I've been told mercury was used in making hats, and the fumes made the workers a little troppo...would that be correct?

It would cause brain damage in hat makers back in the day, I forget its exact application but yes it was used.
That's where the term mad hatter came from. But no, mercury won't make you high, the long term effects of exposure cause brain damage.

To be precise Mercury doesn't attack Aluminium. Oxygen does. All Mercury does is disrupt the usual Aluminium oxide coating.
