The recent exploits of Chris Kyle, the retired Navy S.E.A.L. who now has the most confirmed sniper kills in U.S. military history, modernized the mystique of the military sniper, but few have what it takes to join the ranks. One such man is Cpl. Miles Cooley, team leader of Reaper Two, Scout Sniper Platoon (SSP), Headquarters and Service Company, Battalion Landing Team 2nd Battalion, 1st Marine Regiment, 31st Marine Expeditionary Unit. While growing up with three siblings in a nonmilitary family in the suburban town of Algonquin, Ill., Cooley never dreamed he would become one of the top snipers of a Marine infantry battalion. "I didn't even shoot much growing up," reflected Cooley. "I was in the Boy Scouts for some time, but aside from that and playing the drums, that's all I did." Cooley did have an inclination toward the military, however. Starting in middle school he flirted with the concept of being one of the warriors on the front line of the Iraq war, and a few years later, during his freshman year of high school, he knew it would be the Marines. "My older brother went on to be a Marine, so that was a big influence on the specific branch of service," said Cooley. "I had intended to join right after high school, but some family complications put that off for a couple of years. Eventually I walked in and signed up for the 03 infantry option, and a week later I found myself in California." Cooley stepped onto the yellow footprints at Marine Corps Recruit Depot San Diego in November 2007 and subsequently the School of Infantry - West in February. It was there that Cooley learned something about himself when it came to his role as a rifleman in the Marine Corps - he wanted more. "While in school, I was thinking about attending the reconnaissance briefs, but my instructors talked me out of it," he said. "I never lost the thought of trying, though." Shortly after hitting the fleet, Cooley deployed to Iraq as a rifleman with Company F., 2/1, from January to August 2009. It was there that he was able to view Marine snipers in action, confirming his desire to become more than a rifleman. "During our Iraq tour, I talked with some of the company snipers and learned a bit about how they worked," Cooley said. "I was interested in the way they operated, but moreover they were very motivated and locked on. That's what I wanted to be." Three months after 2/1's return from Iraq, Cooley underwent screening to join the SSP and attend the scout sniper school at Marine Corps Base Camp Pendleton, Calif. He spent nine months in the platoon as part of the security element until he was selected for a seat in the school. "While you're in the platoon awaiting entrance to the school, everything you do is graded and evaluated," Cooley said. "Just being a part of the platoon is both mentally and physically challenging, but the school proved to be even tougher." Cooley eventually received a seat at the school in the summer of 2010. While at the nine-week school, he learned various scout sniper techniques like advanced marksmanship, stalking and concealment, tracking and counter-tracking, land navigation and survival skills. With a 30 percent washout rate for each class, Cooley knew he would face intense physical and mental trials. "You run everywhere you go all day, putting continual stress on the body," he said. "There is also the possibility that they'll come to you and kick you out for not doing well enough. Those trials really test you, which all go toward tempering the abilities of the snipers." Cooley's graduation from the school consisted of a 20 kilometer maneuver with notional casualties and more than 60 pounds of gear to the top of the highest peak on Camp Pendleton, where he was awarded the traditional "HOG tooth," a 7.62mm bullet. According to military legend, there is one destined round meant to kill someone with their "name on it." Being given this round enforces a battlefield status of invincibility for the sniper. The term "HOG" acronyms the sniper school graduate title of "hunter of gunmen." Cooley returned to 2/1's SSP, deploying to Afghanistan from November 2010 to May 2011. Serving in a combat zone as a scout sniper, his primary function was radically different than that of a rifleman. "In Iraq we were mainly providing security for convoys, commanding officer meetings and the like," said Cooley. "In Afghanistan, I went out with teams operating away from the companies, conducting reconnaissance and surveillance of areas they were going to enter." The use of scout snipers has skyrocketed since the Vietnam War when they were called upon to counter the guerilla-style tactics of the Viet Cong. Sniper teams were sent out for days on end to track and eliminate the invisible enemy that planted improvised traps and lied in wait for passing patrols. According to Charles Henderson, author of Marine Sniper: 93 Confirmed Kills, by the end of the Vietnam War the benefit of scout snipers resounded so loudly through the Department of Defense that training schools were stood up throughout the branches. While snipers proved strongly beneficial in recent wars, the conflict in Iraq and Afghanistan solidified their battlefield presence as an invaluable necessity in advanced reconnaissance, propelling their use and effectiveness into the 21st century. "We were basically the eyes and ears of the company for locations they were going to operate in, acting as the forward observers whenever needed," Cooley said. "We engaged the enemy when necessary, but that isn't the sole function of a scout sniper." Due to their many uses on the battlefield, snipers have been coined a "force multiplier," an asset that better balances the battlefield in terms of immediate capabilities. "Each individual sniper is not only one of the best