&quot;Opening up the cabinet and seeing all the feet,&quot; he said. &quot;I'll remember that for a long time.&quot;

Those feet were severed from babies following abortion procedures. Prosecutors say Gosnell would deliver some babies alive, despite giving them medication in utero meant to stop their heart. The doctor and his staff would then snip their necks with scissors to ensure death.

Investigators said baby body parts would clog toilets after women delivered them in stalls inside the clinic. But for the first time, Taggart describes how remains were uncovered in the break room sink.

&quot;They were shoving body parts down the garbage disposal,&quot; said Taggart. &quot;To the point where they plunged it one day and an arm popped out on Lancaster Avenue.&quot;

The clinic, though not opened, still stands today.

Gosnell, who was found guilty Monday of first-degree murder in the deaths of three babies, was given two consecutive life sentences in two of those verdicts. He struck a deal to avoid the death penalty by giving up his right to an appeal.

On Wednesday, Gosnell was sentenced to a third consecutive life sentence for the murder of the third baby. He also was given an additional two and a half to five consecutive years in the involuntary manslaughter death of former patient Karnamaya Mongar. The attorney for Mongar's family says they plan on suing both Gosnell and the City of Philadelphia.

Gosnell was also sentenced to concurrent sentences for 229 violations of Pennsylvania abortion regulations, according to the Philadelphia District Attorney's Office.

The former doctor also pled guilty to federal charges related to illegal narcotics distribution. He's expected to be sentenced for those crimes next week.

      <description>Sixteen Philadelphia residents are facing charges, accused of scamming the state welfare system out of $330,000.

The Attorney General's office says the fraud originated at the Philadelphia County Assistance office and centers around Kyshima Montgomery, a clerical worker there.

The Attorney General's office says it started an investigation after the Department of Public Welfare noticed a large amount of &quot;Special Allowances of One Time Issuance&quot; being performed at the West District office.

This type of allowance is electronically transferred to the welfare recipient's account and allows them to withdraw money using a debit card, according to the A.G.'s office.

  Montgomery, of 2934 N. Judson St., Philadelphia, is accused of conspiring with 15 others to put money into their accounts, and investigators say she would withdraw most of the money for herself and would share the rest of the stolen money.

The people did not qualify for this type of financial assistance, investigators say.

A trial date for Montgomery is set for December 16, 2013. She is charged with theft by deception, unlawful use of a computer and criminal conspiracy, among other charges.

Tyria Williams, 24, 1820 S. 19th St., Philadelphia, is charged with one count each of theft by deception and criminal conspiracy.

      <description>A Philadelphia elementary school teacher has been arrested for allegedly sexually assaulting a young family member for several years.

Police say 39-year-old Sumo Dukulah, a teacher at the Leslie P. Hill Elementary School located at 3133 Ridge Avenue, raped a family member over the course of eight years.

Investigators say the assaults began when the child was 8 years old and continued until the child was 16.

Dukulah, who was arrested yesterday, is facing a number of charges including rape, involuntary deviant sexual intercourse, and aggravated indecent assault.

Dukulah was arraigned overnight and bail was set at $500,000. He was also ordered to surrender his passport, according to investigators.

Anyone with information in the case is asked to contact the Philadelphia Special Victims Unit at 215-685-3251.

The Philadelphia Police Department is looking to identify three suspects who assaulted a 27 year-old-male with a handgun in Tioga.

On April 22, 2013, at 6:45pm, the complainant was approached by a group of unknown males in the 3300 block of North 16th Street. One of the males reached into his backpack and pulled a handgun and pointed it in the direction of the complainant and stated &amp;quot;hey buddy&amp;quot;. The complainant then ran into a house and called 911 and the suspects fled south on 16th Street toward Allegheny Avenue.

Twenty minutes earlier a juvenile was captured on surveillance video approaching a female and  point a handgun at her. The female puts her hands up as if she was being robber but then continues walking from the area.

Suddenly another male appears and takes the handgun from the juvenile and walks east on Ontario Street. This male then drops to one knee and points the handgun in the direction of a group of males walking towards him. The suspect then runs toward the males with the gun in hand and then joins this group of males at 16th and Ontario Streets.

