An investigation has been launched into NYPD officer Gilberto Valle after he was found to be suspected of plotting to kidnap, torture, cook and kill women.

The New York Times reports on the disturbing case developing in New York City. Valle was arrested this week by the FBI after evidence painted a terrifying picture of his criminal plans.

The complaint lodged evidence that included emails and instant messages which showed Valle was “discussing plans to kidnap, rape, torture, kill, cook and eat body parts of a number of women.”

Mary Galligan, acting head of the FBI’s New York office said, "The allegations in the complaint really need no description from us. They speak for themselves."

Valle is married and a six-year veteran of the NYPD. He was suspended upon his arrest by the FBI in Queens on Wednesday.

Valle was charged with federal kidnapping conspiracy and is expected to appear in Federal District Court in Manhattan on Thursday afternoon. Though the evidence is against him, it is not believed that Valle ever acted on or carried out his plots.

The New York Times reports that in one message to a co-conspirator, Valle wrote that he was contemplating cooking a woman “over a low heat” so as to “keep her alive as long as possible.”

Other correspondence shows that Valle wrote to a conspirator “$5,000 and she is all yours.”

“Just so that you know, she may be knocked out when I get her to you,” Officer Valle wrote, according to the criminal complaint. “I don’t know how long the solvent I am using will last but I have to knock her out to get her out of her apartment safely.”

According to the complaint, Valle was under the impression that the woman in this situation was to be kidnapped in order to be raped.

“She will be alive,” Valle wrote. “It’s a short drive to you. I think I would rather not get involved in the rape. You paid for her. She is all yours and I don’t want to be tempted the next time I abduct a girl.”
A search of Valle’s computers revealed that he had “files pertaining to at least 100 women.”

“The F.B.I. has identified and interviewed 10 of these women, each of whom has confirmed to the F.B.I. that Valle is known to her,” the complaint said.

Another document showed what investigators believed to be a “blueprint” for “abducting and cooking” his victims.