infantrymen of the battalion in terms of skills, but they are also more mature than those of the same ranks," said Capt. Josh Cox, platoon commander of BLT 2/1's SSP and a native of Colby, Kansas. "All their skills and experience combined make them the battalion commander's hip pocket reconnaissance asset, able to perform in a wide variety of roles other than precision shooters." Returning from his second deployment, Cooley was assigned to various schools to hone his skills as a sniper. The schools included the urban scout sniper school, where Marines perfect techniques for engaging targets in close-quarters environments, and the sniper team leader's course at Marine Corps Base Hawaii. With combat experience as a sniper and his specialty schools completed, Cooley became a team leader for "Reaper Two" and chief sniper for the platoon. As the most experienced sniper, Cooley became responsible for training schedules, running the ranges and ensuring the platoon's Marines are fully trained. Recently serving with Battalion Landing Team 2/1, 31st Marine Expeditionary Unit, Cooley was presented with unique training opportunities during the six-month Okinawa iteration. As part of the SSP, he was able to train on aerial platform shoots, amphibious raids and in Okinawa's Jungle Warfare Training Center. "The MEU gives us a rare chance to operate not only in different environments, but also with different countries' militaries," he said. "We gain a wider outlook on our profession when we adapt to foreign variables outside of the desert-oriented operations that have been going on for the past 10 years." Now, with BLT 2/1 rotating back to Camp Pendleton, Cooley is as passionate and dedicated as ever to his job from all he has learned and experienced, something that reflects to the Marines in his charge. "I joined the platoon July of last year, and I quickly recognized him as one of the best team leaders of the bunch," said Sgt. John Lynch, assistant team leader with Reaper Two and a native of Coarsegold, Calif. "He demands excellence in everything we do with no room for failure, always remaining tactical during operations. There hasn't been a time where we've failed a mission or have been compromised." When it came down to &quot;allegiance,&quot; we were all patriotic Americans. Period. The word &quot;allegiance&quot; means that we promise loyalty. It also carries with it the expectation that this loyalty will be exclusive and unrestrained. In the case of a declared war or real threat or conflict, for example, our allegiance to America should preclude any other interest, be it another country or political ideology. When they took their oath to become American citizens, my parents had to pledge their &quot;allegiance&quot; exclusively to America and renounce their allegiance to &quot;any and all foreign governments.&quot; That included Great Britain, one of our strongest allies. Before Viewzone asked me to research the meaning of &quot;dual citizenship,&quot; I had never heard of the term. How could someone be a citizen of two countries at the same time? But I was just ignorant. Dual nationalities and citizenships are quite common. From my internet research, I learned that in 1997, a French Canadian with a U.S. passport ran for mayor of Plattsburgh, N.Y. He argued that the incumbent spoke French too poorly to be running a city so close to Quebec. He lost. Also in 1997, a retired top American official for the U.S. EPA (Environmental Protection Agency) ran for president of Lithuania. He was inaugurated in February to a burst of fireworks! In 1996, Dominicans from New York not only could vote in the Dominican Republic's presidential elections for the first time, they could vote for a fellow New Yorker. Multiple nationalities have become so commonplace that some analysts fear the trend is undermining the notion of nationhood, particularly in the place with the most diverse citizenry on Earth: the United States. Debate over the issue intensified in the late 1990s, when Mexico joined the growing list of poor nations that say it's OK for their nationals to be citizens of the countries to which they have migrated. Under the law that took effect in 1998 Mexicans abroad -- most of them in the United States -- will be able to retain Mexican citizenship even if they seek U.S. citizenship. And naturalized Americans of Mexican descent will be able to reclaim their original citizenship. The Mexican government stopped short, for now, of giving expatriates the right to vote. Security Issues Since citizenship carries with it a responsibility to be exclusively loyal to one country, the whole concept of dual citizenship and nationality raises questions about which of the dual citizenships have priority. This is extremely important when the two countries have opposing interests. It can be a deadly problem when a dual citizen is in a high position within our American government. Can one imagine a Japanese citizen serving in the Pentagon during WWII? Or how about a citizen of the Soviet Union holding a cabinet position in the White House during the Cold War? Today's conflicts are centered in the Middle East. America needs to balance foreign policies towards oil producing Arab nations with our goal being peace and stability in the region. This places a burdon on our government to be even-handed in our dealings with the Arab world and Israel. While the Iraq War was waged on lies about Weapons of Mass Destruction and revenge for 911, the real reason has emerged as a well designed global plan to improve the power and leverage of Israel. Added to this policy is yet another potential blow to American interests and security -- the impending War with Iran. This war will be waged for the security of Israel and will be paid for by the