Suspect Description: Suspect #1: Black male, 10-12 years-of-age, 4'9'', thin build, wearing a red  t-shirt with white writing, blue shorts, green sneakers and a  multicolored backpack. This suspect is wanted for questioning about the firearm. Suspect #2: Black male, 14-16 years-of-age, thin build, dark complexion, 5'5''-5'7'', wearing a dark hooded sweatshirt, dark pants with black and white sneakers carrying a red backpack. Suspect #3: Black male, 14-16 years-of-age, thin build, light complexion, close cut hair on sides, 5'5''-5'7'', wearing a red zip up hooded sweatshirt, camouflage pants with black and white sneakers.

If the United States ever does go down, the last gallon of gas will be used to drive a Planned Parenthood representative to an elementary school, the last loaf of bread will be divided based on race, gender and victimhood status and the last dollar will be spent paying a diversity officer to decide who gets the last slice of the last loaf of bread.Philadelphia is on the verge of bankruptcy. Its bonds are hovering above junk status, it has nearly 9 billion dollars in debt and it has the lowest credit rating of any city its size.

But its elected officials are focusing on the important issues.  The really important issues . Like housing projects for old gay men .

His dream project, an affordable housing complex welcoming to lesbian, gay, bisexual, and transgender seniors, had won a competitive bid for an $11 million state tax credit.

For more than three years, the 61-year-old founder and publisher of PGN has been planning, lobbying, negotiating, collaborating, and cajoling every social-service agency, activist group, and political leader he knows to make Philadelphia one of the first cities in the nation to meet the needs of the aging LGBT community.

And mandatory gender neutral toilets reported on in a story titled  &quot;Flushing Away Shame .&quot;

Advocates say the transgendered community makes up 1 percent of Philly's population.

That would mean that there are 153,000 trannies in Philly. While Philly can be on the seedy side, it isn't that seedy. No place outside Bangkok might qualify.

But that's about to change  because despite being near bankruptcy , Philadelphia's City Council voted 14-3  to cover gender mutilation surgery for city workers.

In a move that the LGBT community called &quot;historic,&quot; City Council approved a bill yesterday that would require the city's health plan to pay for transgender city workers to complete &quot;gender-confirmation surgery.&quot; The bill also would require newly constructed or renovated city-owned buildings to have gender-neutral bathrooms.

The bill would establish transgender health benefits for city workers to cover psychotherapy, hormone treatments, laser-hair removal and gender-confirmation surgery, which costs about $50,000 per procedure.

The bill would also provide up to two tax credits - the lesser of $4,000 or 25 percent of any cost increases - to companies that start offering health care for life partners and their children and covering transgender medical needs.

Mayor Nutter will sign off on the measure, said spokesman Mark McDonald.

While the majority of Philly city workers enjoy life too much to get themselves castrated, its pension liabilities are already huge. The city has 9 billion in unfunded liabilities and is  expected to hit the wall in 2015 .

That's 2 years away.

While Mayor Nutter is running around trying to convince investors that Philly isn't run by a bunch of irresponsible morons with less common sense than squirrels on absinthe, its city council, ignoring 9 billion in unfunded pensions, adds a 50,000 per worker sex change operation entitlement and tax credits for companies willing to cover castration for their employees,

This isn't rearranging deck chairs on the titanic. This is drilling politically correct holes in the hull and inviting any LGBT icebergs to step inside.

New Jersey residents have many reasons to be happy: The state has more diners than any place on the planet. Despite the oft-reported heft of its governor, New Jersey remains one of the skinniest states in the union, and of course,  Jersey Shore  has finally been cancelled. But if you live in New Jersey, don't go smiling about all that when you're posing for your driver's license photo, or you'll have to do the whole thing over.

 

According to NJ.com, New Jersey recently instituted a policy that prohibits residents from grinning in their driver's license pics. That's not because the state wants drivers to look dour, as though they fully understand the solemn responsibility that comes with having a license. No, it's because  smiles any larger than the one shown on the sample license above can confuse facial recognition software .

