Their most recent demonstration sets a new world record and ties in seamlessly with the capacity of optical fiber transmission. In the future, such radio links will be able to close gaps in providing broadband internet by supplementing the network in rural areas and places which are difficult to access. Digital, mobile and networked - changing media usage habits of modern society require the faster transmission of increasing volumes of data. Compared to the European standard, Germany lags behind in the expansion of the fiber-optic network, according to statistics from the FTTH Council Europe. Deploying new fiber-optic cables is expensive and difficult when there are natural or urban obstacles such as rivers or traffic junctions. Broadband radio links can help to overcome such critical areas, thereby facilitating the expansion of the network infrastructures. In rural areas they can be a cost-effective and flexible alternative to "Fiber to the Home". Researchers have now set a new world record in wireless data transmission: For the first time, fully integrated electronic transmitters and receivers have been developed for a frequency of 240 GHz, which allows the transmission of data rates of up to 40 Gbit/s. This equals the transmission of a complete DVD in under a second or 2400 DSL16000 internet connections. Distances of over one kilometer have already been covered by using a long range demonstrator, which the Karlsruhe Institute of Technology set up between two skyscrapers as part of the project "Millilink". "We have managed to develop a radio link based on active electronic circuits, which enables similarly high data rates as in fiber-optic systems, therefore allowing seamless integration of the radio link", says Prof. Ingmar Kallfass, who coordinated the project at Fraunhofer IAF within the scope of a Shared Professorship between IAF and KIT. Since 2013, Kallfass is with the University of Stuttgart, where he continues to lead the project. High Frequencies enable Fast Data Transmission Using the high frequency range between 200 and 280 GHz not only enables the fast transmission of large volumes of data, but also results in very compact technical assembly. Since the size of electronic circuits and antennae scales with frequency / wavelength, the transmitter and receiver chip only measures 4 x 1.5 mm^2. The semiconductor technology developed at Fraunhofer IAF, based on transistors with high carrier mobility (HEMT), makes it possible to use the frequency between 200 and 280 GHz with active transmitters and receivers in the form of compact, integrated circuits. The atmosphere shows low attenuation in this frequency range, which enables broadband directional radio links. "This makes our radio link easier to install compared to free-space optical systems for data transmission. It also shows better robustness in poor weather conditions such as fog or rain", explains Jochen Antes of KIT. Up to now, radio links were not able to directly transmit the data rates of glass fiber. This might change in the future, as the test setup of the project shows. Such a high performance system would also have the advantage of the so-called bit transparency, i.e. the signal of a glass fiber could be fed directly and without energy-consuming transcoding into a radio link. It could then be transmitted and redirected into a glass fiber. The record data from the test setup is only the beginning. "Improving the spectral efficiency by using more complex modulation formats or a combination of several channels, i.e. multiplexing, will help to achieve even higher data rates", says Antes. This could give new impetus to the expansion of the broadband network. Maybe Germany will then no longer occupy the lower ranks compared to the rest of Europe. About the Project The Federal Ministry of Education and Research (BMBF) supports the project "Millilink" with a total of 2 million Euros of funding within the support measure "Next-generation broadband access networks". Apart from the two research institutes Fraunhofer IAF and KIT, the project involves the industrial partners Siemens AG, Kathrein KG und Radiometer Physics GmbH. The aim of the project is integrating wireless links / radio links into broadband optical communication networks in order to provide rural areas with access to fast internet. A BBC correspondent who visited the northern town of Saraqeb was told by eyewitnesses that government helicopters had dropped at least two devices containing poisonous gas. The government has vehemently denied claims it has used chemical agents. The US has warned that such a development would be a "red line" for possible intervention. However, President Barack Obama has said the current intelligence on possible chemical weapon usage did not constitute sufficient proof. 'Suffocating smell' In April, Saraqeb, a town south-west of Aleppo, came under artillery bombardment from government positions. Doctors at the local hospital told the BBC's Ian Pannell they had admitted eight people suffering from breathing problems. Some were vomiting and others had constricted pupils, they said. One woman, Maryam Khatib, later died. A number of videos passed to the BBC appear to support these claims, but it is impossible to independently verify them. In the wake of that map, we received a number of criticisms - some constructive, others not - about how we were measuring what we determined to be racist sentiments. In that work, we showed that the states with the highest relative amount of racist content referencing President Obama - Mississippi and Alabama - were notable not only for being starkly anti-Obama in their voting patterns, but also for their problematic histories of racism. That is, even a fairly crude and cursory analysis can show how contemporary expressions of racism on social media can be tied to any number of contextual factors which explain their persistence. The prominence of debates around online bullying and the censorship of hate speech prompted us to examine how social media has become an important