blood of American soldiers and the hard-earned money of American citizens whose quality of life is inversely tied to the cost of petrolium. Recently, in their much lauded paper, The Israel Lobby and U.S. Foreign Policy , Harvard professor, Stephen Walt, and University of Chicago professor, John Mearsheimer, focused attention on the strong Israeli lobby which has a powerful influence over American foreign policies (see BBC article ). They detail the influence that this lobby has exerted, forming a series of international policies which can be viewed as in direct opposition to the interests and security of the American people. These acts and policies are more often than not carried out by US government appointees who hold powerful positions and who are dual American-Israeli citizens. Since the policies they support are often exclusively beneficial to Israel, often to the detriment of America, it has been argued that their loyalties are misdirected. A few classic examples can be cited here. Jonathan Jay Pollard was an American-Israeli citizen who worked for the US government. He is well known because he stole more secrets from the U.S. than has any other spy in American history. During his interrogation Pollard said he felt compelled to put the &quot;interests of my state&quot; ahead of his own. Although as a U.S. Navy counter-intelligence specialist he had a top-secret security clearance, by &quot;my state&quot; he meant the state of Israel. Literally tens of thousands of Americans holding U.S. passports admit they feel a primary allegiance to the state of Israel. In many instances, these Americans vote in Israeli elections, wear Israeli uniforms and fight in Israeli wars. Many are actively engaged both in the confiscation of Palestinian lands and in the Israeli political system. Three examples come to mind: One is Rabbi Meir Kahane , who founded the militant Jewish Defense League in the U.S. in the 1960s, then emigrated to Israel where, eventually, he was elected to the Knesset. Until he was shot and killed at one of his U.S. fund-raising rallies in 1990, the Brooklyn-born rabbi shuttled between Tel Aviv and New York, where he recruited militant American Jews for his activities in Israel against Palestinians. He claimed to be a &quot;dual citizen&quot; of America and Israel. Another Jewish American, James Mahon from Alexandria, Virginia, reportedly was on a secret mission to kill PLO Chairman Yasser Arafat when he was shot in 1980 by an unknown assailant. When he was shot, Mahon held an American M-16 in his hand and a U.S. passport in his pocket . Then there was Alan Harry Goodman , an American Jew who left his home in Baltimore, Maryland, flew to Israel and served in the Israeli army. Then, on April 11, 1982, armed with an Uzi submachine gun, he walked, alone, to Al-Aqsa, Jerusalem's most holy Islamic shrine, where he opened fire, killing two Palestinians and wounding others. Both the U.S. and Israeli governments played down the incident, as did the media. Most recently, US Navy Petty Officer, Ariel J. Weinmann , while serving at or near Bahrain, Mexico, and Austria, &quot;with intent or reason to believe it would be used to the injury of the United States or to the advantage of a foreign nation (Israel), to communicate, deliver or transmit classified CONFIDENTIAL and SECRET information relating to the national defense, to a representative, officer, agent or employee of a foreign government.&quot; Weinmann was apprehended on March 26 after being listed as &quot;a deserter by his command,&quot; according to the US Navy. The information he gathered was supplied to Israel. Ben-Ami Kadish , a Connecticut-born U.S. dual citizen who worked in New Jersey was arrested and charged with giving top secret nuclear information and details about the US Patriot Missile to an Israeli agent -- the same agent involved with the Jay Pollard case. The espionage charges reportedly stem from acts committed in the 1980s. These activities, like the ones with convicted spy Pollard, were immediately denied by Israel (Pollard pleaded guilty in 1986). It is further reported that Israeli officials instructed Kadish to lie to US investigators. The hour-long film explores the arc of American counterinsurgency brutality from Viet-Nam to Iraq, with stops along the way in El Salvador and Nicaragua. James Steele is now a retired U.S. colonel who first served in Viet-Nam as a company commander in 1968-69. He later made his reputation as a military advisor in El Salvador, where he guided ruthless Salvadoran death squads in the 1980s. When his country called again in 2003, he came out of retirement to train Iraqi police commandos in the bloodiest techniques of counterinsurgency that evolved into that country's Shia-Sunni civil war that at its peak killed 3,000 people a month. Steele now lives in a gated golf community in Brian, Texas, and did not respond to requests for an interview for the documentary bearing his name. Tens of thousands of anti-war protesters clashed with Mayor Richard Daley's police, determined to force the party to reject Johnson's Vietnam war strategy. As they taunted the police with cries of "The whole world is watching!" one man in particular was watching very closely. Lyndon Baines Johnson was at his ranch in Texas, having announced five months earlier that he wouldn't seek a second term. The president was appalled at the violence and although many of his staff sided with the students, and told the president the police were responsible for "disgusting abuse of police power," Johnson picked up the phone, ordered the dictabelt machine to start recording and congratulated Mayor Daley for his handling of the protest. The president feared the convention delegates were about to reject his war policy and his