They actually pulled off a raid against the U.S. mainland and managed to started a forest fire. But I'm not sure the Americans ever noticed during the war that it was the Japanese who caused it.

the balloons were released from Sendai city, 300km north of Tokyo, they found out they were coming from Sendai city because the sand in the sand bags that weighed the balloons matched the soil samples that were collected through out Japan prior to the war, one the bombs and sand bags were released and the sand bags stayed intact enough to get a good sample.
