It's not just those that live out on those islands though, there are many refugee's and different religious groups that just deliberately live off our welfare never attempting to get a job back on the mainland... I can understand if your a recent refugee who has suffered etc that it may take time to adjust, learn our language and get a stable footing here. But years after you've joined our community you should be off of welfare and working not just relying on our social security system.
