Happens in Germany 4 times a year. They are testing the emergency alarm sirens.
In my younger years, these alarms were also used when there was a fire somewhere.

@DrDietmarPosselt Yep they are also used when there is a fire/severe toxic spill, etc. Here they are tested in the entire nation the first monday of the month at noon.

The message is always the same. Get indoors, close windows and doors and turn on TV/radio.