conduit for hate speech, and how particular terminology used to degrade a given minority group is expressed geographically. As we've documented in a variety of cases, the virtual spaces of social media are intensely tied to particular socio-spatial contexts in the offline world, and as this work shows, the geography of online hate speech is no different. Rather than focusing just on hate directed towards a single individual at a single point in time, we wanted to analyze a broader swath of discriminatory speech in social media, including the usage of racist, homophobic and ableist slurs. Using DOLLY to search for all geotagged tweets in North America between June 2012 and April 2013, we discovered 41,306 tweets containing the word '*****', 95,123 referenced 'homo', among other terms. In order to address one of the earlier criticisms of our map of racism directed at Obama, students at Humboldt State manually read and coded the sentiment of each tweet to determine if the given word was used in a positive, negative or neutral manner. This allowed us to avoid using any algorithmic sentiment analysis or natural language processing, as many algorithms would have simply classified a tweet as 'negative' when the word was used in a neutral or positive way. For example the phrase 'dyke', while often negative when referring to an individual person, was also used in positive ways (e.g. "dykes on bikes #SFPride"). The students were able to discern which were negative, neutral, or positive. Only those tweets used in an explicitly negative way are included in the map. All together, the students determined over 150,000 geotagged tweets with a hateful slur to be negative. Hateful tweets were aggregated to the county level and then normalized by the total number of tweets in each county. This then shows a comparison of places with disproportionately high amounts of a particular hate word relative to all tweeting activity. For example, Orange County, California has the highest absolute number of tweets mentioning many of the slurs, but because of its significant overall Twitter activity, such hateful tweets are less prominent and therefore do not appear as prominently on our map. So when viewing the map at a broad scale, it's best not to be covered with the blue smog of hate, as even the lower end of the scale includes the presence of hateful tweeting activity. Even when normalized, many of the slurs included in our analysis display little meaningful spatial distribution. For example, tweets referencing '*****' are not concentrated in any single place or region in the United States; instead, quite depressingly, there are a number of pockets of concentration that demonstrate heavy usage of the word. In addition to looking at the density of hateful words, we also examined how many unique users were tweeting these words. For example in the Quad Cities (East Iowa) 31 unique Twitter users tweeted the word "*****" in a hateful way 41 times. There are two likely reasons for higher proportion of such slurs in rural areas: demographic differences and differing social practices with regard to the use of Twitter. We will be testing the clusters of hate speech against the demographic composition of an area in a later phase of this project. Perhaps the most interesting concentration comes for references to 'wetback', a slur meant to degrade Latino immigrants to the US by tying them to 'illegal' immigration. Ultimately, this term is used most in different areas of Texas, showing the state's centrality to debates about immigration in the US. But the areas with significant concentrations aren't necessarily that close to the border, and neither do other border states who feature prominently in debates about immigration contain significant concentrations. Ultimately, some of the slurs included in our analysis might not have particularly revealing spatial distributions. But, unfortunately, they show the significant persistence of hatred in the United States and the ways that the open platforms of social media have been adopted and appropriated to allow for these ideas to be propagated. Already operational in some states Biometric identification systems are currently operational at some level in Arizona, California (under county initiative, first by Los Angeles County), Connecticut, Illinois, Massachusetts, New Jersey, New York, and Texas. Finger imaging is the principal form of technology used in all eight States, though alternative technologies have simultaneously undergone trials in Massachusetts (facial recognition) and Illinois (retinal scanning). By the end of 2000, new systems are expected to be in place in California (statewide unified system), Delaware, and North Carolina. Other States are currently in the initial planning stages, including Florida, Maryland, Michigan, Mississippi, Pennsylvania, and South Carolina. However, there is little information available at this point regarding the specific course and trajectory these States will follow in terms of system types, implementation schedules, and the benefit programs in which they will implement the new requirement. The States planned for implementation of their biometric identification systems in response to a wide variety of factors and considerations idiosyncratic to each State environment. Some States reported that their respective legislative mandates, which prescribed specific dates by which biometric systems were required to be in place, allowed insufficient time for development and planning. The States developed and followed implementation schedules in accordance with internal priorities and considerations. In a case that has caught the attention of the federal monitor overseeing department reforms, Seattle police acknowledged Wednesday that they have no video record of a February encounter in which officers fatally shot a mentally disturbed man in North Seattle. Some of the eight officers who responded in their patrol cars did not have training in how to work their dashboard cameras, even though the department has been using