Large-scale fraud in the electronic records of the courts, banks and registration systems is tightly linked to the current civil unrest and financial crisis in the United States. Corruption of the electronic records in the United States started in the 1980s. The evidence shows that corruption of the electronic records of the State of Israel has taken place primarily over the past decade, through conduct of senior members of the judiciary and senior officers of the Ministry of Justice, who had special duties and obligations to safeguard the integrity of the justice system. The complaints document that the accused exploited the transition to electronic record systems to create legal and/or electronic back doors, which undermine the integrity of the legal records of the State of Israel. The impact of such conduct is yet to be fully manifested, but is likely to result in serious regression relative to human rights, socio-economic development, and stability of the financial system. Effectively, the complaints describe an unannounced regime change in the State of Israel.

Jerusalem, May 21 - "Senior members of the judiciary and senior officers of the Ministry of Justice of the State of Israel exploited the transition to electronic record systems to create legal and/or electronic back doors, which undermine the integrity of the legal records of the State of Israel," says Joseph Zernik, PhD, of Human Rights Alert (NGO).


Criminal complaint (No. to assigned) has been filed today with the Israel Police by Dr Zernik against Attorneys YORAM HACOHEN and AMIT ASHKENAZI of the Ministry of Justice of the State of Israel. [1] The Complaint alleges Fraud and Honest Services Fraud by Attorneys YORAM HACOHEN and AMIT ASHKENAZI, jointly and/or separately, through the usurpation of the office of Registrar of Certifying Authorities, pursuant to the Electronic Signature Act (2001).


The Registrar of Certifying Authorities is akin to a present day, digital "Keeper of the Seal" of the State of Israel. The conduct, detailed in the complaint includes:

• Falsification of Registrar of Certifying Authorities records, with no lawful authority, including, but not limited to guidelines, standards, contracts, enforcement decisions;
  
• Testimonies before the Knesset Committee under false pretenses relative to the lawful appointment of such Registrar of Certifying Authorities.
  

A separate criminal complaint (No. to assigned) has been filed today with the Israel Police by Dr Zernik against retired judges BOAZ OKON and MOSHE GAL, relative to their conduct as former Directors of Administration of Courts. [2] The complaint specifically accuses the two retired judges of the Fraud and Honest Services Fraud through the online publication of a false and deliberately misleading Apostille certification procedure, with no legal authority. The fraud, related to the Apostille certification procedure is claimed to be perpetrated on the People of all nations, who are parties to the Hague Apostille Convention (1961).


Criminal complaint against Ms SARAH LIFSCHITZ (No 158921/2012), was filed with he Israel Police on April 16, 2012. [3] The complaint alleged Fraud and Honest Services Fraud in false and deliberately misleading certification of Supreme Court decisions by Ms SARAH LIFSCHITZ, as Chief Clerk of the Supreme Court,


Copies of the complaints have been forwarded to the State Comptroller, Attorney General, the Minister of Justice and Members of Knesset.


Combined, the three complaints document a pattern of coordinated assault on the integrity of the electronic records of the State of Israel by members of the judiciary and the legal profession. The impact of such conduct is yet to be fully manifested, but is likely to result in serious regression relative to human rights, socio-economic development, and stability of the financial system. Effectively, the complaints describe an unannounced regime change in the State of Israel.


Complainant Joseph Zernik, PhD, has specialized in recent years in analysis of integrity, or lack thereof, in large government and banking data processing systems. [4] The complaint originates in research conducted in preparation of the Human Rights Alert's submission for the 2012 Universal Periodic Review by the Human Rights Council of the United Nations. [5]


The submission recommends that major efforts should be made to address what amounts to a constitutional crisis in a nation with no constitution:

• The electronic records systems of the State of Israel should be examined and repaired by Israeli computing/legal experts, under accountability to the legislature.
  
• A Truth and Reconciliation Commission should be established relative to events surrounding the 2002 death of Supreme Court Chief Clerk Shmaryahu Cohen and the role of the judiciary in implementation of the invalid, false and deliberately misleading electronic record systems in the courts;
  
• No court of any nation should be permitted to develop and implement its own electronic record systems.
  

The 2010 submission of Human Rights Alert to the Human Rights Council (HRC) of the United Nations was reviewed by the HRC professional staff and incorporated in the official HRC Professional Staff Report with a note referring to "corruption of the courts and the legal profession and discrimination by law enforcement in California."
