@Losers_Finish_Last not necessarily. After Milita was switched to Police early this year in a major Police reform citizens got a lot more rights when it comes to dealing with cops. Many are taking advantage of it and now bossing them around on small things

After major Police reform early this year in Russia citizens have a lot more rights when dealing with cops.
That was a legit request and it was on camera as cops can be filmed now. Both would lose their jobs if they disobeyed and the citizen complained to their superiors.
Russia is more free then we think.