Philly.com says that DMVs have begun using such software to catch driver's license applicants who might be assuming someone's identity to create a fake ID:

&quot;If a new photo, for example, matches an old one that carries a different name, a red flag goes up, and investigators step in.&quot; Over time, we have a hunch that policies like this will create a database of faces, just like the existing fingerprint database.

Ultimately, law enforcement agents will be able to use that database to pick out perps from security camera footage after a crime has been committed. Which may or may not be a reason to smile, depending on your point of view.

The phone had rung all night, friends from Philly and Montana and Tennessee telling me that Howard Cosell had painted Randall Cobb as some kind of a freak of nature on national television.

I didn't know what to say, except it would catch up with Howard later. I did mention that it was a measure of Howard's depth that he has no trouble enunciating the bravery of television actors who compete, despite pulled muscles, in a tug of war in &amp;quot;Battle of the Network Stars,&amp;quot; and couldn't see any of that in staying in the ring with Larry Holmes for 15 rounds.

Yes, Randall took a pounding.

No, he didn't quit. The only other man Holmes has failed to knock out since he became champion was Trevor Berbick, but-as Holmes would tell me later in the day-Berbick wasn't fighting, he was just trying to survive. &amp;quot;Fifteen rounds, after all the shots,&amp;quot; Holmes would say, sounding like 
he was remembering it from a long time ago, &amp;quot;Cobb was still tryin' to win the fight. He fought me harder than anybody.&amp;quot;

I got up off the bed and opened the door. &amp;quot;I knew an ambitious young businessman like yourself would be an early riser,&amp;quot; he said, coming in. &amp;quot;All of us are early risers.&quot; One of his eyes was swollen half shut, there were six small stitches in the lid of the other one. He sat down on the bed and looked out the window at the Astrodome. It was still raining in Houston,
 as far as I knew it always had been.

&amp;quot;Are you hurt?&quot; I said. I'd walked with him back to the dressing room after the fight, but I left when he and his trainer George Benton started talking about the next one. I think a lot of George Benton, but I didn't want to hear about any more fighting then.

&amp;quot;It looks a lot worse than it is,&amp;quot; he said. &amp;quot;I don't know why, usually it's worse than it looks. No, I'm fine, except my ears.&amp;quot; Randall always gets an ear infection after a fight. He hit himself on the side of his head, like a kid who has been in a swimming pool.

I said, &amp;quot;If something comes dripping out of there I'm going to lock myself in the bathroom.&quot;

He smiled and looked at the television. I'd left it on, trying to sleep. It was a Kung Fu rerun, David Carradine remembering the advice of his old dime-eyed teacher on how to disarm a troop of drunk and insensitive American cavalry troops. &amp;quot;You must listen to the color of the sky,&amp;quot; he 
said, &amp;quot;and see the sound of the hummingbird's wing.&amp;quot;

&amp;quot;You think I need a blind trainer?&amp;quot; he said.

&amp;quot;He did have a right hand,&amp;quot; I said, meaning Holmes.

&amp;quot;I didn't think it was that fast,&amp;quot; he said. He looked out the window again. &amp;quot;I didn't think he was that good. It was like an advanced game of tag in there. &amp;quot; And then a few minutes later, &amp;quot;Larry is a bad bitch in a game of tag.&amp;quot;

There was a tiny, unstitched cut about an inch under his left eye, where so many of the right hands had landed, and as he spoke it leaked watery blood down his cheek. The cut must have gone all the way into a tear duct, and his face, on that side, was streaked with two long, bloody tears.

&amp;quot;Did I tell you about Hagerman, New Mexico?&amp;quot; he said. &amp;quot;Me and my brother Marty dug ditches there for the high school gymnasium one summer. The dirt was so hard you couldn't dig it without a pick, the hottest dirt in the world. You couldn't walk on it with bare feet. I know, I tried and Marty had to come save me, pick me up.

&amp;quot;And every morning three members of the city council were out there, looking down into the ditch where me and Marty were digging. It would be 102 degrees by 8 o'clock, going to 114. And the first one would always say, 'Hot enough for you?' and the second one would say, 'Whatchu doin'?'

