Looks like the operator clearly understood this poor lady. I think the lady was confused and wasn't giving clear directions like some people would be if they were about to die.

She was swept away by flood waters and lodged at the base of a tree. How the hell would she know where her van came to rest? She did her best to describe the area without knowing where she was at.