them in its entire fleet since 2007, the department said. Other officers responded directly from the North Precinct at the start of their shifts and didn't have time to electronically synchronize their dash-camera systems before driving to the urgent call, police said. Still others never activated their dash-cameras by turning on their patrol car emergency lights, the department said. Consequently, there is no video -- and possibly no audio -- of the Feb. 26 shooting of 21-year-old Jack Sun Keewatinawin, interim Police Chief Jim Pugel said Wednesday. Pugel said he was looking into what happened. He acknowledged that the shooting and the department's response to it have been raised with the department by Merrick Bobb, the federal-court monitor overseeing Seattle Police Department reforms to address Department of Justice findings of excessive force and evidence of biased policing. The department's Firearms Review Board (FRB) found that the shooting of Keewatinawin was justified, while his father has questioned the department's account of the nighttime incident. A court inquest to examine the shooting has been ordered. Council concerns Pugel said the FRB's investigation into the shooting was one of the two cases that were criticized in the monitor's report on the first six months of reforms, released two weeks ago. Bobb said his team found evidence that, "at minimum, raises the potential or appearance of skewing testimony by those seeking to protect an officer." The lack of video was publicly disclosed Tuesday during a City Council briefing in which Bobb discussed the police department's progress in complying with reforms compelled under a settlement agreement with the Justice Department. "We've had some discussions with the SPD about the in-car video situation," Bobb told the council's Public Safety Committee, referring to his monitoring team. "It troubled us that there were eight officers present at a particular incident and not one of the cameras was on, even though there was sufficient time to, for some of the officers to turn on their cameras," Bobb said. On Wednesday, the committee chair, Bruce Harrell, sent a letter to Pugel, saying that the shooting "has raised significant concerns regarding the procedural policies for activation of the dash-cameras." Harrell requested a department review of "when and how dash-cams are triggered" and what changes should be made "to prevent these incidents from happening in the future." He said he understood that a shift change during an emergency played a role, but that "transparency and continually improving performance should be our goal." SPD policy requires that officers activate their dash-cams and record, if feasible, enforcement-related activity. The officers wear small microphones that allow conversations to be recorded even if video is not available. Pugel said the city is in the process of installing a new system that isn't as complicated to use. He also said he is looking at reconfiguring the Firearms Review Board to address some of the monitor's issues. Pugel said that none of the vehicles responding to the scene were pointed in the direction of the shooting and likely would not have captured the incident. It's unclear how many vehicles the eight officers drove to the scene. Story questioned Keewatinawin was shot after police responded to calls from his two brothers who said Keewatinawin was holding their father hostage with a knife at a home in the 10100 block of Fourth Avenue Northwest. In a confrontation with responding officers, Keewatinawin brandished an 18-inch piece of rebar and, in an attacklike manner, approached an officer who had slipped on wet ground in a neighbor's yard, police said. The officer and two other officers fired, killing Keewatinawin. Before summoning police, Keewatinawin's brothers, Montano Rojo Northwind Sr. and Hawk Firstrider, each called 911 after they received disturbing phone calls from their mentally ill brother. They said he raged about an imagined attack and stolen money. Keewatinawin was with their father at his duplex, phoning threats to his brothers, who were at their respective homes. Northwind and Firstrider later learned that their brother was not holding their father hostage or threatening him. In fact, their father, Henry Northwind, said he did not feel he was in danger though Keewatinawin was pacing "fast and hard, jumping up and down and stomping on the ground." Police said that two attempts before the shooting to use a Taser on Keewatinawin, who was wearing bulky clothing, failed to connect the barbs to his skin. Shortly after the incident, Henry Northwind questioned the police version of events. He said his son fell to his knees and pulled the rebar from his pants. Officers surrounded him in a half-circle and opened fire, Northwind said. Northwind said he did not see an officer fall to the ground. Keewatinawin was convicted of attacking a woman at Carkeek Park in October 2011. A warrant had been issued for his arrest on Jan. 28 after he failed to report to his Department of Corrections community corrections officer and his treatment provider. Suggestions made During Tuesday's council briefing, Bobb, the federal monitor, said he favored a technological fix that would take discretion away from officers in activating their in-car camera systems. Bobb said he preferred a system that operated from when the "ignition key is turned on" until the car is returned at the end of a shift. Under council questioning, he acknowledged there would be storage problems that would have to be addressed. In addition, Bobb said, sergeants could remind officers as they leave roll call that they must activate their cameras. He also suggested spot checks and "stings" to see if officers were complying. "You enforce it that way," he said. "You let them know they have to turn the cameras on and that they're at the risk of being found out if they don't." In December 2011, the police department released an audit that concluded patrol-car cameras were not used as often as they should be.