&amp;quot;And me and Marty were so competitive, we'd stand out there all day, tryin' to see who could shovel more dirt, watchin' each other so you could say, 'Ha! I shoveled four of these while you only shoveled three.' And the water had the worst taste of anyplace I ever been. It was something in the ground, gave everybody in town gas. You can imagine what the town smelled like.

&amp;quot;And when me and Marty complained about the water, they always said, 'You keep diggin', and it'll taste good.'&amp;quot; He dabbed at the blood on his face. &amp;quot; The city council's probably still there,&amp;quot; he said. &amp;quot;Gettin' together right now over at the gym, and one of them says, 'Hot enough for you?' and the other one says, 'Whatchu doin'?' And they all stand around, passing the worst gas in North America, wondering how come the town doesn't grow.&amp;quot;

He looked back out the window again. I got some coffee and Cokes from room service, and we sat like that in the room until noon, talking about Larry Holmes' right hand and Hagerson, New Mexico, and what could have been underneath it to make the dirt so hot and the water so bad.

At noon I had to leave to get a plane back to Philly. He said he was thinking of taking a look at Australia.

&amp;quot;Are you hurt?&quot; I said.

He shook his head no. &amp;quot;It was just an advanced game of tag,&amp;quot; he said, &amp;quot;and Larry won.&quot; A fresh bloody tear came out of the cut underneath his eye and worked its way down his face.

He said, &amp;quot;Damn, I wish he'd wanted to fight.&quot;

The campus of historic Girard College in north Philadelphia contains a number of impressive marble edifices, penned in by a high iron fence that separates it from the rundown neighborhood. Stephen Girard, a French immigrant who fortuitously arrived here in May 1776, was said to be America's wealthiest man when he died in 1831. He bequeathed his estate to found the college, which had the admirable goal of educating fatherless boys along with the unfortunate stipulation that those children be white. After decades of litigation and numerous protests-Martin Luther King Jr. spoke at the gates in 1965-the college accepted its first black student in 1968. Now Girard's student body is predominantly black. If Girard is a monument to the city's racial progress, that makes it an odd place for the city government to launch a racial inquisition-an investigation of P hiladelphia magazine for the crime of journalism.

On April 18, the Philadelphia Human Relations Commission held a meeting to examine the controversy surrounding  Philadelphia 's March cover story, &quot;Being White in Philly.&quot; The author, Robert Huber, went around the Fairmount and Brewerytown neighborhoods near Girard and asked all manner of white people about racial tensions in these gentrifying areas of North Philly. The piece was by no means flattering to white people. Huber quoted them doing everything from using the n-word to wrestling with their consciences for failing to help 12-year-old black children selling drugs in their neighborhood. The article wasn't above criticism, and Huber himself seemed abundantly aware of this. &quot;When I drive through North Philly to visit my son, I continue to feel both profoundly sad and a blind desire to escape. Though I wonder: Am I allowed to say even that?&quot; he wrote. 

The answer to Huber's question, said Mayor Michael Nutter, is an emphatic &quot;no.&quot; Nutter released the following statement: 

I therefore request that the Philadelphia Commission on Human Relations .  .  . consider specifically whether Philadelphia magazine and the writer, Bob Huber, are appropriate for rebuke by the Commission in light of the potentially inflammatory effect and the reckless endangerment to Philadelphia's racial relations possibly caused by the essay's unsubstantiated assertions. .  .  . The First Amendment, like other constitutional rights, is not an unfettered right, and notwithstanding the First Amendment, a publisher has a duty to the public to exercise its role in a responsible way. I ask the Commission to evaluate whether the &quot;speech&quot; employed in this essay is not the reckless equivalent of &quot;shouting 'fire!' in a crowded theater,&quot; its prejudiced, fact-challenged generalizations an incitement to extreme reaction.

There are many stories that the national media find uninteresting. One of them, surprisingly, turns out to be the mayor of a major city ordering an investigation of a city magazine for its political content. The Philadelphia Human Relations Commission has broad authority to investigate various complaints and impose penalties. Even if the city's actions are blatantly unconstitutional, costly administrative proceedings can tie up accused offenders for years (see &quot;The Sensitivity Apparat,&quot; February 4, 2013). 