chosen successor, Hubert Humphrey. So he placed a series of calls to his staff at the convention to outline an astonishing plan. He planned to leave Texas and fly into Chicago. He would then enter the convention and announce he was putting his name forward as a candidate for a second term. It would have transformed the 1968 election. His advisers were sworn to secrecy and even Lady Bird did not know what her husband was considering. On the White House tapes we learn that Johnson wanted to know from Daley how many delegates would support his candidacy. LBJ only wanted to get back into the race if Daley could guarantee the party would fall in line behind him. They also discussed whether the president's helicopter, Marine One, could land on top of the Hilton Hotel to avoid the anti-war protesters. Daley assured him enough delegates would support his nomination but the plan was shelved after the Secret Service warned the president they could not guarantee his safety. The idea that Johnson might have been the candidate, and not Hubert Humphrey, is just one of the many secrets contained on the White House tapes. They also shed light on a scandal that, if it had been known at the time, would have sunk the candidacy of Republican presidential nominee, Richard Nixon. By the time of the election in November 1968, LBJ had evidence Nixon had sabotaged the Vietnam war peace talks - or, as he put it, that Nixon was guilty of treason and had "blood on his hands". The BBC's former Washington correspondent Charles Wheeler learned of this in 1994 and conducted a series of interviews with key Johnson staff, such as defence secretary Clark Clifford, and national security adviser Walt Rostow. Now, for the first time, the whole story can be told. It begins in the summer of 1968. Nixon feared a breakthrough at the Paris Peace talks designed to find a negotiated settlement to the Vietnam war, and he knew this would derail his campaign. He therefore set up a clandestine back-channel involving Anna Chennault, a senior campaign adviser. At a July meeting in Nixon's New York apartment, the South Vietnamese ambassador was told Chennault represented Nixon and spoke for the campaign. If any message needed to be passed to the South Vietnamese president, Nguyen Van Thieu, it would come via Chennault. In late October 1968 there were major concessions from Hanoi which promised to allow meaningful talks to get underway in Paris - concessions that would justify Johnson calling for a complete bombing halt of North Vietnam. This was exactly what Nixon feared. The Paris peace talks may have ended years earlier, if it had not been for Nixon's subterfugeChennault was despatched to the South Vietnamese embassy with a clear message: the South Vietnamese government should withdraw from the talks, refuse to deal with Johnson, and if Nixon was elected, they would get a much better deal. So on the eve of his planned announcement of a halt to the bombing, Johnson learned the South Vietnamese were pulling out. He was also told why. The FBI had bugged the ambassador's phone and a transcripts of Anna Chennault's calls were sent to the White House. In one conversation she tells the ambassador to "just hang on through election". Johnson was told by Defence Secretary Clifford that the interference was illegal and threatened the chance for peace. Nixon went on to become president and eventually signed a Vietnam peace deal in 1973In a series of remarkable White House recordings we can hear Johnson's reaction to the news. In one call to Senator Richard Russell he says: "We have found that our friend, the Republican nominee, our California friend, has been playing on the outskirts with our enemies and our friends both, he has been doing it through rather subterranean sources. Mrs Chennault is warning the South Vietnamese not to get pulled into this Johnson move." He orders the Nixon campaign to be placed under FBI surveillance and demands to know if Nixon is personally involved. When he became convinced it was being orchestrated by the Republican candidate, the president called Senator Everett Dirksen, the Republican leader in the Senate to get a message to Nixon. The president knew what was going on, Nixon should back off and the subterfuge amounted to treason. Publicly Nixon was suggesting he had no idea why the South Vietnamese withdrew from the talks. He even offered to travel to Saigon to get them back to the negotiating table. Johnson felt it was the ultimate expression of political hypocrisy but in calls recorded with Clifford they express the fear that going public would require revealing the FBI were bugging the ambassador's phone and the National Security Agency (NSA) was intercepting his communications with Saigon. So they decided to say nothing. The president did let Humphrey know and gave him enough information to sink his opponent. But by then, a few days from the election, Humphrey had been told he had closed the gap with Nixon and would win the presidency. So Humphrey decided it would be too disruptive to the country to accuse the Republicans of treason, if the Democrats were going to win anyway. Nixon ended his campaign by suggesting the administration war policy was in shambles. They couldn't even get the South Vietnamese to the negotiating table. He won by less than 1% of the popular vote. Once in office he escalated the war into Laos and Cambodia, with the loss of an additional 22,000 American lives, before finally settling for a peace agreement in 1973 that was within grasp in 1968. The White House tapes, combined with Wheeler's interviews with key White House personnel, provide an unprecedented insight into how Johnson handled a series of crises that rocked his presidency. Sadly, we will never have that sort of insight again.
