Yeah, a cheap-ass Trac-fone with a couple of hours of talk time a month. You know, to make appointments, call an ambulance, or as a contact for employers... The Lifeline program started under Clinton, but these were actually added under Bush, and everyone (including the rest of the 47%) who pays for their own phone service pays a few cents every month for this program.