Philadelphia's Human Relations Commission has an illustrious history. It was the first body of its kind in the country, founded in 1951, and was at the center of helping resolve the city's considerable racial tensions through the '60s and early '70s. In the late '80s, the commission pushed the city for ordinances protecting gays. But the justification for the commission's existence has been fuzzy for decades. The commission's slick PowerPoint presentation blandly states that &quot;in the '90s the PHRC continued to hold hearings.&quot; 

In fact, the commission has been defining discrimination down for years. It spent over a year determining that the owner of Geno's Steaks violated no laws with a sign asking customers to speak English. It crusaded against the Southeastern Pennsylvania Transportation Authority for transgender discrimination because riders must check whether they are male or female on their ironically named &quot;transpasses.&quot; The commission has also been enforcing a city law forbidding employers from asking job applicants about their criminal records. 

And now it's going after  Philadelphia . To its credit, the   magazine isn't playing along. A few days before the April 18 meeting,  Philadelphia  editor Tom McGrath sent the Human Relations Commission a polite letter informing them that the magazine would skip the meeting. (McGrath had already moderated a discussion with Huber and critics at the National Constitution Center.) 

It's unclear how many people in the city even care about the magazine controversy. About 50 people showed up for the Human Relations Commission meeting in the auditorium at Girard, though that number drops to about 30 once you subtract the commission's members, staff, event photographer, sound guy, and two interpreters for the deaf. 

The commissioners took seats at a long table on the stage above the crowd, and the hearing began with a statement from the acting chairman, Thomas H. Earle. He assured the audience that the commission respects the First Amendment. &quot;Still,&quot; he said, &quot;we are disappointed that the magazine has chosen to pass up the opportunity to participate in a real dialogue with a larger, more diverse group of residents than what was reflected in its article and to gain a fuller understanding of actual intergroup relations in the extended Brewerytown Fairmount community.&quot;

After that, the commission heard from the public. Almost none of the speakers were there simply because they are outraged at  Philadelphia  magazine. In fact, they'd avail themselves of any opportunity to get city officials to pay attention to the problems of North Philly and said as much. More than one elderly African American complained about high taxes. One woman complained that the hipster parents in her neighborhood are now holding parent-teacher meetings in &quot;a saloon.&quot; That revelation elicited a visible reaction from one commissioner, former mosque leader Saadiq Abdul-Jabbar Garner. 

Mayor Nutter seems to have vastly overestimated the article's &quot;potentially inflammatory effect&quot; on the city. &quot;I didn't want to waste my energy dealing with ignorance,&quot; Alex Peay, founder of the Rising Sons mentoring and tutoring program, told the commission. &quot;There are a few things in that article that sort of made sense, too. Because there are some issues going on in our communities. There are kids out there who are selling drugs. .  .  . There are a lot of abandoned houses, and there's a big swarm of gentrification going on.&quot; Pat Edouard, also of Rising Sons, made the point even more bluntly-dealing with the city's problems is more important than fretting over how they're discussed. &quot;Adults that speak up, black or white .  .  . instead of saying, 'Oh, that's racist!'- think . Is it? Or is it real?&quot;

One notable exception to this down-playing of the magazine controversy came from Mary Catherine Roper, a staff attorney at the American Civil Liberties Union of Pennsylvania's Philadelphia office. After a perfunctory lecture on the importance of the First Amendment, she offered the following: &quot;I'd like to speak as a white person who lives in Philadelphia for more than 25 years. .  .  . As a white person, I was deeply embarrassed by that magazine article, and that did not speak for me.&quot; The PHRC can rest easy about putting the press on the hot seat. The ACLU may give a nod to the First Amendment, but in this particular instance their heart's not in it. 

