The new diesel engines which were being rapidly introduced were often breaking down and not being used or driven correctly. Hence the use of steam loco's even at this late stage of their lives. Diesel engine problems were often related to the human error aspect rather than the locos being poor - which they were not, it was often because the drivers had just moved over from steam traction to the totally new type of engine requiring different sorts of driving skills. Many old school steam engine drivers couldn't make the transition smoothly and retired.
