That is correct. The Chinese Government now thinks it can control how many flies buzz around in a public bathroom. Why not, control your people to no end, might as well control the damn flies.

I think it's a revenue collecting measure. Not every toilet there is government owned after all, so, the inspector goes into the shitter and pulls out 3 flies. Bingo, fined!
