If I were Secretary of the Navy, this is what I would do with all my time. The Undersecretary of the Navy would stay in Washington doing all the paperwork, meetings, etc. Whenever the Secretary of Defense wanted to know where the hell the Secretary of the Navy was, it would be same story ... "She's visiting Marines in Afghanistan, sir", or, "She's on an aircraft carrier in the Pacific, sir. Rumor has it that she's making the aviators take her on jet rides off the carrier deck, sir." Whenever they tried to call me back to Washington, there would be some sort of communications breakdown. Ya know, static and such ... :-)
