They have no dexterity in their limbs yet.

Not at all. Depending on the kid, 3 to 5 five is a good age to start. Helps them achieve balance & dexterity much quicker. Getting kids into any kind of physical activity is good for them. Just not into competitive training, which happens in Europe quite often.
