Syria has 24 MiG-29s on order. 19 MiG-29s were in operation as of January 2011 (price about 10-30 million dollars unit)
and 146 MiG-23MS/MF/ML/MLD/BN/UB in service (cheaper models less than 10mil dollars unit)

Last year I saw a video on LL with some guys carry a stinger. If they can use it right, MIG's wont be safe on lower altitude.
Problem is they go higher, so their bombs are less accurate = more collateral damage
