It's called using force to subdue a suspect who is resisting arrest. It's 100% legal and 100% necessary.

Mako 31: What i was saying was that, the suspect was completely controlled. Cuff him, pick em up and put him in the car. There wasnt any need to keep hitting him. That is what i was questioning. Its about being professional. That police officer crossed the line.
