Looks like ERA flashing. Normal RPG-7 hits aren't as bright or large.
Assume from the lack of follow-up the attack was a failure.

@Penguinister You can see the explosion is VERY SIMILAR to other RPG hits on tanks, many like I've seen here on liveleak of RPGs hitting humvees. Also, you can see a pillar of smoke rise, which is very untypical of a tank round firing. That usually makes the smoke go outwards with the direction of the shot, not straight up like it clearly shows in the video.
