      <title>[DIRE]  Cost Plus Billion Dollar Emergency Flu Contract!</title>

&quot;  Billion Dollar Emergency Flu Contract Changed To Cost Plus!&quot; has to be one of the most strange and boring headlines we have ever posted. But to those in the know, changing a government contract from Fixed Price to Cost Plus is a sign of governmental desperation, and a contractor's greatest dream.

 Cost Plus means that the contractor is guaranteed a profit no matter what he/she spends to fulfill the contract. Throw in the fact that this &quot;Medical Countermeasures Clinical Studies Network&quot; contract is worth .6 Billion dollars and that the ancillary contracts probably bring it up to over a BILLION dollars, and you have the very definition of the US Government URGENTLY &quot;throwing money&quot; at salivating contractors.

 This contract basically covers two things:

 (1) setting up pre event clinical trials of experimental emergency flu vaccines laced with adjuvants.

 (2) setting up a  post event, 24 hour notice reaction squad which can perform emergency, experimental treatment clinical trials on several hundred individuals using investigatory antiviral agents, and probably symptomatic (Cytokine storm) treatments with experimental immune suppressing drugs.

 So for anyone unsure on how seriously the US Government is taking the threat of Hemorrhagic H7N9 Bird Flu, if the change in this contract from Fixed Price to Cost Plus doesn't alert you to the fact that Federal Government thinks this situation is deadly serious, nothing short of mass death and forced vaccinations will convince you.

 Of course none of this means that the government is right; centralized planning seldom ever is right.  But anyway you look at, there will either be a real risk from the hemorrhagic bird flu or/and a real risk from the Government's response in preparation for that hemorrhagic flu.

 Three things one might consider in preparation for the next flu season/outbreak are:

 (1) Emergency treatments for forced vaccination with experimental adjuvant containing vaccines, like immune system suppressing supplements.

 (2) Chlorhexidine Gluconate aka CHG (see below)

 (3) Watch the CDC's strategy / budget appeal movie CONTAGION

      <description>THE deadly swine flu virus that caused a 2009 pandemic has been found in elephant seals off the central California coast, according to new research.
It is the first time the H1N1  flu strain has been confirmed in a marine mammal and researchers are now being advised to wear protective personal gear when working around marine mammals, to avoid the possibility of infection.

&quot;We thought we might find influenza viruses, which have been found before in marine mammals, but we did not expect to find pandemic H1N1,&quot; said Dr Tracey Goldstein, who led the US team that made the discovery. 

&quot;This shows influenza viruses can move among species.&quot;

Nasal swabs identified the flu infection in two elephant seals living off the Californian coast. 

An immune reaction to the virus in another 28 elephant seals indicated more widespread exposure.
The scientists said neither infected seal appeared to be ill, suggesting that marine mammals may carry the virus without showing symptoms.

This raises potential concerns for people who find themselves in contact with the creatures, such as vets and animal rescue workers

How the seals came to be infected remains an unsolved mystery.

&quot;H1N1 was circulating in humans in 2009,&quot; said Dr Goldstein, from the University of California at Davis. 

&quot;The seals on land in early 2010 tested negative before they went to sea, but when they returned from sea in spring 2010, they tested positive. 

&quot;So the question is, where did it come from?&quot;

The seals had been satellite tagged and tracked, said the scientists whose findings are reported in the online journal Public Library of Science ONE.

Exposure to the virus probably occurred before the seals reached land, either while at sea or upon entering the near-shore environment.</description>

EU donates EUR 5 billion to islamic fundamentalist regime in Egypt

 The European Union decided to give EUR 5.000.000.000 (yes, 5 billion!) to Egypt, to support the process of democratisation in the country.

Let's see what that really means.

The new powers in Egypt want to introduce Sharia, which means woman, christians (koptic), etc.. will be surpressed; and freedom of speech will be non-existing.

Egyptian President Mohammed Morsi  officially signed into law a new constitution drafted by his own Muslim Brotherhood and other Islamist groups, and which critics say has effectively placed Egypt under strict Sharia Law.

Morsi said now that the new constitution is in place, he can focus on fixing Egypt's internal problems. But others say it will only exacerbate internal divisions and transform Egypt into a pariah state on par with the Islamic Republic of Iran.

While Morsi claims the new constitution contains rights and protections for all Egyptians, its vagueness in certain areas and overt Islamic flavor has lead many to fear that radical Muslim clerics are going to play an increasingly influential role in Egypt, while minority groups and women will suffer.

&quot;It's a disaster,&quot; female Egyptian lawyer Nihad Abu El Konsam told German media. &quot;There isn't a single article in the draft constitution that mentions the rights of women.&quot;

&quot;This constitution will set Egypt 100 years back,&quot; added Abu El Konsam, noting that the Muslim Brotherhood had purposely left &quot;open doors&quot; that will result in Egyptians being placed under an extremist form of Islamic rule.

Hamdeen Sabahi, an opposition leader who placed third in Egypt's presidential election, said the Muslim Brotherhood and other Islamists have &quot;stolen&quot; Egypt's pro-democracy revolution, but he remains hopeful that they can be toppled.

In the meantime, &quot;Morsi may have been elected democratically, but he is not governing democratically,&quot; charged Sabahi in an interview with the Associated Press.

Evidence of that was seen in Morsi's reaction to ongoing opposition to his new constitution even after it passed the referendum. The president issued a thinly-veiled warning that public demonstrations against his rule must end, because the people were tired of it.

Morsi tried to accuse all who oppose him of being responsible for the nation's continuing economic woes, a tried and true tactic used by all of recent history's most successful despots.

The threats seemed to be working. While the run-up to the referendum saw hundreds of thousands protesting daily in central Cairo and even marching on the presidential palace, now that it has been signed into law very few are taking to the streets.

As for the European Union: the Task Force, co-chaired by EU High Representative Catherine Ashton and Egyptian Foreign Minister Kamel Amr declared: &quot;In support of the ongoing democratic transformation, Egypt and the EU will work together to overcome the socio-economic challenges, thus setting an example for the region and beyond.&quot;

Catherine Ashton said she was delighted with the results of the Task Force: &quot;The past two days confirm the EU as Egypt's main partner in its historic transition. The Task Force is a new type of European diplomacy, mobilising all EU assets and working with both the public and private sectors.&quot;

The European Union committed also to provide additional financial support to Egypt worth nearly EUR800 million for 2012-2013 (EUR303 million in grants and EUR450 million in loans). This is on top of the EUR449 million already provided for the period 2011-13.

The European Investment Bank announced potential lending of up to EUR1.7 billion for 2012-13, and a new Task Force fund, which can provide funds of up to EUR60 million for countries in transition.

The European Bank for Reconstruction and Development confirmed the start of operations in Egypt and announced plans for lending of up to EUR1 billion per year</description>
