11-09-03 Racketeeringby Judges of the Los Angeles Superior Court is Protected by US Judges and theUS Department of Justice____Any attempt toaddress the widespread corruption of the California judges, which fails torecognize their protection by corrupt US judges and the US Department ofJustice, is bound to fail.____Los Angeles,September 3 - in response for a call by former US ProsecutorRichard Fine for RICO prosecution of California judges (see below), statementwas issued by Joseph Zernik, PhD, of Human Rights Alert (NGO):
"Any attempt to address the widespreadcorruption of the California judges, which fails to recognize their protectionof the corrupt US judges and the US Department of Justice, is bound tofail."
Report, which was submitted by Human Rights Alertto the Human Rights Council (HRC) of the United Nations, was incorporated intothe 2010 HRC Staff Report with a note, referring to"Corruption of the courts and the legal profession and discrimination bylaw enforcement in California." 
Regardless of the overwhelming evidence ofracketeering by the Los Angeles Superior Court judges, [2,3,4] allefforts to address the corruption through the US justice system have so farfailed:· Complaint, whichwas filed in 2008 in the US District Court, CentralDistrict of California under Zernikv Jacqueline Connor et al (08-cv-01550) against a group of 10judges of the LA Superior Court judges, pursuant to 42 USC 1983, providedevidence of conduct amounting to racketeering. oThe Office of the Clerk of the US District Court Terri Nafisi refused to issue summonsesoThe US Court of Appeals, 9th Circuit, (CircuitJudges Stephen Reinhardt, Marsha Berzon and MilanSmith, Clerk Molly C Dwyer) denied (throughan unsigned, unauthenticated orders) an emergency petition, Zernik v USDC (08-72714) asking a mandate on the US District Court to issue the summonses. Papers thatprovided evidence of the corruption in the LA Superior Court and the USDistrict Court were deleted from the docket. [6,7]o In the US DistrictCourt, US Judge Virginia Phillips and US Magistrate Carla Woehrle, denied the rightto file any papers that included evidence of corruption of the CaliforniajudgesoThe same US judgesrefused to respond on request for statements on the record regarding conflictsof interestsoThe US DistrictCourt continued with simulated litigation for over a year, where none of therecords were authenticated, even after I refused to oppose a motion todismiss... Complaint, which was filed in 2008 with the US Department of Justice and FBI, requested equal protection of the 10 million people of Los Angeles County against racketeering by the Los Angeles Superior Court judges.[/*] The US Department of Justice and FBI refused to respond.[/*] In response to Congressional Inquiries by Senator Dianne Feinstein and Congresswoman Diane Watson, Assistant Director of FBI Kenneth Kaiser, and then Director of the US Attorneys Office (Fast and Furious/Gun Walking) Kenneth Melson provided the US Congress responses that are opined as fraud on the US Congress.[/*] [/list] Complaint was filed in 2009 the US District Court, DC, under Zernik v Melson et al (1:09-cv-00805) pursuant to Petition to Compel US Officer to Perform His Duties:[/*] US Judge Richard Leon and Clerk of the US District Court Nancy Whittington-Mayer engaged in conduct similar to that of the US District Court in California. [/*] [/list] Following the restoration in 2010 of the Public Corruption and Civil Rights unit in the US Attorney's Office, Central District of California, numerous complaints were filed, documenting racketeering by California Judges:[/*] The Office of US Attorney Andre Birrote refused to acknowledge receipt of the complaints. [/*] [/list] Complaint was filed in 2011 with US Attorney General Eric Holder, seeking action regarding the large-scale fraud in the electronic records of the US Courts.[/*] Eric Holder failed to respond to this date. [/*] [/list][/list]"Corruption ofthe US justice system amounts to a constitutional crisis," says Dr Zernik,"Like the Great Depression before it, the current economic/financialcrisis is essentially an integrity crisis of the US government. Unlesscorruption of the justice system is addressed, civil society and socio-economicconditions are unlikely to improve." [11.12]

According to Wikipedia, the RICO Act is a U.S.Federal Law that provides for extended criminal penalties and a civil cause ofaction for acts performed as part of an ongoing criminal organization. The RICO Act focuses specifically on racketeering, and it allows for theleaders of a syndicate to be tried for the crimes which they ordered others todo, or assisted them in doing, closing a perceived loophole that allowedsomeone who told a man to, for example, commit murder to be exempt from thetrial because they did not actually commit the crime.
