This guy probably had mental issues and this episode triggered them.
It is sad that some victims may have been shot by police. But you cant blame them. Their job is to stop the shooter. They have to. Make a split second decision to take him out or risk him getting away and killing more people.

The shooter shot 1 man and was walking away being followed by a construction worker that saw the shooting. The worker pointed the shooter out to police when they arrived and the police shot and killed the shooter and the police wounded the 9 innocent bystanders, NOT the shooter!
