Physique is important. You could probably prove that the winners have become much taller over those years too. Also, their body types have gotten more "leggy" - longer legs compared to torso. In the last 20 years, they have developed stronger shoulders and arms too.
Add to that better training methods, better starting technique and better dietary discipline. One thing the chart suggests though is a slowing in the improvement in more recent decades.