Almost an hour and a half in, Mayor Nutter showed up at the meeting. He did his best to sound outraged. &quot;Completely unbalanced piece of psuedo-journalism .  .  . hateful stereotyping .  .  . harmful stereotyping .  .  . self-styled zeal.&quot; Alas, no one was there from  Philadelphia  magazine to be called hateful by the mayor, and when Nutter was told this he said, &quot;That's tragic. It truly saddens me.&quot; 

The mayor continues: &quot;I believe in the First Amendment as much as any other&quot;-this is demonstrably not true-&quot;but given the nature of the controversy that has ensued it seems to me that you would want to be respectful to the citizens of Philadelphia, even to your readers, regardless of where they live&quot;- Philadelphia  magazine sells a lot of copies to white people in the suburbs, in case you didn't get the hint-&quot;to truly listen to more voices than were heard supposedly in that one particular piece and to demonstrate respect to the folks who are here to hear what really goes on in our neighborhoods. I think it's a lost opportunity, but that's life in the big city.&quot; 

Nutter left shortly after his speech, so he wasn't around at the end of the meeting to hear Allison from the Francisville neighborhood tell the commission of her experience living in North Philly. &quot;It's not about racism. It's about a sense of community and what we're going to do about it,&quot; she said, her voice breaking. &quot;I'm going to cry here. I was recently robbed after living there and knowing everyone on my street. And I had over $30,000 worth of stuff stolen. .  .  . And nothing has been done about it. What was taken from me was the stuff I had, and I had needed, and I had bought a home to be here, to raise a child.&quot; Allison had big plans that had been destroyed. &quot;What was taken from me was my ability to adopt.&quot;

Allison sat down to some encouraging applause, but it seems unrealistic to expect the Human Relations Commission to help resurrect her dream of raising a child in a safe environment. The city of Philadelphia has more urgent priorities, such as making sure the First Amendment isn't &quot;unfettered&quot; and ensuring ex-cons aren't subject to employment discrimination. And if Mayor Nutter had been around to comfort Allison, we can guess what he'd tell her: &quot;I think it's a lost opportunity, but that's life in the big city.&quot;

The school is also defending its decision not to notify students of the off-campus assault when it happened, saying administrators did not view it as an ongoing threat to their campus community.

&quot;This case is still very active,&quot; said Captain John Darby, who heads up the Special Victims Unit (SVU) of the Philadelphia police department.

The attack happened about a mile away from the school. The 20-year-old woman told police she was walking on the 4800 block of 10th Street around 10 p.m.

She said a black van pulled up beside her and four men jumped out, grabbed her and forced her inside. Police are not revealing where the men took her, but the woman told detectives she was sexually assaulted several times before the attackers dropped her off in an unknown location and fled.

Police say the men are between the ages of 20 and 25. One had &quot;MM&quot; tattooed on his face.

&quot;We here at SVU take these reports very seriously. We have a very good working relationship with the University and we're in constant communication with them,&quot; Darby said.

As news of the incident spread around campus, students like sophomore Karla Fernandez were concerned. &quot;It couldv'e been anyone,&quot; she said.

Some students complained that the school didn't notify them about the attack. Federal law requires universities to issue safety alerts and advisories when there are serious or ongoing threats to the student or staff. This specific case, did not fit those guidelines, according to the school.

&quot;Based on what we know, (which we cannot detail) it was decided a safety alert/advisory was not required, as we believed there was no serious or ongoing threat to our students or employees as a result of the reported incident,&quot; said Jon Caroulis, La Salle's Director of Media Relations.

Four days later, the school sent out a Safety Reminder to students, notifying them of the attack and offering the following tips:

Refrain from walking alone, particularly at night, in off-campus areas.

Travel in well-lit areas. Avoid shortcuts through driveways.

Report suspicious persons to Security and Safety or Philadelphia Police.

Be constantly aware of your surroundings at all times.

Use university shuttle and escort services.

&quot;This is a very pro-active approach,&quot; said Capt. Darby. &quot;They took this opportunity to remind folks of the steps that could be taken to minimize risk.&quot;

The latest crime statistics from La Salle are complete through the year 2011.

They show that on the main campus, a total of 4 sex assaults were reported in 2011, none in 2010 and two in 2009.

The bulk of student offenses are drinking and drug-related and most of that behavior goes on in the school's residence halls, according to the statistics.

The 10-year trend is down for drinking, and up for drug-related cases where students were disciplined.

La Salle University is located in the northwestern section of Philadelphia, on the edge of Germantown. According to the school website, the total student body is made up of over 7,300 students.
